ITEM 1 ADOPTION OF THE AGENDA (132 EX/1)

At its first meeting, the Executive Board adopted the agenda setout in document 132 EX/1.

The Executive Board decided to refer to the Commissions specifiedbelow the following items of its agenda:

1. To the Programme and External Relations Commission:items 5.1.1 (Part II) 5.1.5, 5.2.3, 5.2.4, 5.2.5, 5.3.1,5.4.1, 5.4.2, 5.5.1, 5.6.1, 7.1, 9.1 and 9.2.

1.1 Replacement of members during their term of office (132 EX/NOM/1,132 EX/NOM/2, 132 EX/NOM/3)

1. In accordance with Article V.4(c) of the Constitution, theExecutive Board appointed Mr Mr Rabindranath Permanand(Trinidad and Tobago) to replace Mr Eugenio L. Moore for theremainder of his term of office.

2. The Executive Board took note of the resignation of Mr AllanSiegfried Li Fo Sjoe (Suriname) and, in accordance withArticle V.A.4(a) of the Constitution, appointed Mr RunaldoRonald Venetiaan to replace him for the remainder of his termof office.

(e) to continue or to undertake new activities aimed atencouraging Member States to give more in-depthconsideration to the modalities of internationaleducation integrated into general education, and intothe various disciplines and educational activities, bothas a whole and by making use of the specific contentsand materials required for dealing with certain themes;

(f) to support the efforts of Member States to developexchanges of ideas, experience and documentationconcerning the implementation of the 1974 Recommendation;

(g) to study the desirability of replacing the presentRecommendation by a convention which could reflect thenew context of international education and would be morebinding;

5.2.2 Consideration of the fourth report of the Joint ILO/UnescoCommittee of Experts on the Application of the 1966 Recommendationconcerning the Status of Teachers (132 EX/9 and 132 EX/28)

The Executive Board,

1. Recalling 14 C/Resolution 1.311 of the General Conference onthe implementation of the Recommendation concerning theStatus of Teachers, and 22 C/Resolution 4.5, in particularparagraph 9, which provided for the Joint ILO/UnescoCommittee of Experts on the Application of the Recommendationconcerning the Status of Teachers to pursue its work so thata further report by the Committee might be submitted to theGeneral Conference at its twenty–fifth session,

2. Having taken note of the fourth report of the JointILO/Unesco Committee of Experts on the application of theRecommendation concerning the Status of Teachers(CEART/V/1988/5) and of the report of the Committee onConventions and Recommendations thereon (132 EX/28),

3. Takes note of the results of the fourth consultation ofMember States on the application of the Recommendation andexpresses its entire satisfaction to the Joint Committee onthe work it has accomplished;

4. Recognizes that Member States have made valuable efforts tofurnish replies to the fourth questionnaire, but regrets thatnot all Member States replied;

Takes note of the Joint Committee’s remarks that ‘never haveas many as half the Member States responded’ to any one ofthe questionnaires sent out since 1968;

Endorses the very pertinent conclusions drawn by the JointCommittee and proposals for future actions including its ownworking methods over the next few years;

Notes with satisfaction that the Director-General has madeprovision in the Draft Programme and Budget for 1990-1991 forspecific joint activities with ILO and relevant internationalnon–governmental organizations within the framework of theRecommendation, and for holding the fourth special session ofthe Joint Committee in 1991;

Takes note of the informal study undertaken by Unesco on apossible normative instrument for higher education teachingpersonnel;

Transmits to the General Conference the report of the JointCommittee;

Recommends to the General Conference that it authorize theDirector-General to pursue actions so that a preliminarystudy on the possibility of having a standard-settinginstrument on the status of higher education teachingpersonnel may be presented to the General Conference at itstwenty–sixth session in 1991, and to allocate the necessaryfunds estimated at US $20,000 for this purpose;

Further recommends to the General Conference that it invitethe Director–General, in consultation with theDirector-General of ILO, to undertake a preliminary study onthe desirability of a convention on the status of teachers,

Considering the paramount role played by the members of theteaching profession in all efforts geared towards thedevelopment of education and the need for action to be takenat the national, regional and international levels in orderfor that role to be acknowledged and the status and standardsof the profession to be raised,

Convinced that the evaluation, by the International LabourOrganisation (ILO) and Unesco, of the extent to which MemberStates give effect to the Recommendation constitutes anessential part of international standard–setting actionconcerning the status of teachers,

1. Notes with satisfaction the work carried out by theJoint ILO/Unesco Committee of Experts and endorses theobservations made by the Executive Board;

2. Invites the Director-General to bring the report of theJoint Committee, together with the observations of theExecutive Board, to the attention of Member States andtheir National Commissions, international teachers’organizations and other organizations having relationswith Unesco, and of the United Nations;

3. Expresses its satisfaction at the fact that theDirector-General has made provision in the DraftProgramme and Budget for 1990–1991 for the trainingactivities to be undertaken within the framework of theRecommendation concerning the Status of Teachers andwith the collaboration of ILO and the internationalnon–governmental organizations of the teaching

7. Invites the Director–General to prepare a preliminarystudy on the technical and legal aspects of theelaboration of an international instrument concerningthe status of higher education teaching personnel, to bepresented to the General Conference at its twenty-sixthsession;

8. Further invites the Director–General, to undertake inconsultation with the Director–General of ILO, apreliminary study on the desirability of a convention onthe status of teachers, to be submitted to the GeneralConference at its twenty–sixth session.

1. Recalling 23 C/Resolution 13.4 by which the GeneralConference approved the Plan for the Development of Educationfor International Understanding, Co–operation and Peace andthe proposed schedule for its implementation,

2. Having examined the report on progress in implementing thefirst phase of the Plan (25 C/73 annexed to 132 EX/11) to besubmitted to the General Conference in accordance with24 C/Resolution 13.4,

3. Notes with interest the content of the report and expressesits satisfaction with the efforts made by theDirector–General, the competent authorities and institutionsin Member States and the non–governmental organizationsconcerned, with a view to implementing activities foreseenunder the Plan during its first phase (1986–1989);

4. Recommends to the General Conference that it invite theDirector–General:

while preparing the Integrated Plan for internationaleducation on peace and human rights, to pay dueattention to interrelations, emphasized by theYamoussoukro Congress on Peace in the Minds of Men,between education for international understanding,co–operation and peace, human rights teaching andenvironmental education, and to take particular carethat the specificity of these fields of internationaleducation should be maintained in the new integratedplan and that the budget allocated for their developmentshould not be reduced;

(c) while preparing and implementing the Integrated Plan, toseek better co–ordination of its activities with othereducation programmes and activities, in particular withthose devoted to the massive reduction of illiteracy, soas to ensure their better contribution to the purposesof the 1974 Recommendation and respect for itsprinciples;

(d) in order to ensure the full and comprehensiveimplementation of the 1974 Recommendation and therelated plan, to continue to use such means as theConsultative Committee, the Associated Schools Project,revision of textbooks, the production of new teachingmaterials and a wider publication of articles oninternational education in Unesco’s periodicals, and toexamine the feasibility of establishing a worldwidenetwork of textbook research institutes;

(e) in order to increase effectiveness, coherence andconcentration of Unesco’s actions in the field ofinternational education, to take appropriate measuresfor updating the Integrated Plan in accordance with theresults achieved within the Permanent System ofReporting on steps taken by Member States to apply the1974 Recommendation;

(f) in order to ensure more effective retrospectiveevaluation and prospective planning and budgeting of thedevelopment of international education, to take thenecessary measures for organizing, on the occasion ofthe twentieth anniversary of the adoption of the 1974Recommendation, a further intergovernmental conferenceon international education, preferably within theframework of one of the forthcoming sessions of theInternational Conference on Education.

Deeply concerned and alarmed by the tragic situation in theoccupied Palestinian territories, by the ordeals broughtabout there by violence and repression, by the grievous lossof human life among the Palestinian civilian population and,in particular, by those matters relating to violations of theright to education, to the expression of the culturalidentity of the Palestinian people and the Syrian populationin the occupied Golan Heights, and to respect for humandignity,

Recalling the 1948 Universal Declaration of Human Rights, the1959 Universal Declaration on the Rights of the Child, theInternational Covenant on Economic, Social and CulturalRights, the 1960 Unesco Convention against Discrimination inEducation and the 1949 fourth Geneva Convention,

Having closely examined the Director–General’s report(25 C/16),

Noting with great concern that the violations of academicfreedom and the right to education, described in FatherBoné’s report are a very grave threat to the identity of thePalestinian people and of the Syrian population in the GolanHeights,

1. Expresses its profound sympathy to the Palestinianpopulation in the occupied territories and shares theirstrong feelings and their sufferings;

2. Profoundly regrets that Father Boné was not able tocomplete his mission in the occupied Arab territoriesand earnestly requests that he be enabled to do so assoon as possible;

3. Expresses its satisfaction that Palestinian schools inthe occupied territories have been reopened as a resultof the many representations and interventions made bythe international community;

Reiterates with insistence its urgent request to Israel,the occupying power, to reopen the Palestinianuniversities immediately, together with any educationaland cultural institutions that may at present be closedon military orders, and to abstain from any action thatcould hinder their activities and their normalfunctioning or modify, for whatever reasons, theirspecific nature and function as educational and culturalinstitutions;

Earnestly requests the Israeli occupation authoritiesnot to hinder the very appreciable efforts of UNRWA andUnesco to guarantee Palestinian children a modicum ofeducation;

Very strongly deplores the policy and practices of theIsraeli occupation authorities endangering the educationsystem in the occupied Arab territories, a situationprejudicial to respect for human rights, which isdefended by Unesco;

Greatly regrets that the Syrian curriculum has beenwithdrawn in schools in the occupied Golan Heights;

Expresses its very grave disquiet at the intolerablesituation in which Palestinian schools and those in theoccupied Golan Heights find themselves, suffering asthey are from a serious lack of suitable premises, fromexcessively large classes, from a lack of skilledteachers and from the outmoded nature of the curricula,particularly as regards science and mathematics teaching;

Thanks the Director–General and his representative,Father Boné, for what they have done to ensure theexecution of Unesco’s decisions and resolutionsconcerning the institutions mentioned above and welcomesthe high quality of the reports submitted to it;

Recalling that the Israeli military occupation and thepresent status of the city of Jerusalem put at risk thesafeguarding of the essential vocation of that holy city,some of whose cultural property has already suffered damageand deterioration,

Reaffirming the unique role of the city of Jerusalem in thehistory of humankind and, consequently, the necessity andurgency of taking all appropriate measures to safeguard itscultural character, its homogeneity and its irreplaceableuniversal value,

Noting that the Executive Board, in 130 EX/Decision 5.4.1,invited the Director–General, in view of the diversity ofaspects presented by Jerusalem’s cultural property, to sendto Jerusalem an interdisciplinary team of personalrepresentatives to enable him to cover in his report thevarious archaeological, artistic and socio–cultural aspectsof the overall problem of preserving the sites,

Having examined the Director–General’s report on thisquestion (25 C/14),

Noting with deep regret and keen concern that Israel has notyet responded to the Director–General’s request that a teamof his representatives be allowed to visit Jerusalem inaccordance with the Unesco decisions,

1. Recalls and reaffirms the resolutions it has hithertoadopted so as to guarantee the protection of all thespiritual, cultural, historic and other values of theHoly City;

Considers that the acts of interference, destruction andtransformation perpetrated against Jerusalem’s culturalheritage, whose protection and safeguarding have beenthe subject of many Unesco decisions and resolutions,are likely to impair the collective memory of peoples,especially those of the region, with regard to theirhistory and civilization;

Thanks the Director–General for the action he has takento ensure that Unesco’s decisions and resolutions areput into effect and invites him to persevere with hisefforts for as long as the Israeli occupation continues;

Also invites the Director–General to instruct ProfessorLemaire, his personal representative, to report to himon the state of Jerusalem’s cultural and religiousheritage as a whole and on the action needed to preserveand restore it;

Again issues an urgent appeal to Member States,foundations and individuals to help safeguard theIslamic cultural and religious heritage belonging to theWaqf, whose condition is such that the financial andtechnical efforts being made by the Waqf to maintain andrestore it are in need of support;

Decides to place this question on the agenda of itstwenty–sixth session so that it may take whateverdecision the situation may require.

Recalling that, as the Preamble to the Unesco Constitutionproclaims, since ‘wars begin in the minds of men, it is inthe minds of men that the defences of peace must beconstructed’ ,

Recalling also that Article I (Purposes and functions) of itsConstitution stipulates that, ‘The purpose of theOrganization is to contribute to peace and security bypromoting collaboration among the nations through education,science and culture in order to further universal respect forjustice, for the rule of law and for the human rights andfundamental freedoms which are affirmed for the peoples ofthe world, without distinction of race, sex, language orreligion, by the Charter of the United Nations’,

Recalling also the action taken by Unesco, since itsfoundation and in accordance with the task assigned to it byits Constitution, to foster the promotion of internationalunderstanding, co-operation and peace in its fields ofcompetence,

Recalling in this connection the importance of the 1974Recommendation on Education for International Understanding,Co–operation and Peace and Education relating to Human Rightsand Fundamental Freedoms, which it adopted at its eighteenthsession,

Taking note of the recommendations of the Executive Board onthe Draft Programme and Budget for 1990–1991 contained indocument 25 C/6, specifically in paragraph 46 andparagraphs 98 to 109, as well as the recommendations andproposed modifications formulated by the Executive Boardconcerning the Draft Medium-Term Plan and Administrative Planfor 1990-1995 contained in document 25 C/108, specifically inparagraphs 65 to 71,

Congratulates the Director–General on having convenedthe Yamoussoukro Congress;

Requests the President of the twenty–fifth session ofthe General Conference to thank the Government of Côted’Ivoire on its behalf for hosting the Congress;

Takes into account the Seville Statement on Violence(1986) and notes with satisfaction that reflection onthe subject will be continued;

Approves the proposals contained in the YamoussoukroDeclaration and invites the Executive Board to monitorits implementation;

Requests the Director–General to:

(a) distribute to Member States and internationalgovernmental and non–governmental organizationsthat maintain relations with Unesco the finalreport of the International Congress on Peace inthe Minds of Men;

ANNEX I

STATUTES OF THE SULTAN QABOOS PRIZEFOR ENVIRONMENTAL PRESERVATION

1. Purpose

The purpose of the Prize is to afford recognition tooutstanding contributions by individuals, groups of individuals,institutes or organizations in the management or preservation ofthe environment, consistent with the policies, aims and objectivesof Unesco, and in relation to the Organization’s programmes inthis field, i.e. environmental and natural resources research,environmental education and training, creation of environmentalawareness through the preparation of environmental informationmaterials and activities aimed at establishing and managingprotected areas such as Biosphere Reserves and Natural WorldHeritage Sites.

2. Name and value of the Prize

The Prize, which shall consist of a certificate and a sum ofmoney, shall be called the ‘Sultan Qaboos Prize for EnvironmentalPreservation’ . The value of the Prize or prizes awarded in any oneyear shall be set, in accordance with the Financial Regulations,by the Bureau of the International Co–ordinating Council of theProgramme on Man and the Biosphere (MAB).

3. Periodicity

The Prize shall be presented biennially by theDirector–General at a public ceremony to be held at UnescoHeadquarters in Paris, preferably in conjunction with the GeneralConference.

4. Selection of the prize-winners

The selection of individuals, groups of individuals,institutes or organizations to whom prizes will be awarded shallbe made by the Bureau of the MAB International Co–ordinatingCouncil. The Bureau may adopt its own rules of procedure for theselection of prize-winners. The decisions of the Jury shouldnormally be taken unanimously; if the Jury does not reachunanimity in favour of any of the candidates submitted, it shouldtake its decision by a majority of the members present. It shouldconsult, as appropriate, the Bureaux of the intergovernmentalbodies responsible for the implementation of other Unescoprogrammes in the field of natural resources and the environment(i.e. the Council of the International Hydrological Programme(IHP), the Assembly of the Intergovernmental OceanographicCommission (IOC) and the Bureau of the World Heritage Convention).

5. Eligibility

The prizes are open to individuals, groups of individuals,institutes or organizations displaying outstanding merit and

achieving particularly effective results in the field ofenvironmental preservation.

6. Nomination of candidates

Candidates for the Prize shall be proposed to theDirector–General of Unesco by governments of Member States, inconsultation with their National Commissions, by intergovernmentalorganizations or by appropriate non–governmental organizationswhich have consultative status with Unesco, each of which may makeone nomination in any biennium.

Nominations for the Prize shall be accompanied by abiographical statement for each candidate or group of candidates,together with a detailed description of the work for which thecandidature is put forward and an assessment of the resultsachieved.

Criteria

Individuals, groups of individuals, institutes ororganizations receiving the Prize must have made anoutstanding contribution to the management or preservation ofthe environment, particularly in one of the following fields:

(i) environmental and natural resources research;

(ii) environmental education and training;

(iii) creation of environmental awareness through thepreparation of environmental information materials;

(iv) establishing and managing protected areas such asBiosphere Reserves and Natural World Heritage sites.

The Prize shall be awarded irrespective of any considerationof nationality, race, sex, language, profession, ideology orreligion of the individual or individuals concerned. It maybe awarded only once to any individual, group of individuals,institute or organization.

Serving members of the Bureau of the MAB InternationalCo-ordinating Council or of any other Bureaux consulted inthe selection procedure may not be considered for the Prize.

ANNEX II

FINANCIAL REGULATIONS OF THE SPECIAL ACCOUNTFOR THE SULTAN QABOOS PRIZE FOR ENVIRONMENTAL PRESERVATION

Creation of the Special Account

In accordance with Articles 6.6 and 6.7 of the FinancialRegulations of Unesco, there is hereby created a Special Accountto be known as the ‘Special Account for the Sultan Qaboos Prizefor Environmental Preservation’, hereafter called the ‘SpecialAccount’.

2. Purpose

In accordance with its Statutes, the Sultan Qaboos Prize forEnvironmental Preservation shall be awarded every second year foroutstanding contributions by individuals, groups of individuals,institutes or organizations in the field of environmentalpreservation.

3. Income

The Special Account shall be credited with a donation ofUS $250,000 by Sultan Qaboos Bin Said of Oman and with theinterest earned from the investment of this contribution.

4. Expenditure

The Special Account shall be debited with the expenses ofadministration of the Prize and with the amount of the payment orpayments made to the winner or winners of the Prize. Expenditurein any biennium shall be limited to 80 per cent of the interestearned during the biennium from funds available, plus any unspentbalance of the 80 per cent interest earned in previous biennia.

(The remaining 20 per cent of interest earned from fundsavailable in any biennium shall be added to the original donationto offset inflation and currency fluctuations.)

5. Accounts

(a) The financial period shall be identical with that of theregular programme of Unesco.

(b) The operations of the Special Account shall be the objectof separate accounting and shall be included in theFinancial Report of the Director–General.

(c) The unused balance remaining in the Special Account at theend of the financial period shall be carried forward to thefollowing financial period.

(d) The accounts of the Special Account shall be kept indollars of the United States of America. Subsidiaryaccounts may be kept in other currencies as required.

(e) The accounts shall be presented for audit to the ExternalAuditor of Unesco.

6. Investments

In accordance with Articles 9.1 and 9.2 of the FinancialRegulations of Unesco, the Director-General is authorized toinvest funds standing to the credit of the Special Account. Theinvestments made shall be in accordance with Unesco’s normalpractices. Interest derived from these investments shall becredited to the Special Account in accordance with Unesco’sfinancial rules and procedures.

7. General

Except as provided herein, the Special Account shall beadministered in accordance with the Financial Regulations ofUnesco.

8. Closing of the Account

The Director–General shall decide upon the closure of theAccount at such time as he deems that its operation is no longernecessary.

Notes with satisfaction that the UNDP Governing Council, atits 36th session, reaffirmed the continuing validity of the1970 consensus and of the basic characteristics of UNDP;

Supports the view, expressed by the Governing Council on thatoccasion, that the elaboration of development policies andpriorities must always be accomplished under the leadershipof national authorities or, in the case of inter–countryprogrammes, in consultation with regional and subregionalbodies, and that the United Nations development systemshould, where specifically requested, provide support to theanalysis of priorities and policies as well as for theenhancement of national capacities in this area;

Recognizing that a number of developing countries,particularly the LDCS, do indeed seek United Nations-systemsupport in the articulation of priorities,

Expresses its Support for the team leadership function of theResident Co–ordinator in defining the analytical supportneeded from United Nations organizations and in solicitingtheir early involvement in programming and donor meetingexercises;

Notes with concern that structural adjustment policies andprogrammes of recent years have tended to give low priorityto technical co–operation in such basic human resourcesdevelopment areas as education, health and shelter;

Welcomes, in this connection, the renewed UNDP emphasis uponhuman resources development and the importance accorded, byUNDP and the World Bank, to the social sector in economicrecovery and development;

Also welcomes the creation of the Unesco Bureau for theCo–ordination of Operational Activities which will enhanceand co–ordinate the provision of sectoral and subsectoralstudies to programming and other priority setting exercises;

Expresses the hope that, taking account of the wishes ofrecipient governments, an increasing proportion of thesector-analysis work–load of UNDP and the World Bank inUnesco’s fields of competence will be entrusted to Unesco,and that the current funding source preoccupation withmonitoring and analysis, though necessary, will quickly leadto a significant growth in the magnitude of resourcesearmarked for the recovery of educational infrastructures incountries undergoing structural adjustment;

Supports the Governing Council’s view that governmentexecution should be the ultimate modality for implementingtechnical co–operation, as well as the view that the optimalutilization of developing country capacities within theframework of UNDP–funded activities serves both to enhanceself-reliance and to promote technical co–operation amongdeveloping countries;

11. Expresses its satisfaction, in this connection, that Unescohas already reached a high degree of utilization ofdeveloping country capacities in the projects which itimplements;

12. Wishes to stress that, when the government execution modalityrequires substantive support from the United Nations systemwith respect to UNDP–funded projects, such support should beprovided by the United Nations agencies rather than directlyby UNDP;

13. Notes with concern that the diminishing ratio of grant ascompared to loan resources for technical co–operation, andthe diminishing ratio of general purpose (’IndicativePlanning Figure’) as compared to special purpose funds maytend to deform the articulation of priorities by thedeveloping countries themselves and, in this connection,urges the donor countries to give consideration to a morebalanced distribution of their contributions to multilateraltechnical co–operation;

14. Shares the concern of the UNDP Governing Council, in thecontext of the study it has entrusted to an Expert Group ontripartite relationships and new support–cost arrangements,concerning the quality and timeliness of technicalco–operation financed by UNDP and underlines the continuingneed for Unesco to enhance the level of competence andefficiency of its work in formulating and implementingoperational activities;

15. Stresses, in this connection, that:

(a) while a degree of competition among united Nationsagencies, non–governmental organizations, and privatefirms may enhance overall effectiveness in the designand implementation of UNDP projects, the principle thatUnited Nations agencies should be utilized to thefullest extent remains valid, particularly in the lightof:

(i) the 1970 consensus and its basic assumption thatinteraction between United Nations–system regularprogramme activities and operational activities isof mutual benefit;

(ii) the fact that concerted action to improve theperformance of existing United Nations–systemoperational infrastructures would be far lesscostly than to promote the creation of parallelinfrastructures;

(b) the current resource situation makes it more than everimportant that funds available for projectidentification and programme development be distributedin ways that optimize the utilization of UnitedNations–system capacities;

(c) furthermore, since the cost of providing support totechnical co–operation programmes and projects has beenrising relative to a given volume of delivery, it is

more than ever important to promote support–costarrangements whereby these costs are equitably sharedbetween funding agencies and the assessed budgets ofexecuting agencies;

(d) the present system of support-cost reimbursement, shouldalternatives prove to be elusive, is a compromise whichUnesco could continue to accept subject to adjustmentswhich take into account new methods of project executionand refinements aimed at maintaining a degree ofpredictability;

16. Expresses its thanks to UNDP, UNFPA and the numerousmultilateral and bilateral aid agencies that have shown theirtrust in Unesco’s conduct of operational activities bycontinuing to increase the number and budgetary allocationsof projects whose implementation they entrust to Unesco;

17. Decides to examine the conclusions and recommendations of theUNDP Expert Group on support costs, as well as the results ofthe UNDP Governing Council’s examination of that study;

18. Authorizes the Director–General to negotiate, on the basis ofa standard executing–agency agreement drawn up by the UNDP,an agreement between the UNDP and Unesco, to replace the‘Special Fund Agreement’ which is still in force, keeping inmind the desirability of inter–agency consultations on thismatter;

19. Requests the Director–General to submit to it, as soon as isfeasible, the agreement thus negotiated.

The Executive Board,

1. Having examined the report on Unesco’s contribution to theimplementation of the United Nations Programme of Action forAfrican Economic Recovery and Development (132 EX/22,Part II),

2. Congratulates the Director–General on his initiative inpreparing for African Member States a special programme(Priority: Africa), whose apt proposals take due account ofthe major concerns of the populations of this continent andthe wishes of the international community;

3. Notes with satisfaction the continued interest and support ofUnesco to the Congress of African Scientists;

4. Requests the Director–General to use all the means at hisdisposal to give practical follow–up to the content of thespecial programme;

ANNEX

FINANCIAL REGULATIONS OF THE SPECIAL ACCOUNT FOR THESAFEGUARDING OF THE CULTURAL HERITAGE, PARTICULARLY

THE ISLAMIC MONUMENTS, OF THE CITY OF JERUSALEM

1. Establishment of the Special Account

In accordance with Articles 6.6 and 6.7 of the FinancialRegulations of Unesco, there is hereby established a specialaccount to be known as the ‘Special Account for the Safeguardingof the Cultural Heritage, particularly the Islamic Monuments, ofthe City of Jerusalem’, hereinafter referred to as the ‘SpecialAccount’ . Separate sub–accounts may be established within theframework of the Special Account.

2. Purpose of the Special Account

The purpose of the Special Account is to receive voluntarycontributions for the financing of activities relating to thesafeguarding of the cultural heritage, particularly the Islamicmonuments, of the city of Jerusalem.

3. Income

The Special Account shall be credited with the fundsreceived, as described in paragraph 2 of the present Regulations.Any funds contributed for specific projects will be credited tothe relevant sub–accounts as appropriate.

4. Expenditures

The Special Account and/or the related sub–accounts shall bedebited with the expenditures for such goods and services togetherwith administrative support costs, as may be required for theexecution of activities relating to the safeguarding of thecultural heritage, particularly the Islamic monuments, of the cityof Jerusalem.

5. Accounts

(a) The financial period shall be identical with the calendaryear.

(b) The operations of the Special Account, as well as anysub–accounts thereunder, shall be the object of separateaccounting and shall be included in interim and finalaccounts submitted by the Director–General to the ExecutiveBoard and the General Conference.

(c) Any unused balance at the end of a financial period shall becarried forward to the following financial period.

(d) The accounts for the Special Account shall be presented foraudit to the External Auditor of Unesco.

6. Investments

(a) The Director-General may make short-term investments of sumsstanding to the credit of the Special Account.

(b) Interest earned on the investments shall be credited to theSpecial Account, in accordance with the FinancialRegulations, rules and procedures of Unesco.

7. General

Except as provided herein, the Special Account shall beadministered in accordance with the Financial Regulations ofUnesco.

8. Closing of the Account

The Director–General shall decide upon the closure of theSpecial Account at such time as he deems that its operation is nolonger necessary.

The Executive Board,

The Executive Board,

3. Expresses its concern at the fact that some of the arrearslisted in document 132 EX/26 Add. have been owing for severalbiennia;

4. Considers that the communications received from Member Statesinvoking the terms of Article IV.C, paragraph 8(c), of theConstitution do not always provide a sufficiently clearexplanation as to how non–payment of their outstandingcontributions is due to circumstances beyond their control;

5. Invites the Director–General, in similar circumstances in thefuture, to draw the attention of Member States to the need toprovide detailed written explanations of those circumstancesto facilitate the examination of this question by theExecutive Board;

6. Further invites the Director–General to ask Member Statesthat are still in arrears with their contributions, as listedin document 132 EX/26 Add., to pay their contributions by theend of December 1989;

7. Recommends, nevertheless, that the General Conference, byvirtue of the powers conferred on it by Article IV.C,

Endorses the conclusions of its Special Committee;

Invites the Director–General to undertake the necessaryaction to follow up the conclusions, to carry out acomprehensive study of all possible uses of the Château and,in particular, those listed in the conclusions of the workinggroup and to indicate the resources required to draw maximumbenefit to the Organization;

The Executive Board,

1. Having considered the report by the Director–General entitled‘Guidelines for the commemoration of anniversaries’(132 EX/29) ,

2. Approves the criteria and procedure proposed in paragraphs 20and 21 of that report;

3. Decides to consider, at its first session in the second yearof each biennium, the proposals of Member States transmittedto it by the Director-General, in order to propose to theGeneral Conference a list of commemorations with which theOrganization should be associated in the following biennium.

9.2 Feasibility study on the establishment of a Unesco fellowship bank(132 EX/INF.5 and 132 EX/37)

The Executive Board,

1. Reaffirming that the training of qualified personnel is apre–condition for more independent and equitableparticipation by future generations in the production ofknowledge and, in particular, for the expansion of scienceand technology and its application to development,

2. Considering that development requires the training ofcompetent personnel, particularly in the fields of education,scientific and technological research, culture andcommunication,

3. Recalling that action to promote personnel training and humanresources development is one of Unesco’s priority tasks andthat to that end the preparation of an expanded fellowshipsprogramme in the Organization’s fields of competence couldcontribute towards the formation in less favoured countriesof a ‘critical mass’ of high–level human capabilities,

4. Noting with satisfaction the guidelines proposed on thissubject by the Director–General in document 132 EX/INF.5,

5. Recommends to the General Conference that it include in theProgramme and Budget for 1990–1991, together with the

corresponding budgetary resources, a feasibility studydesigned to prepare an overall Unesco personnel training andhuman resources development policy and to establish, in thatcontext, a Unesco fellowship bank funded mainly fromextra–budgetary resources;

6. Invites the Director–General therefore to:

(a) base the formulation of the objectives of thefeasibility study on the guidelines contained indocument 132 EX/INF.5 and on the comments made by theExecutive Board at its 132nd session during the debateon this agenda item, especially as regards the need toevaluate the work done through mechanisms alreadyexisting in the Secretariat;

(b) stress, when formulating the objectives of thefeasibility study, that the fellowship bank is intended,as a priority, to promote the training of young peopleand women from developing countries;

(c) include in these objectives a priority function ofprospecting for potential sources of funding for thefellowship bank and for offers of fellowships made byMember States under their national programmes, in orderto start activities gradually as of 1991;

(d) report to the Executive Board, at its 134th session, onthe state of progress of activities;

(e) make proposals to the Executive Board, at its 136thsession, concerning an overall Unesco personnel trainingand human resources development policy, with a view toits inclusion in the Draft Programme and Budget for1992-1993.

Having examined the report which the Director–Generalsubmitted to it in pursuance of the decision of the ExecutiveBoard (25 C/106),

Considering the importance of continuing to examine thisquestion in a spirit of constructive co–operation andconsensus and taking into account the higher interests of theOrganization,

1. Decides to provide for the closest possibleparticipation of Palestine in the action of Unesco, inparticular through its various programmes, participationin meetings convened by the Organization, full enjoymentof the benefits of the scholarship programmes, andaccess to the Participation Programme in accordance with131 EX/Decision 9.4 of the Executive Board;

2. Endorses the proposals put forward in an illustrativeway by the Director–General in paragraphs 14 to 34 ofhis report to the Executive Board (132 EX/31), whichshould not exclude the possibility of envisagingparticipation in other activities already provided forin the Programme and Budget that would be of particularimportance in providing for the needs of the Palestinianpeople;

3. Decides that requests made under the ParticipationProgramme shall henceforth be submitted directly by theObserver from Palestine;

3. Taking account of the fact that in 1990 one hundred yearswill have passed since the death of Heinrich Schliemann, thefamous German archaeologist, whose excavations in Troy,Mycenae, Tiryns and Orchomenos brought to light unknowncivilizations that made him ‘the Father of MycenaeanArchaeology’ ,

4. Recognizing that Heinrich Schliemann paved the way for a newscientific branch, field archaeology, by the introduction ofscientific research methods and principles in archaeology,

1. Considering the importance for the attainment of Unesco’sobjectives of the international celebration of theanniversaries of great personalities who have left a deepimprint on the cultural destiny of large sectors of humankind,

2. Recalling 18 C/Resolution 4.351 of the General Conferencerelating to the commemoration of anniversaries of greatpersonalities and important historical events which have leftan imprint on the development of humanity,

3. Considering that 1991 is the five hundredth anniversary ofthe birth of Ignatius of Loyola who, through the Society ofJesus in particular, has left a deep mark on the culture,education, spiritual character, art and even sciences of manypeoples in different continents,

4. Considering the importance that the tradition stemming fromIgnatius of Loyola has had and still has both for theknowledge of cultures and for the encounter between cultures,

5. Invites the Director–General to associate Unesco to thegreatest possible extent with the celebration of thisanniversary, in particular by holding an internationalsymposium on the legacy of St Ignatius of Loyola in cultureand in the encounter between cultures, and by participatingin the activities that interested governments andnon-governmental organizations will organize in differentregions of the world.

1. The Executive Board decided to recommend that, for itstwenty–fifth session, the General Conference should increasethe number of Vice–Presidents from 32 to 36 and, to thateffect, should suspend the application of the provisions ofparagraph 1 of both Rule 25 and Rule 38 of the Rules ofProcedure of the General Conference, in respect of the numberof Vice–Presidents indicated therein.

2. The Executive Board also decided to make recommendationsconcerning nominations for the offices of President andVice–Presidents of the General Conference and for the officesof Chairpersons of the Commissions and Committees, takinginto account the equitable geographical representation of allthe electoral groups.

3.2 Report by the Committee on Conventions and Recommendations:examination of communications transmitted to the Committee inpursuance of 104 EX/Decision 3.3(132 EX/3 PRIV.)

1. The Executive Board examined the report of its Committee onConventions and Recommendations concerning the communicationsreceived by the Organization on the subject of cases andquestions of alleged violation of human rights in Unesco’sfields of competence.

2. The Board took note of the narrative part of that report andendorsed the wishes expressed by the Committee.
