Characteristics of a permit space A permit space is a confined space that may contain life- threatening hazards, such as equipment that starts without warning, toxic gases, corrosive chemicals, or flammable solvents. If you store grain, process raw materials, or work in alarge manufacturing plant, you’re probably familiar withthe term confined space.

Many Oregon workplaces have confined spaces –enclosed spaces that are difficult to enter and exit, largeenough to work in, but not designed to be occupied. Never-theless, workers need to enter them from time to time. Forexample, they may need to inspect equipment, fix leaks, doconstruction work, or rescue someone.

Characteristics of a permit spaceA permit space is a confined space that may contain life-

threatening hazards, such as equipment that starts withoutwarning, toxic gases, corrosive chemicals, or flammablesolvents. No one can enter a permit space without firstcompleting a written entry permit. (A sample entry permit

is available in OR-OSHA publication number 440-2864. See “Publication Spotlight,” Page 2.)

Money available todevelop safety andhealth trainingprograms

The deadline is approaching for trade and labor associa-tions, employer consortiums, and other non-profit groupsto apply for grants of up to $40,000 to develop safety andhealth training programs and materials.

The Safety and Health Education and Training GrantProgram was created by legislation co-sponsored by theOregon AFL-CIO and Associated Oregon Industries. Theprogram’s goal is to encourage the development of occu-pational safety and health training and materials differentfrom those already in existence.

According to Phyllis Straight-Millan, external relationsmanager for Oregon OSHA, “If you can identify an occu-pational safety and health concern for which there are no

Why is 1910.146 important?Permit spaces are complex environments that may con-

tain many different hazards. Workers can die in permitspaces because they don’t know about hazards or becausethey use the wrong procedures to control hazards. In fact,many of those who have died in permit spaces were try-ing to rescue others.

You probably wouldn’t board a commercial aircraft –even for a short flight – if you knew that the pilot and themaintenance crew ignored take-off procedures. Norwould you squeeze into a confined space if you knewthat your coworkers had ignored procedures to eliminateor control the hazards.

1910.146 is important because it requires you, your co-workers, and your employees to follow safe-workpractices. If you follow those practices, you’ll knowwhen permit-space hazards exist and you’ll use the rightprocedures to eliminate or control them.

The meaning of “permit required”Anyone who enters a permit space must first fill out a

written permit that verifies that the hazards in the spacehave been eliminated or controlled and that the space issafe to enter. An entry supervisor must sign the permitand post it on the space so that workers can see it, thencancel it when work in the space is finished.

What is 1910.146?Oregon OSHA’s standard 1910.146 protects general in-

dustry workers who enter permit spaces. It requiresemployers to do the following:• Survey their workplace to identify permit spaces.• Inform employees about the location of each permit

space and its hazards.• Keep unauthorized workers out of permit spaces.• Develop a written program that ensures the safety of

any employee who must enter a permit space.

I’ve had a lot of jobs in my life:carnival worker, haberdasher, brickmaker, claims adjuster, mover, busi-ness agent, lobbyist, and lawyer, toname some of them. I have workedwith people who liked their jobs andwho put a lot of themselves intothose jobs.

When I took the job as head ofOregon OSHA four and a half yearsago, I expected I would find more ofthe same – people who work hardand like their jobs.

I was wrong!Of all the jobs I’ve had, I have

never found a group more dedicatedto their profession. The vast majorityof people who choose occupationalsafety and health as a career –whether they work in the governmentor private sector – devote far morethan 40 hours a week to their jobs.It’s clear they know how importanttheir jobs are. It’s clear they knowthat the sum of their efforts iscounted in lives saved.

Recently these points were drivenhome for me. OR-OSHA has beenconcentrating on designing and de-livering training for small businesses.I was in Portland to meet with anOR-OSHA staff member and someindustry representatives who wantedto explore ways to help us get morepeople interested in attending the

OR-OSHA small-business work-shops. I expected the group tosuggest articles in newsletters, newsreleases, or something similar. I got abig surprise!

The group came to the meetingwith a very well-done computer-gen-erated presentation, that clearlydepicted the impact of an effectivesafety and health program on the bot-tom line: a company’s profit margin.This presentation showed small busi-nesses how keeping workers safe andhealthy allows them to underbid theircompetition. It was a very persuasivedemonstration.

But the clincher was that thisgroup volunteered to travel aroundthe state to share its presentationwith organizations with ties to smallbusiness to encourage people to at-tend the workshops.

I suppose health and safety profes-sionals are used to such behavior.However, from my perspective, thiswas extraordinary! This degree of

volunteerism didn’t exist in the pro-fessions of my life before OR-OSHA.

I’ve found that occupational safetyand health professionals and other in-terested persons spend hundreds ofhours planning conferences like theGOSH. (See Page 3.) Others work onOR-OSHA committees developingnew rules. Still others help us dis-pense grant and scholarship monies.This adds up to hundreds of peoplewho not only work in occupationalsafety and health in their day jobs,but who also volunteer their personaltime to make workplaces safer andhealthier.

We owe these people our gratitude.These professionals are truly unique.Their dedication makes us all better.Their commitment means that inju-ries will be prevented and that liveswill be saved.

They redefine the slogan we allknow: “Safety is a way of life.” ■

The American Society of Safety Engineers (ASSE) and Oregon Occupational Safety andHealth Division (OR-OSHA) are seeking nominations for the 2001 Oregon Governor’sOccupational Safety and Health Conference (GOSH) awards.

These awards honor companies, individuals, labor unions, and associations who arepioneers in creating safe and healthful workplaces for Oregon workers. Recipients of theawards will be honored at a luncheon March 7, 2001, at the GOSH Conference.

The 27th Biennial GOSH Conference, co-sponsored by OR-OSHA and the Columbia-Willamette Chapter of ASSEis the largest safety and health conference on the West Coast. Conference attendees will choose from more than 80training sessions. There will be more than 180 booths in the exhibit area.

Award Categories:Employer Awards

Five awards for employers that have made anoutstanding contribution to occupational safetyand health. Workers’ Memorial Scholarships awardedhas not set concrete goals, he wants to attend college inorder to make wise life choices. At the age of 10, it wasdiscovered that St. John had a spacial sequential deficit,a type of dyslexia. After 18 months of daily exercises,including reading from a book as his mother slowlyrotated it 360 degrees, his reading and comprehensionwere at grade level. He graduated from high school witha GPA of 3.8. “What develops character in a person’slife is struggles, trials, testings, and tribulation,” St. Johnsaid on his application.

Ann M. Schriber was awarded $2,000 toward hermasters degree in teaching at Oregon State University.Schriber graduated at age 16 in the top 10 percent of herclass at Tillamook High School. As a high school stu-dent, Schriber was involved in sports activities and 4-H.She was a volunteer fundraiser for DoernbecherChildren’s Hospital and was a farm cleanup member forthe Great Flood of 1996 in Tillamook County. She ex-pects to receive her bachelor’s degree this year. Aftergetting her master’s degree, she plans to teach elemen-tary school in Oregon.

The 10th Annual Western Pulp and PaperWorkers’ Safety and Health Conferencewill be December 5-8, 2000, at theDoubleTree-Jantzen Beach in Portland.The conference theme is “Partners insafety, steering toward the future.”Programs address training required byOSHA and help employers manage safetyand health programs and reduce operatingcosts.

The conference moves to the Portland metroarea this year for more space and to be closer to thePortland Airport. The conference has been held in Eu-gene as the Oregon Pulp & Paper Workers’ Safety andHealth Conference. The new name reflects growing par-ticipation by attendees outside Oregon and Washington.The conference is for managers, employees, safety com-mittee members, and safety professionals in paper

Three Oregon college students received Workers’Memorial Scholarships for the 2000-2001 school year.

The Department of Consumer and Business ServicesOregon Occupational Safety and Health Division(OR-OSHA) administers annual scholarships for theeducation of spouses or children of permanently dis-abled or fatally injured workers. The Workers’Memorial Scholarship was established by the 1991Legislature at the request of the Oregon AFL-CIOwith support from Associated Oregon Industries

Monica Applegate, who is planning to study businessmanagement at Pacific University in Forest Grove, wasawarded $2,000. Applegate attended high school inProspect, where she was student council treasurer andclass treasurer/secretary and was involved in sports,playing volleyball, basketball, and softball. She alsoworked on the yearbook staff. Her volunteer service in-cluded being a member of Prospect Search and Rescueand a peer mediator. She participated on a litter patrolto clean federal roads and helped to clean the ProspectArboretum. Monica’s long-term goal is to be a small-business owner or a lawyer.

Jesse A. St. John was a member of the 2000 MadrasHigh School graduating class. He was awarded $1,250to attend a liberal arts college in the fall. Although he

ROFILES

Oregon OSHA maintains a full-service accredited In-dustrial Hygiene Laboratory in Northeast Portland thatinvestigates and studies more than 4,000 air samples ayear. These workplace samples are evaluated for toxicsubstances, e.g., lead, asbestos, formaldehyde, dust, etc.The lab employs nine technical staff under the directionof the Enforcement Section manager, Barry Jones.

On July 10, 2000, Kermit McCarthy replaced MarijaJanko, who retired after 30 years of state service as themanager of the Oregon OSHA Laboratory. An employeeof Oregon OSHA for 20 years, Kermit’s personal goalhas always been to produce the highest quality work pos-sible.

As senior chemist at the lab, McCarthy has performedhighly complex as well as routine tests on samples sub-mitted by Oregon OSHA’s Enforcement and Consultationstaff. McCarthy conducted research to improve thequality and scope of the laboratory’s analytical work,developed methods based on new and innovativetechnology, and introduced major process developments,i.e., personal-computer-controlled instrumentation and“autosampler” equipment. He also designed a databasefor entering, tracking, and reporting calibration data forfield equipment.

With teamwork and effective communication, McCarthydesigned and maintains a computerized system forentering, tracking, and reporting analytical results thatmeet the requirements of the American IndustrialHygiene Association accreditation program and alsomeets legal needs by using strictly defined and docu-mented methodologies.

McCarthy has co-authored three chemistry-related pa-pers and two industrial hygiene-related papers, as well aspresented at local and regional industrial hygiene confer-ences. As the laboratory’s quality assurance coordinator,McCarthy has developed and implemented proceduresand protocols for the laboratory over the years.

Native to the Northwest, McCarthy was raised on afarm in Roseburg. His family remains in the area, hismother and a brother living at Mt. Hood and two brothersliving in Portland. When he was a senior in college,McCarthy met Maria, to whom he has been married for25 years. When he graduated from Lewis and Clark

College, he traveled to Alta, Utah, where he worked andskied for a year while Maria continued her education.When he returned to Oregon, he joined Maria at OregonState University, where he and his wife completed theirgraduate studies.

The couple’s 19-year-old daughter Erin is a sophomoreat the University of Puget Sound in Washington state. Aballet dancer, Erin danced for the Portland Parks system,where her dad became involved as a member and thechair of the Metro Dance Advocates Board. As a volun-teer, he organized and facilitated meetings, coordinatedeverything from marketing to production for dance per-formances, and set up fund-raising events.

The couple’s second daughter Megan, a freshman atGrant High School, plays soccer and is a competitiveswimmer. McCarthy, who has served as the soccerteam’s coach, organized an ethnically diverse group ofpreteen girls and taught them soccer fundamentals, team-work, and sportsmanship.

McCarthy enjoys the many challenges of his jobwith the Oregon OSHA Consultation and Enforcementfield staff. In his free time, he tutors high school mathstudents and volunteers as a database writer for privateorganizations.

McCarthy looks forward to coaching soccer againwhen he retires in a few years. He intends to interspersehiking, skiing, and traveling the back roads of theNorthwest with coaching soccer. ■

Description of accidentAt a Willamette Valley hay-storage site, while working for a company

that rakes, bales, stores, and ships grass hay after the seed has been har-vested, a crew was laying down plastic sheeting and old car tires so thatstacks of bales could be stored on the ground. Two hay squeezes (similarto forklifts) were unloading blocks of hay from a trailer. Each block of

hay was about eight feet square and nine feet high. Next to where thecrew was laying plastic, there was a stack of hay blocks with workers

still on top of it, placing tarps. One of the workers atop the stackshouted to a worker on the ground. Unable to see who had called,

the 20-year-old worker stepped out from the base of the stackinto the path of one of the hay squeezes, which was

bringing in a block of hay. The worker onthe ground was struck by the block of hay

carried by the hay squeeze, knocked tothe ground, and run over by the hay

squeeze. The operator of the haysqueeze felt a bump and found

the worker under a rear tire.Employees who had wit-nessed the accident ran tohelp and called emergencyservices. The victim diedat the scene.

Investigation findingsOR-OSHA investigators determined that the ground crew of laborers had been permitted to work under and

near elevated loads as the hay squeezes delivered blocks of hay to the stacks to be stored. The employer wascited for a serious violation and fined $5,000.

To prevent similar accidents• Never permit employees to work under and near loads• Ensure that drivers of vehicles bearing large loads have adequate mirrors and warning-sound devices• Train workers to always look out for equipment operators who may not be able to see them• Place a higher priority on safety than on production, and provide a “safe zone” around busy unloading

equipment

Description of accidentOn an October day at an Oregon

vineyard, a male employee, whosejob included performing pump-overoperations between wine fermenta-tion tanks, was found draped acrossthe top of a fermentation tank withone arm and his head inside thetank. The generalmanager/winemeaker found theworker and attempted to performCPR. Paramedics arrived anddetermined that the worker wasdead. The coroner’s report, a monthlater, identified the cause of death as“asphyxiation due to lowenvironmental oxygen level.”

Investigation findingsOR-OSHA determined that the employer had committed serious violations by not conducting an evaluation

of the confined spaces at the worksite, not informing exposed employees about confined-space hazards byposting signs or by any other effective means, not having a written permit-space entry program available forthe employees to inspect, and not providing the hazard-control measures necessary to protect employees fromharmful or hazardous conditions. Proposed penalties totaled $18,000.

Fall Protection RequiredWhen delivering to elevatedlocations and rooftops onconstruction sites

This is to remind employers involved in wholesale/retail salesthat fall protection or fall restraint is required to be used by allemployees delivering equipment or materials (including roofingmaterials) to elevated locations on construction sites withground-to-roof heights of 10 feet or more (such as unguardedroofs) or at any height above dangerous equipment. Therequirements for such protection are contained in OAR 437,Division 2, Subdivision I, Oregon Rules for Fall Protection(OAR 437-002-0125).

All employees of construction companies deliveringequipment or materials on unguarded roofs, or to anyplacewhere fall hazards exist, must also be protected by use ofadequate fall-protection or fall-restraint systems. Deliveries tocommercial sites require fall protection when fall distances aresix feet or greater (1926.501(b)(10), and (11)). Deliveries toresidential sites require fall protection when fall distances are10 feet or greater (Oregon exception for residential-typeconstruction, 1926.501(b)).

Workers are prohibited from riding on any conveyor at anytime, unless it is specifically designed for that purpose(1926.555(a)(8) and OAR 437-002-0221(14) and (20)).

NOTESAn apprentice electrician contacted an energized under-

ground conductor while driving a grounding rod. Theapprentice, working under the supervision of a journeyman,was driving the eight-foot-long grounding rod for a temporaryelectrical service. Neither worker followed procedures to lo-cate underground conductors before starting work.

The rod was about three to four feet into the ground when itstruck the conductor. The employee received a minor shock.The rod was removed with an insulated tool. The workers no-tified their office of the incident, then installed another rod ina different location, also without attempting to locate under-ground conductors.

Oregon PUC standards require workers (especially electri-cal contractors) to contact the Oregon Utility NotificationCenter (OUNC) before starting any in-ground work. OregonOSHA standard OAR 437-003-1926.651(b)(1) requires locat-ing utilities before digging. Each contractor or subcontractormust call the OUNC before starting work. If a worker contacts an underground lineor pipe, the contact could be fatal. In addition, the contractor is responsible for all re-pair costs if they did not contact OUNC before starting work.

SHARP employersrecognized in thesummer of 2000

This summer, Oregon OSHA recognized nineOregon employers as SHARP. SHARP is the Safetyand Health Achievement Recognition Program of theOregon Occupational Safety and Health Division(OR-OSHA) Consultation and Services Section.

SHARP is a cooperative program between businessand government that recognizes Oregon employersand employees committed to managing occupationalsafety and health. A SHARP company is one that hasrequested and received a no-cost Oregon OSHA com-prehensive consultation, corrected all safety and healthhazards noted by the consultant, and – most impor-tantly – incorporated the key elements of an effectivesafety and health program in business operations.SHARP certification must be renewed yearly.

Core’Mark International, Inc. , Grants Pass, com-pleted its fourth year as an Oregon SHARP employer.It is a large privately owned convenience industry dis-tributor.

Six employers completed their second year:Graphic Arts Center in Portland, a family-ownedprinting business; Bay Area Enterprises, Inc., CoosBay, a private nonprofit organization that providestraining and rehabilitation; Louisiana Pacific - Hines,an engineered wood products plant in Hines; MarvinWood Products in Baker City, a producer of windowsand doors; Southern Oregon Goodwill Industries inMedford, which trains and employs people with dis-abilities and other employment barriers; and TimberProducts Company, Spectrum Division, in WhiteCity, a specialty wood products plant.

Two Oregon employers became first-year SHARPemployers: QPM Aerospace in Portland, a manufac-turer of supplies for the aerospace and defenseindustries, and the LaGrande Equipment RepairShop, a branch of the Support Services Section of theOregon Department of Transportation.

There are 51 SHARP employers, representatives ofwhich have formed the Oregon SHARP Alliance thatmeets regularly to support other Oregon employers intheir quest for an accident-free workplace. What’s up with JEP?

The Oregonconstructionindustry and OR-OSHAare working together to reduce construction injuries andfatalities. The Joint Emphasis Program (JEP) is a coop-erative effort among management, labor, and governmentto design and implement focused joint training sessions.

JEP has selected scaffold safety as its next subject andhas designed a course for safety officers, scaffold users,on-site supervisors, managers and others. The coursecovers proper methods, identification, and constructionof common scaffolds used in the construction industry.

An example of one such program is Lend Me YourEars, a three-part audio program aimed at alerting work-ers to the harmful effects of noise-induced hearing losson communication and safety. The program is designedfor presentation to groups of workers at safety meetings.It demonstrates how hearing loss affects the comprehen-sion of speech, warning sounds, and environmentalsounds. In addition, the series contains simple listeningexercises in which the employee evaluates his or her abil-ity to understand speech that is filtered to simulate anoise-induced hearing loss. The self-scored exercisesdemonstrate how simple workplace commands can bemisunderstood and how warning signals can go unheardwhen a worker has a hearing loss. Having employees“experience” hearing loss is intended to motivate them touse hearing protection.

A 15-page instructor’s manual explains how to admin-ister the listening tests. The manual contains a sampleanswer sheet and provides additional information aboutpromoting hearing conservation. Lend Me Your Earswas produced at the Portland State University AudiologyResearch Laboratory.

Additional programs include pictograms for trainingmentally challenged individuals on hazards in the work-place; a dairy farmers checklist and video; a home-

builders manual with videos in Russian, Spanish, andEnglish; and a CD-ROM interactive training program onpreventing attacks by dogs.

Since its inception in 1990, the Safety and Health Edu-cation and Training Grant Program has awarded 61grants totaling $1.57 million.

“The finished product is the sponsor’s product to use,”said Straight-Millan, “But it also goes in the OR-OSHAresource library where it can be checked out and used byanyone in the state of Oregon.”

Training and education grants are usually awardedtwice a year. If all the monies have not been awarded, athird round of proposals may be solicited. To meet thedeadline for the grant awards, you must submit a com-pleted application to the Department of Consumer andBusiness Services Oregon Occupational Safety andHealth Division (OR-OSHA) no later than October 29,2000. Approximately $129,000 remains in the grant fundfor this biennium.

What’s the biggest safety and healthhazard out there? My vote goes fortwo little words: “I guess.” Funk andWagnall’s Standard Desk Dictionary,defines a guess as a judgment or opin-ion based on uncertain or incompleteknowledge.

The following “I guess” statementsare taken, in no particular order, fromthe life experience of this writer. Asembarrassing as it is now, I’ve actu-ally said, or thought, each of thefollowing at some time in my life:

Well, I’ve never been before, but, Iguess it would be fun to go skiing. Iguess this fuel gauge must be broken.I’m sure I have plenty of gas. Thekids are sure quiet. I guess they’redoing their homework. I haven’t beenroller skating since 1968, but I guessonce you learn, you never forget. Iguess she’s isn’t talking much be-cause she’s content just to be withme.

As you can probably guess, I couldkick myself today for the things I saidyesterday! Now that we’ve had somefun with these past personal traumas,let’s take a look at some “I guesses”you might encounter in the work-place.

I’ve never operated a forklift be-fore, but I guess anyone could drivethis thing. It looks frayed, but I guessthis rope will hold. I guess this ma-chine is supposed to make that gratingsound. I haven’t had safety training inyears, but I guess things haven’tchanged much. The voltage isn’t veryhigh, I guess a few sparks are nothingto worry about. I guess getting thisjob done quickly is more importantthan some old safety rules.

Guesses like these can be downrightdangerous. So why do we do it?We’re in such a hurry, and time ismoney. It just seems easier and more

cost effective to go ahead and give ita try. All well and good for minor lifeissues – like how many jelly beansare in the jar at the carnival – but awrong guess about safety at work canlead to serious injury, a lifelong dis-ability, or death.

OR-OSHA believes that open com-munication is the best way to avoidthe kind of guesswork that can lead tocatastrophe. And real communicationmeans that what you say to us is justas important as what we say to you.As a division dedicated to servingOregon’s employers and workers, wecan’t afford to guess about whether ornot our service is effective. We can’tafford to say “We aren’t hearingmuch from our customers these days.I guess we’re doing a good job.”

Please, talk with us. Let us knowhow we’re doing and how we could

do better. Tell us what works for youand what doesn’t. One quick andeasy way to do this is by using thepostage-paid satisfaction question-naires offered to you by varioussections of Oregon OSHA, includingthe audiovisual library. QWhat training is necessary for employees whowork with fluorescent light fixtures that containpolychlorinated biphenyls (PCBs) or who handleor clean up PCB-containing oils from the bal-lasts?

A All employees who remove ballasts with PCBA-containing oils, or who perform clean-up opera-

tions from leaking ballasts or any associated tasks, needto be trained in the requirements of OAR 437-002-1910.1220, Hazard Communications and OAR437-002-1910.132, Personal Protective Equipment.

QAlthough I have 12 employees, my accident rateis zero. Does this mean I have a “low-hazard en-vironment?” Can I hold quarterly safetycommittee meetings instead of monthly?

A The term “low-hazard environment” refers to` the potential for injury and illness, not necessar-ily your own experience. Unless your firm’s activitiesare similar to an office environment, you must holdmonthly meetings to discuss your ongoing prevention ef-forts. OAR 437-001-0765(6)(a)(C)

QAs an employer, how much authority must Igive to my safety committee?

A A safety committee is generally an advisorybody. Some employers allow safety committees

varying degrees of decision-making authority in additionto that specified in the rules. The degree of authority theemployer gives to the safety committee should be de-fined in writing. OAR 437-001-0765

Q Must an employer respond to allrecommendations by its safety committee?

A Yes. The employer does not have to agree withthe recommendations, but he or she must respond

in writing within a reasonable time. A “reasonable” periodfor responding to recommendations should be determinedby the safety committee. OAR 437-001-0765(6)(b)(C)

Q As an employer, am I obligated to implementevery suggestion my safety committee submits?

A No, but you must provide a written response toeach recommendation. Your safety committee can

provide valuable input in helping you prevent injuries andillnesses and save money. OAR 437-001-0765(6)(b)(C)

QWhat are bloodborne pathogens?

A Bloodborne pathogens are microorganisms thatcan cause disease when transmitted from an in-

fected individual to another individual through blood andcertain body fluids. Bloodborne pathogens are capable ofcausing serious illness and death. The most common ill-nesses caused by bloodborne pathogens are hepatitis B(HBV) and acquired immunodeficiency syndrome(AIDS).

QWho is covered by the bloodborne pathogens standard?

A OR-OSHA’s rule applies to all persons exposedduring the performance of job duties to blood or

other potentially infectious materials (OPIM) throughskin, eyes, mucous membranes, or broken skin byneedlesticks, human bites, cuts, abrasions, splashes, orother means. Blood means human blood, blood products,or blood components.

OPIM include the following:• Human body fluids: semen, vaginal secretions, cere-

brospinal fluid, synovial fluid, pleural fluid, pericardialfluid, peritoneal fluid, amniotic fluid, saliva in dentalprocedures, any body fluid visibly contaminated withblood, and all body fluids in situations where it is diffi-cult or impossible to differentiate between body fluids.

• Any unfixed tissue or organ (other than intact skin)from a human (living or dead).

• HIV-containing cell or tissue cultures, organ cultures,and HIV- or HBV-containing culture medium or othersolutions as well as blood, organs, or other tissues fromexperimental animals infected with HIV or HBV. ■
