C.3 TMA Program Objectives Through the development and deployment of customized solutions defined in the Key Service Areas described in C.4, TMA will strive to accomplish the following objectives for our customer agencies: Improve their abilities to accomplish their assigned critical missions; Increase their organizational efficiency; Improve their utilization of best industry practices; Support future initiatives and innovations; and Maximize their return on investment in training and human capital funding. C.4 TMA Contractor Objectives As result of TMA’s research into the categories of training and HR management assistance needed over the next five years, and in light of TMA’s program objectives, TMA has identified two Key Service Areas in which to award task orders. The contractor shall provide the following types of customized solutions for each Key Service area as directed in individual task orders: a. Key Service Area: Customized Training and Learning Solutions (i) Conduct comprehensive front-end requirements analysis and diagnostics; for example, performance needs analysis that would support classroom based training programs and electronic performance support standards. Accurately capture performance problem areas and root causes. Determine the optimal training/learning intervention solution(s) that will resolve customer performance problems and meet project goals and objectives. (ii) Determine a responsive, innovative training/learning solution design that ensures requirements traceability and effectively controls the solution development effort. Document the solution design approach in the project Management Plan (SOO C.9, Task 0) (iii) Develop the training/learning solution(s) using cost- efficient, schedule-responsive processes and industry best practices. Ensure solution design objectives and customer requirements will be fully satisfied by the developed solution(s) prior to full-scale implementation. (iv) Implement the developed training/learning solution(s). Ensure that all relevant and essential implementation actions are taken to ensure successful solution readiness and delivery. Solutions may be comprised of or include components which have not been

Ensure evaluation feedback and results are incorporated into improved solutions and continuous improvement.(vi)Customized training/learning solutions include, but are not limited to, the following examples: Classroom based training programs Technology-enabled learning interventions Blended learning solutions Print-based instructional materials Web-based job aids and performance support strategies, including enterprise-wide solutions such as help desks or call centers Electronic Performance Support Systems CD-ROM-based performance support solutions PDA-based performance support solutions Consulting Learning systems development and integration Training Knowledge Management Training implementation and program management office (PMO) support, to include such activities as course delivery, web-hosting, and copying of instructional materials, for such enterprises as training departments, corporate universities, school houses, and human resources departments. Training program evaluation.b. Key Service Area: Customized Human Capital Solutions(i)Conduct comprehensive front-end requirements analysis and diagnostics. Accurately capture performance problem areas and root causes. Determine the optimal human capital intervention solution(s) that will align human capital management with an agencys mission to ensure the management, appraisal, compensation and retention of a high-quality and diverse workforce. (ii)Determine a responsive, innovative human capital solution design that ensures requirements traceability and effectively controls the solution development effort. Document the solution design approach in the project Management Plan (SOO C.9.0)(iii)Develop the human capital solution using cost-efficient, schedule-responsive processes and industry best practices. Ensure design objectives and customer requirements will be fully satisfied by the developed solution(s) prior to full-scale implementation. (iv)Implement the developed human capital solution(s). Ensure that all relevant and essential implementation actions are taken to ensure successful solution readiness and delivery. Solutions may consist of or include components which have not been developed under the TMA contract. Such support will be provided not only within OPM but to agency organizations outside of OPM that have human capital or training missions. Program evaluation.
