COMMISSIONER’S UPDATE 6:1727/4/17

1. ANZAC Commemorations

Thank you and well done to the St John juniors, cadets and adult leaders who spent many hours of their time both in preparing for and participating in the ANZAC Eve Youth Vigils that took place at war memorial sites in the CBD, suburbs and many local communities last Monday evening. The night was a challenging one as far as the weather was concerned but this did not deter the many young people who “stood their ground” in the spirit of ANZAC.

A huge thank-you also to our numerous members who willingly gave their time to provide communications, logistical support and first aid and medical services, for the thousands of participants and members of the public who marched or witnessed the ANZAC services across the state.

2. I would like to sincerely acknowledge and commend the valuable service provided to the clinical leadership team and to Operations generally, by Rob Elliott and Shane Bolton, both of whom have decided to relinquish their respective Operations roles of Acting State Professional Officer / State Paramedic, and of State Nurse.

Rob has decided it is necessary for him to have more time available to focus upon his professional career role and on his national position as Chief Paramedic, but has indicated he will continue to support St John SA as a volunteer HCP as time permits. We look forward to Rob returning to an operational leadership role in SA when his national tenure concludes.

Shane, especially through his clinical expertise and experience in the fields of emergency and risk management, has made many significant contributions over his 30 years of active service, and particularly through his contribution in the role of State Nurse over the last 15 months. Thank you Shane for your passion for and service to St John and we wish you well in your future endeavours.

Members with any clinical issue they need to address should contact GM Operational Services Kerry Whitehead in the first instance.

3. The first steps in the plan to implement the post Sutton Review recommendations, approved at the February Board meeting, will be taken over the next two months when the CEO and Commissioner will attend a number of open meetings for members to explain the implications arising. Dates and details will be circulated soon.

Third party use of St John SA property- information for insurance cover required

Adequate and comprehensive insurance cover is essential to our operations (the way we work).

However, it has come to light that there are some informal arrangements in place at Divisions whereby third parties (organisations, groups or individuals) have use of St John SA property and facilities.

Ensuring insurance cover is in placeInsurance is essential, to cover if a third party tenant was to suffer injury,cause property / equipment damage, or leave the property unsecured.Furthermore there is no Public Liability cover for third parties unidentified to our insurer.

For St John SA to obtain suitable insurance cover we must advise ourinsurer of third party information. These details must include:

1. patterns of property use (days and times)2. number of third party occupants using the property3. third party contact person and contact details4. designated Divisional contact person.

Without the correct insurance cover St John SA is exposed to significant risk.

Next steps• Area Managers must ascertain from Divisional members what

third parties (if any) are using St John SA property/facilities• Advise [email protected] of the above information.

To support insurance cover, St John SA will additionally develop a Casual Property Use Agreement for approved third parties, detailing agreed costs, term of use, third party contact details and the agreed areas and patterns of use. Finally St John SA will need a copy of the third parties’ Public Liability Certificate to be kept on file.

To reiterate: If the St John SA insurer is not provided details ofthird party use, there will be no insurance cover in place for property, belongings or the occupants.

Fleet GPS Vehicle Tracking Enhancing safety and efficiency

GPS vehicle tracking is a common feature in used in businesses and organisations wanting to provide a safe, economical vehicle fleet and to enhance member safety. GPS vehicle tracking can help to:

Provide data to identify efficiencies, like improving fuel efficiency and service frequency

Enhance member safety, especially when operating in remote or isolated areas.

You may remember a Fleet Replacement Working Group consisting of volunteers and staff was established in early 2015, to identify current and future fleet requirements. During the consultation process the use of GPS vehicle tracking devices was identified as beneficial to assist fleet scheduling, member safety and the utilisation of assets. As such, fleet vehicle users are duly advised:

GPS Tracking Devices will be installed in St John vehicles delivered into fleet post 1 April 2017

The device can supply vital vehicle measurement details (i.e. engine management data, location, movement, speed, engine running time, fuel levels and vehicle temperature)

The information will assist member workplace safety, fleet scheduling and the utilisation of assets.

GPS services can also identify vehicle locations during significant events and for support at times of potential incidents. For example movements prior to incidents, supporting insurance claims and details for SafeWork SA. Information access Data from GPS vehicle tracking is restricted to the immediate Fleet Team staff. Although the device can supply ‘real time’ vehicle positioning and comes as standard on many vehicles, it is not a failsafe system in all environments. Therefore vehicle users should not rely on the GPS Tracking Device functionality to locate the vehicle 100 percent of the time.

Fatigue Management St John SA is committed to the health, safety and wellbeing of its members and the management of fatigue is an integral part of our commitment to ensure all members are ‘fit for duty’. Members working in a fatigued state may not only place themselves at risk, but also those around them, most particularly:

When operating machinery (including driving vehicles) When performing critical tasks that require a high level of concentration Where the consequence of error is serious

Possible Contributors

Extended working hours which may result in a lack of concentration and reduced alertness. This includes volunteers combining their paid and voluntary work

Insufficient breaks within and between working hours which reduces the time for rest and recuperation

High intensity work which may place excessive physical and mental burdens on members

Signs of fatigue

Difficulty in concentration Impaired recollection of timing and events Poor judgement Reduced capacity for effective interpersonal communication Reduced hand-eye coordination Reduced visual perception Reduced vigilance Slower reaction times

PLEASE NOTE: If you are affected by fatigue to a level which may affect your ability to operate effectively, you must not:

Work in an official capacity at any St John Ambulance event Operate a St John SA vehicle (or any other machinery) Transport a client (or any member) in any vehicle

Any member arriving for duty in a fatigued state must be removed from the event immediately and the Commander and/or Supervisor informed if not already aware.
