Ordering 4506-T Tax Reports Encompass users can now order multiple 4506-T tax reports without leaving Encompass. Your administrator must configure and start the service. Users can create and complete one or more 4506-T requests using the Request for Transcript of Tax input form. A table at the top of the form displays the requests that have been created (for example, for borrower, co-borrower, or both). Users can select a request from the list to edit, print, or electronically order, track, and import the 4506-T reports.

Configure the 4506-T Service Use the 4506T Service setting to start or stop the 4506-T Service in Encompass, and to select the users who can access the service. After you start the service, the selected users can click the Order 4506-T button on the Request for Transcript of Tax form to order 4506-T products electronically, check the status of orders, and retrieve electronic documents when an order is complete.

Users who are authorized to use the TQL Services tool can also click the Request for Transcript of Tax link on the TQL Services tool to open the Request for Transcript of Tax form.

For detailed information about the TQL Services tool, refer to the Using TQL Services guide.

To Select Users and Start the Service:1 On the menu bar, click Encompass, and then click Settings.2 On the left panel, click Additional Services, and then click 4506T Service.

3 When you first access the setting, a sign-up screen displays. To sign up for the service, click the Sign Up button, review the license agreement, and then click I Accept.

4 To narrow the list of users, select a persona from the Search list or type all or part of a user's name in the Enter Name field, and then click Search.

• Click Clear to clear the search criteria.

5 Select a check box to grant access to a user, or select or clear the check box at the top of the column to grant or deny access to all your users.

TIP: After you change the user selections, you can return to your previously saved user configuration by clicking the Restore icon. .

6 In the QC Alert Level Setup section, select one of the options to configure the level of quality control alerts that users will receive regarding issues that arise when an order is submitted:• Full QC - Full QC is run against the 4506-T order. Alerts are triggered when

any issues are identified. This is the default setting.• Medium QC - QC is run for essential categories. Alerts are sent when

information required to process the report is missing.• No QC - No QC is run on the 4506-T order. Requests are sent to the IRS

regardless of any issues on the 4506-T form.

NOTE: After you select an option, the types of alerts that users will receive are listed in the QC Alerts section.

7 In the Configuration Options section, select an Income Variance Tolerance percentage to include when ordering transcripts. This is the allowable difference between the tax information in the loan file and the 4506-T transcript.

8 If there is a possibility that you will publish the loan to an investor, select the Investor-Specific Rules check box to automatically apply the investor's rules to Request for Transcript of Tax forms.NOTE: Investors may have different requirements. Please check with your investor for their requirements.

• Selecting this check box automatically enters 1040 and selects option c (Record of Account) on line 6, and sets the end dates for the Year or period requested on line 9 to 12/31 for the previous two years.

9 Select the Default CoreLogic information for section 5 check box to automatically populate section 5 of the Request for Transcript of Tax input form with data for CoreLogic when a user creates a loan.• The company name of the Encompass user populates in the First Name field.• The Encompass user's mailbox number at CoreLogic populates in the Last

Name field.• The CoreLogic address populates in the remaining fields.NOTE: When a new loan is added to Encompass by duplicating or importing a loan file, existing Section 5 data is not overwritten with CoreLogic data.

10 In the Transcript Configuration Options section, select options to configure page numbering and PDF file organization of the 4506-T reports.

• In the Custom Page Numbering section, select an option from the drop-down list to configure how pages are numbered in the file containing your 4506-T reports.

• In the Multi-Year Reports section, select options to create a single 4506-T report or multiple reports (one for each year) in PDF format.

• Select the Add transcripts to Verification Timeline screen automatically after ordering check box to display ordered 4506-T transcripts in the Income Verification Timeline panel of the Verification and Documentation Tracking Tool.

11 To start the service, click the Start Service button.12 After you start the service, click the Stop Service button to stop the service.

NOTE: When you stop the service, your settings are saved and will be applied the next time you start the service.

13 When finished, click the Save icon.NOTE: By enabling the 4506T Service, you agree to the terms and conditions in the Agreement Governing the Use of the Ellie Mae 4506-T Service document. Click the link at the bottom of the 4506T Service setting to view the agreement.

Request for Transcript of Tax FormsEncompass provides two versions of the Request for Transcript of Tax and the Request for Copy of Tax Return input forms.

• The Request for Transcript of Tax (Classic) form uses the same user interface and functionality used in previous versions of the 4506-T input form. The classic form allows users to enter data for a single Request for Transcript of Tax form.

• The Request for Transcript of Tax form is a new input form introduced with Encompass version 8.0. This form allow users to create multiple versions of the Request for Transcript of Tax (for example, one for the borrower and another for the co-borrower). Each version displays as an entry in a table above the input form. Select an entry to work with a form.

Data entry is identical on both input forms, but the Request for Transcript of Tax form includes the following features above the input form:

• A table used to track entries for multiple versions of the form (for example, for borrower, co-borrower, and others). Users can select an entry on the table to edit the selected form.

• An Add icon above the table for creating new versions of the form. Each new entry is listed on the table.

• Import and Export icons for moving data to or from the classic form.• An Add to eFolder button for adding selected entries on the table to the

Documents tab in the eFolder.

When to Use the Classic and New FormsUse the classic form to:

• Apply content from Data Templates• Generate eDisclosures and Closing Disclosures• Order 4506-T servicesUse the new input form to:

• Create and track multiple copies of the Request for Transcript of Tax form, for example, for borrower, co-borrower, and others

• Copy data between the classic and new forms• Order 4506-T services

To Move Data Between Classic and New VersionsMove data from one version of the form to another version of the form by using the Import and Export icons at the top of the Request for Transcript of Tax form. The functionality for moving data between the form is not available on the classic versions of the form

2 Click the Import icon to copy data from the classic version to the new version. • Or, click the Export icon to copy data from the new version to the classic

version.

Request for Transcript of Tax (Classic) FormUse the Request for Transcript of Tax form to obtain authorization from the borrower, co-borrower, or other individuals or entities to request transcripts of their tax returns (on Form 4506-T) from the Internal Revenue Service, and to verify borrower-provided tax information by ordering electronic copies of 4506-T tax reports from within Encompass.

To Complete the Form:1 Open a loan file, click the Forms tab on the lower-left, and then click Request

for Transcript of Tax.2 If you have not already created a version of the form, the input form will not

display. Click the Add icon at the top of the table to view the input form.3 At the top of the form, you may select the Default to TQL Rules check box.

• Selecting this check box automatically enters 1040 and selects option c on line 6 and sets the Year or period requested on line 9 to the previous two years. (For example, if the current year is 2013, the end dates entered here will be 12/31/2011 and 12/31/2012.)

• If you do not select this check box, 4506-T transcripts are be listed in the TQL Services tool and you will not be able to share the transcripts with investors.

• This check box will be selected automatically if the administrator has selected the Default to using Wells Fargo rules... check box in the 4506-T Service setting in Encompass Settings.

4 From the drop-down list at the top of the form, click Borrower, Co-Borrower, or Both to indicate for whom you are requesting the transcript.

5 On lines 1, 2, and 3, type borrower name, social security number, and address information. • Or, click Copy from Borrower Summary to copy the information from the

Borrower Summary form.NOTE: If you are requesting transcripts for a business, specify the company name and employer identification number on line 1.

6 If you are requesting a W-2 or 1099 for a joint return, include the spouses name and social security number.

7 On line 4, type the address on the last tax return if different from line 3.8 On line 5, type additional third-party information if required.9 On line 6, type the tax form number (for example, 1040, 1065, 1120, etc.) and

use the check boxes to indicate the type of information to include in the transcript.

• If the Default to TQL Rules check box is selected, 1040 is automatically entered and option c is automatically selected.

NOTE: Return Transcripts and Records of Account are available only for the current year and the three previous years.

10 On line 7, select the check box to receive verification that a return was not filed for the year or period requested.

11 On line 8, select the check box to request that the transcript contain information from W-2, 1099, 1098, and 5498 series forms.

12 On line 9, enter the ending date of the tax period(s) for which you are requesting the transcript.• If the Default to TQL Rules check box is selected, the Year or period

requested is automatically set to the previous two years. (For example, if the current year is 2011, the end dates entered here will be 12/31/2010 and 12/31/2009.)

13 Type a phone number at which one or both of the taxpayers (borrowers) can be reached.

To Add Classic Forms to All Users User GroupTo ensure the classic version of the 4506 or 4506-T forms are accessible to all applicable users and that they are available by default in the appropriate settings in Encompass Settings, add the classic forms to the Standard Print Forms list for the All Users user group.

To Add Classic Forms to All Users User Group:1 On the menu bar, click Encompass, and then click Settings.2 On the left panel, click Company/User Setup, and then click User Groups.3 In the left section, click All Users.4 Click the Resources tab.5 In the Standard Print Forms group, click the New icon.6 Click to select the IRS4506T options in the All Standard Print Forms list.7 Click the right arrow button to move the forms to the Selected Forms list, and

then click OK.8 Click the Save icon to save your changes.

Request for Transcript of Tax FormUse the Request for Transcript of Tax form to obtain authorization from the borrower, co-borrower, or other individuals or entities to request transcripts of their tax returns (on Form 4506-T) from the Internal Revenue Service, and to verify borrower-provided tax information by ordering electronic copies of 4506-T tax reports from within Encompass.

To Complete the Form:1 Open a loan file, click the Forms tab on the lower-left, and then click Request

for Transcript of Tax.2 If you have not already completed a Request for Transcript of Tax form for the

loan, or if your administrator has not configured the form to pre-populate specified data, the input form will not display. Click the Add icon above the table to view the input form.• An entry for the form is created in the table above the form.

3 To copy data to this form from the Request for Transcript of Tax (Classic) form, click the Import icon above the table.

4 Select the Default to TQL Rules check box to populate the form with the default information below:• Section 6- 1040 is entered in the tax form number field.

• Section 9 - End dates for the previous two years are entered for the Year or Period Requested.NOTE: If you do not select this check box, 4506-T transcripts will not be listed in the TQL Services tool.

5 From the drop-down list at the top of the form, click Borrower, Co-Borrower, or Both to indicate for whom you are requesting the transcript.

6 On lines 1, 2, and 3, type borrower name, social security number, and address information. NOTE: If you are requesting transcripts for a business, specify the company name and employer identification number on lines 1 and 2. In addition, select the Use Employer ID Format check box to ensure this form meets Internal Revenue Service requirements.

• Or, click Copy from Borrower Summary to copy the information from the Borrower Summary form.

7 If you are requesting a W-2 or 1099 for a joint return, include the spouses name and social security number.

8 On line 4, type the address on the last tax return if different from line 3.9 On line 5, type additional third-party information if required, or click the

Address Book icon to populate the information from your business contacts.10 On line 6, type the tax form number (for example, 1040, 1065, 1120, etc.) and

select one of the check boxes to indicate the type of information to include in the transcript.NOTE: Return Transcripts and Records of Account are available only for the current year and the three previous years.

11 On line 7, select the check box to receive verification that a return was not filed for the year or period requested.

12 On line 8, select the check box to request that the transcript contain information from W-2, 1099, 1098, and 5498 series forms.

13 On line 9, enter the ending date of the tax periods for which you are requesting the transcript.• Select the check box if you are requesting a transcript for a year in which you

have notified the IRS or the IRS has notified you that identity theft was involved on your federal tax return.

14 Type a phone number at which one or both of the taxpayers (borrowers) can be reached.

15 To track the form in the eFolder click the Add to eFolder button abovethe table.

16 To copy data from this form to the Request for Transcript of Tax (Classic) form, click the Export icon above the table.

17 When finished, click the Save icon.18 To create additional request forms, click the Add icon, and then complete steps

1-17 for each additional form.• When you add a new version of the form, an entry is created in the table

above the form.

Request Borrower SignatureAfter adding the completed 4506-T form in the eFolder, send the form to the borrower and co-borrower for signing. The 4506-T form can be wet signed (paper copy signed and returned via fax), or eSigned (documents signed electronically and returned within the Encompass environment). Starting from Encompass Release 8.1, the 4506-T form is eSignable by default. You can update the document setting to make it wet signable.

Generate Initial DisclosuresGenerate the initial disclosure package that contains the forms you are sending to the borrower, including the 4506-T.

1 From your Pipeline, open the loan for which you are requesting the 4506-T.2 Click the eFolder button on the top right corner of the screen. 3 Click the Documents tab to view a list of all the documents saved in the

eFolder, and then click the eDisclosures button.4 Select a borrower (or borrowers) from the For Borrower Pair list.5 Click to select a plan code, and then click Order eDisclosures.

• Only plan codes that match the current loan data are listed. To view all plan codes, click the Clear Filter button.

• To add a plan code to the list, click the New icon, select an investor, and then select the plan code to add. To view a plan code's details, including the values that will be added to the loan file if selected, select the plan code, and then click the View Plan Code Details icon. For detailed instructions about working with plan codes, view the eDisclosure Plan Codes help topic.

6 If any values in the loan file are different from the corresponding values in the selected plan code, the Plan Code Conflict window displays showing the affected fields. Conflicting loan data is identified by an alert icon. • Click the Import Plan Data button to overwrite the current loan data with the

selected plan code data. These changes are applied to the loan immediately. • Click Skip Import to proceed without overwriting the loan file. • Click Cancel to close the Plan Code Conflict window without making any

changes to the loan data. You can then update the applicable fields in the loan file to resolve any conflicts that were found.

7 If the Disclosures Audit window opens with a list of required issues, warnings, or recommended updates (typically due to inconsistent data), click the link in the Go to Field column to open a form with the field highlighted for data entry.

8 Correct the described error, and then return to the Disclosures Audit window. Click Refresh Audit to update the Data Audit Results list. • You must resolve all required errors before generating initial disclosures.

9 Click Order eDisclosures. 10 When the Select Documents window displays, the initial disclosures are listed

in the order configured in the Stacking Template by your administrator. Ensure that the 4506-T document (IRS 4506T - Request for Transcript of Tax Return) is included in the list.

NOTE: The Signature Type column indicates whether a document is eSignable, Wet Sign Only, or Informational (no signature required).

11 Clear the check box of any document you do not want to include in the eDisclosure package.

12 Click Send to send the eDisclosure package, including the 4506-T, to the borrower via email.

Send the Initial Disclosure Package1 On the Send eDisclosures window, type the borrower's email address in the

Borrower field (if not already displayed) and then type additional email addresses and the Subject as needed. You can also modify the Message text if necessary. NOTE: For security purposes, the 4506-T (and the other forms included in the eDisclosure package) is not attached to the email message. A hyperlink to the form is included in the email message. The borrower and co-borrower must click the hyperlink to access the documents in the Loan Center (or WebCenter).

2 Select the Notify me when borrower receives the package check box to receive an email notification and an Encompass notification when the borrower accesses the package on the Loan Center or WebCenter.

• Borrowers will access the documents from the Loan Center (or WebCenter) and, after consenting to receive electronic disclosures, review the documents online, and then sign the documents. You will receive an email notification that the signed documents are available. Click the Retrieve button in the eFolder to retrieve the documents.

NOTE: If the eDisclosure package contains documents that can be eSigned and documents that must be wet signed, the eSign option will be replaced with an eSign + Wet Sign (for wet sign documents only) option. Borrowers will sign and return eSign documents electronically as described above, and will print sign and return the wet sign documents.

3 If you selected eSign, you must select a method for the borrower to verify their identity before accessing the documents: • Answering five loan-related questions - When selected, the borrower will

need to correctly answer 4 out of 5 questions related to their loan in order to access the documents. NOTE: If the borrower fails to correctly answer 4 out of the 5 questions three times, they will not be able to eSign the documents. The system automatically removes the eSigning signature points from the documents and informs the borrower that they must print, sign, and then return the documents by fax or by mail.

• Authorization Code - Type the authorization code that the borrower and co-borrower will use to access the documents. NOTE: Be sure to provide the authorization code to the borrowers. It is not automatically sent to them and it is different than the log in password the borrower creates for themselves to log in to the Loan Center (or WebCenter). The borrowers have five chances to enter the correct authorization code. If they fail to do so, they will not be able to eSign the documents. After the fifth attempt, the system automatically removes the eSigning signature points from the documents and informs the borrower that they must print, wet sign, and then return the documents by fax or by mail.

4 Click Send.• An email containing a link to the Loan Center (or WebCenter) website is sent.

The email recipients create their own login information, log in to the Loan Center (or WebCenter), and then view the data on the website. NOTE: f you previously sent eDisclosures and no loan data has changed, a message asks you to confirm that the same eDisclosure package will be sent again. If changes to the loan data have triggered a new condition, a new eDisclosure package is sent and a message does not display.

5 If you are the loan originator and the eDisclosure includes one or more forms that require the originator's electronic signature, a message asks you to add your electronic signature to the forms before sending the eDisclosure package.

• Click Yes to electronically sign the document. • Click No to receive an email with a link to the Loan Center (or WebCenter)

where you can electronically sign the documents. 6 If you are not the Loan Originator and the eDisclosure includes one or more

forms that require the originator's eSignature, a message informs you that an email will be sent to the loan originator with a link to the Loan Center (or WebCenter) where the loan originator can electronically sign the documents.

7 A pop-up message displays, confirming that the disclosure package has been sent to the borrower. Click OK to close the message.

Sign and Return 4506-T (Borrower Task)After you send the eDisclosure package, the borrower receives an email message that includes a link to the loan documents. Clicking the link navigates the borrower to the Ellie Mae Loan Center (or Encompass WebCenter). Here the borrower accesses the forms, signs them, and sends them back to you. This section discusses the borrower tasks in detail.

Access the Loan Documents1 Log in to your email account.2 Open the email sent by your loan officer. 3 Click the link provided in the email to access the documents in the Loan Center

(or WebCenter).

4 Log in to the Loan Center (or WebCenter) with your log in credentials.NOTE: The first time the borrower visits the Loan Center (or WebCenter) website, the borrower creates a user account and password. Thereafter, the borrower only has to enter their password to enter the site.

5 On the Loan Detail page, each message sent to the borrower from Encompass is listed in the Message section. Click the blue message name (for example, Electronic Loan Document Request) to view the message content.

• The message content is displayed. The message explains the process and the documents requested by the loan officer are listed at the bottom of the message. An eSign button is provided for the documents that are eSignable; Print and Upload buttons are available for wet sign documents.

6 With the message content displayed, for eSignable documents, click the eSign button; for wet sign documents, click the Print button.

The eDisclosure Agreement page displays.

7 Review the information in the eDisclosure Agreement, and then click I Accept.

eSigning the DocumentsDepending on the settings configured by the loan officer, you must verify your identity by entering the authorization code assigned to you by the loan officer or by answering a minimum of four security questions. You can then paginate through the document and sign at the required places.

1 Enter the authorization code or answers.2 Click Next.

The first page of the first document in the eDisclosure package is displayed.

3 Paginate through each form, reviewing every page, and then apply your eSignature where required by clicking the yellow eSign arrow.

4 When you reach the last page of the last form, click Finish.The system records the time at which you click Finish and adds the time to your eSignature throughout the document.

The co-borrower (and other required parties, if any) repeats this process to apply their eSignature. After all the required parties have completed the eSign process in the Loan Center (or WebCenter), the loan officer can then access the eSigned documents in Encompass.

Wet Signing the DocumentsThe 4506-T document is eSignable by default. If your loan officer has updated the document settings and emailed you a wet sign document, you need to create a printout of the 4506-T form, sign it, and fax it back to your loan officer. The printout includes a barcode; when you fax the signed document to your loan officer, the fax machine scans the information and attaches the document to your loan record in Encompass.

Access and Download Signed 4506-T in EncompassAfter the borrower and co-borrower sign the 4506-T documents and send them back to you via the Loan Center or Web Center (for eSignable documents) or fax (for wet sign documents), you can download and attach the signed forms from within Encompass and then order the tax transcripts from the IRS.

1 An email message is sent to the Encompass user who requested the documents from the borrower to notify them that the documents have been eSigned. Log in to your email account, and then open the email to view the notification.

2 In Encompass, open the loan for which you have requested the eSigned 4506-T.

3 Click the eFolder button, and then click the Documents tab.4 Click the Retrieve button.

A list of the documents returned by the borrower displays. All the documents are selected (as indicated by check marks) by default.

5 With the IRS 46506T - Request for Transcript of Tax Return document selected, click Download.

• The documents are downloaded to the eFolder’s File Manager.6 Click the document in the Documents list to view the document.

Order 4506-T Tax ReportsUse the Order 4506-T button on the Transcript of Tax form to validate borrower tax information by ordering 4506-T tax reports electronically from within Encompass.

To Order a 4506-T Report Electronically:1 Open a loan file, click the Forms tab in the lower left pane, and then click

Request for Transcript of Tax.2 Click the Order 4506-T button.

NOTE: If required fields are missing from the loan file, a message window displays the field IDs. Complete the fields and then click the Order 4506-T button again.

3 When the Order 4506-T Report window opens, review or complete the following information:• Report Information - Content is populated from the Request for Tax

Transcript input form. • Click the Attach icon to browse and attach an electronic copy of the signed

4506-T consent form from your hard drive or from the eFolder. • Click the Delete icon to delete the attachment.

• Products - Select one or more products to order, and then select a Transcript Option from the drop-down list.

• Transcript Years - Select one or more years for the order. • Contact Information - Type email addresses (separated by semi-colons) for

individuals who receive notifications when the order status changes, or click the Find icon to select Encompass users. By default the current user’s email address is populated.

• Corporation Information - If you select the 1065 or 1120 product option, enter the corporate name and EIN number for the business for which you are requesting the report.

• Comments - Enter comments in the Comments field as needed.

4 When finished, click the Order button.

Check the Status of an OrderAfter you place an order, click the Check Status button to open the 4506-T Report Results window, which displays the status information in the three sections described below. When you click the Check Status button, any order that has been returned will be automatically imported into the eFolder.

Select an OrderThe Select an Order section displays an entry for each order that has been submitted. Each entry in the Select an Order section contains the following information:

• Order No.• Order Date• Product Name• Status:

• Submitted - The order has been submitted successfully. • Unassigned - The order has been submitted, but processing has not begun. • In Process - Processing has begun.• Waiting for Form - The signed authorization form was not uploaded. An

update is required.• Waiting for Client Action - An update with a corrected signed authorization

form is required.

• Sent to IRS - The order has been sent to the IRS.• IRS Rejected - The IRS has rejected the order.• Canceled - The order has been canceled.• Completed - The order has been completed.• Retrieved - The order has been completed and retrieved into Encompass.• Imported - The retrieved order has been imported into the eFolder.

• An indicator that the transcripts were ordered for the borrower (B), co-borrower (C), or both (B/C)

Click the View Details link to open the Order Details window, and view additional information about an order, read comments that have been entered, and access a link to view the 4506-T consent form signed by the borrower.

Select Documents to ViewAfter you select an order, use the Select Documents to View section to select a document associated with the order. Click the Document icon to view the selected document in a preview window.

Update OrderAfter you use the Select an Order section to select an order, you can use the Update Order section to enter comments or attach an electronic copy of the Request for Transcript of Tax form that was signed by the borrower.

• Type comments as needed in the Comments field.
