These permit fees provide funds for the public facilities' operational and maintenance costs; and WHEREAS, the City has not reviewed and increased rental charges for reservation of its major facilities for a number of years; and WHEREAS, City staff researched the relative fees of comparable facilities in Ohio, and found the City of Zanesville's fees needed to be either updated or newly developed altogether. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio, that : SECTION ONE: The City of Zanesville hereby establishes a new Park Facility fee schedule, attached as "Exhibit A" . ORDINANCE NO.17-~ INTRODUCED BY COUNCIL

AN ORDINANCE AUTHORIZING NEW PARK FEES FOR THE CITY OF ZANESVILLE.

WHEREAS, the City of Zanesville provides various areas for the public's use; and

WHEREAS, these public places have a variety of uses, from open spaces, recreational, playgrounds, shelters and boat launches; and

WHEREAS, some of these public spaces have facilities which are requested to be reserved for private individual or organizational use which has been permitted, subject to conditions and payment of fee charges. These permit fees provide funds for the public facilities' operational and maintenance costs; and

WHEREAS, the City has not reviewed and increased rental charges for reservation of its major facilities

for a number of years; and

WHEREAS, City staff researched the relative fees of comparable facilities in Ohio, and found the City of

Zanesville's fees needed to be either updated or newly developed altogether.

NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio, that:

SECTION ONE: The City of Zanesville hereby establishes a new Park Facility fee schedule, attached as

"Exhibit A".

SECTION TWO: This Ordinance shall take effect and be in force from and after the earliest period

allowed by law.

ORDINANCE NO. 17- 49 INTRODUCED BY COUNCIL

AN ORDINANCE AUTHORIZING THE PROPER CITY OFFICIAL TO PURCHASE GRINDER PUMPS FOR THE CITY'S EAST END SEWER COLLECTION SYSTEM FROM COVALEN

WHEREAS, the City of Zanesville installed an East-end household grinder pump system in the 1980's for conveyance of wastewater to the treatment facility; and

WHEREAS, over the past 30 years, the City has had these pumps and circuit boards repaired, rebuilt, and replaced when required to do so; and

WHEREAS, these specific types of small "grinder" pumps, totaling 382, have reached life expectancy and require replacement, as determined by a COM Smith 2015 East End Sewer Assessment Report; and

WHEREAS, for the past year, the City followed the COM Smith report recommendation and conducted a trail program; installing two different types of grinder pumps into a small number of locations for the purpose of evaluating purchase costs vs. ongoing maintenance of each pump; and

WHEREAS, the City intends to purchase and install all of the pumps/ circuit boards over several years to capitalize the investment through existing sanitary sewer resources; and

WHEREAS, the selection of a uniform pump type wil l reduce purchasing costs and space for parts inventory; and

WHEREAS, Covalen is the sale supplier in our area for the E/One upgrade grinder pump package, thereby being considered as an exclusive vendor.

NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Zanesville, State of Ohio, that:

SECTION ONE: The proper City officia l is hereby authorized to purchase up to 33 E/One upgrade grinder pump packages and associated electrical panels from Cova len as an exclusive supplier, in an estimated cost of $70,000.00. The cost for this purchase shall be taken from Line Item 604.5456.54499.

SECTION TWO: This Ordinance shall take effect and be in force from and after the earliest period al lowed

by law.

AN ORDINANCE AUTHORIZING THE EXPENDITURE OF FUNDS FOR THE PURCHASE OF MATERIALS AND SERVICES FOR THE CONSTRUCTION OF THE MAPLE AVENUE WATER MAIN PROJECT.

WHEREAS, by the adoption of Ordinance No. 16-61, the Zanesville City Council authorized expenditure of funds acquired through the Ohio Water Development Authority for the construction of several potable water projects, including the East Highland Drive project; and

WHEREAS, resulting from the continued southern Maple Avenue water main breaks, which cause concern for City worker and public safety; interruption to area business services, and the loss of water product, the City seeks to divert funding from the E. Highland Drive project to the Maple Avenue Water Main project; and

WHEREAS, the funding will be used to purchase materials and contract for service for the replacement of the failing 8" water main in the center lane of Maple Avenue, beginning at Sheridan Street and ending at McConnell Avenue; and

WHEREAS, the diverting offunds for the Maple Avenue water main project will still permit the City to install a significant amount of needed (upsized) water main into E. Highland Drive, which then can be continued in a su bsequent budget year; and

WHEREAS, the Ohio Water Development Authority staff stated no objection to the reallocation of the funds.

NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Zanesville, State of Ohio, that:

SECTION ONE: The proper City official is hereby authorized to purchase materials and services in an estimated amount of $102,154 for the Maple Avenue Water Main Replacement Project (Sheridan Street to

McConnell Avenue).

SECTION TWO: The funds for the purchase of materials and services shall be paid from the City's Water

Fund Line Item # 611.5473.54457.

SECTION THREE: This Ordinance shall take effect and be in force from and after the earliest period allowed

AN ORDINANCE AUTHORIZING THE PROPER CITY OFFICIAL TO APPLY FOR AN OHIO WATER DEVELOPMENT AUTHORITY LOAN FOR MULTIPLE WATER PROJECTS AND AUTHORIZING THE EXPENDITURE OF fUNDS FOR THE

PURCHASE OF MATERIALS FOR THE CONSTRUCTION OF SAID P.OJ~CTS, AND DECLARING AN EMERGENCY.

WHEREAS, the City has need to replace the aging potable waterlines on East Highland Drive, North linden Avenue, and the Forest/Locust Avenue area :

• The East Highland Waterline Project will install (including appurtenances) a new 8" water main that will connect to Dresden Road & Linden Avenue. This project will create additional water pressure for the customers and create a circulating system; and

• The City has abandoned a significant portion of the "older'" water main on Linden Avenue, but still needs to install a portion of new water main from Adair to McConnell Avenue prior to repaving the

street, scheduled for late spring 2017; and

• The City will also use a portion of the loan proceeds to clean water wells 11 and 16.

WHEREAS, funding through Ohio Water Development Authority provides low interest loans for municipal construction projects, and due to limited grant availability and project cost, obtaining a loan Is necessary for

completion of these projects; and.

WHEREAS, due to needing Council approval prior to the submission of the application due date of July 29,

2016, it is necessary to pass this Ordinance as an emergency.

NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Zanesville, State of Ohio, that:

SECTION ONE: The proper City official Is hereby authorized to apply for an Ohio Water Development

Authority Loan for $400,000 for the individual projects listed above.

SECTION TWO: The loan will be for a term of twenty years at an estimated 3.07% interest rate, or a rate of

O.S% lower than prime rate.

SECTION THREE: For the reasons statIM:! in the preamble hereto, this Ordinance is declared to be an emergency measure. Provided it receives the affirmative vote of six (6) or more members of City Council. this Ordinance shall take effect and be in force Immediately upon its passage and approval of the Mayor. Otherwise. it

shall take effect and be in force from and after the earliest period allowed by law.

WHEREAS, the Ohio Development Services Agency (ODS A) awarded grant funds to the City of Zanesville for the purpose of administering and making loans through an Economic Development and a Micro-enterprise Revolving Loan Programs; and

WHEREAS, the program policies were approved by City Council Ordinance 90-126; and

WHEREAS, ODSA required the City to merge the individual program balances into one fund , identified within City Council Ordinance 15-3, "Authorization to Administer Revolving Loan Funds" agreement; and

WHEREAS, the current balance of the combined Economic Development Revolving Loan Fund is $43 ,208 (City Fund #311); and

WHEREAS, ODS A has been requiring CDBG grant recipients to spend down the balance of its Revolving Loan Fund, including requiring these funds to be pledged as local match for any application to ODSA's other grant programs; and

WHEREAS, the City recently submitted the stabilization of several properties located in the 600 block of Main Street as a project concept to ODSA for their CDBG ' 'Targets of Opportunity" grant funding program. In the project concept, the City identified the Revolving Loan Fund as a local match for the project; and

WHEREAS, ODS A has forma lly invi ted the City to proceed in the submission of the Targets of Opportunity grant application; and

WHEREAS, before moving forward with the Targets of Opportunity Grant application, the City must first formally request and receive approval from ODSA to use its Revolving Loan Funds for the purpose of securing architectural services and pennits for the Main Street properties stabilization project; and

WHEREAS, thereafter, any unspent Revolving Loan Fund balance will be used as match to the Targets of Opportunity grant funds for the purposes of paying project construction costs,

NOW, THEREFORE, BE IT ORDAlNED by the Council of the City of Zanesville, State of .Ohio; that

SECTION ONE: The City Council hereby authorizes the proper City official to submit a formal request to Ohio Development Services Agency's to permit the use of the unencumbered balance of the City's economic development Revolving Loan Fund for the purpose of funding architectural and construction services for the stabilization of properties within the 600 block of Main Street.

Subject: Community Development Block Grant (CDBG) Targets of Opportunity Program Proposal

Dear Mayor Tilton:

The Office of Community Development (OeD) has reviewed the City of Zanesville's Community Development Block Grant (CDBG) Targets of Opportunity Program proposal. The City's proposal was submilted on November 16, 2016. The projecl entails stabilization of three buildings, which share common center walls. at 604, 606, and 608 Main Street. The buildings were deemed to be unsafe and a public hazard in their current condition. The estimated total project cost is 5535,000, which includes the donated value of the buildings.

The project appears to meet the requirements of the program as outlined in the PY 2016 State of Ohio Consotidated Ptan Annual Action Plan and appears to be an appropriate use of CDBG Targets of Opportunity Program funds. However. the City must verify that the buildings are eligible for the National Register of Historic Places or in a Local Historic District prior to submission of a full application. The project also appears to qualify under the CDBG spot slum and blight national objective. The City will be required to submit a Building Conditions Form and Slum/Blight Certification at the time of application. OCD will permit the City to submit a full application for funding consideration when these conditions are met.

The City should request OCD open an application in the OCEAN online grants management system when the project is ready to submi t. The City will be required to submit an intake form. which is available on OCD's Technical Assistance website. to set up user roles if it is not already registered.

The maximum request OCD will consider is $200,000. not to exceed 50 percent of the documented project cost. The City will be required to secure matching funds for the batance of Ihe project cost. Eligibility for CDBG assistance does not guarantee project funding. Additionally, funds will not be reserved for the City or this project. Funding is awarded on a first submitted, first approved basis. so the City is encouraged to submit an application as soon as all of the required documentation is available and matching funds are committed. The City is also advised to start the environmental review process if it intends to submit a full application.

The City must resubmit a letter of interest for OGO's consideration if OCD does not receive a fun application by March 31, 2018.

AN ORDINANCE AUTHORIZING AN ENCROACHMENT OF A CITY RIGHT-OF-WAY.

WHEREAS, Judith Thomas purchased Parcel # 85-34-05-17-000, currently known as 2084 Norwood Boulevard Zanesvil le, Ohio on June 26, 2001; and

WHEREAS, the attached garage was built on the property prior to Judith Thomas purchasing the property; and

WHEREAS, it was recently discovered that said garage encroaches in the public' s right-of-way; and

WHEREAS, the City currently has no plans to improve said right of way and has no objection to allowing said encroachment, subject to certain conditions.

NOW, THEREFORE, BE IT ORDAINED, by the Council of t he City of Zanesville, State of Ohio, that:

SECTION 1: The City acknowledges that there is an encroachment of a stru ctu re associated with Muskingum County Parcel # 85-34-05-17-000, located adjacent to the public right-of-way.

SECTION 2: The City Council hereby permits such encroachment subject to the property owner's execution of a Hold Harmless Agreement, attached as " Exhibit A".

SECTION 3: That these permissions for the Encroachment shall continue until such time as those portions of the structure encroaching w ithin the public right of way are destroyed, removed, no longer in use, not continuously maintained by the Owner/User, or the City of Zanesville has use for the Right of Way. Nothing in this Ordinance shall be construed either: to allow the installation by Owner/ User of any above ground or below ground structure other than the portions of garage within the right of way; or to allow any greater encroachment beyond the dimensions and spatial areas shown "Exhibit A".

SECTION 4: This Ordinance sha ll take effect and be in force from and after the earliest period allowed by law.

WAIVER OF LIABILITY AND HOLD HARMLESS AGREEMENT for access to and use of City of Zanesville Right of Way

Whereas, Judith Thomas ("Thomas" or "I"), whose address is 2084 Norwood Boulevard, Zanesville, Ohio 43701, is the owner of real property and improvements described as Muskingum County Parcel # 85-34-05-17-000, and is requesting authorization for an encroachment of an existing garage that was previously built across the City of Zanesville right-of-way; and

Whereas, the City adopted Ordinance No. 17 - __ authorizing such request, suhject to Thomas executing a Hold Harmless Agreement.

Now, for good and valuable consideration, receipt and sufficiency of which is acknowledged, including the consideration for receiving permission to encroach upon the City of Zanesville right-of-way, described as the public right-of-way in between Parcel 85-34-05-17-000 and Parcel 85-26-01-02-001 , further identified in Attachment A:

1. Thomas, for herself, her heirs, invitees, guests, successors, and assigns, hereby releases, waives, discharges, and covenants not to sue the City, its officers, agents, servants, or employees (hereinafter collectively referred to as the "City") from any and all liability, claims, demands, actions and causes of action whatsoever arising out of or related to any loss, damage, or injury, including death, whether caused by the negligence of the City or otherwise, for use of the encroachment area.

2. Thomas, for herself, her heirs, invitees, guests, successors, and assigns, acknowledges she is fully aware of the risks and hazards connected with the use of City property, including the encroachment area. Thomas voluntarily assumes full responsibility, and agrees to indemnify and hold the City harmless for any and all loss, property damage, or personal injury, including death, that may be sustained by herself or any person while in, on, or upon the encroachment area.

3. Thomas further hereby agrees to indemnify and hold the City harmless from any loss, liability, damage or costs, including court costs and attorney fees, due to use of said encroachment area.

4. Thomas understands that City of Zanesville will not maintain any insurance policy covering any circumstance arising from use of the encroachment area. As such, Thomas is aware that she should review my personal insurance portfolio and maintain an insurance policy sufficient to cover any potential liability or loss occurring from use of the encroachment area or otherwise.

5. It is Thomas' express intent that this Waiver of Liability and Hold Harmless Agreement shall bind the members of Thomas' family and spouse, if Thomas is alive, and her heirs, assigns and personal representative, if she is deceased, and shall be deemed as a RELEASE, WAIVER, DISCHARGE AND COVENANT NOT TO USE SUE the City. Thomas hereby further agrees that this Waiver of Liability and Hold Harmless Agreement shall be construed in accordance with the laws of the State of Ohio.

6. IN SIGNING THIS RELEASE, I ACKNOWLEDGE AND REPRESENT THAT I have read the foregoing Waiver of Liability and Hold Harmless Agreement, understand it and sign it voluntarily as my own free act and deed; no oral representations, statements, or inducements, apart from the foregoing written agreement, have been made; I am at least eighteen (18) years of age and fully

AN ORDINANCE AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR TO EXECUTE ALL DOCUMENTS TO AWARD UP TO $6,500.00 IN NEIGHBORHOOD GRANTS TO

SUPPORT COMMUNITY-BUILDING ACTIVITIES BY NEIGHBORHOOD GROUPS IN THE CITY.

WHEREAS, the City of Zanesville, through its Community Development Department proposes to reinvest and administer City Redevelopment Funds into a Neighborhood Grants Program ("NGP"), which is intended to encourage neighborhood groups to implement neighborhood improvement strategies and, increase the number of residents and resident leaders involved in responding constructively to neighborhood issues, problems and opportunities; and

WHEREAS, the Community Development Department will advertise the availability of the grants, conduct a preapplication workshop for neighborhood groups and accept applications based on NGP guidelines, attached to this Ordinance as "Exhibit A"; and

WHEREAS, the City wil l use the independent, volunteer six-person Citizen Advisory Committee to advise the Community Development Department on which applications should receive funding, in what amount, and with what condit ions or guidance. The Director of the Community Development Department will consider the CAe's recommendations when making the awards; and

WHEREAS, the $6,500 in grant awards for the Neighborhood Grant Program shall be provided from the City Redevelopment Fund, which has an unencumbered balance of $124,377. Depending upon app lications received, the total amount available will generally divided as $1,500 for Level I activities and $5,000 for Level II projects.

NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio, that:

SECTION ONE: The City Council hereby authorizes the Community Development Director to expend up to $6,500 and execute all documents for the award of the City of Zanesville's 2017 Neighborhood Grants. Funds for said small grants sha ll be paid from City Budget Line Item

Ordinance No. 17-43 Program Overview

What Are Neighborhood Grants Program Funds? Neighborhood Grant Program (NGP) funds provide neighborhood groups with financial support from the City of Zanesville for projects that enhance and strengthen neighborhoods.

Neighborhood groups are urged to develop proposals that make the most of resources and strengthen partnerships.

Community-building is core to the success of projects supported by Neighborhood Grant Funds; the process of bringing people together and building relationships is as important as project results.

The City Council has authorized up to $6,500 to be distributed in 2017. Depending upon applications received, this is generallv divided as $1,500 for Level I activities and $5,000 for Level II projects.

Funding Levels The Neighborhood Improvement Funds are available at two levels:

• Level I funding (provides up to $300 per project and does not require a neighborhood group to provide a matching amount.

• Level II funding provides $301 to $1,000 per. project and requires a neighborhood organization to provide a match. An organization can provide its share of a project's cost through any combination of volunteer labor and donations of material, services, and cash. Information about Level II funding is available in a separate infolJl1ation packet.

Application and awards are competitive. See page 5 for Application Evaluation Criteria.

Project Requirements Many projects are eligible for Neighborhooa Improvement Funds. To be considered for funding, a project must help build a stronger and healthier community. Projects must:

C Provide a public benefit and be free and open to all members of the community. C Emphasize self-help, with project i eas initiated, planned, and implemented by

the neighbors and community members who will be affected by the project. C Demonstrate community involvement or match. C Project costs are reimbursed (only) by the City. o Occur within the City of Zanesville limits.

"Funds will not be approved for the continuation or duplication of the same project (Le. any type of festival, celebration or gathering), even if it's submitted in a different fiscal year.

Project Types

1. Neighborhood Organizing -- To create, diversify or expand an organization 's membership for the benefit of the entire neighborhood or community. 2. Physical Improvement -- To make a physical improvement in a neighborhood or community. . 3. Non-physical Improvement -- To organize and hold activities or events, such as afestlval, celebration, training session, educational campaign or workshop.

Eligible Groups

Neighborhood-based organizations as well as groups of neighbors who do not belong to an organization are eligible for Levell Neighborhood Improvement Funds.

While encouraged to participate, NGP applications will not be accepted from Schools, Faith­based organizations, Service Organizations, Community Based Non-profits and For-profit Organizations

The project must take place within the City of Zanesville limits.

Timeline [ The City's Community Development Office will host an Informational Workshop prior to

application deadline. o Completed applications will be accepted through (TBD), 2017. [ A Citizen Advisor Committee will recommend project awards. [ A grant agreement will be developed and must be fully signed before the start of a

project. We do not fund projects after the fact nor do we reimburse for projects that have already taken place once the application has been submitted.

[ The Community Development Department will decide whether to approve funding within three weeks of receiving an application. All projects must be completed by November 3D, 201 .

[ The organization or group recei'(ing Neighborhood Improvement Funds must submit a final report with eligible, itemized expenses and receipts . The City wil l reimburse applicant with in two weeks of receiving fina report and actual receipts.

APPLICATION EVALUATION CRITERIA

Applications will be evaluated and reviewed on a total score of 100 points. A desirable application should include completed and detailed sections that let the review committee know that your group has planned well , can organize broad community support and knows how to secure resources needed to complete the project.

The Application Cover Page: This sheet should provide basic contact and summary information about your project and introduction of your group.

1) Project Summary and Need (30 Points) The purpose of the Neighborhood Outreach Grant Program is to provide services, programs and other outreach programs to benefit Zanesville while developing stronger ore connected neighborhoods and communities. This section should highlight exactly how you will build a more vibrant community, why you want to do the project, how it benefits the public at large and exactly, wtJat you will do. A work plan will let us know the step-by-step activities of your project.

2) Neighborhood Involvement I Community Building: (30 Points) This application should layout who is involved in the project. Projects should involve as many diverse groups and individuals as possible and should refiect the demographics of your community, including youth , seniors, immigrants, renters, homeowners, business organizations, etc. Information about your group as well as the different types of people and oles that make up your project should be provided.

3) Outcomes (25 Points) A successful project will have a vision for success. This application should include specific outcomes, both tangible and I or intangible results , and how you will measure project success.

4) Project Resources and Readiness (15 Points) The application sfiould exhibit community support, whettier in the form of in-kind contributions, volunteer labor, donated aterials or professional services, or funding from other sources. Project readiness means the project has been well planned and will be successful in garnering community support.

Program Overview

What Are Neighborhood Grant Program (NGP) Funds? Neighborhood Grant Program funds reimburse neighborhood groups with up to $1,000 from the City of Zanesville for projects that enhance and strengthen neighborhoods. All projects are initiated, planned, and carried out by community members in partnership with the City.

Neighborhood organizations are urged to develop proposals that make the most of resources and strengthen partnerships.

Community-building is core to the success of projects supported by Neighborhood Grant Funds; the process of bringing people together and building relationships is as important as project results .

The City Council has authorized up to $6,500 to be distributed in 2017. Depending upon applications received, this is generally divided as $1 ,500 for Level I activities and $5,000 for Level II projects.

Funding Levels NGP funds are available at two levels:

Level I funding provides up to $300 per project an ' does not require a neighborhood group to provide a matching amount. A separate 'nformation packet and application are available for groups seeking Levell fund ing .

Level II funding provides $301 to $1,000 per project ana requires the neighborhood organization to provide a match. Neighborhood groups locatea in City of Zanesville. A neighborhood group can provide its share of a project's cost through any combination of volunteer labor- and donations of material , services, and cash.

Application and awards are competitive. See page 9 for Application Evaluation Criteria.

Project Requirements Many projects are eligible for Neig Dorhood Grant Funds. To be considered for funding , a project must help build a stronger and Healthier community. Projects must:

• Provide a public benefit and be free and open to all members of the community. • Emphasize self-help, with project ideas initiated, planned, and implemented by

the neighbors and community members who will be affected by the project. • Demonstrate community involvement or match. • Occur within the City of Zanesville limits.

Project Types 1. Neighborhood Organizing -- To create, diversify or expand an organization's membership for the benefit of the entire neighborhood or community. 2. Physical improvement -- To make a physical improvement in a neighborhood or community. . 3. Non-physical improvement -- To organize and hold activities or events, such as afestlval, celebration, training session, educational campaign or workshop.

Eligible Organizations

To receive matching funds, an organization must demonstrate community input and involvement and show that the project will benefit the neighborhood. The project must take place within the boundaries of the City of Zanesville.

Many types of neighborhood-based organizations are eligible, including: • Neighborhood Associations • Neighborhood Groups

A group or organization applying for funds must: • Have an identifiable constituency within the neighborhood's specific geographic

boundaries inside the City of Zanesville corporate limits; • Hold at least one annual meeting . The minutes of meetings and attendance list must be

forwarded to the Community Development Department; • Have a body of officers, with at least one person designated as the contact for the

organization; • Be nonpartisan; • Have a constitution, bylaws and/or mission statement; and • Open its membership to everyone who lives 0 owns property in the neighborhood.

In-eligible Organizations

While encouraged to participate, NGP applications will not be ccepted from Schools, Faith­based organizations, Service Organizations, Community Based Non-profits and For-profit organizations

o The Community Development Department will decide whether to approve funding within three weeks of receiving an application. All projects must be completed by November 30, 2017.

o The organization or group receiving Neighborhood Improvement Funds must submit a final report with eligible, itemized expenses and receipts. The City will reimburse applicant within two weeks of receiving final report and actual receipts.

Ineligible Projects

Neighborhood Grant Funds are public funds. They may not be spent for purposes that violate the Ohio Revised Code or City of Zanesville ordinances.

Neighborhood Grant Funds may not be used for the purchase of:

• Food or Alcoholic Beverages

• Motor vehicles

• Employment of individuals or companies to provide services that are available from the City of Zanesville.

• Purchase of real property.

• Physical improvements to private property that benefit a single individual.

• Mobile phones, mobile phone services or similar electronic devices or associated airtime.

• Money for the private use of individuals, organizations or groups or for uses that do not benefit the neighborhood at large. This includes payment for services such as rent, telephone, utilities and Internet.

• Membership in political or raternalorganizations.

• Cash prizes.

• Purchase of yard equipment, chainsaws weed-eaters, lawn mowers and similar equipment unless it is part of an approvea community tool shed.

• Reimbursement for purchases or projects that have been completed prior to approval of Neighborhood Grant Program application.

Neighborhood Match

It is important to have neighborhood participation for projects to be viable, thus organizations share in the cost of improvement projects. An organization can provide its share of the costs through any combination of fundraising, volunteer labor (currently valued at $12.00 per person per hour), in-kind and contributions and other types of donations.

• 75/25 Match Neighborhood organizations located in City of Zanesville Redevelopment Areas (see attached map) may apply for a maximum of $1 ,000 in Neighborhood Grant Funds to pay for up to 75 percent of a project's cost. The neighborhood organization must provide the remaining 25 percent.

APPLICATION EVALUATION CRITERIA Applications will be evaluated and reviewed on a total score of 100 points. A desirable application should Include completed and detailed sections that let the review committee know that your group has planned well, can organize broad community support and knows how to secure resources needed to complete the project.

The Application Cover Page: This sheet should provide basic contact and summary information about your project and introduction of your group.

1) Project Summary and Need (30 Points) The purpose of the Neighborhood Outreach Grant Program is to provide services, programs and other outreach programs to benefit Zanesville while developing stronger more connected neighborhoods and communities. This section should highlight exactly how you will build a more vibrant community, why you want to do the project, how it benefits the public at large and exactly what you will do. A work plan will let us know the step-by-step activities of your project.

2) Neighborhood Involvement / Community Building: (30 Points) This application should layout who is involved in the Rroject. Projects should involve as many diverse groups and individuals as possible and should reflect the demographics of your community, including youth, seniors, immigrants, renters, homeowners, business organizations, etc. Information about your group as well as the different types of people and roles that make up your project should be provided.

3) Outcomes (25 Points) A successful project will have a vision for success. This application should include specific outcomes, both tangible and / or intangible results, and how you will measure project success.

4) Project Resources and Readiness (15 Points) The application should exhibit community support, whether in the form of in-kind contributions, volunteer labor, donated materials or professional services, or funding from other sources. Project readiness means the project has been well planned and will be successful in garnering community support.

Q: How many times may my organization receive funding for projects? A: Organizations may receive Neighborhood Grant Eunds only once during a fiscal year (January 1 -December 31).

Q: How do I access funds allocated to my project? A: Recipients access funds through Reimbursement only.

Q: What if we don't have the "up-front" money necessary to pay the cost for our project? A: There are several organizations in Zanesville/Muskingum County that you can approach to provide initial funding and/or support until you receive the project reimbursement. Please ask City staff for a

list.

Q: Can my organization combine Community Development Block Grant Funds (CDBG) Funds and Neighborhood Grant Funds to pay for a project? A: No. Neighborhood Grant Funds cannot be used for projects that also involve CDBG funds.

Q: What if my application is not approved? .' . A: You may request feedback on your application and are welcome to resubmit your application any time. The Community Development Department will be happy to assist you as you work on your

application.

AN ORDINANCE AUTHORIZING THE IMPLEMENTATION OF NEW COMMUNITY DEVELOPMENT FEES FOR THE CITY OF ZANESVILLE.

WHEREAS, the Community Development Department takes applications for zoning compliance and (4) four City boards and commissions; and

WHEREAS, the current fee structure has not been updated since 2008; and

WHEREAS, the Community Development Department researched the relative fees of comparable cities in Ohio, and found the City of Zanesville's fees needed to be either updated or newly developed altogether; and

WHEREAS, the Community Development Department has developed a new fee schedule in accordance with their research, which is now ready for review and implementation, and is attached as "Exhibit A"; and

WHEREAS, section 1113.10 of the City's Codified Ordinances states: "(c) The amounts of [filing] fees shall be as determined from time to time by Council."

NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Zanesville, State of Ohio, that:

SECTION ONE: The Community Development Department is hereby authorized to implement and utilize the new fee schedule, as presented in "Exhibit A".

SECTION TWO: This Ordinance shall take effect and be in force from and after the earliest period allowed by law.

Only a handful of communities examined chal'8ed for this. Marietta was at the low range at $50, Sandusky (one of Zanesville's comparable cities) was $300, and Reynoldsbul'8 ($75O) and Marysville ($1,000) were at the hi8h end. Staff feels that $300 Is a reasonable amount with the amount of

No repetition of remarks shall be permitted nor speaking on the same subject matter will be allowed at more than three meetings, unless there has been a substantive change to the legislation or situation as determined by the President.

To accommodate special needs or circumstances that are in the best interest of the City, Council may temporarily suspend any of these rules, by motion, second and 213 majority vote (6 votes), which includes the opportunity to address Council without written notice.

If a speaker does not speak on a matter concerning the legislative or administrative responsibilities of city government, the PreSident may terminate the right to speak and refer the speaker to more appropriate public forum.

Signs and banners are not permitted in Council Chambers. This prohibition does not apply to charts, diagrams, enlarged photographs, or other demonstrative exhibits or visual media utilized by a speaker in presenting testimony to Council.
