Greetings,

One of the highlights of my job as Mayor is visiting with our employees, learning more about you and your families, and hearing how much pride you have in serving the citizens of Orange County. You are my heroes and a constant source of inspiration.

Our employees are on the front lines interacting with the thousands of citizens, businesses and tourists in Central Florida. Today we are recognizing some of our most dedicated employees — those who are celebrating more than 20 years of service to Orange County Government. I’m honored to stand alongside you as a public servant.

I want to acknowledge and thank you for the outstanding work that you do for Orange County and our citizens. I am proud to serve our community with you, and recognize that your passion and work ethic has a direct impact on our wonderful quality of life and helps to make our region one of the best places in the world to live, learn, work and raise a family.

Nancy Malloy McKinnonCounty Administration, 20 years Nancy was born in Orlando, Florida and graduated from Boone High School in 1967 (same as Commissioner Clarke). Nancy received her Associates Degree from Florida College and her Bachelor of Arts degree in Elementary Education from Florida Technological University (now known as the University of Central Florida).

She started with Orange County in 1995 as a Medical Clerk in Corrections. In 1996, she was promoted to the County Administrator’s Office as a Senior Clerk Typist, then promoted as a Secretary, then as an Administrative Assistant at the front desk for the County Administrator/County Mayor’s Office. She has been a member of their team for 19 + years. She was the Emergency Responder for her office from 1996 – 2005. During her tenure, she also participated in Citizens Academy, Fire Academy, Employee Academy and the Sheriff’s Academy. She is the office candy lady. Nancy has had the opportunity to have worked under all four Orange County Mayor’s Administrations.

She has been married to Sanford (Sandy) for 44 years and they have one daughter, Shannon Parsons, who works for the County Comptroller in Finance. In her leisure time she enjoys watching old movies, old cartoons, shopping (when she has the money), and visiting with friends and family.

Valerie Nadine MarrowFacilities Management, 25 yearsAdministrative Services

Valerie was born at Norton Air Force Base in San Bernardino, California. She went to Valencia College and Mid-Florida Tech where she gained her CADD training.

She started with Orange County in 1990 at Animal Control. In 1992, she was hired by Utilities as a Senior Clerk and was later promoted to a CADD Tech. While at Utilities, she assisted on a project to transition from paper work orders to a computerized system. In 2002, she was hired at Facilities Management as a Senior CADD Tech.

She holds a CPR and First Aid certification. She was recognized for her problem solving approach to Sanitary Sewer Overflow and for providing community assistance during the Hurricanes in 2004. She also organized all of the plans and blueprints for County buildings in a database on the shared drive to provide easy access for others. She kept the database of plans up-to-date for use in building projects such as renovations. She reduced the list of items that were unable to be located from approximately ten items to having a perfect inventory of over 900 items for the past four years.

Valerie has a son, Jessie: 32, who served in the US Navy. She has been married to Steve for 23 years and has two stepsons, Jay: 35 and Brian: 31. She has one granddaughter, Mackenzie: 8. She enjoys motorcycling and participated in many charity runs for children. She also supports local nonprofit organizations such as Toys for Tots, Boggy Creek Camp, Teacher’s School Supply Drive and United Way.

Mark R. TompkinsFacilities Management, 30 yearsAdministrative Services

Mark was born in Orlando, Florida and has lived here his entire life. Yes, he is one of the few native Floridians. He went to Heritage Preparatory School. He attended Orlando Vocational Technical School where he received his HVAC certificates.

He was hired by Orange County in 1985 with Facilities Management as a Trades Helper and worked his way up to Maintenance Technician, Plumber I, and Operations Technician I. He is currently a Senior Operations Technician.

He has worked at the 33rd District (Corrections Facilities) all but a year and a half of his 30 years with Orange County. This year he was part of the 33rd District United Way Creeper race where his team took third place. Go Madd Dogs!

During his employment with Orange County he has continued his education and training including Golf Cart Safety, Hand and Power Tools, Southern Folger Detention Equipment Door training, Boiler and Pressure Vessel Inspection training, Environmental Awareness and Safety Training, OSHA Asbestos Awareness Training and Arc Flash Protection. He also took several FEMA courses.

Mark has been married to Jennifer for 27 years. They have four children Natalie, Shayanne, Nathan-Andrew and Garret-Adam. He enjoys Subaru rally sport racing and playing in the orchestra at his church, 1st Baptist Sweetwater in Longwood.

Robert John WilliamsEvent Operations, 20 yearsConvention Center

Robert was born in Manhattan, New York and moved to Florida in 1988. He attended Delehanty School of Radio and TV in New York.

Robert started his employment with the Orange County Convention Center in December of 1995 as a Technician I with the Event Utilities Department. He was responsible for providing, installing and dismantling temporary electrical, plumbing and compressed air services for the incoming trade shows that exhibit at the Center. He is currently a Technician III and has been working with the Exhibitor Services staff for the past 12 years providing technical support and overall customer service to exhibitors for all upcoming shows.

Robert is planning to retire in the near future and looking forward to enjoying and spending more time with his family which include his two grandchildren, Bryant and Sidney. Traveling around the country and abroad is on his long term agenda. Robert also enjoys cooking and foresees assisting with his sister’s catering business.

Wilbert A. Ventura, Jr.Code Enforcement, 20 yearsCommunity, Environmental & Development Services

Wilbert was born in New York and moved to Orlando, Florida in 1994. He attended Valencia College, Long Island Institute of Electrical & Engineering, Commercial Driving Institute and Savin Of Florida Institute of Electronics. He has earned a variety of certifications and holds his commercial driver’s license class A.

He started his Orange County career in 1995 at Animal Services. He was promoted from an Animal Service Officer to a Correctional Officer then to a Code Enforcement Officer. He represented Florida in assisting Puerto Rico’s problem with their stray animal population problems. Wilbert was even featured on News Channels 2, 6 and 9. He was recognized as Animal Service Officer of the year for the State of Florida.

During his time at Corrections, he was a Squad Leader, Treasurer (Academy) and shake down team member. He received accolades for discovering drugs while leading a shakedown raid in an inmate cell. During his time at Code Enforcement, he earned two quarterly W.O.W awards. The Apopka Journal featured him in an article on the most tagged junk vehicles in an operation. In 2013, he was recognized with the Mayor’s Outstanding award for going above and beyond the call of duty. He earned the Holden Heights Community Award two years in a row for his hard work in the community.

For 19 years, he has volunteered his music business for countless events. He also volunteers with feed the homeless programs, youth and family services children’s volunteer program and community cleanups. He works with various churches as a music project coordinator.

Elizabeth Carol FriasFacility Operations, 20 yearsConvention Center

Liz was born in Huntingdon, Tennessee and moved to Florida in 1984. She has a Bachelor of Science degree from the University of Tennessee and an MBA from Nova Southeastern University.

She was hired by Orange County in 1995 as a Distribution Facility Supervisor at the Orange County Convention Center and has since been promoted to Contract Supervisor. In 1998, she was recognized as the Divisional Employee of the Quarter. In 2010, she was a member of the Tourism Orlando Leadership Program.

She has been married to Felipe for three years. She has a son Warren Gordon, who is currently serving in the U.S. Navy and is stationed in Guam. In her spare time, she enjoys photography and spending time with her husband and dog, Dixie (who was adopted from Orange County Animal Services in August 2015). She is a member of Peace United Methodist Church in Orlando.

Shanqueta Yvette AshleyCommunity Corrections, 25 yearsCorrections

Shanqueta was born in Orlando and graduated from Oakridge High School. She earned her associates degree in Criminal Justice from Valencia College and her bachelor’s degree in interdisciplinary studies with a minor in leadership studies from the University of Central Florida, (UCF). Currently, Shanqueta is pursuing her master’s degree in management with a focus in Human Resources.

She was hired by Orange County Government in 1990 in the Corrections Department and worked as a Control Desk Monitor. In 1995, Shanqueta moved to the Juvenile Assessment Center to work as a Youth Care Officer. In 1997, she became a Certified Corrections Officer. In 2001, Shanqueta became a Community Corrections Officer and in 2012 she was promoted to a Senior Community Corrections Officer.

Shanqueta received the Star Award, Scholastic Achievement Award for highest Academic Achievement in class 97-02 of the Corrections Academy. Shanqueta served as an Acting Unit Supervisor from July 2013 - August 2014 in the Probation Unit.

She is a proud mother of Darrion: 19, a student at Valencia College. She enjoys traveling, learning new things and spending time with those close to her. Shanqueta actively volunteers with the Second Harvest Food Bank and UCF in collaboration with Straight Street Orlando to feed the homeless in Downtown Orlando. She also serves as the Child Protections Administrator for Agape Perfecting Praise and Worship Center under Pastor Sharon Riley.

David R. LinckParks & Recreation, 35 yearsCommunity, Environmental & Development Services

David was born in South Carolina at the Shaw Air Force Base. He moved to Central Florida in 1955. He is a graduate of Winter Park High School.

He was hired by Orange County Government in 1980 and worked in the Parks and Recreation Division. He received the Employee of the Quarter WOW award and he earned the Employee of the Month award in September of 2007.

David worked at several parks during his tenure with the County including, Kelly Park from 1980-1983, Moss Park from 1983-1985, Downey Park from 1985-1992 and again in 1992 through 2002. Presently, David works at the Tibet Butler Preserve.

David has been with Annie for three and a half years. He has two children, David: 30 and Richard: 29. He is the proud grandparent of four grandchildren: Ellie, Declan, Charlotte and Quinn.

In his spare time, David enjoys going to car shows, collecting NFL, baseball and NBA cards and bird watching. David has traveled to Hawaii and he stays connected to family and friends through Facebook.

Isidro J. IglesiasIn-Custody Support Services, 30 yearsCorrections

Isidro was born in New York City and moved to Orlando in 1979. Isidro is a graduate of Oak Ridge High School. He was hired by the Orange County Sheriff’s Office at the Main Facility. During his career he worked in various areas including Corrections facilities at the Main, Horizon, Genesis Facilities, Perimeter, Medical Officer, Medical Transport, Corrections Recruiting, SRT, Laundry, Recreation and Maintenance.

Isidro earned an Award of Excellence for hiring new recruits. He also was recognized with a Meritorious Award for saving an attempted suicide by a juvenile. Isidro has two children, Janelle: 30 and Jon: 27. He also has one granddaughter, Arriana: 3.

In his spare time, Isidro enjoys boating, fishing, hunting, the beach and traveling.

Mike L. McDowellFire Infrastructure Support, 30 yearsFire Rescue

Michael was born in Pittsburg, Kansas and moved to Florida in 1961. He was hired by Orange County in 1985 as a Fire Apparatus Technician to work on all Fire Rescue equipment. He holds Emergency Vehicle Technician and Automotive Service Excellence certifications.

While on call he performed CPR on a man involved in a head-on collision on Interstate 4 until the medics arrived. The Fire Chief received a letter of gratitude from family members and Michael was recognized for his help during the accident.

He has volunteered with other fire rescue departments within Florida such as Brevard and Seminole County. He received a certificate of appreciation from Brevard County Public Safety for relieving the only mechanic on their staff during the fires of 1998 and even received a personal letter of appreciation from the mechanic’s family.

The State of Florida recognized him with the a Distinguished Service Award during Operation Firestorm and he also received a Distinguished Service award during the 2004 Hurricane Season. In 2005, Michael participated with the taskforce that provided support and equipment during Hurricane Katrina for 10 days serving the citizens of Louisiana and Mississippi.

He has two children: Jason: 26 and Kristina: 18. In his spare time, he enjoys hunting, fishing, health and fitness and time with his family and friends.

Daniel L. MillerStormwater Management, 20 yearsPublic Works

Danny was born in Flint, Michigan and moved to Florida in 1962. He graduated high school in 1978. He worked at CSX and Dade Paper.

He was hired by Orange County in 1995 as a Maintenance Person I to work at the Three Points Maintenance Facility. In 1997, he became a Trades Helper on the Spray Crew and then an Equipment Operator II and III. Shortly after that he was promoted to Spray Technician where he maintains stormwater canals throughout Orange County. Danny has been a licensed Herbicide applicator for over 15 years. Currently, Danny is a Spray Technician with the Stormwater Management Division.

He is married to Sue. Danny is member of the Pine Castle Moose Lodge and the American Legion. In his spare time, Danny enjoys custom woodworking and has a shop at home. He also enjoys raising tropical fish.

Carmen V. RossCustomer Service, 30 yearsUtilities

Carmen was born in Orlando and graduated from Maynard Evans High School. She attended Valencia Community College. Carmen started with Orange County in 1985 in the Law Library and her first job was a Clerk II. From 1988-1992 Carmen worked in the Building Department and from 1992-2002 she was a Customer Service Representative and Lead Cashier for Utilities Customer Service.

In May 2002, Carmen was awarded the Star Performer of the Month and she completed the Utilities Counterfeit Bill program. In 2005, she completed the Supervisory Development program. In 2011 and 2015, Carmen earned the Twinkling Star Performer Award.

Carmen has been married to William for 16 years. She has two children, Liquenda: 38 and Natrelle: 25. She is the proud grandparent of seven grandchildren.

Carmen is dedicated to serving the community through her work with Orange County Government Emergency Responder Call Center and volunteers at her church, True Deliverance Center. In her spare time, she enjoys spending time with her family, singing, shopping and gardening.
