Summer is finally upon us! It will be nice to start seeing warmer
days and more sunshine! We need that Vitamin D!
This has been quite the year for someone in my position as
President. It has brought many challenges but OAMR is filled
with amazing members that know how to bounce back and
move forward! I am very proud of the efforts that everyone has
put in to facing these challenges! This will make us a stronger
organization!
The cancellation of the Mid-Year Academy and the Annual
Academy and Conference really hits hard, both for the organization and for each of us
personally. We all look forward to taking time off work to attend the educational sessions
to learn more tricks to make us better recorders. Peggy Hawker and the Education
Committee have always done a great job in finding exceptional speakers who teach us
how to excel in our public service positions. At these events, we also get to gather with
our colleagues to network and share special times with members that have become our
good friends. I have always felt like my cup runneth over at the end of the conferences.
There is just so much love and caring amongst our members. I truly am missing all that
this year.
OAMR went into the 2019-2020 year being financially strong thanks to previous
presidents/boards who worked hard to get our contingency to a healthy balance. We
were doing well with our scholarship fund. However, this year turned things upside down
with regards to fundraising. Due to the cancellation of our events because of the
coronavirus, the Special Projects/Fundraising Committee has had to come up with some
clever ways to raise some funds. Angie and her team have done a great job of getting
donations and are currently working on a platform to allow us to auction items off
virtually.
The Conference Committee and Education Committee have been working on plans for a
virtual conference to present September 21-25. More information will be coming out
about that very soon. I hope that you will be able to join us for some engaging virtual
learning sessions.

RECORDER OF THE YEAR
AWARD GUIDELINES It would be an honor if you would please read the guidelines below and take the time to nominate your City Recorder, Deputy City Recorder, or other eligible designee to receive the Oregon Association of Municipal Recorders’ “Recorder of the Year” Award. I encourage you to acknowledge your City Recorder, and to recognize their professionalism, and dedication to their career. We all know how valuable our City Recorders are to our cities with the support they provide, and the many things they do that go above and beyond their normal job duties. Guidelines:
1. Any individual OAMR member, board member, City Manager, or Mayor may submit a confidential nomination to the President no later than Friday, August 7, 2020.
2. The President shall select a recipient for the Recorder of the Year award from the nominations submitted. There may be years in which there are no outstanding nominees. The decision of the President is final.
3. Recognition will be at the annual conference and will include presentation of a plaque and complimentary registration at the following year’s annual OAMR conference. The registration is not transferable to anyone other than the award winner.
4. Criteria for selection are as follows: a. Any OAMR member in good standing is eligible, with the exception of the President, First Vice
President, and Second Vice President. A member in good standing means a fully paid member.
b. The nominee must have made an outstanding contribution or performed outstanding service to OAMR, to the profession of Municipal Recorder, or to an individual city during the association fiscal year. In general, it is not sufficient that a person performed his/her duties well. This award recognizes outstanding service and performance over and above the person’s job description.
c. Areas of expertise may include but are not limited to the following: Public Relations Organization and Administration Special Projects Legislative Procedures Council Procedures Records Management Technology Emergency Preparedness Other: _____________________________________________________

PRESIDENT’S AWARD OF DISTINCTION
AWARD GUIDELINES
As Municipal Recorders, we are at the center of municipal government and play an important role in city government, as well as in the structure of our communities as a whole. Often, we look “outside” ourselves for acknowledgement and recognition. In this case, however, we ask you to look inside our organization, at what you and other City Recorders have accomplished this year. The President’s Award of Distinction is awarded to an OAMR member who has contributed greatly to a committee of OAMR or has performed exceptional work for OAMR. Retired Recorders...What Do They Have to Say?
Nancy Parker, City Recorder, Athena Submitted by the Retired Clerks Committee
After 10 years at the City of Athena, Nancy retired from her City Recorder duties on
June 30, 2020. Her last day in the office was May 28, 2020. During her 10 years at the
City of Athena, Nancy has served as the City Recorder/Treasurer, Planning Commission,
Athena Cemetery Clerk, Budget Officer, Janitor, and more! She enjoyed the people and
the variety of her job, stating, “no two days are the same.” She did point out though that
some of her biggest challenges were the grouchy and disgruntled people. A few of the
projects Nancy saw through completion were both a wastewater and water project,
repairing and repaving Main Street collaboratively with ODOT, refurbishing the pool,
building a bathhouse, and replacing 3rd Street bridge.
Nancy enjoys gardening; reading; antiquing; camping; scrapbooking; spending time with her
two grandkids, MacKenzie and Rawley; and riding horses and camping in the Eagle Cap
Wilderness every summer. Her first goal for retirement is not getting up at 6:00 a.m. (Lucky her!) She’s also going
to enjoy time in her yard this summer, reading, and more time with her grandkids.
When Nancy was asked what wisdom she would share with clerks about what she learned, she emphasized,
“Education, Education, Education!!!” She encourages all clerks to take advantage of every training opportunity—
IIMC Professional Development Classes, Mid-Year Academies, Annual Conferences, and anything else offered. She
wants new members to not be afraid to ask questions, join a committee, and particularly, “DON’T SWEAT THE
SMALL STUFF!”
Nancy shared that she doesn’t think she would have been as successful in her position without OAMR. The
wealth of knowledge and willingness to share and help each other is amazing. “OAMR is truly a one of a kind
organization.”
Congratulations, Nancy! OAMR will miss you and your
kind heart that always made others feel welcome.

The Newsletter Committee asked OAMR members to share
how they have been handling COVID-19.
Here are a few of their stories:
Diane Harris, CMC, City Recorder/Human Resources Manager, Sutherlin
The City of Sutherlin’s staff has been following alternating schedules. All employees, except for Police & Fire,
report to work three days per week and work from home, if able to do so, two days per week. Even though
some office staff and all Public Works employees are home two days per week, and since they obviously cannot
work from home, they still have to be available if called in. If they are out of town and unavailable to be called in,
they have to use accrued vacation or comp time. All staff have been paid their regular salaries during this whole
time. Two of our employees are part-time. One employee is in charge of cleaning the community center, which
has been closed. He has remained on a paid leave status until the community center re-opens. The other
employee does janitorial work for the Library, City Hall, and cleans the park restrooms, etc. He also has been on
a paid leave status.
City Hall’s doors recently re-opened. They are following all guidelines regarding the public and close an hour early
each day to sanitize the office. Even when our doors were closed to the public, the City Manager wanted staff to
sanitize at 4:00 p.m., and as soon as they finished they could go home! Bonus!
Diane was on the fast track learning about virtual meetings. All Council, Planning Commission, and Budget
meetings are via Zoom. The Council Chambers has been reconfigured following the state guidelines and allowing
only necessary staff to attend the meetings. Each meeting poses it’s own challenge, especially the budget meeting,
but they got through it!
Amy Sowa, MMC, City Recorder, Roseburg
In Roseburg, they have been fortunate to keep the doors of City Hall open during the pandemic, although
accommodations were made. Staffing was split into two groups, with each group alternating weeks working
remotely, and the only access for the public was on the second floor, where there were glass partitions between
staff and the public. They also encouraged the public to conduct City business over the phone or online and
provided the option for over the phone credit card payments, which greatly reduced foot traffic. They have
definitely been cleaning like crazy! They close the doors to the public at 4:30 p.m. every day and every staff
member takes that last 30 minutes to clean their space, plus any other common spaces. Everyone pitches in, from
line staff to the City Manager! They figure they’ve cleaned off grime dating back to the 1980’s!
It's hard watching local businesses struggle and seeing the cancellation of the many great events that happen each
summer in the community. They were thankful to move into Phase I with the first group and watch some of those
businesses start to re-open and welcome customers. It’s also been inspiring to see how the City and community
have come together to find creative ways to celebrate important events such as graduation, Memorial Day
celebrations, and the Library’s summer reading program.
Dawne Shaw, CMC, City Recorder/Assistant to the City Manager/Human Resources Coordinator,
Warrenton
It was a big learning curve to conduct virtual council meetings. They do not have an in-house IT department so
the responsibility to facilitate the meetings falls to Dawne. They had to install a new video camera in the
chambers, as the old one was not sufficient. She also oversaw the upgrading of the Wi-Fi/internet bandwidth to
accommodate the virtual meetings. It has been a stressful time for all. They have had to “retrain” customers to
conduct business without coming in to city hall since locking the doors. They are waiting for the installation of
plexiglass before re-opening. Changes and modifications in how business is conducted is yet to be determined.

Greetings from Region I! I hope that everyone is doing well and getting through the COVID-19 madness.
It has certainly been a challenging and busy few months, with new policies to write and new skills to learn
for virtual meetings. I am finally comfortable with facilitating virtual council meetings, which proves that
you can teach an old dog new tricks!
Over the past few months, Region I has seen some changes in our member roster. In April, we welcomed
new Region I member, Ukiah Hawkins of Tillamook. Ukiah is a great addition to our region and to OAMR
overall. In early June, Warrenton’s Deputy Recorder, Lindsay Duarte resigned and moved on to other
opportunities. I will truly miss working with Lindsay and having her excellent assistance. She helped move
Warrenton forward in many areas and was truly an asset. Unfortunately, due to budgetary shortfalls, we
will not be posting the Deputy position for a while.
In other news - after much thought and consideration, I have submitted my resignation as Region I
Director to President Kathy. Due to professional and personal reasons, it has become necessary for me
to step down. Stephanie Borst, CMC, of Vernonia has stepped up to be the new Region I Director. She
will be an amazing region director – congratulations Stephanie!
I hope and pray that we will not see a resurgence of the virus in the fall, and I am looking forward to
getting back to normal - or as close to normal as health and safety will allow.

Region II News Scott Stauffer, CMC, City Recorder, Milwaukie, Region II Director
What a few months it has been! From all your Region II colleagues we wish you health and peace. We
haven’t been able to do much, but several Region II folks recently hung out virtually and it was so nice to
see faces and just chat.
And here’s a little reminder that life rolls on even amid a historic pandemic. On behalf of our colleague
here at Milwaukie, Hannah Wells and her family, we are happy to share these photos of their newest
addition. The first photo is big brother Harrison and his new baby brother, Charlie Minjoon Wells.
Charlie was born June 7, at 6 lbs. 14 oz. The second photo is baby Charlie at about four days old. Mother
and son are doing great and are home now.

The 2019-2020 Audit Committee is comprised of members: Debbie Bernard, CMC, City of Willamina;
Nancy Parker, MMC, City of Athena; Devree Leymaster, CMC, City of Fairview; Sue Ryan, CMC, City of
Newberg; and Melissa Thompson-Kiefer, CMC, City of Nehalem.
The Audit Committee met on November 15, 2019 to conduct the Audit for Fiscal Year ending October 31,
2019.
Due to the cancellation of the Mid-Year Academy, this item was not brought before the Board at that time.
The audit was accepted by the OAMR Board at its June 26, 2020 virtual meeting.

ISSUE STATEMENT The audit for FYE October 31st, 2019 is submitted for Board review and approval. BACKGROUND An audit includes examining, on a test basis, evidence supporting the amounts in the financial statements. The financial statements should present fairly the financial position of the Association’s activities and the respective changes in financial position and cash flows. The Audit Committee is comprised of members Angie Lanter, MMC, City of Banks; Debbie Bernard, City of Willamina, Nancy Parker, MMC, City of Athena, Devree Leymaster, CMC, City of Fairview, Sue Ryan, CMC, City of Newberg, and Treasurer Melissa Thompson-Kiefer CMC, City of Nehalem. RELATED POLICIES/BUDGET CONSIDERATIONS OAMR Bylaws: The audit is to be performed as soon as practical after the fiscal year end, with a report to be made to the Board at its Mid-Year meeting. After Board review, the report will be forwarded to the Newsletter Committee for inclusion in the next edition. OAMR Finance Policy: Referred to during course of audit. Budget Narratives, 2018-2019: Referred to during course of audit. DISCUSSION The members of the committee audited the OAMR financial statements for fiscal year ending October 31st, 2019, on November 15th, 2019 at the OAMR Board Meeting held at the City of Tualatin. The committee reviewed: accounts payable, bank statements/reconciliations, journal entries, and the profit and loss / budget v. actual statement. In our opinion, the financial statements present fairly the financial position of the Association’s activities, and the respective changes in financial position and cash flows. See accompanying notes and recommendations: 1. Financial notes:
A. Total actual revenues exceeded budgeted totals. B. While a few expense categories exceeded the budgeted amounts, total expenditures were
significantly under the total budget. C. The Audited Ending Fund Balance is $77,245.18, ensuring that this year’s (2019-2020) contingency
line item is fully funded. 2. Policy Considerations: A. None at this time. OTHER The Audit Committee wishes to thank Melissa Thompson-Kiefer, CMC for her continued work as Treasurer. The books were well-managed, and all requested documentation was provided. Your willingness to serve OAMR in this capacity is greatly appreciated.

Howdy from the RMC. Like most groups, we haven’t held a meeting since the coronavirus (COVID-
19) pandemic hit and statewide gathering regulations went in place. We are looking at meeting virtually
sometime in July. We hope all are well and safe – we hope to “see” you all at our (virtual) conference
in the fall!

Ukiah Hawkins, City Recorder, City of Tillamook, began his job on April 1 of this year! He came to this
profession after being in banking for three years. Prior to a banking career, Ukiah attended Portland State
and graduated with a degree in Political Science.
He says he needs the most help with “navigating the general and specific context points of the position
and understanding how to organize the documentary requirements.”
Ukiah is a fifth-generation Oregonian. He is married with two young boys and likes music, reading,
languages, gardening, nature, and community service.

Catherine Nelson, am officially declaring candidacy for the office of Second
Vice President for the Oregon Association of Municipal Recorders. I have
held my current position as the City Recorder since 2006. I have been an
active member of OAMR for over 13 years. During that time, I have belonged
to the Conference Committee from 2007 - current, the Special Projects/
Fundraising Committee from 2007 - current, the Budget Committee in 2009,
the Mentorship Committee from 2012 - 2017, the Membership Committee
from 2015 - current, and the Nominating Committee in 2018. I received my
CMC from the IIMC professional development certification program in 2017.
I am currently pursuing my MMC. Becoming a Board member and holding
office will help me reach my MMC certification goal.
I have been on the board of the Linn Benton Housing Rehabilitation Program since 2011. I also hold a
seat on the board of Sweet Home Emergency Ministries as a representative for my local house of
worship. I have recently joined Delta Mu Delta, the business honors society, and the National Society
of Collegiate Scholars through Purdue Global University, my alma mater. I am the Worship Leader,
Pianist, and Elder for Harvest Christian Center in Sweet Home. am active in the parent organization
for Oak Heights Elementary. Finally, I am the resident liaison for Willey Creek Assisted Living
Community and Samaritan Health Services.
I believe that I have a lot to offer OAMR as Second and First Vice President, and
President. I am detailed-oriented and organized. I am one of the few that genuinely enjoys
paperwork, such as creating agendas, writing reports, and filling out proposals. My goal is to be a
transitional leader instead of my current transactional style. Transitional leaders take each
situation and person into consideration and find ways to motivate them. I am taking courses on
how to become this type of leader for my professional life and this organization. I am not afraid
to speak up or take charge when the need arises. However, I also know the value of delegating and
allowing others to learn from their mistakes. I hope that I will be among the number of amazing
leaders that have helped propel this exceptional organization forward.
I believe that OAMR's current objectives are essential and should be kept. Education is the
foundational objective that allows us to reach all the other goals, such as encouraging each other,
mentoring one another, and effective communication. I also believe that servant leadership should be
an for all members of OAMR, especially in today's culture. I am from a small city, and I know
how important it is to make every member feel important and accepted. my experience, OAMR has
done an excellent job of this, but I believe we can do better in bridging the gap between the large,
medium and small cities.
I know I can make OAMR proud to have me as a representative, and I hope to have the chance to
serve my fellow Oregon City Recorders. Thank you for this opportunity and for considering me for
this position.

City Recorder Ruth Post Submits Letter of Interest for
IIMC Region IX Director
Every six years, OAMR selects a member to serve as our IIMC Region IX Director. During my
17 years as a member, this organization has seen three amazing representatives serve in that
capacity: Gail Waibel, Peggy Hawker and Tracy Davis. Each of them has set the standard very
high in representing the city recorders and clerks from Oregon, Washington, Alaska and
California. It is with great excitement that I submit my name to OAMR as a candidate for your
next IIMC Region IX Director.
There are several different levels of eligibility requirements for this position:
IIMC Criteria
• Served at least three years as a Municipal Clerk or other office as defined by IIMC - I’ve served as the
Philomath City Recorder since June 2002.
• Been a member of IIMC for at least three years - I’ve been a member of IIMC since 2002.
• Attended at least two annual IIMC conferences - Since 2006, I’ve attended nine IIMC conferences, including
Birmingham, Alabama in 2019. I was registered to attend the IIMC St. Louis conference in 2020, but it was
cancelled.
• Be a full or additional full member of IIMC - I have been a full member of IIMC since 2002.
• Provide written endorsement of candidacy from the candidate’s governing body - A letter of endorsement
from Philomath City Manager Chris Workman and Mayor Eric Niemann were included in her submittal.
Region IX Criteria
• Have served on or chaired an IIMC Committee - I’ve served on the following IIMC Committees: Education &
Professional Development 2013-14, 2018-19 and 2019-20; Public Relations & Marketing 2017-18; Conference
2015-16 and 2016-17; and International Relations 2011-12.
• Possess the CMC or MMC designation - I attained my CMC in July 2005 and my MMC in October 2009.
OAMR Criteria
• Served as President of OAMR - I served as OAMR’s President 2009-2010.
• Be an active voting member of OAMR - I have been an active voting member since 2002.
Rather than just meeting the criteria, I’ve tried to dig deeper and make sure I understood the facets of IIMC that
most affect our members. Having had the opportunity to serve on four different IIMC committees, I’ve gained
knowledge on how each of them relates to OAMR and Region IX as a whole. This understanding includes the
impact IIMC policies have on our Northwest Clerks Institute program that provides valuable profession-specific
training to our members. I’ve now served on the NCI Education Committee since 2010, and believe that
supporting its successful continuity is one of the most important aspects of serving on the IIMC Board of
Directors.
One more area of importance for our membership that I’ve recently been able to learn more about is IIMC’s
nonprofit fundraising organization, the IIMC Foundation. Serving on a sub-committee of the Foundation this year
has given me all new insight into how it benefits our members. I look forward to learning more and ensuring our
members take full advantage of the opportunities for education the Foundation can open the doors to.
In closing, I consider it a great honor to even be in the discussion to serve as an IIMC Region IX Director for
OAMR, AAMC, CCAC, and WMCA. If selected, I will do my utmost to maintain the legacy of strong leadership
that my predecessors have set as the standard.

As per Article VI, Section (1)(e) of the OAMR Bylaws, absentee voting shall be allowed by Full Active Members in good standing from each city/jurisdiction. Voting by proxy shall not be allowed. Any Full Active Member in good standing from a city/jurisdiction who is unable to attend the Annual Conference and wishes to vote by absentee ballot must submit an application for an absentee ballot to the Nominating Committee Chair no later than 20 days prior to the date of the Annual Conference. The Nominating Chair will email an absentee ballot to the Full Member within two (2) days of receiving the request. Absentee ballots must be received back by the Nominating Committee Chair by the Friday prior to the conference (September 18, 2020). Ballots received after that date will not be counted.

We have been receiving some fabulous and VERY generous donations, and planning is
underway for an online auction for late August/early September. The Auction Sub-
Committee is working to put together packages to be up for auction. A big thank you to
these hardworking ladies!
Raffle Baskets
You will be receiving information soon from the Raffle Basket Subcommittee.
They have been in contact with the Region Directors, and we will be raffling
off some great “Gift Certificate Baskets” from each region. So, if you have a
favorite restaurant, boutique store, movie theater, hotel, etc. in your city,

Pink Walk
As you all know, the Pink Walk is held at our annual conference to fund the Kathy
Ishiara Scholarship (this scholarship is fully funded by the Pink Walk). The SPFC is
looking at ways to hold a Virtual Pink Walk. Ideas and suggestions are welcome! And,

for complying with the guidelines.
The Annual Conference and IIMC scholarship recipients are required to do a written report. Annual
Academy scholarship recipients are required to do a Knowledge Transfer Action Plan (KTAP), and no

Scholarships provide professional development towards the CMC and MMC certification, and

IIMC Scholarship Information (Submitted by Denise Carey)
In 1982, a small group of Oregon Recorders met with Marge Price of Washington to discuss forming an Oregon
Recorders Association. From this meeting, the Oregon Association of Municipal Recorders (OAMR) began. In
October 1983, the first officers were elected and the rest is history. Marge Price was instrumental in the
formation of OAMR and was considered the mother of OAMR. She was our number one supporter and was our
first Honorary Lifetime Member. You could always find her promoting OAMR and the profession along with
teaching "Parliamentarian" classes and writing countless articles for the OAMR newsletter. The Marge Price
Scholarship was created to honor her pioneering our organization. Marge was the 1990-91 President of IIMC
and has always promoted how important the connection is with IIMC and attendance at the IIMC annual
conferences. She represented Region IX with dignity and grace and encouraged our region to step up and speak
out.
I was also fortunate to know Kathy lshiara. Kathy was a wonderful person and could brighten any room with her
presence. Kathy loved the IIMC conferences. I remember Kathy on a boat at Niagara Falls being blown around
with her rain poncho up around her face but guess what - there was still a smile on that face. The Kathy Ishiara
Scholarship was formed to honor Kathy's life and commitment to OAMR and eventually led to the Kathy Walk.
