Pre-privatization (prior to August 2002)
• Staffed by 2 Correctional Officers and an Accounting Clerk– Utilized inmate workers for filling orders– Purchased goods through various vendors
• Net annual revenue was approximately $500,000
• Banking system was limited to processing deposits, manual charges, and cash withdrawals of funds– Lacked ability for check writing, automated fee processing and
accounts receivable (debt) creation

Privatization
• Vendor (Keefe) began service in August 2002, awarded 2nd contract in 2007 through subsequent RFP
• All hardware, software applications and processes provided for and handled by independent vendor
• County is paid by commission on sales– 10 year annual average commission was $700,000
• Banking system includes check writing, automated fee processing and accounts receivable (debt) capability– Automated fee collections annual average is more than
$830,000 since inception of fees in Jan. 2009.
