Taking note of the recommendations of the Group of High-LevelIntergovernmental Experts to Review the Efficiency of theAdministrative and Financial Functioning of the UnitedNations, which were approved by the General Assembly of theUnited Nations in resolution 41/213, and of the Director-General’s oral report (127 EX/INF.4),

6. Considering that in accordance with recommendation 63 of theGroup, the General Assembly of the United Nations at itsforty-second session will be examining a change to theStatute of the Joint Inspection Unit renaming it as JointInspection and Evaluation Unit in order to reflect the addedemphasis on the evaluation aspect of its work,

7. Considering further that the change may come into effectbefore the next session of the General Conference,

8. Recommends that the General Conference authorize the Execu-tive Board to study the changes to the Statute once they areapproved by the General Assembly of the United Nations and totake appropriate measures to ensure that Unesco continues tobenefit from the operation of the Unit.

16. Noting the progress already made in application of therecommendations which it adopted following on the report ofits Temporary Committee (120 EX/3, F.l) and during theperiodic examinations carried out more recently at its 125th,126th and 127th sessions,

17. Emphasizing the need to pursue a comprehensive personnelpolicy conducive to the increasingly effective functioning ofthe Organization,

18. Taking into account the present financial circumstancesaffecting the Organization,

19. Having noted the observations contained in document127 EX/SP/INF.3 on staff questions,

Bearing in mind both the recommendations made in its reportby the Group of High-Level Intergovernmental Experts toReview the Efficiency of the Administrative and FinancialFunctioning of the United Nations (Group of 18) to theforty-first session of the General Assembly of the UnitedNations, and document 126 EX/INF.4,

21. Invites the Director-General to continue to streamlineUnesco’s personnel policy and, with this end in view, to takeinter alia the following measures:

(a) to ensure that the Organization continues to secure theservices of persons combining the highest standards ofintegrity, efficiency and technical competence, at thesame time setting targets for reducing the number ofunrepresented, underrepresented and overrepresentedStates in order to achieve equitable geographicaldistribution of the staff;

(b) to continue to increase the number of women staff,particularly in the Professional category and above; topursue efforts to improve the constant process of staffrenewal through the influx of fresh talent of a highintellectual level, particularly by means of theimprovement of the programme for junior professionalprobationers displaying the highest standards ofcompetence and efficiency (in both cases the ExecutiveBoard attaches the highest importance to ensuring thatboth the letter and the spirit of the Constitution(Article VI, paragraph 4) are strictly observed);

c) to examine the possibility of establishing an appro-priate balance between the recruitment of consultants

and of temporary staff (including supernumeraries) andthe use of the permanent staff, so as to reduce staffcosts still further, while ensuring that the programmeis implemented as efficiently and economically aspossible, and taking account of the expertise availablein all Member States;

(d) to continue to review existing guidelines for thegranting of indeterminate appointments, whiledetermining the optimum ratio to be maintained betweenthe number of staff holding indeterminate appointmentsand those holding fixed-term appointments, with a viewto meeting the needs of Unesco’s programmes and takingcareer development considerations into account;

(e) to prepare a study on the desirability of co-operatingwith Member States, at their express request, for thewidest possible prospection and selection of candidatesat the national level, so as to identify those personswhose qualifications conform most closely to theprovisions of the Constitution (Article VI, paragraphs4, 5 and 6) and who are suitable for posts at the P-l toP-3 levels, the selection of these candidates at thenational level, either by the national authorities or bya suitable body, possibly taking place by means ofcompetitive examinations or any other appropriateprocedure;

(f) to continue to strengthen the existing procedures forthe effective consultation of the staff on suchquestions as recruitment, promotion, the granting ofindeterminate appointments and extensions ofappointments;

(g) to continue to consult, in advance, the members of theExecutive Board with regard to the appointment andpromotion of senior staff (D-l and above);

22. Encourages the Director-General, while bearing in mind hisconstitutional responsibilities in regard to the staff andthe organization of the Secretariat, to continue , inconsultation with the Executive Board, to reorganize andstreamline the structure of the Secretariat so as to ensurethe most efficient, economical and rational execution of theprogramme, taking into account inter alia the following needs:

(a) to study the possibility of continuing to ensure staffmobility within each sector of activity of theOrganization and, when appropriate, between the sectorsin order to achieve an equitable and rationalredistribution of the work-load of the staff and toreduce, while reorganizing the higher echelons, thenumber of senior posts, including those of AssistantDirectors-General;

(b) to study the feasibility of achieving appropriatedistribution and rotation of staff between Headquartersand the Regional Offices and of consolidating andmerging sectors, divisions, bureaux and establishedoffices away from Headquarters;

Invites the Special Committee to carry out an in-depth studyof a comprehensive personnel policy, the terms of referenceof this study to be defined in the light of the relevantresolutions and directives of the General Conference and ofthe Executive Board, of Recommendation F(1) of the TemporaryCommittee concerning staff and of the deliberations of theExecutive Board and the Special Committee on staff questions;

24. Requests the Director-General to submit to the ExecutiveBoard, at its 129th session, a statement on personnel policyat the same time as he submits his preliminary proposalsconcerning the third Medium-Term Plan;

25. Notes with satisfaction the efforts made to improve Unesco’simage among the public;

26. Expresses its satisfaction at the progress made in achievinggreater harmonization between external relations activitiesand public information activities;

The Executive Board,

1. Having examined document 127 EX/ll - 24 C/11 ‘Statement andevaluation of major achievements, impacts, difficulties andshortfalls in the implementation of the programme in1986-1987’,

2. Reaffirms the importance of this document and recommends thatit should be brought to the attention of the General Con-ference with the relevant part of document 127 EX/25;

3. Recommends that the Chairman of the Executive Board shouldemphasize in his report to the General Conference theimportance and utility of document 24 C/11;

4. Considers that document 24 C/11 shows, in both content andemphasis, considerable improvements compared with document23 C/11, in conformity with 122 EX/Decision 5.1.2, andconstitutes an evaluation document that will be particularlyuseful to Member States in their analysis of the DraftProgramme and Budget for 1988-1989 (24 C/5);

political, cultural, educational and all other aspects oflife of society, is impossible without strengthening the roleof women in consolidating international co-operation andunderstanding and peacekeeping,

1. Invites the Director-General to maintain this approachand develop concrete measures to enable women to play adeterminant role in the fields of competence of Unescoand in particular in those related to the improvement oftheir status;

2. Also invites the Director-General, when preparing thenext biennial programme and budget, to consider to theextent possible and within the limit of the totalbudget, the possibility of increasing once more thefinancial resources and the staff allocated to theprogrammes specifically devoted to women;

3. Further invites the Director-General to continue to takeall appropriate measures, in accordance with the rulesin force, to improve the possibilities of promotion forwomen in the Secretariat, taking due account of thecriteria of integrity, efficiency and technicalcompetence, and particularly to facilitate thesubmission of applications from qualified female membersof the Secretariat for vacancies, when they occur, andto report about measures taken and progress achieved inthis respect within the framework of the biennial reporton the status of women to be submitted to the ExecutiveBoard and the General Conference;

4. Appeals to Member States to increase the number of womenamong applicants to posts in the Professional categoryand above, in order to achieve a better balance betweenmen and women within Unesco’s Secretariat;

5. Also appeals to Member States to study ways and means,including by means of legislation, to enable women toplay a determinant role in the fields of competence ofUnesco, and in particular in those related to theimprovement of their status.

5. Noting that the report submitted by Father Bone, followingthe mission entrusted to him by the Director-General, inaccordance with 23 C/Resolution 27, makes reference, on thebasis of observations or conclusions drawn from convincingand concordant testimonies, to several forms of violations ofacademic freedoms,

6. Reaffirms the previous decisions and resolutions of Unescoconcerning the cultural and educational institutions in theoccupied Arab territories, in the form in which they wereadopted;

7. Deeply deplores all violations of academic freedoms, in alltheir forms, as related in the report by Father Bond, andconsiders that these constitute a serious threat to thecultural identity of the Palestinian people and a violationof international legal instruments, in particular theInternational Covenant on Economic, Social and CulturalRights ;

8. Deplores the obstruction and the repression practised by theoccupying authorities against educational and culturalinstitutions in the Palestinian territories and otheroccupied Arab territories, which could threaten the veryexistence of those institutions;

9. Asks the occupation authorities to respect the Geneva andHague Conventions, by cancelling all the measures taken, allthe acts committed, all discrimination regarding taxes andcustoms duties on imported cultural, educational and scien-tific material, and all the military orders issued againsteducational and cultural institutions, and to preserve theacademic freedoms of the universities and other educationaland cultural institutions so that they may conduct theiractivities without let or hindrance;

10. Thanks the Director-General and his representative,Father Bone, for the efforts undertaken to ensure implemen-tation of the decisions and resolutions of Unesco concerningthe aforesaid institutions and commends the high quality ofthe report submitted to it;

11. Recognizes that the co-operation given to enable Father Boneto carry out his mission impartially appears to offer avaluable opportunity for exploring new and constructiveaction under the auspices of Unesco;

12. Recommends to the General Conference that it invite theDirector-General to explore with the relevant partiesfeasible means of engaging Unesco in facilitating andincreasing constructive co-operation to assist Palestinianeducational institutions in playing their appropriateeducational roles in the development of the area, thetransmission of its cultural heritage and the pursuit ofknowledge, in collaboration with other institutions;

1. The Committee shall be composed. of 14 members and 14 alternatesserving in a personal capacity. The members and their alternates shall beappointed by the Director-General.

Recalling decision 5.1.1 (III) adopted by the Executive Boardat its 125th session,

Taking note of the report submitted by the Director-General tothe Board at its 127th session,

Noting the unprecedented economic, legal, biological, psycho-logical, social and cultural changes that are now affectingthe structures and function of the family as a social institu-tion and as a focus of social living and self-fulfilment forall its members, including the elderly,

Recognizing that the concept of the family therefore needs tobe re-examined and expanded in the light of these changes,

Recognizing nevertheless that the family is the basic unit ofsociety and that consequently it plays a fundamental role inthe transmission of cultural and ethical values as part of thedevelopment process,

Taking account of the unique contribution the family can makewithin the context of the cultural identity of its own societyto the promotion of qualities such as tolerance for differentpoints of view and concern for the welfare of societies and tothe promotion of international understanding, peace andrespect for human rights,

Having taken note of Resolution 1987/42 adopted by theEconomic and Social Council of the United Nations,

1. Approves the principle of the proclamation of an Inter-national Year of the Family, the celebration of whichshould stimulate overall reflection on the role of thefamily in the education and self-fulfilment of the childand on the problems and needs of the family on the basisof the results of studies conducted in different socio-cultural contexts, and encourage governments to formulateeconomic, social and cultural policies on behalf of thefamily and incorporate them in the development processwhere and when necessary;

Recalling the Hague Convention and Protocol of 1954 con-cerning the protection of cultural property in the event ofarmed conflict,

Recalling the Geneva Convention of 1949 concerning theprotection of civilians in time of war, particularly thoseprovisions that relate to Unesco’s fields of competence,

Recalling the decisions of the General Assembly and theSecurity Council of the United Nations concerning Jerusalem,

Noting with grave concern the serious factors recounted inthe report by Professor Lemaire (127 EX/12 and Corr.),including:

(a) delays in the implementation of Unesco resolutions anddecisions concerning excavations,

(b) the damage to historic and cultural sites of Jerusalemcaused by the construction of major complexes, such ashousing districts and industrial zones,

(c) demolitions in the Maghribi quarter and of certainhistoric edifices,

(d) the permission granted by the occupying authorities toextremist individuals and groups to settle in theoccupied Muslim quarter and establish ‘yeshivoth’ there,which is seen by the Palestinian population as aprovocation and is apt to give rise to disturbances,

(e) the taking of land by means of expropriation, withoutthe prior agreement of the owners, which has struck ablow at the cultural heritage of the City,

(f) the application of a settlement policy that has broughtabout a profound geographical and demographic change inoccupied Jerusalem, and is intended to be irreversible,

Reaffirming the unique role of the City of Jerusalem in thehistory of mankind and, consequently, the urgent need to takeall appropriate measures to safeguard its cultural character,its homogeneity and its irreplaceable universal value,

Reaffirms the previous decisions and resolutions adopted byUnesco to safeguard all the spiritual, cultural, historicaland other values of the City;

Deplores once again all the acts committed since the occupa-tion of the Holy City, in particular the attempts to occupythe Haram-al-Sharif, the attack on the Dome of the Rock, thearson at the al-Aqsa Mosque, the regular assertion

of the ‘rights of Jews’ over the Haram esplanade and theintention expressed by certain extremist religious groups ofdemolishing the Dome of the Rock;

11. Strongly deplores the carrying out of such serious acts asthe digging of the ’tunnel’ along the west wall of theHaram-al-Sharif and the installation of ‘yeshivoth’ in theMuslim quarter and holds the occupying authorities respons-ible for all their consequences;

12. Deplores the destruction and modifications suffered duringthe occupation by the monumental heritage and the traditionalhistorical site of the City;

13. Thanks the Director-General for all the efforts he has madeto ensure the implementation of Unesco’s decisions andresolutions;

14. Once again urgently draws the attention of the internationalcommunity to the deterioration of the Islamic cultural andreligious heritage and invites Member States, foundations andindividuals to support the efforts of the Waqf, the owner ofthis heritage;

15. Invites the Director-General:

(a) to continue, so long as Jerusalem remains occupied, toensure the strict application of Unesco’s decisions andresolutions relating to the safeguarding of the City’scultural heritage;

(b) to submit to it at its 130th session a global report onthe modifications undergone by the City of Jerusalem inUnesco’s fields of competence as a result of theoccupation;

16. Decides to place this question on the agenda of its130th session, with a view to taking such decisions as may berequired by the situation obtaining at the time of thatsession.

The General Conference,

Having examined the reports of States on the action taken bythem to implement the Convention on the Means of Prohibitingand Preventing the Illicit Import, Export and Transfer ofOwnership of Cultural Property,

Recognizing the importance and value of the action taken onthe implementation of the Convention as described in thereports received,

Noting however that, as at 24 September 1987, only 60 Stateshad deposited their instrument of ratification or acceptanceof the Convention, a fact which limits its effective impact,

Considering that action against illicit traffic in culturalproperty urgently needs to be strengthened at the national aswell as international levels,

1. Reiterates the invitations which it addressed to Statesin 22 C/Resolution 11.4 and which concern measures to betaken to strengthen action against illicit traffic ofcultural property at the international and nationallevels and, in particular, its invitation to States tobecome parties, if they are not so already, to theConvention on the Means of Prohibiting and Preventingthe Illicit Import, Export and Transfer of Ownership ofCultural Property;

2. Calls the attention of all States to the importance ofdrawing up national inventories of cultural property andof training specialized personnel to ensure the adequateprotection of the cultural heritage and invites theDirector-General to provide all possible assistance toStates to this end;

3. Invites States to which illegally exported culturalproperty is often conveyed and which have not yetratified the Convention to examine the systems adoptedby certain States Parties to regulate the import ofcultural property;

4. Invites each State to facilitate the rapid circulation,where appropriate through the relevant internationalorganizations, of all useful information which couldcontribute to the suppression of illicit traffic ofcultural property, and in particular, so far as ispossible, of lists of stolen objects;

5. Invites States and the Director-General to pursueactivities aimed at strengthening regional co-operationin this field;

6. Recommends that States consider the possibility ofconcluding bilateral agreements for the restitution ofillicitly exported cultural property;

ARTICLE I

An International Scientific Committee for the drafting of a GeneralHistory of Latin America, hereinafter referred to as ‘the Committee’, ishereby established.

The Committee shall be in charge of the preparation and drafting ofa General History of Latin America. It shall bear sole intellectual andscientific responsibility for the work.

ARTICLE III

(a) The Committee shall consist of 21 members appointed as follows:

fourteen (14) members from the Latin America region; and

seven (7) members from other regions.

(b) The members shall be chosen for their scientific reputation in thefield of Latin American history.

(c) The members shall be appointed in their personal capacities by theDirector-General for the duration of the Committee’s mandate andshall on no account represent an institution, a government or acountry.

(d) The Committee shall associate with its work eminent personalities,research workers and learned institutions, who may be consulted onproblems that may come up before the Committee. They shall have thetitle of corresponding members or associated institutions.

(e) The Director-General shall appoint other members to replace any whodie, resign or fail to participate assiduously in the Committee’sproceedings.

(b) At the beginning of each ordinary session, the Committee shall electa President, four Vice-Presidents and a Rapporteur, who shallconstitute the Bureau of the Committee. The Bureau shall remain inoffice until the election of a new Bureau. Members of the outgoingBureau shall be eligible for re-election. The Bureau shall meet asoften as may be necessary for the satisfactory execution of theproject, at the convocation of the Director-General. In the intervalbetween its sessions, the Bureau shall see that the programme laiddown by the Committee is carried out.

ARTICLE VI

(a) The Committee shall determine the programme for the preparation andpublication of the work. It shall decide on the functions andresponsibilities of the editors of volumes and on the criteria forthe selection of the authors, contributors and corresponding memberswho may assist in the work of drafting or be consulted on particularpoints by the editors of volumes. It shall select the persons andinstitutions that it proposes to associate with the work of drafting.

(b) The Committee shall transmit the manuscripts of volumes to theDirector-General when it considers that they are ready forpublication.

(c) The Committee shall also be responsible for supervising thepreparation of the abridged editions and, more generally, thetranslation of the different editions into various languages.

(d) The Director-General shall inform the Committee periodically of theprogress of publication of the volumes of the work.

(d) The Director-General shall inform the Committee periodically of theprogress of publications of the volumes of the work.

ARTICLE VII

The secretariat of the Committee shall be provided by the Unescoofficial or officials appointed for that purpose by the Director-General.

ARTICLE VIII

The editors of volumes shall be chosen by the Committee. They may bechosen from among the members of the Committee or from outside it.The Director-General shall conclude contracts with them for thepreparation and drafting of the volumes. The Committee shall appointa chief editor and not more than two co-editors for each volume.They shall be responsible to the Committee or, between its sessions,to the Bureau, for putting the texts into final form, for providingmaterial for illustrations, and, in general, for all the scientificand technical aspects of the work.

The editors of volumes are responsible for co-ordinating andsupervising the work of the writers, whatever their origin andlevel, who are working with them. They are scientificallyresponsible for the execution of the contracts concluded betweenUnesco and the contributors. They shall submit, every six months, awritten report to the Bureau on the progress of the work under theircharge. In the event of conflict between the editor and co-editorsor with the authors, appeal shall be made to the Committee.

ARTICLE IX

(a) The editors of volumes shall establish the list of authors orcontributors whom they wish to choose, in conformity with thecriteria recommended by the Committee. This list shall be submittedto the Committee for its approval and for transmission to theDirector-General. The Director-General shall conclude contracts withthe authors and contributors so designated.

(b) The chief editor of each volume shall ensure that the manuscriptsare submitted within the time-limits stipulated by the contracts inaccordance with the production timetable.

ARTICLE X

The Director-General may at any time ask members of the Committee orthe Bureau to give their opinion on any question by correspondence.

ARTICLE XI

The Committee shall adopt Rules of Procedure, which shall besubmitted for the approval of the Director-General. The Rules ofProcedure shall contain the necessary provisions for the application ofthe present Statutes.

ARTICLE XII

The Committee, after each of its sessions, shall report to theDirector-General on the progress of the work.

ARTICLE XIII

Unesco shall be responsible for the travel and subsistence costs ofthe members of the Committee but not of observers.

ARTICLE XIV

The mandate of the Committee shall end at a date which the GeneralConference shall fix, or shall authorize the Director-General to fix, forcompletion of the work.

ARTICLE XV

These Statutes may be amended by the Executive Board on its owninitiative or on the proposal of the Director-General.

Statutes of the International Commission for the New Edition of theHistory of the Scientific and Cultural Development of Mankind

ARTICLE I - ESTABLISHMENT

An International Commission for the New Edition of the History of theScientific and Cultural Development of Mankind, hereinafter referred toas ‘the Commission’, is hereby established.

ARTICLE II - AIMS AND OBJECTIVES

1. The Commission shall be responsible for preparing a History of theScientific and Cultural Development of Mankind. It shall take intoaccount the accuracy of facts and events, recent progress in research andmethodology and, in particular, the contribution of oral traditions tohistorical knowledge. To that end, the Commission shall make sure thatlight is thrown on the contribution to the scientific and culturaldevelopment of mankind of the civilizations that were not sufficientlytaken into consideration during the preparation of the first version ofthe History of the Scientific and Cultural Development of Mankind. Itshall also make sure that any revision reaches the widest possiblepublic, through the medium of cheap editions and versions in the largestpossible number of languages, and can be periodically updated.

2. The International Commission shall bear intellectual and scientificresponsibility for the project.

ARTICLE III - MEMBERSHIP

1. The Commission shall consist of 38 members sitting in their personalcapacities and appointed by the Director-General of Unesco.

2. The Director-General shall appoint other members to replace any who,through death or resignation, or for other reasons, are permanentlyprevented from taking part in the work of the Commission.

3. He may terminate the mandate of the Commission, of the Bureau or ofone or more of its members.

4. The members of the Commission shall be eminent academics andresearch workers. They shall be chosen on the basis of their scientificcompetence, their academic experience and the value of their work.

5. All geographical regions shall be equitably represented on theCommission and in its subsidiary bodies.

6. The age limit for serving on the Commission and on the Bureau shallbe not more than 72 years of age, on condition that the person concernedhas held office for at least three years. Persons reaching the age limitshall become honorary corresponding members.

ARTICLE IV - BUREAU

1. The Bureau shall consist of 15 members elected by the Commission. Itshall be convened by the Director-General at least twice a year and asoften as required for the satisfactory execution of the project. Bydelegation of the Commission, between its sessions, the Bureau shall seethat the programme laid down is carried out. It shall keep theDirector-General and the Commission informed through periodic reports.

2. The term of office of members of the Bureau shall be five years. Atthe end of this period, while remaining members of the Commission,members of the Bureau shall be replaced by other Commission members fromthe same geographical region, chosen from among those who have not yetserved on the Bureau.

3. The Director-General shall appoint the President of the Commissionin consultation with the members of the Bureau.

ARTICLE V - MEETINGS

1. The Commission shall be convened by the Director-General of Unescoand shall normally hold one session in each biennium, except in the caseof force majeure. In case of necessity, the Bureau may propose to theDirector-General an extraordinary session of the Commission.

2. The Director-General shall determine the place and date of themeetings of the Commission, of the Bureau and of any other subsidiarybody.

3. The Director-General or his representative shall attend the meetingsof the Commission, the Bureau and any other subsidiary body, and shallparticipate in the work without the right to vote. He may, at any time,make written or oral observations on any matter under examination.

4. The Director-General may, acting on the proposal of the Commissionor on his own initiative, invite research institutions, national orinternational organizations, whether governmental or non-governmental,cultural and scientific associations and scientists to participate in thework of the Commission as observers or corresponding members.

5. Scholars and scientists organized into multidisciplinary committeesin universities, academies and national or international research centresmay express opinions or make their contributions to the work of theCommission, which may appoint them as corresponding members. TheSecretariat shall endeavour to encourage the establishment of suchmultidisciplinary committees and the nomination of prominent academics ascorresponding members.

6. The Commission shall adopt Rules of Procedure which shall besubmitted to the Director-General for his approval.

ARTICLE VI - PREPARATION OF THE VOLUMES

1. The Commission shall appoint one, two or three chief editors foreach volume, as well as a maximum of three or four co-editors. The chiefeditors of any one volume, or their co-editors, shall not come from thesame country or the same region of the world.

2. The volume editors and co-editors shall be chosen by the Commissionor its Bureau. They may be chosen from within or from outside theCommission. They shall be responsible to the Commission and, between itssessions, to the Bureau, for putting into final form the texts andmaterial, for illustrations and for all the scientific and technicalaspects of the work.

3. The chief editors for each volume shall have authority toco-ordinate the work of the writers, whatever their origin and level, whoare working with them. They shall be responsible to the Bureau and theCommission. They shall be assisted by the co-editors. In the event ofconflict between the chief editors or between chief editors andco-editors, appeal shall be made to the Bureau or to the Commission.

4. The age limit for appointment as volume editor shall be not morethan 72 years of age. Chief editors of volumes who have completed theirwork shall become scientific advisers to the Commission and may, in thiscapacity, be invited to attend the meetings of the Bureau and theCommission without the right to vote.

5. The Commission or the Bureau shall replace any chief editor whodies, resigns or fails to participate in a given number of meetings asstipulated in the Rules of Procedure.

6. The Commission or, between sessions, its Bureau shall decide on thecontent of each volume and on the function of the chief editors and oftheir co-editors, and on the criteria for the selection of authors.

7. The Commission or the Bureau shall establish the list of authors onthe proposal of the chief volume editors and their co-editors. TheDirector-General of Unesco shall conclude contracts with the authorsdesignated by the Bureau or by the Commission.

8. The recommendations of the Commission and of the Bureau concerningthe implementation of the programme shall be duly mentioned in the reportsof their sessions and shall be submitted to the Director-General.

9. The volume editors shall give progress reports to the Commission orto the Bureau. The Commission shall provide the Director-General, at theend of each of its sessions, with a report on the progress of the project.

ARTICLE VII - WORKING LANGUAGES

The working languages of the Commission shall be the workinglanguages of the General Conference.

ARTICLE VIII - SECRETARIAT

The secretariat of the Commission shall be provided by the staffmember appointed to that effect by the Director-General of Unesco. Heshall attend all the sessions of the Commission and the Bureau and allother meetings.

ARTICLE IX - AMENDMENTS AND OTHER PROVISIONS

1. The present Statutes may be amended by the Executive Board, on theproposal of the Director-General of Unesco.

2. The Rules of Procedure shall contain the necessary provisions for theapplication of the present Statutes.

3. The General Conference or the Executive Board shall terminate themandate of the Commission on completion of the work assigned to it inaccordance with the resolutions of the General Conference adopted at itstwentieth and twenty-third sessions.

Members of the Joint Consultative Committee

1. The Joint Consultative Committee shall be composed of sevenmembers appointed by mutual agreement between the Director-Generalof Unesco and the Director-General of WIPO, taking into accountthe need to ensure, as far as possible, appropriate geographicaldistribution.

2. The members of the Committee shall act in a personalcapacity. Their term of office shall be four years and shall berenewable.

3. In the event of the resignation, incapacity or death of amember, the Directors-General shall designate a replacement forthe remainder of the term of that member.

Underlines the importance, in this connection, of enhancing thecapacity of developing countries to assess their specifictechnical co-operation needs in Unesco’s fields of competence,and of providing direct support to Member States in theelaboration of sectoral and subsectoral strategies andprogrammes in Unesco’s fields of competence;

6. Expresses the wish that development-funding bodies make fulluse of the existing technical capacity within Unesco and otherUnited Nations organizations in project identification,formulation and implementation;

7. Notes with satisfaction the progress made in intensifyingco-operation with other agencies and organs of the UnitedNations system and invites the Director-General to reinforceand promote this co-operation;

The Executive Board,

1. Recalling 126 EX/Decision 7.4,

2. Appreciating the co-operation in the implementation of theabove-mentioned decision extended to the Working Group by theSecretariat and by the non-governmental organizations concerned,

3. Noting the report of the Working Group in document 127 EX/27and the observations of the Committee on internationalnon-governmental organizations on that report (127 EX/47),

4. Considers at this stage that the Directives concerning Unesco’srelations with international non-governmental organizationsremain adequate to govern those relations;

5. Also considers, however, that it is important for the ExecutiveBoard to see to it that these Directives are applied moreeffectively and to study improvements that could be made in therelations between Unesco and NGOs;

6. Notes in particular the relevance of paragraphs VI .l, 2, 8, 9and 11 of the Directives, relating to subventions granted toNGOs ;

7. Requests its Committee on NGOs, in co-operation with theSecretariat, to engage in direct consultations with NGOs inorder to obtain information from them before the Board takesdecisions with regard to subventions;

8. Further requests its Committee on NGOs to consider the questionof the equitable treatment of NGOs, particularly in respect ofsubventions, contracts and other forms of financial assistance,taking into account the specific characteristics of theOrganization’s different fields of competence;

9. Recommends that its Committee on NGOs study ways and means ofimproving its methods of work so as to discharge moreeffectively its obligations;

Noting that the Director-General estimates the deficit in thebudget for 1986-1987 due to the depreciation of the UnitedStates dollar at $39,750,000, out of which a further$l,OOO,OOO could be absorbed from within the budget by the endof the biennium,

Recognizing, however, that, at a time when Member States arefacing financial difficulties, their provision of theadditional contributions required to cover the supplementaryestimates would place a heavy burden upon them,

Invites the Director-General to submit to the GeneralConference a third detailed report on supplementary budgetestimates and again urges the Director-General to continue tomake further economies with a view to avoiding, to thegreatest extent possible, additional contributions by MemberStates;

4. Notes also that the study prepared by the Director-General inresponse to 23 C/Resolution 34.3 (126 EX/35) and thecomplement to this study (127 EX/35 and Add. ) prepared inaccordance with 126 EX/Decision 8.4, are being submitted tothe General Conference under cover of document 24 C/49;

Recommends to the General Conference the introduction of afinancial incentive formula, with or without a trial period,for distribution of interest earned on the General Fund, inaccordance with the timing and amount of contributions paid,and invites the General Conference, if it is in agreement withthis recommendation, to decide between:

(a) a linear formula (OECD method);

(b) a cube-root formula (ICAO method);

(c) a square-root formula (intermediate system described inparagraph 9 of 127 EX/35).

(b) the Director-General should be authorized to enter intoan agreement with one or more banks for the forwardpurchasing of the necessary amount of French francs forthe entire biennium 1988-1989 at a fixed exchange rate;

on the understanding that no additional costs for MemberStates will arise or additional reserves be established;

Further decides to recommend to the General Conference toauthorize the Executive Board, in connection with the generalreview of the budgeting techniques of the Organization, tostudy all possibilities of a long-term solution of the problemof the effects of currency fluctuation, including inter aliasystems of reserves, split-level assessment, forwardpurchasing of French franc requirements or any othertechniques, which could be used for the preparation of futureC/5 documents and to inform the General Conference on theresults thereof at its twenty-fifth session;

4. Recalling 126 EX/Decision 4.1F, in which it requested theDirector-General to carry out a study on the measures thatcould be taken to reduce the effects of currency fluctuationon Member States’ contributions,

5. Reiterating that, owing to the depreciation of the dollar,Part VIII, ‘Currency fluctuation’, of the Draft Programme andBudget for 1988-1989 records a substantial increase over thesum approved for the same purpose in the Programme and Budgetfor 1986-1987,

6. Takes note of document 127 EX/36, Part B of which contains atable showing the effects of currency fluctuation on rates ofexchange of Member States’ currencies vis-à-vis the US dollar;

7. Requests the Director-General to ask the United NationsCommittee on Contributions:

(a) to take into consideration the differing repercussions onthe financial contributions of Member States of currencyfluctuations stemming from the internationalexchange-rate situation; and

(b) to take into account inter alia the various opinionsexpressed by several Member States within Unesco ’ sExecutive Board about the effects of currency fluctuationon their relative capacity for payment when the nextscale of assessments of the United Nations for 1989-1991is being established.

Considers that the interests of the Organization would be bestserved if for the future the policy governing the use andmanagement of the Working Capital Fund were to reflect theobjective that, in principle, it should serve one singlepurpose, that is, to finance authorized budgetary expenditurespending receipt of assessed contributions expected to be paidby Member States during each year of the financial period;

Decides to recommend to the General Conference that the levelof the Working Capital Fund be maintained at $15,000,000;

Having noted that the Director-General had advanced$13,500,000 from the Working Capital Fund as at 31 December1986, pursuant to 23 C/Resolution 35.1 (i), to financeunamortized construction costs already incurred, thus leavingonly $1,500,000 available for financing the programme of workof the Organization pending receipt of contributions,

Considering it desirable to repay to the Working Capital Fundthe advances of $13,500,000 mentioned in paragraph 7 above assoon as possible, so as to replenish the Fund in order for itto be available to finance the programme of work pendingreceipt of supplementary contributions,

Decides to recommend to the General Conference that theOrganization’s unamortized construction costs should be fullyamortized no later than 31 December 1993 by ensuring thatappropriate provision is made for that purpose in Part VI ofthe budget in the next three biennia, it being understood inprinciple that those measures should not result in an increaseof the budget base;

10. Decides further to recommend to the General Conference toauthorize the Director-General, on the basis of the decisionthat it will take on the level of the Working Capital Fund for1988-1989, to contract loans to the necessary minimum amountafter all possibilities of reimbursements to the WorkingCapital Fund have been exhausted.

9.3 Commemoration of the 600th anniversary of the death of the Iranianpoet Khajeh Shams Od-Din Mohammad Hafez Shirazi (127 EX/23 andCorr.)

The Executive Board,

1. Considering that the international celebration of theanniversaries of eminent intellectual and cultural figurescontributes to the achievement of Unesco’s objectives and tointernational understanding,

2. Recalling 18 C/Resolution 4.351 of the General Conference,concerning the commemoration of great personalities who haveleft an imprint on the development of mankind,

3. Bearing in mind 23 C/DR.250, proposed by several MemberStates at the twenty-third session of the General Conferencein Sofia, which calls on Unesco to use all the means at itsdisposal (translations, publications, etc.) to encourage andfacilitate the dissemination of Persian culture andliterature,

4. Considering the great importance of the work of Khajeh ShamsOd-Din Mohammad Hafez Shirazi and his tremendous influence onPersian literature and on other world literatures andcultures,

5. Aware of the high esteem in which Hafez is held by countriesand peoples familiar with the Persian language and literature,

6. Recalling that the 600th anniversary of the distinguishedpoet’s death falls in 1988 or 1989,

7. Requests the Director-General to associate the Organization,as far as is possible, with the various activities to beundertaken in 1988 and 1989, with a view to studying Hafez’slife and work and the different aspects of his philosophical,mystical and poetical thought;

8. Invites the Director-General to consider the possibility ofhaving ‘Hafez’s Divan’ translated for the ‘Collection ofRepresentative Works’;

9. Recommends to the Member States of Unesco that they use allthe means at their disposal to commemorate this great poet.

9.4 Tribute to the Director-General

The Executive Board,

1. Recalling that Mr Amadou-Mahtar M’Bow, after having been anelected member of the Executive Board of Unesco from 1966 to1970, joined the Secretariat in 1970 and served successively asAssistant Director-General, Education Sector, and asDirector-General,

2. Further recalling that, on 14 November 1974, he was appointedto the office of Director-General by the General Conference atits eighteenth session, and that, on 27 September 1980, hisappointment was unanimously renewed by the General Conferenceat its twenty-first session for a second term, which willexpire on 14 November 1987,

3. Considering that Mr Amadou-Mahtar M’Bow, in discharging hishigh responsibilities, has never ceased to exert himself to theutmost in the service of the Organization and that, by theclarity of his vision of the Organization’s mission, hisincisive grasp of the problems of the modern world, his dynamichumanism and his unremitting efforts to secure a consensus andfull participation by Member States, National Commissions andintergovernmental and non-governmental organizations inUnesco’s activities, he has contributed signally to giving theOrganization an unprecedented impetus and range of influencewhich have enabled it to make substantial advances in servingthe international community, and to become an effective forcein the effort to promote peace, human rights and development,

4. Considering further his thorough understanding of the UnitedNations system and the manner in which he has enabled theOrganization to contribute to its effectiveness, and to makeits voice heard and play its due part within the system,

5. Convinced that the example he has set, which signallyexemplifies the virtues of international intellectualco-operation and the international civil service and is asource of pride to the Secretariat of which he was a member andwhich he has led with such distinction, will continue in thefuture to inspire all those who, in whatever capacity,endeavour to put into practice the Organization’s ideals,

6. Appreciative of the mutually respectful co-operation whichdeveloped between him and the Executive Board in shoulderingthe tasks attributed to them both by the Constitution and theGeneral Conference,

7. Pays solemn tribute to Mr Amadou-Mahtar M’Bow at its plenarymeeting on 2 November 1987, and conveys to him its profoundgratitude;

8. Expresses the hope that the coming years will afford him manysources of satisfaction and offer him further opportunities ofgiving the international community the benefit of hisexperience and of his tireless devotion to the great causes ofhumanity.

ANNOUNCEMENT CONCERNING THE PRIVATE MEETINGS HELD ON 6, 7, 8, 9, 13, 14,16, 17 and 18 OCTOBER 1987

6.4 Submission of nominations for the offices of President andVice-Presidents of the General Conference and for the offices ofChairmen of the Commissions and Committees

At its private meeting on 13 October 1987, the Executive Boarddecided to recommend that, for its twenty-fourth session, theGeneral Conference should increase the number of Vice-Presidentsfrom 32 to 35 and, for this purpose, suspend application of theprovisions of Rule 25 .l and Rule 38.1 of the Rules of Procedure ofthe General Conference in respect of the number of Vice-Presidentsmentioned therein.

The Executive Board, at the same private meeting, decided tomake recommendations concerning nominations for the offices ofPresident and Vice-Presidents of the General Conference and for theoffices of Chairmen of the Commissions and Committees, taking intoaccount the equitable geographical representation of all theelectoral groups.

3.2 Report by the Committee on Convent ions and Recommendations:Examination of communications transmitted to the Committee inpursuance of 104 EX/Decision 3.3 (127 EX/3 PRIV.)

At its private meeting on 14 October 1987:

(a) the Executive Board examined the report of its Committee onConventions and Recommendations concerning the communicationsreceived by the Organization on the subject of cases andquestions of alleged violation of human rights in Unesco’sfields of competence;

(b) the Board took note of that report and endorsed the wishesexpressed by the Committee.

9.1 Nomination of a candidate for the post of Director-General of Unesco

The Executive Board held private meetings on 6, 7, 8, 9, 13, 14,16, 17 and 18 October 1987 to examine item 9 .l of its agendaconcerning the nomination of a candidate for the post ofDirector-General of Unesco.

In accordance with the provisions of the Constitution and ofthe Rules of Procedure, the Board decided by secret ballot tosubmit to the General Conference at its twenty-fourth session thenomination of Mr Federico Mayor (Spain) to the post of Director-General of Unesco.

At its last private meeting, the Executive Board drew up thedraft contract of appointment between the Organization and theDirector-General, for submission to the General Conference at itstwenty-fourth session.
