    Project Consolidating Democratisation Process in the Security Sector in

    Serbia

    CALL FOR APPLICATIONS: SCHOLARSHIPS FOR MASTERS AND PhD

    PROGRAMMES 2013/2014

    BACKGROUND

    From 2013 to 2015, the Democratisation Department of the OSCE Mission to Serbiaplans to implement the project Consolidating Democratisation Process in theSecurity Sector in Serbia, in collaboration with the Swedish InternationalDevelopment Cooperation Agency (SIDA). The purpose of the project is to furtherenhance the principles of good governance within the armed forces and consolidatethe democratic character of civilian-military relations in Serbia. While aiming atfurther consolidating the communication between armed forces and the civilian sector,

    the Mission will continue to engage with personnel in armed forces and civilians bysupporting their advanced education. The Mission will provide scholarships tosecurity sector staff, journalists and civil society activists for postgraduateprogrammes in security studies. In the 2013-2014 academic year, the Mission plans tosponsor 10 students for Masters and 3 students for one year of PhD programme.

    GENERAL REQUIREMENT

    All applicants must be citizens of the Republic of Serbia.

    SCHOLARSHIPS FOR MASTER (MA) STUDIES

    The OSCE Mission to Serbia will sponsor ten students for the postgraduate Mastersprogramme (MA) at the University of Belgrade. Only students who apply to the followingfaculties will be eligible for scholarships:

    Faculty of Political Sciences: Masters programme in Political Science International Studies (module International Security)

    Faculty of Security Studies, Masters programmeScholarships are set up to support the academic development of current employees of theMinistry of Defence, Ministry of Interior, Security Information Agency, civil society and

    media. Candidates will be selected on the basis of their previous academic and professionalexperience, as well as their motivation to actively engage in the security sector reformprocesses in Serbia.

    Application procedure:

    1. All candidates are required to apply to the aforementioned faculties and send anapplication through the regular sponsorship procedure (please consult individualfaculties for further details). Only those candidates who have been formallyaccepted by the aforementioned faculties will be eligible for scholarship.

    2. Candidates should send their application by email to [email protected], nolater than 10 October 2013, specifying in the subject line application for MAscholarship 2013.

    3. Applications must be submitted in English and include the following documents:a. Curriculum Vitae, highlighting the candidates professional achievement andleadership potential;

    b. Motivation Letter highlighting the candidates work experience, academicaspirations and their relevance for security sector reform in Serbia;

    c. Written sample in English (either already published or one drafted as part ofthe application package),

    4. Employees of the Ministry of Defence will be subject to an internal selection processin the MoD. The OSCE Mission to Serbia will subsequently contact and invite onlyshort-listed applicants for an interview.

    5. Interviews will be held after 10 October 2013.6. The OSCE Mission to Serbia will create a final list of successful candidates upon

    confirmation of the respective faculties that they have been accepted in one of theprogrammes.

    SCHOLARSHIPS FOR PhD PROGRAMMES

    The OSCE Mission to Serbia will sponsor three students for the one-year PhD programme inthe Faculty of Political Science and in Faculty of Security Studies at the University ofBelgrade.

    The aim of the scholarships is to support the academic development of employees of theMinistry of Defence, Ministry of Interior, Security Information Agency, civil society andmedia. Candidates will be selected on the basis of their previous academic and workexperience and their motivation to actively engage in the security sector reform processes inSerbia.

    Application procedure:

    1. All candidates are required to apply directly to the faculties while applying at thesame time for scholarships through a regular procedure (please consult respectivefaculties for further details). Only those candidates who have been formallyaccepted by the aforementioned faculties for one of sponsored academic

    programmes will be eligible for scholarships.

    2. Candidates who are already enrolled in PhD programmes and have successfullycompleted the first year are also eligible and encouraged to apply

    3. Employees of the Ministry of Defence will be subject to an internal selection processin the MoD. The OSCE Mission to Serbia will subsequently contact and invite short-listed applicants for an interview.
