01/14/2021 1 Operation Rise-N-Shyne Operation Rise-N-Shyne -Investigation began in February following several arrests by the Dover Police Department involving firearms and narcotics. -The Dover Police Department partnered with the Delaware State Police to address violent crime at the beginning of 2020, leading to the joint operation “Rise-N-Shyne.” -Information obtained from those investigations and arrests led to Dover Police detectives learning that Marquise Mack was supplying large amounts of ecstasy from the Atlanta, GA area to Kent County. -Marquise Mack was identified as a member of the Mob Piru gang, a “Bloods” gang set.

    Operation

    Rise-N-Shyne

    Operation Rise-N-Shyne-Investigation began in February following several arrests by the Dover Police Department

    involving firearms and narcotics.

    -The Dover Police Department partnered with the Delaware State Police to address violent

    crime at the beginning of 2020, leading to the joint operation “Rise-N-Shyne.”

    -Information obtained from those investigations and arrests led to Dover Police detectives

    learning that Marquise Mack was supplying large amounts of ecstasy from the Atlanta, GA area

    to Kent County.

    -Marquise Mack was identified as a member of the Mob Piru gang, a “Bloods” gang set.

    Operation Rise-N-Shyne

    -The operation began in June of 2020 and lasted through mid-November when a

    multi-agency warrant roundup was completed.

    -Law enforcement partners during the operation included: Dover Police Department Drug Unit

    Delaware State Police Kent and Sussex County Drug Units

    Federal Bureau of Investigation (FBI)

    Drug Enforcement Administration (DEA)

    Bureau of Alcohol, Tobacco, and Firearms (ATF)

    Delaware Department of Correction Probation and Parole

    United States Marshal Service

    United States Attorney’s Office

    -Investigation involved undercover and surveillance operations.

    Operation Rise-N-Shyne-Investigation resulted in the indictment of 39 people and over 50 arrests

    -The operation impacted four local criminal street gangs

    -Operation Rise-N-Shyne involved several states:

    Delaware

    Maryland

    Ohio

    Virginia

    North Carolina

    Georgia

    -As of January 11th, 2021 over 50 people have been arrested in connection with Operation
