  • Foreword

    In 2012, WFP continues to implement life-saving operations across the globe to respond to the urgent

    needs of those faced with hunger and food insecurity. This year WFP is targeting nearly 86 million benefi-

    ciaries in 78 countries around the world, delivering assistance to those affected by hunger and undernutri-

    tion as a result of conflict, natural disasters, high food prices, debilitating poverty and food insecurity.

    WFP Operational Priorities briefly describes those selected operations which represent current resource

    mobilisation priorities based on a qualitative and quantitative analysis carried out monthly. For these oper-

    ations, it provides an overview of the pipeline and resourcing status for the current year and the impact of

    shortfalls on targeted beneficiaries for the coming eight month period. Shifting socio-political and economic

    scenarios as well as unfolding emergencies and crises lead WFP to constantly adjust its priority areas and

    activities.

    This November update highlights needs in the following countries: Congo; DR Congo; DPR Korea; Ethiopia;

    Haiti; Iran; Kenya; Madagascar; Malawi; Mozambique; Myanmar; Nepal; Niger; Pakistan; Rwanda; South

    Sudan; Sri Lanka; Swaziland; Syria (including the surrounding region); Uganda; West Africa Bureau; Yemen

    and Zimbabwe.

    Multilateral contributions

    Multilateral contributions are very valuable to WFP. The operational flexibility that such contributions pro-

    vide are an important part of WFP’s ability to respond quickly to those in need. The ten largest multilateral

    donors so far in 2012 are: Sweden; the Netherlands; the United Kingdom; Denmark; Australia; Canada; Bra-

    zil; Germany; Norway; and Ireland.

  • Democratic Peoples Republic of Korea PRRO 200114: Nutrition Support to Women and Children Funding projection for the next 8 months*

    *Does not include an outstanding loan of US$6.3 million Donors so far in 2012: Multilateral Contributions, Brazil, Private Donors, Russian Federation, UN CERF Objectives: To: i) Reduce hunger and undernutrition among women and children by providing nutrition support to improve dietary diversity; ii) Support the Government in reducing hunger and undernutrition through local production of fortified food; and iii) restore and rebuild livelihoods to enhance food security through food for community development (FFCD). Activities: WFP i) provides nutritional support to women and children – food rations to pregnant and breastfeeding women, children in orphanages, child patients in hospitals and paediatric wards and children in nurseries, kindergartens and schools; ii) supports the pro-duction of Super Cereals and nutritious biscuits in 13 local factories; and iii) assists food insecure households with temporary employ-ment by supporting the construction of flood protection structures to improve agricultural production. Impact of shortfalls: The country office will have to start to cut rations and omit beneficiary groups, which may lead to increased mal-nutrition and negative impacts on the nutritional achievements and goals for the PRRO.

    Democratic Republic of the Congo PRRO 200167: Targeted Food Assistance to Victims of Armed Conflict and other Vulnerable Groups Funding projection for the next 8 months*

    *Does not include a pending budget revision of US$19.2 million or outstanding loans of US$14.9 million Donors so far in 2012: Multilateral Contributions, Australia, Brazil, Canada, Congo D.R., Finland, Germany, Japan, Private Donors, Switzerland, UN CERF, USA Objectives: To: i) reduce the prevalence of acute malnutrition in children under 5 and vulnerable women; ii) provide adequate food consumption for targeted households, communities, Internally Displaced Persons (IDPs) and refugees; iii) restore livelihoods, increase access to assets in fragile, transition situations; iv) stabilize enrolment of children, including IDPs and refugees; and v) strengthen Gov-ernment capacity to reduce hunger, including through capacity development strategies and local purchase. Activities: i) General food distributions for the most food-insecure people, including victims of violence, IDPs, returnees and refugees; ii) targeted supplementary feeding for pregnant and lactating women and for children aged 6–59 months; iii) nutritional rehabilitation support for malnourished people living with HIV and AIDS; iv) blanket supplementary feeding supplementary foods children aged 6-23 months in areas with high GAM rates; v) asset rehabilitation – food-for-assets and training; and vi) school meals. Impact of shortfalls: To respond and meet to the increasing and fast-changing needs of IDPs in the areas affected by the current events, WFP urgently requires US$114 million to meet the emergency food and voucher requirements of new IDPs and to provide complementary relief, early recovery and resilience support over the next eight months. A further US$1.5 million is required to support the Logistics Cluster to mobilize 22 additional trucks from the WFP Regional Fleet based in Kampala. UNHAS requires US$1.3 million per month and is currently running a deficit while operational demand is increasing also for cargo flights.

  • Democratic Republic of the Congo EMOP 200480: Emergency support to IDPs affected by conflict in the Eastern Provinces of the Democratic Republic of Congo.

    Funding projection for the next 8 months

    Donors so far in 2012: Multilateral Contributions, China, France, Germany, Republic of Korea, UN CERF, USA Objectives: To address the immediate food needs of new internally displaced persons (IDPs) following the recent conflicts in eastern DRC; it also includes assistance to previously displaced populations and host communities in the Haut and Bas Uele districts. The EMOP will also strive to stabilise the enrolment of girls and boys into primary schools and stabilise acute malnutrition among children 6–59 months of age and pregnant and lactating women. Activities: The immediate needs of recently displaced people are provided by high-energy biscuits. Then a 5-day ration is recommended to ensure a complete food basket. The project also makes use of cash transfers to newly displaced people in areas where markets are functioning, and given the long lead times in the delivery of food assistance across difficult terrain. Impact of shortfalls: To respond to and meet the increasing and fast-changing needs of IDPs in the areas affected by the current events, WFP urgently requires US$114 million to meet the emergency food and cash voucher requirements of new IDPs and to provide comple-mentary relief, early recovery and resilience support over the next six months. A further US$1.5 million is required to support the Logis-tics Cluster to mobilize 22 additional trucks from the WFP Regional Fleet based in Kampala.     SO 200358: Construction and Management of the WFP Humanitarian Logistics Hub at Djibouti Port 2012 Funding Status

    *Information as at 28 October and reflects confirmed contributions.   • Ethiopia PRRO 200290: Responding to Humanitarian Crisis and Enhancing Resilience to Food Insecurity Funding projection for the next 8 months*

    *Does not include outstanding loans of US$16.3 million Donors so far in 2012: Multilateral Contributions, African Development Bank, Belgium, Canada, European Commission, France, Ja-pan, Mexico, Private Donors, Slovenia, UN CERF, United Kingdom, USA Objectives: Aims to enhance community resilience through relief; the Productive Safety Net Programme (PSNP); and Targeted Supple-mentary Feeding (TSF). Specifically: i) help emergency-affected households to reduce the impact of shocks; ii) support PSNP house-holds and communities in improving food security, resilience and recovery from disaster; and iii) through TSF, support food-insecure households in reducing or stabilizing moderate acute malnutrition among children under 5 and pregnant and lactating women. Activities: i) Relief assistance is provided through general food distributions; ii) in the period between January and September 2012 WFP distributed 165,000 mt to 2.9 million beneficiaries; iii) about 40,000 mt was delivered to over one million beneficiaries as food transfers supporting the PSPN; and iv) 14,800 mt of supplementary foods were distributed to 686,000 people in support of the TSF. Impact of shortfalls: The various programmes will be negatively affected as shortfalls will result in reduced or discontinued assistance to people living in highly food insecure areas. The likely result will be: increased malnutrition; use of destructive coping mechanisms such as migration, reduction in the number/quantity of meals; consumption of wild foods; removing children from school; working as cheap labour and begging.

    Ethiopia PRRO 200365: Food Assistance for Somali, Eritrean and Sudanese Refu-gees

    Funding projection for the next 8 months

    Donors so far in 2012: Multilateral Contributions, Australia, Canada, European Commission, Finland, Norway, Private Donors, Saudi Arabia, Sri Lanka, Switzerland, USA Objectives: i) Meet the basic nutritional needs of refugees; ii) ensure refugees meet minimum levels of food security; iii) treat and re-duce acute malnutrition in children, pregnant and lactating women, and other vulnerable refugees with special nutritional needs; iv) stabilize school enrolment of refugee girls and boys in WFP-assisted schools; and v) increase livelihood opportunities in a fragile envi-ronment for refugees and host communities Activities: Within the refugee camps, WFP provides: i) general food rations; ii) ready to use supplementary foods to treat malnutrition among children 6–59 months, pregnant and lactating women, medical cases and other malnourished individuals; iii) blanket supple-mentary feeding to prevent under nutrition among children 6–23 months in those camps with high GAM rates; and iv) school meals. WFP supports food-for-assets activities that target both refugees and local communities in which the refugee camps are located. Impact of Shrortfalls: The refugees are totally dependent on WFP food assistance and nutritional support. Any reduction in any assis-tance could result in a further deterioration of the poor nutritional situation, noting that GAM rates already exceed emergency thresh-olds in some areas.

  • Haiti PRRO 108440: Food Assistance for Vulnerable Groups Exposed to Recurrent Shocks Funding projection for the next 8 months*

Awaiting a budget revision to extend the project until 30 June 2013 Donors so far in 2012: Multilateral Contributions, Brazil, Canada, Colombia, Cuba, Czech Republic, France, Private Donors, South Africa, Switzerland, UN CERF, Union of South American Nations, USA Objectives: To support the Government’s programme for populations affected by natural disasters, economic shocks and civil strife. Specifically: i) save lives and reduce acute undernutrition among disaster victims; ii) strengthen community capacity to reduce risks and adapt to climate variability; iii) increase access to food and restore assets affected by shocks; iv) stabilize children’s participation in education; v) improve the nutrition status of targeted women and children; and vi) build consensus among stake-holders on pro-gramme design and partnership opportunities, including community initiatives. Activities: The recent hurricane Sandy further worsened food security; preliminary results indicate a total of 2 million are classified as food insecure; a country-wide state of emergency was declared by the Prime Minister, who appealed for international aid; there has been an emergency flash appeal for US$39 million (Oct 2012-Dec 2012). WFP distributions started on 5 November for an initial 100,000 people, all vulnerable households that lost their homes to Sandy. The target figure has been revised with authorities and nearly 55,000 people will be reached by WFP. More than 50% of these distributions were completed; WFP is also supporting other agencies to distribute soap and water purification tablets when requested due to potential cholera peaks. Impact of shortfalls: Funding is urgently needed to sustain activities. Due to a pipeline break, from October onwards, Plumpy Sup will be replaced by Super Cereal, oil and sugar rations in supplementary feeding programmes. Immediate cash contributions are needed to address the steadily deteriorating food security situation in the country.

    Iran PRRO 102131: Food Assistance and Education Incentive for Afghan and Iraqi Refugees in the Islamic Republic of Iran Funding projection*

    *A follow-on project is under preparation. Does not include US$1.3 million in outstanding loans. Donors so far in 2012: Multilateral Contributions, Private Donors Objectives: WFP aims to meet the basic food needs of up to 34,000 Afghan and Iraqi refugees living in 18 settlements within 12 prov-inces (including three new settlements in Yazd province). In addition to general food distribution, 3,000 primary and secondary school girls and their female teachers in settlements each receive 4 kg of vegetable oil every month as an incentive to enrol and stay in school. Activities: WFP provides food assistance to 34,000 refugee beneficiaries through a School Meals Programme and in particular supports school girls and their female teachers. Impact of shortfalls: Given the long lead times and relatively small monthly requirements, timely allocation of funds is of paramount importance in order to avoid pipeline breaks, maximize resources, and save on commodity and transport costs.

  • Kenya PRRO 200174: Food Assistance to Refugees Funding projection for the next 8 months*

    *Does not include outstanding loans of US$4.6 million. Donors so far in 2012: Multilateral Contributions, United Kingdom Objectives: The objectives are to: meet the food consumption needs and minimum nutritional requirements of refugees; manage mod-erate acute malnutrition and prevent severe acute malnutrition in pregnant and lactating women and children under 5 through supple-mentary feeding; improve access to micronutrients among pregnant and lactating women and children aged 6–23 months; increase ad-herence to treatment and meet the nutritional needs of people living with HIV, TB patients and people with chronic diseases; maintain enrolment and attendance and reduce the gender disparity in primary schools in the camps; increase enrolment and attendance among disenfranchised young people in training centres; and increase the capacity of host communities to meet their food needs. Activities: General food distributions; health and nutrition interventions; school meals, and take-home rations as an incentive for girls’ education; food for training; and food for assets.

    Impact of shortfalls: Lack of commodities may force a reduction in rations for general food distributions and stop distributions in other activities like food for asset for host communities. This will result in an increase in malnutrition within the most vulnerable members of the refugee community and general insecurity in the area.

    Kenya PRRO 200294: Protecting & Re-Building Livelihoods in Arid & Semi-Arid Areas Funding projection for the next 8 months

    Donors so far in 2012: Multilateral Contributions, Canada, European Commission, Japan, USA Objectives: i) Assist emergency-affected households in reducing the impact of shocks by addressing their food needs; ii) reduce acute malnutrition among children under five and pregnant and lactating women in crisis-affected areas; iii) enhance community resilience to shocks through asset creation, and increase government capacity to design and manage disaster preparedness and risk reduction pro-grammes; and iv) support and re-establish livelihoods after shocks. Activities: Relief assistance includes general food distributions and treatment of moderate acute malnutrition while recovery and transi-tional activities entail the provision of food and/or cash for assets and livelihood creation and resilience building. Preparedness activities cover early warning systems, contingency planning and rapid responses. Impact of shortfalls: Beneficiaries in food insecure households will be negatively affected as shortfalls would most probably lead to re-ductions in rations. This will inevitably result in food security being compromised and could lead to negative coping mechanisms such as skipping meals, selling productive assets, etc.

  • Madagascar PRRO 200065: Response to Recurrent Natural Disasters and Seasonal Food Insecurity in Madagascar

    Funding projection for the next 8 months*

    *Does not include US$3.7 million in outstanding loans. Donors so far in 2012: Multilateral Contributions, Austria, Brazil, Canada, France, Japan, UN CERF Objectives: This operation addresses food needs of vulnerable households arising from the combined effects of tropical cyclones, floods and recurrent droughts. This is done by pre-positioning food stocks in disaster prone areas, thus allowing rapid responses when shocks occur. The operation also supports early recovery through supplementary feeding of acutely malnourished children aged 6 to 59 months living in the shock-affected areas. Furthermore, early recovery is supported through food-for-assets activities, helping commu-nities to restore and rebuild lives and livelihoods during the lean season. Activities: i) General food distributions; ii) Food/Cash for Assets; and iii) treatment of moderate acute malnutrition for children from 6 to 59 months. Impact of shortfalls: Failure to provide resources will expose a large number of vulnerable people to a deterioration of their nutritional status as well as a decrease of their resilience capacity in a context where seasonal climatic shocks are the norm.

    Myanmar PRRO 200299: Supporting Transition in Myanmar by Reducing Food Inse-curity and Undernutrition Among the Most Vulnerable

    Objectives: This operation supports national reconciliation efforts, by reducing poverty, food insecurity and undernutrition and increasing resilience amongst the most vulnerable communities. Specifically the project has the following key objectives: to prepare for and respond to recurrent natural disasters, in support of government response efforts; to improve household food security and create socio-economic opportunities for the most vulnerable groups, thereby supporting the establishment of peace dividends in some areas; to combat under-nutrition amongst the most vulnerable groups (boys, girls and pregnant and lactating women) and provide support to other at-risk groups with specific needs (people living with HIV/AIDS and TB); to improve access to quality education and early childhood development oppor-tunities; and to promote knowledge sharing as a means of improving the sustainability of WFP’s own responses and those of counterpart government and non-governmental actors. Activities: The transfer modality will mostly be in the form of food rations with a limited amount of cash distribution for asset creation. WFP handover strategies in Myanmar will be contingent upon the development of adequate national capacities and the implementation of inclusive pro-poor policies to appropriately respond to chronic and acute food insecurity and undernutrition in the country. Impact of shortfalls: Lack of funding for this operation will affect WFP’s ability to support the Government of Myanmar with preparation for recurrent natural disasters and will deny desperately needed support for the most vulnerable people of the country in terms of com-bating undernutrition, support for education and creating a socio-economic environment that will encourage peace to prevail.

The PRRO also aims to enable the refugees to acquire skills that will result in promoting self-sufficiency once durable solutions are found. Activities: WFP has provided humanitarian assistance to refugees from Bhutan living in refugee camps in Nepal for the past 20 years - all of whom are entirely dependent on external assistance to meet their daily needs. By August 2012, third country resettlement has al-lowed for the departure of more than 70,000 refugees. The refugee population as of September 2012 was 41,338 in two camps. Impact of shortfalls: A resource shortfall in mother and child health and nutrition, around 26,000 pregnant lactating women and chil-dren under three will be deprived of an incentive to access basic Government health and nutrition related services, such as antenatal care, post-natal care, growth monitoring, and individual and mass counselling at health facilities and outreach locations.

  • Pakistan PRRO 200145: Food Assistance for Household Food Security, Early Recovery, Peace and Social Stability Funding projection for the next 8 months*

The project aims to reach over 7.5 million beneficiaries during 2012 in order to: i) stabilize acute malnutrition rates among vulnerable people; ii) improve food consumption in targeted households; iii) support recovery of household productive assets; iv) establish and enhance Government disaster risk management measures; and v) stabilize enrolment rates in assisted schools. Activities: Focusing on the most food-insecure and conflict-affected areas, activities include, a relief component—providing returnees and internally displaced persons with monthly family rations, and supplementary rations for children under 5; early recovery of liveli-hoods, rehabilitation of sustainable livelihoods through food-for-assets; school meals in primary schools to provide a safety net to encour-age children to return to school and attend regularly; a nutrition programme to stabilize and improve the nutritional status of pregnant and lactating women and children under 5; and capacity support Government in the areas of disaster preparedness and response. Impact of shortfalls: Pipeline breaks have resulted in reduced rations, in particular high energy biscuits and ready to use supplementary foods. Both of these commodities are used for highly vulnerable children and will affect their already fragile nutritional wellbeing.

    Pakistan PRRO 200250: Enhancing Food and Nutrition Security and Rebuilding Social Cohesion

    Objectives: Pakistan faces challenges on several fronts. Since 2008, law and order operations in the country’s north-west have led to mass population displacement. Recovery efforts are hampered as operations continue in the Federally Administered Tribal Areas (FATA), and the situation there remains highly volatile. As of July 2012, an estimated 1.2 million people have fled fighting and are still living in camps or with host communities in safer areas. Exposure to natural disasters also constrains the socio-economic development of the country. The overall goals of this PRRO are to enhance food security and nutrition among the most vulnerable populations in Pakistan, support the Government’s efforts to build social cohesion in FATA, and to arrest the decline in nutrition in selected districts elsewhere in the country. The project specifically focuses on: ensuring the food and nutrition security of displaced people in their present locations, supporting their return and facilitating recovery in their places of origin; restoring and stabilising the nutrition status of vulnerable populations in the most food-insecure areas of the country; building resilience in communities vulnerable to natural disasters; and enhancing national ca-pacities to respond to disasters. Activities: Interventions will use a variety of WFP initiatives to: provide life-saving relief food rations to internally displaced people and returnees; treat moderate acute malnutrition among children and pregnant and lactating women; prevent acute malnutrition and stunting (through a first 1,000 days life-cycle approach) among children; improve micronutrient intake within households and address micronutrient deficiencies among children; promote recovery of livelihoods, assets and infrastructure; increase school enrolment (including amongst secondary school girls); build resilience in vulnerable communities through support to disaster risk reduction.

Further nutritional support is provided to children and pregnant and lactating women through blanket and targeted supplementary feed-ing. Impact of shortfalls: Urgent funding is needed to pre-position food in affected areas. Continuing conflict, displacement and drought have already rendered these populations extremely vulnerable and food-insecure. The lean season will further exacerbate their already pre-carious nutritional status, in the absence of adequate and timely food assistance.

    Republic of the Congo PRRO 200147: Assistance to Congolese Refugees from the DRC in the Likouala Province of the Republic of the Congo

    Funding projection for the next 8 months* *This project is to be replaced by Dev: 200211 to enhance food security through voucher programme to promote access to health and education , and a new Dev project (currently being drafted) to support primary education in food insecure areas of the country. Donors so far in 2012: Brazil, Canada, Japan, UN CERF Objectives: The main goal of the PRRO is to protect the nutritional and food security status of refugees from DRC, particularly women and children. The specific objectives are to: maintain and improve refugees’ food consumption; and support the repatriation of refugees to DRC. Activities: WFP plans to provide a monthly general food ration covering 75 percent of average daily food requirements for refugees regis-tered by UNHCR. Refugees repatriating to DRC should receive a two-week ration while in transit. WFP assistance to refugees enables them to complement their current food sources and ensure a diversified diet. Cash-based transfer are not considered appropriate at this stage considering the low level of agricultural production locally and insufficient trade between provinces. Impact of shortfalls: Refugees continue to receive reduced food rations. If additional funding is not received during the next few months, the country office will be forced to reduce food rations further. Refugees would then be left without food assistance, which would have consequences on their nutritional status.

CERF), USA Objectives: Rwanda hosts 54,000 refugees in three camps from the Democratic Republic of Congo who have fled their country due to insecurity. Chronic malnutrition among refugee children under 5 remains persistently high, 33 percent, and although acute malnutrition levels are relatively low (6 percent), new cases continue to occur. The refugee population relies on assistance to meet their basic food needs. This PRRO aims to save lives and protect livelihoods in this current emergency situation and to restore and rebuild lives and liveli-hoods in this post-conflict, transition situation. The operation is aligned with the Government’s Economic Development and Poverty Re-duction Strategy, and the United Nations Development Assistance Framework. Activities: This operation includes a monthly general food distribution that caters for the basic needs of the refugee population, and tar-geted safety net activities to meet additional food needs of vulnerable groups within the camps, as recommended by the joint assess-ment mission conducted by WFP and the Office of the United Nations High Commissioner for Refugees in 2011. These targeted activities provide age-appropriate improved fortified blended foods to children 6-23 months, moderately malnourished children 24-59 months, pregnant and lactating women, malnourished people living with HIV, and primary school children. Impact of shortfalls: A lack of resources hampers WFP’s operations and puts beneficiaries at risk. The country office has been forced to reduce food rations by 25 percent for all refugees. Food reductions did not affect beneficiaries under supplementary feeding in refugee camps and vulnerable groups such as pregnant women, lactating mothers and children under 2 received their food ration as planned.

  • Sri Lanka PRRO 200452: Supporting Relief and Recovery in Former Conflict-Affected Areas

    This project was approved by the November executive board. *Initial planning figures

    Objectives: Sri Lanka’s 26-year conflict between the Government and the Liberation Tigers of Tamil Eelam officially ended in May 2009. The conflict claimed over 60,000 lives, devastated physical infrastructure in the Northern and Eastern Provinces, left landmines contami-nating arable land, and disrupted traditional livelihoods. The socio-economic prospects of the affected provinces have been further erod-ed by the impact of high food prices and natural disasters. Sri Lanka has experienced a number of severe natural disasters in the past dec-ade including the 2004 Indian Ocean Tsunami, floods, droughts and landslides. Although considerable progress has been made in recovery and resettlement of displaced people, residual humanitarian and early recov-ery needs are still evident—especially with regard to food, shelter, livelihoods and basic social services. To address these particular needs, WFP will provide food and nutrition assistance to the most vulnerable, complementing government efforts. A protracted relief and recov-ery operation (PRRO) is needed until existing Government social protection systems are fully in place and can provide extended coverage in remote areas of the Northern Province. Under the umbrella of the United Nations Development Assistance Framework (2013 – 2017), WFP will promote food and nutrition secu-rity, as well as contributing to disaster risk reduction.     Swaziland PRRO 106020: Assistance to Food-Insecure People Affected by HIV and AIDS and Natural Disasters Funding projection*

    *This project is to be replaced by Development project 200508 where support to caregivers will motivate them to ensure that neigh-bourhood care points are functioning. DEV 200508 will also provide micronutrient powders to children in secondary schools in line with WFP nutrition policy. Donors so far in 2012: Multilateral Contributions, Private Donors Objectives: To improve household access to food and ability to manage shocks; increase access, adherence to treatment and care and support for people living with HIV and tuberculosis clients; support access to basic education and community-based care, and support orphans and vulnerable children; strengthen capacity of government institutions, community-based structures and other cooperating partners for needs assessment, disaster preparedness and mitigation, as well as management of food assistance programmes. Activities: WFP plans to provide food assistance to 375,300 beneficiaries: i) Support to OVCs in neighbourhood care points; ii) School Meals Programme; and iii) Food-for-assets that will resume in the next lean season (October-March). Impact of shortfalls: If additional funding is not secured, a pipeline break would have a negative impact on food distributions, overall pro-gramme management and operations.   • Syria EMOP 200339: Emergency Food Assistance to People Affected by Unrest in Syria Funding projection for the next 8 months*

    *A budget revision has just been approved extending the project until 31.12.13, increasing beneficiaries from 1.5 million to 2.5 million and costs by US$443.2 million. The crisis in Syria is worsening – a joint rapid food security assessment published in June by WFP, FAO and the Syrian Government found that around 1.5 million people need urgent food assistance over the next 3 to 6 months, especially in are-as that have seen the greatest conflict and displacement, and needs have grown larger still since the mid-year. Activities: WFP works through the Syrian Red Crescent to reach 1.5 million beneficiaries monthly with general food distributions of basic commodities. Rations, consist of cereal, pulses, oil, sugar and canned food, and will cover 70 percent of the daily energy requirements. Impact of shortfalls: Continuing insecurity and unrest, losses of livelihood, and internal displacement, have left families struggling to cope with limited resources. Without timely and urgent relief, the affected households will be exposed to further food insecurity.

    Syria Regional EMOP 200433: Food assistance to vulnerable Syrian populations in Jordan, Lebanon, Iraq and Turkey affected by the events in Syria Funding projection for the next 8 months*

    *A budget revision has recently been approved at an additional cost of US$28.4 million to include voucher programmes and increase beneficiaries to 460,000. A budget revision to extend this project in time is under preparation. Donors so far in 2012: Canada, European Commission, Japan, Saudi Arabia Switzerland, UN CERF, United Kingdom, USA Objectives: Events in the Syrian Arab Republic have led thousands of Syrians to flee to the neighbouring countries of Jordan, Lebanon, Iraq and Turkey, resulting in significant humanitarian needs. The EMOP has the specific objectives to: i) save lives and maintain food se-curity of the targeted population of refugees; and ii) protect livelihoods and help prevent the depletion of the refugees’ assets. Activities: Beneficiaries in transit centres are assisted with hot meals and family ration packs. As refugees leave the transit centres and move into local communities or camps, they receive support through vouchers. Impact of shortfalls: Pipeline breaks would pose a considerable hazard to the nutritional wellbeing of a large number of Syrian’s who have fled conflict to seek refuge in Jordan, Lebanon, Iraq and Turkey, and an increase of the hardship experienced by host communities who have generously assisted the refugees.

  • SO 200477: Logistics & Telecommunications Augmentation and Coordination to Support Humanitarian Operations in Syria 2012 Funding Status

    Uganda PRRO 200429: Protracted Relief and Recovery Operation for Refugees and Drought Affected Persons in Karamoja

    This project is currently under approval. *Initial planning figures Objectives: This PRRO is a continuation of PRRO 101213, intended to meet the protracted relief needs of refugees and people who have been affected by drought. The response will focus on the direct causes of inadequate food consumption and of acute malnutrition among these extremely vulnerable households.     Yemen EMOP 200451: Emergency Food and Nutrition Support to Food Insecure and Conflict-Affected People Initial Funding

    *This project will supersede EMOP 200306 (Jan-Dec 2012) and PRRO 200038. Objectives: This EMOP builds upon PRRO 200038 (“Emergency Food Security and Nutrition Support for the Vulnerable Population”) and EMOP 200306 (“Emergency Food and Nutritional Assistance to Vulnerable Populations Affected by Nationwide Civil Conflict”). It will target approximately five million food insecure people including malnourished women and children and internally displaced people in Yemen in 2013. The immediate objectives of the EMOP are to: i) Stabilize or reduce acute malnutrition of children under five and preg-nant and lactating women in targeted populations; ii) Improve food consumption for targeted severely food-insecure households and internally displaced persons (IDPs), ensuring a balanced food intake for beneficiaries; and iii) Reduce negative coping strategies among severely food insecure households and IDPs. Activities: WFP will provide the following assistance: i) General food distributions to IDPs; ii) Emergency safety net food and cash trans-fers; iii) Blanket supplementary feeding to for children 6–36 months; iv) Supplementary feeding, to treat acute malnutrition among chil-dren 6–59 months and pregnant and lactating women; and v) A health services attendance incentive pilot project. Impact of shortfalls: As with EMOP 200306 – Continuing insecurity and unrest, losses of livelihood, and internal displacement, have left families struggling to cope with limited resources.     SO 200345: Augmentation of WFP Strategic Fleet 2012 Funding Status

Donors so far in 2012: Multilateral Contributions, Canada, Japan, Luxembourg, Switzerland, UN Common Funds and Agencies, USA Objectives: After years of economic challenges, hyper-inflation, political instability, stagnating agriculture – worsened by recurrent droughts and one of the highest HIV rates in the world, food security is a serious issue in Zimbabwe. This operation aims to preserve live-lihoods of food insecure people and safeguard the nutritional status of children and people living with HIV, AIDS and tuberculosis. Activities: i) Seasonal targeted assistance including food/cash distributions; ii) health and nutrition support; and iii) social safety nets. Impact of shortfalls: Increasing prices strain the food security status of the vulnerable. Families who have had poor harvests, or have ex-hausted their produce are reliant on open markets or resorting to the sale of productive assets; borrowing and food loans; skipping meals for the entire day and consumption of less nutritious foods. Pipeline breaks may further compromise the nutritional status of beneficiar-ies including malnourished children and pregnant and lactating women, TB treatment clients and people living with HIV and AIDS.
