4.b(iii) The procedure followed in the decision making process, including

channels of supervision and accountability. The decisions are taken strictly in accordance with the policies framed by the government of Haryana and Rules & Regulations on the subject. The dealing hand deals with the case and submits. After scrutinizing the case he/she sends the case to his/her superior who further submits it to the Director/Financial Commissioner, as the case may be, for final approval. 4.b(iv) The norms set by it for discharge of its functions. STANDING ORDER

In pursuance of the provisions of rule 18 & 19 of rules of Business of

Government of Haryana, 1977 framed under Article 166 of the Constitution of India. I

hereby order that the classes of cases set out in the subjoined Annexure “A” shall be brought

to the personal notice of the undersigned, while the remaining classes of cases set forth in the

subjoined Annexure “B” & “C” shall be disposed of by the Financial Commissioner &

Principal Secretary/Commissioner & Secretary to the Government, Haryana, Science &

Technology Department, Special/Joint Secretary/Director, Science & Technology

Department Haryana respectively. This order shall supersede all previous orders issued in

this connection.

2. All cases requiring my orders will be routed through the Financial

Commissioner & Principal Secretary to the Government, Haryana, Science & Technology

Department except such cases as have been listed in Annexure “B” & “C”.

3. If I am away from Chandigarh, the Financial Commissioner & Principal

Secretary/Commissioner & Secretary to the Government, Haryana, Science & Technology

Department may finally dispose of any case, of extreme urgency which is otherwise to be

submitted to the Minister-in-Charge of Science & Technology Department for orders.

Similarly, if the Financial Commissioner & Principal Secretary/Commissioner & Secretary to

the Government, Haryana, Science & Technology Department is also away from Chandigarh,

then the Special Secretary/Joint Secretary to Government, Haryana, Science & Technology

Department/Director, Science & Technology Department, Haryana-cum-Director, Haryana

Space Application Centre (HARSAC)/Secretary/EC, Haryana State Council for Science &

Technology, Panchkula may finally dispose of any case of extreme urgency which is

otherwise to be submitted to the Minister-in-charge/Financial Commissioner & Principal

Secretary/Commissioner & Secretary to the Government, Haryana, Science & Technology

Department for orders. But on my return to Chandigarh such case must be submitted to me

for information & orders.

4. No order will be open to question in representations enquiries or Courts only

because of the relevant file having not received the approval of prescribed authority under

these delegation orders.

5. Subject to the Provisions made in Annexure “A”, “B” and “C”, the Financial

Commissioner & Principal Secretary/Commissioner & Secretary to the Government,

Haryana, Science & Technology Department would be free to allocate duties amongst his

Superintendent/ Under Secretary/Deputy Secretary/Joint Secretary/Director of Science &

Technology Department. Further, the Financial Commissioner & Principal

Secretary/Commissioner & Secretary to the Government, Haryana, Science & Technology

Department may send for any case which under these orders is either to be disposed of by the

Joint Secretary/Director himself or is to be sent by him directly to the Minister-in-charge.

6. Any case relating to the matters going to the level of Minister-in-

charge/Legislative Assembly/Governor/Central Government shall be disposed of by the

Financial Commissioner/Commissioner only unless he specifically delegates authority for

individual cases or circumstances.

7. Matters pertaining to the Directorate of Science & Technology shall be routed

through Financial Commissioner & Principal Secretary/Commissioner & Secretary, Science

& Technology by the Special Secretary/Joint Secretary/Director, Science & Technology

unless the Administrative Secretary specifically directs otherwise. Matters pertaining to the

Haryana Space Application Centre (HARSAC), Haryana State Council for Science &

Technology (HSCST) and any autonomous body which may be created will be submitted

directly to the Administrative Secretary; who is also the Chairman of the existing

organizations.

8. In the absence of the Joint Secretary/Deputy Secretary, the cases catalogued

under Joint Secretary/Deputy Secretary to the Government, Haryana shall be disposed of

temporarily unless of such importance and urgency that they required final disposal in which

case the approval of the Administrative Secretary shall be obtained.
