OPERATION, MAINTENANCE AND TOLLING IN ROAD SECTOR

Mission

In the past few years, operations, maintenance and tolling (OMT) has emerged as a distinct industry in itself. This is owing to the fact that both the National Highways

Authority of India (NHAI) and private developers/investors are looking to outsource, leading to the entry of specialised OMT players.

Since 2009, NHAI has awarded OMT contracts covering more than 3,000 km. At the state level, Madhya Pradesh, Karnataka, Maharashtra and Bihar have outsourced

OMT to private players.

However, while the initial response to OMT contracts floated by NHAI was encouraging, the pace of OMT awards has slowed down in the past two to three years.

Shorter concession period, limited presence of specialised OMT players, high level of exemptions, shortage of trained manpower, etc. have been the key bottlenecks.

Nonetheless, OMT has a huge potential going forward. Increase in the pace of project completion as well as award will drive the demand for O&M activities.

The OMT segment is expected to gain more traction with the recent approval of the toll-operate-transfer (TOT) model.

Under this model, the rights of toll collection on operational public-funded national highway stretches will be given to a private entity (infrastructure developers, private

equity, institutional investors like pension, wealth funds, etc.) for a specific time period (long term) against an upfront payment to the government.

Around 75 operational national highway projects have already been identified for potential monetisation using the TOT model.

At the state level, Madhya Pradesh, Andhra Pradesh, Maharashtra, Karnataka and West Bengal will provide O&M and tolling opportunities.

Meanwhile, increasing number of developers are looking to divest stakes in operational projects to meet the equity requirements for new ventures. Acquisition of

stakes by private equity investors will certainly drive the demand for specialised OMT service providers.

On the technology front, deployment of electronic toll collection systems has witnessed increased acceptance. FASTag is operational on over 335 fee plazas on

national highways across the country.

Further, efficient toll management systems are being developed through automatic traffic counters and classifiers, CCTV surveillance, automatic vehicle counters and

classifiers, weigh-in motion, static weigh bridges, etc.

The OMT industry is thus expected to offer significant business opportunities for specialised players, technology providers and equipment suppliers.
