This department is in charge of organizing and scheduling:

Scholarship programs for HCT students
It has different activities. The main one is to look after trainees, who joined DEWA and to co-operate
with their departments in case if they need any training course. Another activity is to help the trainees
in solving any problem faced during the training period. It also guides the trainees to the different
department during orientation period and they are responsible for all training reports. In addition to
DEWA employees, they look after summer trainees. Finally, they take care of their part on DEWA‟s
website.
Administration Department
The activity of this department is to provide different services for all other departments. These
services are shown as follows:
The mail.
Office equipments such as furniture, photocopiers and so on…
Staff accommodations.
Uniform and safety shoes.
Fuel cash.
Reconciliation of EPPCO reports and budget.
General services.
Business cards for the staff.
Stamps
Canteen
Purchasing of miscellaneous items.
It is responsible for all office equipments, vehicles, accommodations, uniforms, furniture and Eppco
fuel cards. In addition to this post office and exchange office is attached to the administration. For
each facility there is one employer or more to take care of it. This department holds meetings in order
to accept other department needs.
Personnel Department
This department is responsible for recruitment process. Another important activity is replacement in
case of terminations, resignations and retirement. Another activity is to receive manpower budget
from other department They also take care for local advertisement and overseas advertisement.
Finally, this department looks after time recording, sick leave and late attendance.
In general Personnel Department is responsible for all facilities provided to the staff. The allowances,
leaves, salaries, benefits and others which are mentioned in the following list:

This department is responsible for providing the safety equipments and facilities (shoes, safety boots
and uniforms).
It spreads the safety awareness across the entire authority by organizing several safety courses and
sessions.
It looks after the overall safety system in DEWA. The department got the ISO Certificate in safety
and it wants to go further. This department has different activities. First of all, it does different type of
safety inspection. Inspection includes construction sites, substation, roads and other areas. Secondly it
does investigation for accident and near miss. Thirdly, it provides safety courses, booklets and
training. Another role is to provide safety equipment and aids for various DEWA building. Finally to
make different type of reports such as accident frequency rate and accident severity rate.

Jabel Ali Power Stations

Jebel Ali power stations are the main stations for electricity generation and water desalination.
Talking.
The first two power stations known as "A" & "B" were built in stages during the period 1961 – 1973.
There were 21 diesel generators with different capacities from 360 KW to 6.2 MW and with a total
capacity of 60 MW. In 1974 Satwa Gas Turbine Power Station was established and it was called C
station. It was completed in 1978. It consists of 16 simple cycle gas turbine generators with capacity
from 9 MW and total output of 320 MW. The station is currently used as an emergency standby since
it operates on expensive diesel oil which is also not environmental friendly.
After that station "D" at Jebel Ali associated with steam turbines in 1976 to increasing demands for
both drinking water and more economical/clean power generation. Steam power and desalination
station ("D" Station) was put in to operation in early 1979. It consists of 5 steam turbine generating
units each of 68 MW capacities and 5 multi stage flash desalination plants each of 3.45 MIGD
capacities. "D" Phase II was commissioned in 1984. It consists of 3 steam turbines generators, each
at 75 MW capacities associated with 3 MSF Desalination plants each of 6.86 MIGD capacities. Total
installed capacity at Jebel Ali power and desalination station "D" is 650 MW of power and 31.46
MIGD of water.
"E" Station Phase I consist of 3 Gas Turbine generators each of 84 MW capacities and 4 MSF
desalination plants each of 7.0 MIGD capacities. "E" Station was extended under Phase II in 1992 by
adding 2 simple cycle gas turbine generators each of 90 MW capacity.
"G" Station consists of 4 Gas Turbine generators each of 114.25 MW capacity and 8 MSF
Desalination plants each of 7.5 MIGD capacities. To increase the overall efficiency of the station 2
BPST each of 71 MW capacity are added to produce free of fuel cost power.
"H" Station is in Aweer and it consists of 6 simple cycle gas turbine generators each of 100 MW
capacities. It is a peaking, remotely controlled and emergency standby station. It will replace "C"
Station.
"K" Station now is operating for desalination purposes for it‟s I phase. For future demands "L" phase
I is under the commissioning procedures and “L” phase II station is under construction.
For further future demand, “M” station is still at the Tendering procedure.
Operation
Operation is responsible for controlling the generation of electricity and water desalination. The
productivity of the plant. It also controls the temperature, levels viscosity flows and different thing
from its control room. It takes care of any shut down of any units. They also increase the productivity
sometime to compensate the shutdown of another unit.
Maintenance
This department is divided to other sub divisions. These sub divisions are mechanical maintenance,
electrical maintenance, instrumentation and control. Each of these departments responsible for
preventive maintenance, breakdown maintenance and major maintenance. Each department deal with
their area.

This section is responsible for:

DIS section (Distribution Information Section)
DIS, Distribution Information Section, is a Geographic Information Technology which consists of a
combination of several software that are used to collect, compile and create a complete electricity
utility network information system with respect to its geographical reference.
The main features of the system are:
Capture of all DEWA utilities network like substations, cables, etc.
Utilization of the data for day to day functions like issue of NOC, CAR.
Internal Audit
The main purpose of this department is to insure that the authority‟s system is similar to the
international standard. This is done by an internal control for management, operating, financial, and
administrative and the computer based control. This party always checks on other DEWA‟s internal
parties in order to be sure that they are working as per plan. They also keep the GM informed of the
dept‟s plans, activities and the results of the audit.
Business Excellence
It was called the Total quality management, and its main purpose is to satisfy internal and external
customers and suppliers by integrating the business environment, continuous improvement and
breakthroughs with development, improvement and maintenance cycles while changing
organizational culture. Moreover, it has a main duty which is to improve DEWA system in order to
be match with the international standard (ISO).

This department is responsible for providing and preparing different activities, these activities are
described as follow:
Develop enhancements to implement Human Resources process, establish and monitor
standards, i.e. relating to performance/potential assessment, job analysis and evaluation,
reward mechanism, succession planning, employee communications, etc
Manage, implement and monitor employee relations programs.
Provide integrated support services related to recruitment and training activities in
cooperation with responsible section heads.
Obtain and evaluate feedback and suggestions from employees and line management.

This department takes care for customer demand. It‟s the one who install all requirements for
consumer in order to get good supply of water and electricity. No objection certificate for electricity
is issued in this department. The department has offices in various places, which are customer
services. These offices receive complains from consumer. These offices are Burj Nahar office, Al
wasl office, Satwa office and Rashideyah office. The field office is located in Al remool area. This
office has its team which deals with cable laying and termination.

This section is responsible for the issue of clearances/NOCs, registration of application, issue of

Low Voltage service cables, installation of mini distribution pillars, etc. and job costing for the LV
electrical works.
Design & Inspection Section:
The main responsibility of the above section is to review /approve Drawings submitted by electrical
contractors and consultants for consumers‟ LV wiring installation and further inspection and testing
at sites prior to connection, installation of kWh meters & release of power supply and preparation of
new connection reports for billing purpose. The sections also maintain records of all metering and
attend Low Voltage (L.V) meter related complaints.
House Connection (Water) Section:
This Section is responsible for registration of application, Issue of estimates, installation of water
meters, release of water supply to consumer and preparation of new connection reports for billing
purpose. This Section also maintains records of all water metering and attends meter related
complaints.
Field Works Section
This section has been assigned with responsibilities for monitoring and maintaining of actual loads on
substation transformer and LV feeders and Consumer/feeder identification & recording and
processing of „NIS‟ (Notice of interruption of supply). The section also coordinates for maintenance
works of load/feeder shifting and Data Information System (DIS) projects.
Customer Services Sections-Deira, Dubai & Hatta
The consumer‟s complaints on Electricity & Water connections are being attended round the clock by
three separate Customer Services Office at Burj Nahar (Deira), Satwa (Dubai) and Hatta.
These Sections are also responsible for carrying out maintenance and fault rectification works on
existing underground LV cable network.

tasks are assigned to different people. Network group is responsible for accessing to the system,

System, Time Recording System, Accounts System, DEWA Portal, Billing System, Eppco

Transport Department
This section is responsible for all DEWA‟s vehicles. There are light motor vehicles, heavy motor
vehicles and earthmovers. This department provides different services for DEWA‟s vehicles. These
services are different types of maintenance, painting, services, replacement and other facilities. There
is also a division that is responsible for Sheikh‟s operation unit, which carry different jobs such as
garden works, horse race course and digging. This department has all the facilities to cover these
activities such as work shop, tolls and stores.
There are two sections under transport department, these sections are:

The main functions of the central garage is the periodical preventive maintenance, repairs and
overhauls of vehicles, machinery and equipment belong to the Authority, it also repairs the Rulers
vehicles as and when they are referred to the Garage but not on regular base.
Shaikh Operation Unite- Awir road
This is a team of drivers, machinery operators, supervisor and an office assistant. This until looks
after Rulers family's special jobs like gardening, camel race track leveling and similar earth work.
This unit also undertakes the earthwork related to water reservoirs of the Authority.
Stores Department
Stores have the indirect responsibility of attending to suppliers for smooth and trouble-free delivery
of ordered materials and to ensure that the materials it receives are duly inspected for conformity to
specifications.
Also to ensure that materials are stoked in the prescribed manner with ready accessibility for effecting
prompt releases against use's demand.

The objective of this department is to provide quality material and services to DEWA‟s different
department as per specifications and/or drawing according to the purchase requisitions. The
requisitions that apply to the local purchase department must not exceed one hundred thousand
dirhams and the purchased material must be available in the United Arab Emirates local market.
Transmission & Distribution (water) Department
This department is divided into three categories. First of all is the planning & projects department.
It‟s responsible for planning and designing new pump stations, reservoir and other requirements. It
also has the NOC section. Second category is maintenance department, which assure to maintain
water system running without any problem. Finally is the operation, which is responsible for
commission new station, changing the routes and laboratory test for water quality.

The civil engineering department handles all civil works related to transmission and distribution. The
generation section has its own civil people. Civil engineering department supervise all substation
construction. This department works as consultant. The department also gives technical details that
are related to civil works for the tender. The department has also electro mechanical section which
deals with ac, drainage, lights and water belong to DEWA. Finally the department is responsible for
laying concrete boxes for high voltage cables, in addition of patrolling works.

Management, Administration and 33KV/6.6KV Section:
It is related to civil work generation and transmission, distribution, electricity and water. Also, satisfy
the engineer requirement of civil engineering, constructor, design and plan.
Mechanical and Electrical Section:
This section is related to all mechanical and electrical equipment like air condition, light, left and
water supply. Also, any cabling, any mechanical or electrical make outline draw.
Design Section:
It is related to design, drawing for buildings then they send it to GM to decide how much it is
required then give it to any contractors.
Technical Office:
Their job involves extra high voltage and medium voltage. Also, there are other jobs like
transmission supply, insulation, cross link, oil cable in the ground.
Field works section:
There job is consisting of painter and carpenter to maintain all the maintenance overhead line antenna
damage and do maintenance. For small building they do it with their own staff to save money. Most
of the work is civil work that includes quality and safety.
Deputy Head of department:
It involve more in administration maintenance for building like substation and power station such as
cleaning and for any damage it will be civil work to do it. Also, make target for cable and paper work,
which should have good performance.

Consumer Billing
This department is responsible for issuing bills for consumers, these bills are for electricity and water.
It has a section called meter section. This section is responsible for checking the meter for all
consumers.
There is a special way for this procedure. The meters are being checked for once in two months. They
take the reading for the meter for one month and the other month they put an expected reading,
because it is difficult to cover the whole area every month.
Meter is divided in big community so they use 3 digits number to separate between one city to
another and 23 cycle day which is 5 serial numbers and 3 digits to differentiate. The rate for paying
for electricity is as follow for national is 7.5 fills for electricity and 1.5 per gallon for water for
foreign is 20 fills and 3.5 per gallon for water. Disconnection and reconnection are responsible for cut
the electricity if the consumer didn‟t pay then it will be disconnected and reconnection if the
consumers move to new house or new flat. Bills can be paid electronically through the Internet.

Outstation Inspection (Head Office):
Organize outstation and local inspection
Evaluate inspection report
Take decision on non-conformances
Issue dispatched clearance
Follow-up works
Store Inspection (Aweer office)
Inspect all of the equipments received at store.
Inspect LPO item received in the store.
Follow up with suppliers for short supplied items.
Quality Assurance section
Prepare faultier reports
Organize capability studies of the suppliers
Prepare QA documents and their implementation
Study all equipments failures and complains
Project and planning (Generation)
This department is responsible mainly for planning and execution through contracts of power
generation and water desalination projects to meet the increasing demand for water and power. All
these things are done with specific budget and with high standard of quality.
This department is divided into two sections, planning section and projects section. Under each
section there are different discipline engineers responsible for matters related to their specialization.
Planning section
Their activities are the following:
Preparation of capital budget related to new projects.
Assist project section in preparation of tender documents.
Assist project section in evaluation of tenders.
Prepare spare parts orders under project contracts.
Projects section
Project co-ordinate with the consultants and the contractor till the completion of the project.
Floating tenders evaluation of tenders obtaining approval from the board and award the
contract for the project.
Co-ordinate with other concerned departments of T&D within DEWA on T&D aspects of
generation projects.
Co-ordinate with finance department/legal adviser/insurance consultants on legal and
insurance aspects of all generation projects.

Distribution/Contracts/Accounts

Distribution Department
This department is responsible for distribution system. This includes all the steps that are required
for building 11/6.6 substations. It also covers the network system for distribution system.
Contracts Department
This department is responsible for equipments contracts organization that is needed for all the
departments. These contracts should exceed 100,000 DHs, otherwise it should be issued by local
purchases department.
The contracts processed through this department have the following criteria:
Dealing with local and international purchase.
Dealing with UAE Dirham and foreign money.
No existed limited range.
Bank guarantees and delay penalty.
