— Introduction

The Benchmark of Best Cleaning PracticesThis product specifications book is the direct result of 25 years of research by ManageMen, Inc. It is based ontrial and error testing utilizing millions of man-hours with thousands of janitorial workers in hundreds offacilities for more than a generation. The ManageMen Operating System 1 or (OS1)® process began develop-ment in the early 1990s. From the beginning it was based on assigning workers basedon two driving force principles:

• Eliminate doing anything that causes the facility to be more polluted because ofthe task.

• Use the one best way for performing all work.

ManageMen’s efforts to quantify best practices were joined by an outstanding group of facility managers.This group was formed initially by users of (OS1) to meet and network. Quickly the networking idea grewinto a formal symposium expressly dedicated to janitorial operations.

The (OS1) Users Symposium was organized 2002 to assist in benchmarking best practices. This was arequirement for The Boeing Company to qualify for the Malcolm Baldrige Quality Award. The BoeingCompany subsequently earned the Baldrige Award in 2003. Following an extensive survey of custodialoperations at organizations considered “best of class” including General Electric, The Tennessee ValleyAuthority and ConocoPhillips. The Boeing Company decided to benchmark best practices in cleaningagainst organizations using (OS1).

The Boeing Company selected the original benchmarking group and invited them toSeattle to meet and share data with Boeing’s Shared Services Group (SSG) whichperformed the cleaning operations. The group named this event the (OS1) UsersSymposium. A special tour was part of the symposium at Boeing facilities in Everett,Washington. The symposium group was treated to a firsthand inspection of theongoing implementation of the (OS1) cleaning process in the largest building in theworld (according to the Guinness Book of World Records) the 98 acre BoeingEverett manufacturing plant.

The original group of symposium participants included The University of Massachusetts at Amherst, SandiaNational Labs div. Lockheed Martin, The University of New Mexico, The University of Texas at Austin, TheDelta Center, Sodexho Marriott, Professional Janitorial Services, GMI, Goodwill Industries, Jordan SchoolDistrict, the State of Washington, Yale University, ManageMen, and The Boeing Company. These organiza-tions provided presentations of best practices and data they were willing to share with the group. Sincethat time the (OS1) Users Symposium has become the premiere event dedicated to cleaning industryscience for facility management organizations.

Following this first symposium the participants decided to continue meeting annually to share data andpursue best practices and a quest for the “One best way.” The following year the (OS1) Users Symposiumwas sponsored by the University of Texas at Austin under the direction of Ernest Hunter, director of physi-cal plant. In 2004 The University of Massachusetts at Amherst sponsored the event under the direction of

Ashoke Ganguli, Director of Auxiliary Services. After the 2005 Symposium in San Diego, hosted by GMIunder the direction of Paul Condie and Larry Abrams, it was decided that the event was too large to besponsored by any one organization.

The (OS1) Users Symposium group formed a non profit organization to advancetheir objectives. In 2008 the group adopted the name the Simon Institute. Theinstitute is an independent group of facility cleaning organizations devoted toadvancing the professionalism of the cleaning industry.

In 2009 Dr. Jeff Campbell, Chair of the Brigham Young University, Facility Management Department, beganforming an advisory Think Tank to support the Simon Institute. The Think Tank’s mission is to advance theapplied science of cleaning for health. Dr. Campbell is serving as the director of research to the SimonInstitute.

This book contains the product specifications currently in use in the (OS1) process.Since it’s first installation in the Delta Center in 1992 ManageMen has been testing andadding new products and removing products that did not perform as well. Virtuallyevery product in this specification book is radically different than those selected origi-nally for the process. This active process of innovation is called establishing a BestPractices Benchmark in the (OS1) world.

These products are formally reviewed and approved by the Simon Institute and the Cleaning IndustryTrainers Guild. On February 6, 2009 the Simon Institute Board of Directors unanimously approved theproducts specified herein as the Benchmarked Best products in the cleaning industry and approved thisintroduction to be placed in the front of this book.
