The former temporary Water Loss Task Force grew to such a large size, that the International Water Association decided to promote the group to a more senior level and make it a Specialist Group in its own right, making it a permanent establishment in IWA. The WLSG develops and promotes international best-practices in water loss reduction management. Welcome everyone, to our second IWA international event on Water Ideas, following IWA WaterIDEAS 2014

and a series of IWA water loss reduction speciality conference here at H2O Water Fair. Over 90 high

quality technical and scientific papers from around 30 countries will be delivered during these 3 days. This

conference is willing to bridge devices and to strengthen links between Water Loss Specialist Group,

European Commission, European regulators, Young Water Professionals, SWAN network, water utilities,

research and smart water networks community. The Conference programme includes sessions on Smart

water projects, ICT, modelling and smart water technologies, Water loss reduction projects in Europe,

Regulation for efficiency in water loss management, Sustainable water management, Energy Efficiency,

Leakage management, AMR and Pressure Management, etc. as well as some important associated

is ever-present. As ICT are key drivers for the

development of Smart Cities, this workshop aims to

identify smart solutions and strategies for Water in

Smart Cities.

share experiences with “senior” water professionals

about possible smart strategies and solutions;

IWA WLSG was created 16 years ago and under the enthusiastic guidance and management of its 4 previous Chairmen, the group has grown from its humble beginnings to a group of almost 1 000 members from around the globe who share the common goal of trying to reduce water losses from potable water supply systems and trying to improve water use efficiency in order to ensure that the available resources are sufficient to meet the demands of future generations. In this regard, the Group presents numerous Regional Conferences and presented 8 biennial international Water Loss conferences in various countries with the most recent being held in Bangalore (India) in February of 2016. The fundamental goal of the Water Loss Specialist Group remains unchanged and is to assist water providers globally to reduce their water losses. To support this goal we encourage events like this one, organised by Marco Fantozzi who is a key member of the Group and our Regional Representative for Europe, to expand our activities and influence in various directions. Past successes have, to a large extent, been based on the enthusiasm, motivation and dedication of a number of passionate individuals. Any future success will also depend on such continued support including support from the many new members who continue to join the group. I sincerely hope that my very brief introduction of the IWA Water Loss Specialist Group will raise your interest in our work and achievements and conclude by announcing that the next International Biennial Water Loss Specialist Group Conference is to be held in Cape Town early in 2018. IWA WaterIDEAS Conference is pleased to host DREAMPIPE II:

Dreampipe II: New innovation prizes to stimulate ex panded ways of financing non-revenue water (NRW) reduction activities in developing countries

The objective of Dreampipe II is to encourage the development of workable and replicable ideas for how to expand the financing available for non-revenue-water (NRW) reduction activities in developing countries – beyond the conventional sources (mainly the development banks and agencies and governments). The key will be to find ways to reduce perceived risk for the new sources, especially (but not only) for commercial lenders. One way to help convince financiers of the viability of larger efforts is by first carrying out successful smaller demonstration projects. Another way is to put together deal structures that make the best use of concessional financing to mobilise additional financing from more commercially oriented sources. The Dreampipe II competition will consist of three distinct phases; a business plan, a demonstration project and finally a fully structured deal. Prizes will be awarded to the winners of each phase. Dreampipe II is part of the DFID funded Ideas to Impact Programme.

This workshop for and by Young Water Professionals (YWPs), is developed by the International Water Association (http://www.iwa-network.org/young-water-professionals/) on behalf of the partners of WIDEST, a European Commission project, which aims to establish an interconnected ICT for Water community. Climate change, population growth and increasing urbanisation, are driving the ‘smart’ growth of cities that are resilient and regenerative. One of the principle forces behind this are the many Information and Communication Technologies (ICT) being applied throughout the water cycle. How can smart water strategies enable effective supply and demand management, increase citizen awareness about water scarcity and improve the management of infrastructure of utilities and businesses? A roadmap on Smart City Connection is currently under development by WIDEST partners, which provides policy and decision makers from municipalities and utilities an overview of the main aspects that need to be considered to effectively design and integrate ICT for Water solutions and strategies. This workshop aims to spark fresh ideas from Young Water Professionals via interactive exercises, group discussions, and dialogue with ‘senior’ water professionals to design a YWP version of this roadmap. He will briefly update on the cooperation among water regulators in Europe and on the regulatory framework in Italy. During the session the issue of investments will be discussed from different point of views, regulators and industry.

About WAREG

WAREG - the Network of European Water Service Regulators - has been founded in order to promote Europe-wide coordination between water service regulatory authorities, so as to create a point of reference and a place where best practices encouraging investment, a high quality, efficient service, environmental sustainability and consumer protection can be exchanged. WAREG brought together 11 service authorities at the headquarters of the AEEGSI (The Italian Regulatory Authority for Electricity Gas and Water) for the first time this week in Milan, a year ahead of the Expo. Apart from the Italian Regulatory Authority, which has joined the new Network in compliance with the mandate of its founding law, the first water service regulators to support the initiative are those of Bulgaria (SEWRC), Ireland (CER), Malta (MRA), Portugal (ERSAR), Scotland (WICS), Hungary (HEA), Latvia (SPRK), Lithuania (NCC), Denmark (NST) and Spain (MAGRAMA). Nevertheless, other European regulators are considering joining the Network.

MM Spa manages the water service for the city of Milan, including collecting water from the water table, purifying it and distributing it to homes, collecting and channelling sewage and sewage treatment before discharge into the environment. MM Spa serves a population of approx. 2 million people, including residents and city users, for almost 50,000 customers. MM Spa, thanks to is engineering expertise, also designs new infrastructures, networks and systems and carries out upgrading and extraordinary maintenance interventions in house. MM Spa monitors and supervises treatment at the three wastewater treatment plants (Nosedo, San Rocco and Peschiera Borromeo) and, since decembrer 2014, directly operates and manages the San Rocco plant.
