Time sure flies fast! Recently two of the former RSPF managers and the current RSPF manager for PUC met during during the National Association of State Relay Administrators (NASRA) Conference and had the opportunity to take this photo. Pictured left to right: Jack Cassell (1987-1997), Damara Paris (1998-2006) and Jon Cray (2006-Present).

You are invited to attend the OTRS and Sprint 15-year anniversary (1992-2007) at a reception on January 18, 2008, from 4 p.m. to 8 p.m. at the Mission Mill Museum, Dye House, 1313 Mill Street SE, in Salem. There will be fun activities for people of all ages, as well as great door prizes!

We will also update you on the latest Oregon Telecommunications Relay Service, Telecommunication Devices Access Program and Oregon Telephone Assistance Program updates, including information about speech generating devices and Captioned Telephone.

Please keep your eye out for an invitation at the end of December or in early January. Sign language interpreters and real time captioning will be available at the event. The facility is also wheelchair-accessible. If you have other accommodation requests, please contact Cindy Campbell at [email protected] no later than January 5, 2008.

Do you still have a Krown TTY loaned to you by TDAP? Since TDAP stopped loaning the Krown TTY models in 1993, your TTY is at least 14 years old! We encourage you to exchange

your TTY at any time to avoid potential problems that may arise from using old equipment. TDAP has the available equipment listed below for exchange.

Jon’s CornerThe 2007 legislative session was a successful one for the

Residential Service Protection Fund (RSPF) telephone assistance programs. Both Senate Bills (SB) 40 and 41 were passed and will become effective January 1, 2008. SB40 allows licensed hearing aid specialists to certify individuals as eligible to receive assistive telecommunication devices or adaptive equipment though the Telecommunication Devices Access Program (TDAP). SB41 allows the Oregon Telephone Assistance Program (OTAP) staff to approve a resident in long-term and residential care facilities who meet eligibility criteria for OTAP benefits.

It’s amazing that Sprint has been Oregon’s relay provider for the past 15 years! To commemorate our productive and successful working relationship, Sprint and the Public Utility Commission (PUC) invites you to a celebration on Friday, Jan. 18 (see page 2). In addition, Sprint and PUC are sponsoring an OTRS logo contest for a $1,000 grand prize! Submit your creative design and you just may see it displayed in the next OTRS newsletter, brochures, and other printed materials.

I am pleased to inform you that effective December, Jim Nieuwstraten and Bill Drobkiewicz will serve as the hard of hearing representative and deaf representative, respectively, on the Telecommunication Devices Access Program Advisory Committee for a four-year term. Please join me in welcoming them to the committee! Although their terms expire in December 2007, we are grateful for advisory committee members BettySue Bischoff’s and Cheryl Davis’ commitment and invaluable input.

We are still seeking a member who is speech impaired to serve on this advisory committee. We need your vital feedback with regards to speech generating devices or other adaptive equipment and speech to speech relay. I encourage you to consider this exciting and rewarding opportunity. Please see the advertisement on page 10 for further information on how to apply.

Last, but not least, I am happy to announce that we now have a toll-free fax number. Customers can fax their OTAP and TDAP applications to (877) 567-1977 to avoid incurring long distance charges.

In addition, the TDAP and OTAP advertisement continues to be featured in several editions of various Hearing Loss Association of Oregon newsletters.

Oregon CapTel PSA Successful!You may have seen an Oregon CapTel public service

announcement (PSA) airing in major areas of Oregon for several weeks in September, October and November. As a result of the PSA, education about Captioned Telephone (CapTel) has dramatically increased requests. In October and November, the number of CapTel devices sent to new Oregon CapTel consumers more than quadrupled!

In addition, the KOIN News website featured OTRS from September to December. When viewers clicked on the OTRS logo at the website, they were directed to Oregon CapTel’s website at www.oregoncaptel.com.

If you received a CapTel recently, and also had training, please help us track the success of our training program by filling out and sending in the brief survey on page 5.

The Public Utility Commission is committed to providing our customers successful access to telecommunications. If you are still unsure of how to use your CapTel, we have trainers available. We also have other available equipment for exchange if the CapTel does not suit your telecommunication needs.

Did you know that there is a way to have the Volume Boost on your Captioned Telephone always on? Here’s how to do it:

With the handset hung up, open the little keyboard at the bottom of the phone. It can be opened on the right hand

side using your hand, a paper clip, or coin. Once open, look for the SHIFT

key located on the left hand bottom side. Press this key and keep it held down while pressing the

MENU button. Continue pressing the MENU button while holding down the SHIFT key until you see the prompt, “Volume Boost Always On,” on the CapTel display. Let go of the SHIFT key and press the button to the right of the display near the word “ON.” Then press the button next to the word “EXIT.”

It is suggested that, if another person is going to be using the CapTel, you let them know ahead of time that the volume before and during the call will be very loud. This way, their hearing will not be affected.

Telecommunication Devices Assistance Program (TDAP) UpdatesTDAP is thrilled to announce the premiere of the new TDAP brochure and application! Gone is the cumbersome

seven-page application! The colorful brochure with Mt. Hood in the background includes pictures of available telephone equipment and accessories with a brief description and its use towards the corresponding disability. The two-page application is now easier to complete. Section A is for the applicant to complete and sign, and Section B is for the professional (physician, speech-pathologist, audiologist, hearing aid specialist, or vocational rehabilitation counselor) to complete and sign! The brochure can be viewed on pages 8-10, and online at www.rspf.org. The application is also available in Spanish.

Speech Generating DevicesThe Oregon Public Utility Commission has contracted with Dr. Melanie Fried-Oken, a professor and director of

the Assistive Technology Program at the Oregon Health & Sciences University. She came highly recommended from the late TDAP Advisory Committee speech impaired representative, Colin Portnuff, and has extensive experience in speech generating devices. Stay tuned when the speech generating devices program, also known as the Portnuff Program, is unveiled in early 2008!

Oregon Telephone Assistance Program (OTAP) UpdatesTwo telecommunication providers have recently been designated by the Public Utility Commission as an

eligible telecommunications provider (ETP) to provide OTAP services to their customers. AT&T Wireless/Cingular and ComSpan USA (extending wire centers to Coquille) have joined the list of growing telephone companies participating in OTAP.

There are now a total of 40 telecommunication providers that participate in OTAP!

CONDITIONS OF ACCEPTANCE AND AGREEMENT FOR TDAP EQUIPMENT

Please read and sign the form that indicates you understand and agree to comply with the following conditions upon acceptance of TDAP Equipment (equipment):

■ This equipment is the property of the State of Oregon. I will use the Equipment in compliance with Oregon laws, including OAR Chapter 830 Division 33.

■ I will not sell, give away, or loan the Equipment to anyone. I am financially responsible for any damage to the Equipment that is not caused by normal wear and tear or acts of nature or disaster. A price list of the most current prices for previous used and current Equipment is available upon request.

■ I am responsible for the appropriate care of all Equipment and must not use it or allow it to be used for any purpose other than accessing telephone services.

■ If the Equipment is stolen, I must notify the local law enforcement agency within 24 hours of the time the theft is discovered. I agree to give a copy of the police report to the TDAP office within five (5) business days of the date the theft was reported.

■ If the Equipment is damaged due to floods, storms, fire, or other acts of nature, I must submit an insurance, fire department, police report, or other similar report about the event to the TDAP office within five (5) business days after the date the event occurred.

■ I agree to notify TDAP office of any changes (name, address, phone number, etc.) If I move to another place in Oregon, I must report my new address to the TDAP office within thirty (30) calendar days of the move.

■ I am responsible for the purchase of Equipment supplies, such as TTY paper, light bulbs, batteries, service, and the costs related to the use of the Equipment if I fail to return it before moving out of Oregon.

■ I must return the Equipment to the TDAP Office within 30 calendar days after termination of telephone service.■ I must obtain written permission from PUC’s TDAP Manager before I travel out of the State of Oregon with

any Equipment for more than 90 days.■ If I have signed this on behalf of a minor or as a guardian for an adult, I agree to notify the TDAP office

about a change in responsibility within five (5) calendar days of the event (for example, the minor reaches 18 or there is a change of guardian), I agree that TDAP will bill me for the Equipment if the minor does not sign a new Condition of Acceptance and Agreement within 30 calendar days after the minor’s 18th birthday.

The Telecommunication Devices Access Program Advisory Committee announces the availability of:ONE CONSUMER SEAT from the Speech Impaired Community

Committee members advise the Public Utility Commission regarding the Telecommunication Devices Access Pro-gram (TDAP), Oregon Telephone Assistance Program (OTAP), and Oregon Telecommunications Relay Service (OTRS). Committee Members provide essential input regarding adaptive equipment and its distribution in addition to matters affecting the telecommunication assistance programs and the disabled and/or low income populations in which they serve.

Mileage is reimbursed when the TDAP Advisory Committee meets quarterly (first or second Monday in March, June, September, and December) from 9 a.m. to noon at Public Utility Commission of Oregon, 550 Capitol St., NE, Salem, OR 97301-2551.
