The new OSA grading protocol is a result of consultation with Leagues, District Referee Coordinators, the Referee Development Committee, staff and the Instructors and Assessors Advisory Group Chairs.

VERY IMPORTANT Your result on the Annual Registration Education Evaluation (‘exam’) could affect your referee grade! It is strongly recommended that each referee reviews the FIFA Laws of the Game, available here and the "OSA Laws for 9v9 Games" document available here before attempting the Education Evaluation. If, due to extenuating circumstances, you fail to reach the required standard for your current grade on the Annual Registration Education Evaluation, you may request ONE retake by emailing Lyndon Hooper [email protected] directly, with an explanation of your extenuating circumstances.

Education Evaluation Retake: If you fail to reach the required standard for your current grading level on the retake you will be re-graded as follows to the level that corresponds to your highest mark.

69% and below- D4 Between 70% and 74% - D5 Between 75% and 79% - D6 80% and over – D7 or D8 depending on DRC and other requirements being met Transitional Period (2014 – 2015)

If you fail to reach the required standard for your current grade in 2014 but succeed in 2015 your District Referee Coordinator has the ability to reinstate you to your original grade for the 2015 season - assuming all other requirements are met. This is a DRC decision, not OSA.

This reinstatement will be only valid for registration in the 2014-2015 period.

The Game Leader is a new OSA program based on LTPD coaching curriculum and is being facilitated by the Referee Development Department. While not truly a traditional referee role (no kit, no whistle, no strict enforcement of LOTG) it is still a role of man management / game leader, therefore under our umbrella.

* For example: a 15 year old can only referee U13 and younger, 16 year old U14 and under. This is in effect until the referee reaches the age of 18.

Assistant referee grading does not fall under this guideline.

Referee can be used in the small sided or 11v11 recreational level games. Can only officiate age group 2 years below referee current age*. Games where some level of fitness is advised but is at the discretion of the Club Head Referee.

Graded By Recommended by CHR and approved by DRC. CHR must provide DRC with a written recommendation for a referee moving from D4 (club pool) to D5 (district pool).

Graded By District Referee Coordinator (DRC)

Fitness Pass portions of the District fitness test if requested by DRC. Competitive games only available to referees that meet the district fitness requirements.

Levels Capable of recreational 11v11 games. Ability to perform as an Assistant Referee in the competitive levels of competition with DRC recommendation.

History Recreational 11v11 or higher

Age 18 years or older as of March 31st

Assessments At the discretion of the DRC.

Education Evaluation Must score 75% or over**

** Education Evaluation Mark becomes more important at this level Districts have the right to add additional requirements to Grade levels, these could include additional fitness, education sessions, exams, mentoring etc.

Graded By District Referee Coordinator (DRC)

Fitness Must pass the District Referee Fitness Test* (See D8). If the referee cannot pass the fitness test when requested then they shall not be assigned competitive games.

Levels

This level is for those that have passed the District Fitness Test. Could perform as an Assistant Referee (AR) at the higher levels of competition.

History Strong history of younger age competitive games. Some experience as an AR in older age group games.

Age 18 years or older as of March 31st

Education Evaluation Must score 80% or over** (CSA pass rate on Entry Level Exam)

* District Fitness Tests standards are set by the DRC in consultation with OSA. ** Education Evaluation Mark becomes more important at this level Districts have the right to add additional requirements to Grade levels, these could include additional fitness, education sessions, exams, mentoring etc.

* FIFA & National will be graded as D8 after coming into the District Pool after July 1, 2013 and must pass the

yearly district level fitness test in order to maintain that grade.

** Education Evaluation Mark becomes more important at this level

Districts have the right to add additional requirements to Grade levels, these could include additional fitness, education sessions, exams, mentoring etc.

Graded By Recommended by District Referee Coordinator (DRC), approved by OSA.

Fitness

Downgrading officials must pass a District Level Fitness Test* after year 1 to maintain grade. Officials in the Regional Upgrading program must pass the required FIFA HI Fitness Tests.

Levels

This level is for those that have passed the appropriate fitness test and are upgrading to Regional or have downgraded from D9 or D10 (within the past 3 years).

Age 18 years or older as of March 31st

Assessments District or regional level assessments completed.

Education Evaluation Must score 80% or over** (CSA pass rate on Entry Level Exam)

• Grading is based on being the Referee – Grade may not be reflective of the abilities as an AR, we plan to address this

in 2015

• Importance of the standardization of grading across the province: – Assists referee assignors who might not be familiar with each referee’s

capability

– Creates accountability and assists in the fairness of game assignments

• Districts have the right to add additional requirements to Grade levels, – These could include additional fitness, education sessions, exams,

mentoring etc.

• The Ontario Soccer Association reserves the right to re-evaluate and adjust grading as required.

• The Divisional referee level requirements of some leagues may be adjusted to comply with the updated Referee Grading System.
