AYA PB1 2015 EQUIPMENT & Z150 CLASS UPDATE

GENERAL RULES - NATIONAL & CLUB

PROTECTIVE HELMETS Unless otherwise stated at the briefing, protective helmets must be worn by all persons on board at any time when the boat is on the plane, during the journey to and from the race /muster and during racing and practice or testing

It is mandatory during all on water activity for competitors to wear a helmet complying to a minimum of the following standards:

M2005 / SA2005 M2010/SA2010/SAH2010 M2015 /SA2015 CMR2007 /CMS2007 (under 18yrs only) ECE22-05

Helmets must have temple protection and must be coloured fluorescent orange, Fluorescent Red, Fluorescent Yellow or international orange colour These helmet Colours must be bright enough to be clearly visible in the water.

Helmets must have the boats race number provided on the top and to be easily read from behind. Minimum height of 7.5cm (75mm). This can either be painted in black or with the use of adhesive tape. This does not apply to P750 classes.

For children under the age of 18yrs it is mandatory that helmets conforming to Snell FIA CMRJCMS 20,07 are used .. These helmets mus,t n.ot be used by c.o.mpetiltor·s ag:e 18 years and over. Competitors under the age of 18 with a head circumference of more than 60cm must contact the RYA for further advice.

For enclosed cockpit classes it is highly recommended that you wear a suitable helmet to facilitate the use of air. Use of a head restraint system such as Hans/Simpson device is also highly recommended.

The efficiency & fit of a helmet is the sole responsibility of the wearer

Chin straps must be in good condition and operative.

Helmets must be devoid of dents or splits.

Helmet visors must be in good condition, devoid of cracks and easily detachable.

Helmet Visors must remain closed during all on-water activity.

It is recommend that full faced helmets are used at all times where practical, Open-faced helmets are permitted unless otherwise stated in Class Specific Rules or Race Instructions.

Hard hats or racing helmets must be worn at all times in the craning area.

All helmets will be inspected at the start of each season and providing they comply with the above requirements, the RYA scrutineer will issue a dated sticker which must be attached to the helmet. Please note, only RYA approved stickers will be accepted.

External recording devices such as cameras are not permitted to be attached to helmets.

CAMERAS

External recording devices such as Go-Pro's must be securely fixed and not mounted in a such a way that their presence will cause a hazard to a competitor being ejected from their craft.

Cameras may also not be mounted in any way that could cause disturbance to a competitor's fiel'd of vi:siol1l.

Cameras may not be mounted/fixed externally on helmets.

VHF RADIO

a) It is highly recommended that every race boat should have an operational, multi-channel 25 Watt PEP VHF radio which has channel M2 or a waterproof hand held VHF Radio which is certified waterproof by manufacturer, on board. Race organisers may require the mandatory use of VHF radios for certain events. Competitors will be notified if this is required via Race Instructions.

b) This VHF radio shall be capable of transmitting on the international distress frequency.

c) If required, the appropriate ships licences for VHF Radios must be obtained from Of com and displayed on board in accordance with their regulations.

d) It is the responsibility of the crew to ensure that at least one crew member holds a VHF Operators licence.

BILGE PUMPS AND BAILING

a) There shall be at least one manual bilge pump fitted to the boat. The number and capacity of pumps installed shall be appropriate to the size of the boat.

b) All bilge pumps shall be in proper working order and secured to the boat. c) A Pail/Bucket with a minimum capacity of 5 litres is mandatory. d) It is also advised that an electric bilge pump is fitted.

BUOYANCY It is mandatory that all race boats carry additional buoyancy to minimise the possibility of sinking if holed.

FIRE PREVENTION It is mandatory for all boats to carry 1 x 2kg or 2 x 1 kg dry powder fire extinguisher/s readily accessiote to the crew. Maintenance at manufacturer's recommended interval's is required, and evidence that this has been carried out should be available. All fire extinguishers where fitted must be fully charged and in date.

RYADECALS All National boats must display the RYA Powerboat Racing decals on either side of the boat to be eligible for National Championship points. Club class boats are also required to display RYA Powerboat Racing decals.

Please be advised that with immediate effect, the ORC have implemented the following rules / corrections to the PB1 2015 :

1) Yellow/Red/Blue Cards: The following rules will now replace G1 A to J Pg.51 PB1 :

G1 YELLOW/RED/BLUE CARDS

A) Yellow or Red cards can be given for any offences on the water.

B) Blue cards: To be applied to all people in the paddock (including competitors) :

A blue card can be given by the RYA commissioner/OOD for any offensive, unsportsmanlike, abrasive etc. behaviour during any official activity (briefing, race control during event etc.)

A second blue card will immediately remove the offender from that activity.

Following the subject activity, the Race Jury will meet and determine if further disciplinary action is justified.

C) A Card may be given by the 000, RYA Commissioner or the Jury.

D) The Yellow or Red Card should be recorded on the appropriate RYA form and given personally to the offending driver by the appointed office. The appointed officer must be accompanied by one other race official when the penalty is issued. A copy of the card should be;

1. Retained by the Race Secretary,

2. A copy given to the RYA Commissioner.

3. A copy posted on the results board.

4. A Copy must be sent to the RYA along with the Competitors Licence for penalty endorsement.

The RYA will return the endorsed licence directly to the driver.

E) A Yellow Card is valid for 3 events in which the sanctioned competitor must have fully competed in. The accumulation of three Yellow cards will automatically constitute as a Red Card.

F) A Red card will result in immediate exclusion from all RYA Powerboat Racing Division competitions for the following two months of the current or following season. Any Cards still valid after two month exclusion are cancelled.

G) The RYA will copy Cards to all clubs and the UlM for International and super licence holders.

H) A driver may protest a Card. A driver may Appeal against a Card issued or confirmed by a Jury.

I) Competitors & Clubs are responsible for informing the RYA of when & where they competed in order to remove a yellow card sanction from their record. Results may be required.

J) Yellow and Red Cards may be retrospectively issued on the evidence of any media/TV footage.

2) Points Table - The following will now replace F2 G3 Points Table currently published in Pg.50 PB1. The current UlM table in PB1 was included due to an admin error. We will award 2015 National points based on the RYA 2014 PB1 Table below:

The final ORC meeting of 2015 centered on the implications of the recently concluded PBR Revrew. A copy of the full Review highlights the impact this will have on clubs, competitors and officials and understandably there were many questions from the club delegates. You, as competitors, will also have many questions, which should be addressed via your club delegate in the first instance. Much work has already started on the changes, but there is still a lot to be undertaken. A summary of the main points of discussion are listed below:

2015 Update

• The Royal Yachting Association will remain as the Governing Body for PB racing in the UK. • The RYA will be responsible for rules, licensing and the administration of PB racing. • The RYA will provide training, generic documentation and facilitate sharing best practice. • It will also provide clubs with direct access to liaise with the current RYA insurers. • Clubs are free to seek alternative insurance cover and are collaboratively working to arrange the best

possible cover for clubs, competitors and officials, with opportunities to add extras to suit individual needs. • Autonomy has been given to clubs to organise racing in accordance with current PB1 rules. • Major changes to powerboat race training are already under-way; clubs will provide a standard approach in

the delivery of the new syllabus. • Three new Awards for the Powerboat Racing I ndustry will be introduced at the 2015 RYA Awards ceremony;

• 2016 Licence fees are under negotiation; it is hoped a small reduction might be achieved. Tbc • 2016 Licences will be differentiated by Driver & Co-Driver. • The 2016 provisional racing calendar has been agreed to include RYA National Offshore, P1 and P750

rounds, in additional to club events. • An official training Seminar for Scrutineers, Safety Boats, OOD's & SO's is to be arranged early in the New

Year, to share best practise. • Clubs should implement a recruitment & retention policy for officials & volunteers. • The 2016 RYA Rulebook will again be available in printed format. • No titled event in 2016 has been granted by the UlM for V-24 to allow for the new Volvo engine being

introduced in 2017. • An increase in cc for offshore 3A/B was passed at UlM, allowing additional engines to be homologated; it is

felt these will not compromise the performance of current engines. • Z150 weights/engine heights to be re-considered by TWG/ORC for implementation in 2016. • P1 unveil their new RIB Class for 2016 to run alongside P1 Super Stock.
