General Information

Overview

The position of Leave Management Specialist I (LMSI) is part of the Labor Relations Division of the Department of Hu-man Resources. The position of LMSI is part of a team that serves as the central point of contact for managing leave administration and is responsible for establishing a professional and supportive “first contact” for employees, supervisors and HR professionals regarding the Family Medical Leave Act (FMLA), Vermont’s Parental Leave Act (VTPFLA), and leaves of absence (LOA) provisions outlined in the applicable Collective Bargaining Agreements (CBA) and State Poli-cies and Procedures.

Candidates should have familiarity with Microsoft Enterprise Office 365, Excel, Word, SharePoint, the State’s HCM Peo-plesoft system, or other electronic databases. Strong organizational skills and close attention to detail are requirements for the position.

Duties will include, but are not limited to:

Managing calls through an Automated Call Distribution (ACD) call system;

Collaborating with Leave Management staff, Department of Human Resources staff, employees, supervisors and leadership throughout the Executive Branch of State Government, to address questions pertaining to FMLA/VTPFLA and/or designate qualifying FMLA events;

Generating notification letters in response to FMLA/VTPFLA events;

Maintaining detailed and accurate case files.

Examples of Work:

Exercises good independent judgment and appropriate discretion in applying and interpreting statutes, rules, and poli-cies of considerable complexity. Provides guidance to employees, supervisors and DHR staff on matters relating to the interpretation and application of FMLA and VTPFL, including the rights and responsibilities of employees and supervi-sors. Coordinates the administration of all applicable paperwork and associated processes for FMLA/VTPFLA situations. Manages and processes notification of various types of requests for leaves of absence and return to work status with the employee, their supervisor, and Department of Human Resources staff.

Ensures that all aspects of the FMLA and VTPFLA processes are in compliance with applicable Federal and State Stat-utes, CBA, and State Policies and Procedures. Provides determination on eligibility for various types of covered leave requests by assessing eligibility and qualifications and ensuring appropriate medical documentation is received.

Routinely handles confidential medical data. Tracks employee leave usage through, review of employee timesheets, the running of queries and reports to ensure leave usage accurately corresponds to leave status. Monitors assigned cases and maintains applicable case records to provide DHR staff access to current employee medical leave status within as-signed customer base. Assists with the delivery of comprehensive supervisory and management training programs as needed. Works in close partnership with HR Field staff when cases evolve and require labor relations or performance management action. Works closely with DHR Labor Relations on the resolution of more complex cases. Maintains rec-ords in compliance with applicable Statutes, State Policies and records retention schedules, and CBA. Performs related duties as required.

JOB SUMMARY Performs professional duties within the HR department including:

Administration of Federal and Vermont Family Medical Leaves of Absence

Worker’s Compensation Administration and OSHA recordkeeping

Position Control, maintaining information in the HRIS

Coordination of student experiences and temporary staffing.

Employee Relations, Manager Relations

Administration of employee benefits programs

Support on-boarding and orientation of employees, and other duties as assigned JOB RESPONSIBILITIES (ESSENTIAL FUNCTIONS) Leave Administration:

Serve as the primary contact for Porter employees and managers regarding leave of absence requests determining eligi-bility, collecting appropriate documentation and approving/denying all FMLA/VPFLA requests. Provide department man-agers with guidance on Personal Leave requests.

Compliance:

Manage Porter’s workers compensation insurance claims and recording process in accordance with all Federal and State laws and regulations, including those put forth by OSHA.

Coordinate information and documentation of workplace injuries to the Safety Officer and the Infection Control Coordi-nator.

Perform job responsibilities in accordance with all safety policies and equipment operation specifications Human Resources/Information Systems:

Provide the Director of Human Resources with direct support of the HRIS ensuring that the capabilities of HR systems are totally understood and developed. Provide managers/management with information to enhance their effective-ness. Ensure that all information in the system is accurate, up to date and fully developed.

Prepare basic and complex reports from HRIS for department and other managers.

Position Control-Monitor the Requisition and Action form process, and ensure accurate recordkeeping for Position Con-trol. Employee Relations:

Consult with management and employees as needed and as assigned for various situations as they arise.

Labor Relations as assigned. Student Experiences & Temporary Staffing:

Work with internal and external stakeholders to coordinate student experiences.

Manage temporary staffing needs; collaborate with internal and external stakeholders for onboarding and management of temporary staff.

HR & Benefits Administration:

Support onboarding and orientation of new hires including new manager training.

Implement, develop and maintain employee records and information, compilation and retrieval of personnel data, ac-tions and changes with appropriate confidentiality and timeliness.

Provide support with administration of benefits as needed. JOB REQUIREMENTS Bachelor's degree in HR or Business with three years experience in HR and/or health care operations or an equivalent combi-nation of education and experience. Strong software and HRIS skills. SHRM-SCP designation preferred. .
