• Regional Council of Governments (COG), formed in 1986 by the Greater Cleveland School Superintendents’ Association

• A political sub-division of Ohio under ORC

Power4Schools Electric ProgramP4S is a partnership between OSC, OSBA (Ohio School Boards Association),

OASBO (Ohio Association of School Business Officials) and BASA (Buckeye Association of School Administrators).

Volume purchasing with fixed price at 5.28 cents per KWh for generation through May 2014.

Guaranteed savings for 8 ½ years through First Energy Solutions.

251 districts participate in this program consuming approximately 815,000,000 kWh.

251 districts saved 16% or $8.2 million on 815 million kWh of electricity in our Power4Schools program in FY13.

School Bus Purchasing Program• Volume purchasing saves on the cost of school buses, and members save time & resources

rates of $160 to $170 per hour based on the block of hours selected.• Purpose of the program is to provide ready access for legal opinions

and supplement a district’s legal resources.• Service is “Preventative Legal Maintenance”.• Members receive an annual one-half day legal

Pest Management Programfor Lawn Care

• Vendors selected for all OSC service area through an RFP process to provide Integrated Pest Management (IPM) services for lawn care in compliance with the IPM Ordinance in Ohio Administrative Code 901: 5-11-14 and 5-11-15.• Districts will comply with Ohio Pesticide Law by using a licensed

commercial applicator through vendors.• Services include fertilization, crabgrass, grub, disease, broadleaf

and ivy control, aeration and overseeding.• No cost to OSC to participate.
