TERMS AND CONDITIONS GOVERNING DEPUTATION OF OFFICERS IN W APCOS IN INDIA

1 PERIOD

The deputation period shall commence from the date the officer hands over the charge of hislher post and will expire on the date heshe resumes charge of hislher post under parent office The period of deputation will be one year in the first instance The Headquarter of the officer will be at New DelhiGurgaon However the officer is liable for posting anywhere in India or abroad as per exigencies of the works of the company

These terrps and conditions will be applicable for postings within the country However while posting of an Officer on foreign assignment separate terms and conditions will be offered

2 JOINING TIMEJOINING TIME PAY AND TRAVELLING ALLOWANCE

While proceeding on deputation and on reversion there from heshe will be entitled to joining time joining time pay and transfer TA as admissible under the rules of the Central Government The expenditure on this account will be borne by W APCOS

3 PAY ON DEPUTATION

The Government officers who will be appointed on deputation in W APCOS will continue to draw the salary as per their entitlement in the parent department plus deputation (duty) allowance as per rate given belowshy

DEPUTATION (DUTY) ALLOWANCE

Rates of Deputation (Duty) Allowance with effect from 01092008 are as under

Within the same station 5 of (Pay Band + GP) subject to maximum of Rs2000- pm

In other cases 10 of (Pay Band + GP) subject to maximum of Rs4000- pm

4 TRA VELLING ALLOWANCE FOR JOURNEYS ON DUTY DURING THE PERIOD OF DEPUTA TON

HeShe will be entitled to T A and DA for the journeys undertaken while on deputation with WAPCOS according to rules applicable to the employees of the company

5 DEARNESS ALLOWANCE

As applicable in parent department

6 HOUSE RENT ALLOWANCE

As applicable in parent department

7 LEASED ACCOMMODATION

The facility of leased accommodation will be as per policy of the company

8 LEAVE AND PENSION

During the period of hislher deputation to WAPCOS heshe will continue to be governed by leave and pension rules of the CentralState Government applicable before such transfer

9 LEAVE SALARY ON ACCOUNT OF DISABILITYILEAVE

W APCOS shall be liable to pay leave salary in respect of any disability leave that may be granted on account of disability incurred in or through deputation even though such disability manifests itself after the termination of deputation

10 LEAVE SALARY AND PENSION CONTRIBUTION

i) W APCOS shall bear charges on account of leave salary and pension contribution in respect of the employees at the rates to be intimated by the lending Department

ii) It will be the responsibility of the deputationists to intimate in writing the designation and address of the authority to whom leave salary and pensIOn contribution are to be remitted

11 LEAVE TRAVEL CONCESSION

The Officer will be entitled to leave travel concession from W APCOS on the scale he is entitled to under the CentralState Government rules and the cost of such concession will be borne by W APCOS

12 SANCTION OF LEAVE AND PAYMENT OF LEAVE SALARY

The salary for the period of leave availed of will be borne and paid for by the parent department of deputationists upon sanction of leave However the borrowing authority will initially bear the leave salary and seek rei~bursement

13 ENCASHMENT OF LEAVE

No request of encashment of leave will be entertained by W APCOS However such requests of deputationists will be forwarded to their parent departments for sanction and payment direct to them

14 MEDICAL FACILITIES

As per policy of the company

15 G P FUND

Officer will remain subject to G P Fund Scheme of the CentralState Government and accordingly subscriptiondeduction willbe made by the Company and remitted to the concerned parent department It will be the responsibilities of the concerned official to give correct particulars to whom such remittance are to be sent as W APCOS will not take any responsibility for missing credit

16 OTHER ALLOWANCESPERKS

Officer will be entitled to all allowancesperkS if any as applicable in his parent department and where site allowances and extra responsibility allowances as admissible in borrowing department

17 TELEPHONE FACILITY

Officer will be entitled to telephone facility as applicable to the officers of his rank in the company

18 PERSONAL ACCIDENT INSURANCE SCHEME

As per policy of the company

19 REVERSION TO PARENT DEPARTMENT

If during the period of deputation the basic pay of an employee exceeds the maximum of the scale of the payor the fixed pay of the post the deputation of the employee should be restricted to a period of six months from the date on which his pay thus exceeds such maximum after which he would be reverted to his parent department

20 IN RESPECT OF THE OFFICIALS APPOINTED ON DEPUTATION IN W APCOS FROM HPSEB FOLLOWING ADDITIONAL CLAUSES WILL ALSO BE APPLICABLE

1 In the event of Boards officersofficials spending more than 05 years with the borrowing organisation the period spent over and above 05 years shall not be counted for calculating their pension and other benefits

2 Disciplinary action as per rules shall also be initiated against the defaulting officers over-staying above sanctioned period of secondmentldeputation During the period of over-staying they will not be entitled for promotions and increments as would be available to them

If during the period of deputation the basic pay of an employee exceeds the maximum of the scale of the payor the fixed pay of the post the deputation of the employee should be restricted to a period of six months from the date on which his pay thus exceeds such maximum after which he would be reverted to his parent department

20 IN RESPECT OF THE OFFICIALS APPOINTED ON DEPUTATION IN W APCOS FROM HPSEB FOLLOWING ADDITIONAL CLAUSES WILL ALSO BE APPLICABLE

1 In the event of Boards officersofficials spending more than 05 years with the borrowing organisation the period spent over and above 05 years shall not be counted for calculating their pension and other benefits

2 Disciplinary action as per rules shall also be initiated against the defaulting officers over-staying above sanctioned period of secondmentldeputation During the period of over-staying they will not be entitled for promotions and increments as would be available to them

6 HOUSE RENT ALLOWANCE

As applicable in parent department

The facility of leased accommodation will be as per policy of the company

8 LEAVE AND PENSION

During the period of hislher deputation to WAPCOS heshe will continue to be governed by leave and pension rules of the CentralState Government applicable before such transfer

9 LEAVE SALARY ON ACCOUNT OF DISABILITYILEAVE

W APCOS shall be liable to pay leave salary in respect of any disability leave that may be granted on account of disability incurred in or through deputation even though such disability manifests itself after the termination of deputation

10 LEAVE SALARY AND PENSION CONTRIBUTION

i) W APCOS shall bear charges on account of leave salary and pension contribution in respect of the employees at the rates to be intimated by the lending Department

ii) It will be the responsibility of the deputationists to intimate in writing the designation and address of the authority to whom leave salary and pensIOn contribution are to be remitted

11 LEAVE TRAVEL CONCESSION

The Officer will be entitled to leave travel concession from W APCOS on the scale he is entitled to under the CentralState Government rules and the cost of such concession will be borne by W APCOS

12 SANCTION OF LEAVE AND PAYMENT OF LEAVE SALARY

The salary for the period of leave availed of will be borne and paid for by the parent department of deputationists upon sanction of leave However the borrowing authority will initially bear the leave salary and seek rei~bursement

13 ENCASHMENT OF LEAVE

No request of encashment of leave will be entertained by W APCOS However such requests of deputationists will be forwarded to their parent departments for sanction and payment direct to them
