B RRT Commandmg Officer

The RRT Commandmg Officer reports dlrectly to the NEMLEC Control Chief and/or Asslstant

Control Ch1ef(s) In the absence of the NEMLEC Control þÿ�C�l�'�1�l ¬�for ASS1Stant Control Ch1ef(s) he

v1ll report to the Ch1ef of Pohce or lus desxgnee of the requesttng NEMLEC Pohce Department

The RRT Commandmg Offlcer shall be respons1ble for the operattons plannmg developmenttrnplementanon and evaluation of trarnmg as Well as for the overall readiness of the RRT and

SW KT teams He shall ensure that all team members are properly and adequately uniformed and

equtpped He shall also mamtam a close workrng relanonslup with the NEl/ILEC School Threat

Assessment and Response Sx stem (ST RS) Team and the NEMLEC Motor Unlt

The RRT Commander shall malntaln a lugh le el of umt d1SC1PllI1C and morale He shall at least

annually subnut a þÿ�V�1�'�1�I�[ ¬�1�]report to the NEMLEC Execume Board descrrbmg the readmess of the

RRT and SWAT teams and descnbmg any deflclc-:nc1es that must be addressed

The RRT Execuuve Ofhcer reports dtrectly to the RRT Commandmg Officer and assumes the

act1vat1ons to the NEMLEC ofice He shall coordmate the efforts of the varrous specrahzed teams

responsrble for the mventory and catalogurng of all RRT ass1gned equrpment and velncles At least

once each year the RRT Execunve Officer shall conduct an mventory of all RRT ass1gnedequlprnent and shall provlde copres of the accounung and Endrngs of the mventory to the Control

Chlef Command1ng Oficer Fmance Commrttee the Execuuve Board and a copy to the NEMLEC

Durmg a tacucal operauon the RRT Execuuve Officer shall 2SS1St the RRT Com.mander 1n

responsrble to provlde a h1gh level of spec1al1zed SWAT trauung for the SWAT Team He shall

mamtam a hlgh level of un1t d1sc1phne and morale He shall ensure that the SWAT Team IS properlyand sufHc1ently equtpped He shall record the SWAT Team attendance and report and deHc1enc1es

to the RRT Commandmg Oficer He shall Submit a umt status report to the RRT CommandmgOfEcer at least once annually or as often as necessary He shall provlde a full complement of SWAT

Oficers and have rn place a program to evaluate and test apphcants for the SWAT Team

The SWAT OIC 1S respons1ble for the IIIVCDIOIY and catalogumg of all SWAT assrgned eqmpmentand vehrcles At least once each year the OIC shall conduct an lnventory of all SWAT asslgnedeqmpment and shall prov1de cop1es of the accounung and findmgs of the mventory to the Control

II Act1vat1on Procedures

The purpose of these actrvatron procedures IS to provlde a procedure for acnvanng the NEMLEC

RRT/SWAT Teams

Only a NEMLEC Police Cluef or Sher1ff or his desrgnee may request acnvanon of the RRT and/or

SWAT Team The authorlzed person from the requestrng NEMLEC Department must contact the

North Andover Pohce Department @ (978) 683 3168 North Andover Pohce Department wrll

Contact the Control Chlef of the RRT or h1s des1gnee who w1]l decrde what resources if any wlll be

acnvated after consultatron wrth the officrals from the requestrng NEMLEC Department

The actrvanon of the RRT and/or SWAT will be done by the officlals at the North Andover Pohce

Department dispatch center uslng a TIOUEICHUOII system establlshed for RRT/SWAT groupacnvatlon The Boston Area Pohce Emergency Radio Network (BAPERN) radro system usrng Tac

3 and the telephone wlll be used 1f necessary KRT/SWAT officers are requrred to notlfy thelr

respectrve departments and follow therr departments protocol before responding RRT/SWAT

officers shall Contact the North Andover Pohce Department and advlse 1f they are responding

III Response Procedures

WhJ1e responding to and from a request for asslstance RRT and/or SWAT officers shall operatetherr vehrcles pursuant to the NEMLEC pol1cy #8 Dye QFNEMLEC I/e/an/ex and rn all cases wrth

due regard for the safety of all persons When operatmg a NIZMLEC owned þÿ�V�C�l�'�l�_�1�C�l ¬departmentowned vehicle or personal vehicle the officer shall operate the vehlcle ln a safe and reasonable

manner for the crrcumstance mcluding the use of warmng hghts and/or slrens durrng emergency

response while obeyrng all laws and rn accordance wrth member pohcles and procedures

NEMLEC recogmzes that the raprd response and presence of a hlghly tralned operatlonal unrt can

resolve dangerous slmanons wrth a mrnrrnal use of force Sound tactics planning and teamwork

frequently result rn the resolunon of SCIIOUS sltuanons Wltll a muumum of danger to the pubhcpolice officers and offenders Reasoned restralnt when approprlate coupled with the capablllty of a

sound and nnmedlate response and the abrhty to provrde hfe saving measures when necessary are

the hallmarks of and reasons for the ex1stence of the NEMLEC RRT and SWAT teams As such all

RRT and/or SWAT oficers shall adhere to the NEMLEC pollcy #4 Ure #Force

IV Dperanon Command & Control

Durrng an RRT and/or SWAT acnvatlon the requesting NISMLEC Cl1lCf of Pohce or Sherlff as

the case may be shall retam ox erall author1ty and responsrbrlrty for the sltuauon The NEMLEC

Control Chlef or l'11S deslgnee v1ll have the authorlty and respons1b1l1ty for the planxnng and

executlon of the RRT and/or SWATs response to the specral threat sltuatlon The requestmgNEMLEC department shall be kept abreast of all acuons taken and planned by the RRT and/or

SWAT The requesttng department shall have the authonty to deactlvate the Lllllf at any tlme The

RRT and/or SWAT shall perform all reasonable dunes that the requestlng department reqtures

REGIONAL RESPONSE TEAM APPLICANTS and MEMBERS

Selection of RRT Members

Expectatrons of Acuve RRT Members

All RRT Officers must attend at least seventy five percent (75%) of all trammgsessions per year unless otherwise ecused after a þÿ�I ¬�'�1 ¬�Wand determmatron by the

absences 1n one calendar year the Control Chief shall nonfv the officer and l11S or

her Chief or Qherrff as the case may be that the officer IS no longer a member of the

RRT

pass an annual mandatory phy sical condmomng test Such test shall be 1dent1cal to

the phys1cal condmomng requirements set forth above for apphcants to the RRT

lh1s annual recertification shall be documented with each members success or

fallure by the Control Cl'11Cf or hrs desrgnee and all records shall be forwarded to the

NEMLEC office for filmgAll RRT Officers shall prov1de sufficlent contact lnformanon rn order to be mcluded

111 the NEMI EC paging system as established by the North Andover Pohce

Department d1spatch center

All RRT Officers must perform all other dunes and responslbrlrnes as directed by the

The purpose of this sectlon IS to provlde NEMLEC Cl11CfS shenffs and officers with reasonable

ewpectanons w1th regard to the un1forms and equlpment that each officer and hls or her departmentmust prov1de All RRT Officers must have the necessary equlpment to accomphsh the1r m1ss1on

acceptance 1nto membershipIn additron to the above requ1remenrs apphcants shall submit to an mterv1ew wrth

the Control Ch1ef or h1s deslgnee the RRT/SWAT Commander and the SWAT

Officer rn ChargeApplicants shall undergo and pass a one on one þÿ�1�I�`�1�t�C�f�V�1 ¬�Vand psychologlcalexammanon wrth a llcensed psychologlst ldentlfied by NEMLEC All costs

assoclated w1th such mtervlew and exammatlon shall be pald by the appl1C3.I1l s

departmentApphcants shall undergo a controlled substance abuse screenmg and shall

authorlze the Control Ch1ef or h1s des1gnee to recelve the results of such

screemng AppllC21l1tS who refuse to be tested test posltlve or tamper wlth the test

w1l1 not be e11g1b1e for membershlp on SWAT All costs assoclated Wltll such

screenmg shall be paid by the apphcant s department

rntegriq and ethics all SWAT members will report to the Control Chief and

Commander any civil or criminal complarnt filed agarnst them alleging violation of any

municipal state or federal regulatton or crrminal statute mcludmg the issuance of a

restraining order that would adVersel§ IIIIPHCI therr ability to carry out their dunes rn a

manner consistent with the high standards of SWAT and/or public confidence and trust

expected of members of SWAT

SWAT Equipment and Weapons

The purpose of this section IS to provrde NEMLEC chiefs Sheriffs and officers with reasonable

department must pro1de Lach SWAT officer shall possess all items and equipment referenced

above in RRT Eqtupment In addition to those items each SWAT officer shall be provided by his

or her Department with '1 Nomex }ump stut hood and glox es knee and elbow pads a pair of

NOMEY cut resistant glox es two sets of camo fatigues one field }acket two SWAT t slurts and

one long sleeved t shirt and one SW XT black soft cap

Training for RRT and SWAT Members

All officers assigned to the RRT and/or SWAT shall receive sufflclent trammg to accomplishthexr mission All officers shall be glven a copy of this manual and shall be provided training at

least once annually m 1ts content Officers shall acknowledge recelpt of th1s manual and the

trammg by Slglllflg an acknowledgment form The Control Chief and RRT Commander shall be

responslble for coordmatmg th1s training collecting acknowledgement forms and filing same

wlth the NEMLEC office

Regualincation - SWAT Team Members:

Scenarios for all range exercises are selected by firearms instructors and are drawn from three

sources: the MPTC, the National Tactical Officers Association (NTOA) and the LAPD Law

Enforcement Advanced Development/SWAT.

SWAT team members must participate in range exercises 8 - 10 times annually:Basic marksmanship drills with revolver and semi-automatic pistolQualifications course with revolver and semi-automatic pistolUse of cover drills

Shotgun fundamentals

Shotgun qualifications and patrol rifle qualifications

All officers must score 90% at each exercise by the next training day one to two months after

tryouts. The overall score IS composed of the following criteria.

90% score/Marksmanship - officers must hit 90% of their shots

Pass/Fail - officer performance will be assessed in movement tactics decision-makingand technique

Selected/Authorized team members will also be expected to learn and qualify with submachme

guns and will complete the following drills
