OPENING REMARKS Lori McFadden welcomed everyone to the 2010 Annual General Meeting of the Ontario Curling Association. She welcomed special guests, Jim Waite (High Performance Coach), Jim Campbell (CCA Representative), John McCrae, Michele Gower, Kathy Ryan (OCA Past Presidents). Lori then asked Reverend Doug McKenzie for a few opening remarks. Jim Waite announced that a coaching seminar will be held on Saturday, August 21 in conjunction with the High Performance Camp. The cost will be $70.00 plus taxes to attend and 40 people will be attending. A MINUTE OF SILENCE Rick Clift asked everyone in attendance to stand and observe a moment of silence for fellow curlers, friends and others that passed away since our last Annual Meeting including:

REPORT FROM CREDENTIALS COMMITTEE Rick Clift reported that there were 25 voting members and present at the Annual General Meeting being held today on the 27th of June, 2010, plus an additional 20 guests and 6 staff for a total of 51 people in attendance. REPORTS Director of Women’s Competitions In her role as Director of Women’s Competitions, Dale Curtis highlighted the following items: Number of entries still going down Building process for next 4 years is beginning Many clubs have held open houses since Olympics Dominion competitions now provide stepping stone into competitions Thank-you extended to provincial host clubs as well as clubs that host zones & regions It is important to encourage all levels of curlers to participate Thank-you to the OCA staff

Director of Men’s Competitions In his role as Director of Men’s Competitions, Scott Shaw highlighted the following items: Men’s Dominion Club Championship was well attended with 96 entries Masters entries at an all time low More entries must be generated Overall it was a successful year – Napanee held a very successful Men’s competition Thank-you to all those who helped and supported him in his first year on the Board Thank-you to OCA staff.

He began by reading the Auditor’s report to year end May 31, 2010. Rob highlighted a few items: 2010 was essentially a break-even year Member Club Assistance Fund is available for all member clubs – currently there is
$600,000 in the fund $360,000 is sitting in the Marketing & Promotion & Future Development Fund accounts Budget forecast was for an excess of revenue of $4000.00

Rob indicated that the OCA still remains in a very healthy financial position. He gave a special thanks to Doug Bakes & Terri Collicott. Moved by: Pat Reid Seconded by: Joan O’Leary CARRIED Report from the Director of Rules Committee The OCA held its annual Rules Committee meeting on Saturday, May 29, 2010, to review the suggestions and ideas that were submitted in writing to the OCA office this past season. Ian McGillis highlighted the following changes and amendments to his report: Pg. 1 (c) the statement “in the same Competition” has been removed which mirrors the
motion brought forward by the CCA in 1994. Pg. 5 – A chart will be added for the 2011-12 season under Provincial requirements - that
for all events the coach must be a certified Competition Coach

Pg. 11 #4 – This will now read “All competitions including those that lead to a sanctioned National event shall allow time for a five (5) minute per team pre-game, organized practice”.

Gord Gark highlighted his previously submitted written report. The OCC AGM was held on Wed. June 23rd Gord was the voting delegate and Doug attended as an observer Discussions centered around base funding Reduction in base funding this year, the new cycle will begin next year The NOCA and OCA ran all their programs with less money and managed to stay on
budget Q4G will remain the same for this year and will be reviewed next year Elections are included in the report
Gord thanked John McCrae & Terri Collicott as well as Doug and the entire OCA Staff. A motion was made to accept the report from the Ontario Curing Council Annual Meeting. Moved by: Gord Gark Seconded by: Dale Curtis CARRIED CCA GREETINGS Jim Campbell brought greetings from the CCA on behalf of the new chair, Jack Bowman. Jim noted that this was his second year on the CCA board and reported that one of his roles was as a liason to Ontario. He worked closely with Doug and Lori and it was a great pleasure to work with both of them. Jim participated in two committees this past year. He worked with the Finance and Audit Committee and indicated that this is the third consecutive year the CCA made money, they showed a profit of $853,000.00. The annual reserve of $2.5 million has been achieved. Funds will now be available for development and the CCA is looking for ideas on how to distribute this money. Jim also worked on the Equal Entry Committee for the second year and indicated that the Mixed and Canadian Seniors will be open to every province and that the Mixed will have 14 Member Associations play off in the round robin in the first year. Each year following there will be 12 MA’s participating with the bottom two dropping down but having the right to challenge for the #12 spot. The Seniors will have the same format but with 12 teams the first year, then dropping to 10 the following year. Jim also indicated that the Brier and the Scotties will now have a bronze medal game played before the final game. TV numbers have been remarkable largely due to the Olympics.

Jim then thanked everyone for their continued support. REPORT OF THE NOMINATING COMMITTEE Rick Clift indicated that the Nominating Committee has recommended Lynn Anderson to take over as Director of Youth Competitions of the Ontario Curling Association. A motion was made to approve the report as amended Moved by: Rick Clift Seconded by: Ian McGillis CARRIED OCA MCAF Past administrators John Matheson and Larry Snow and Patricia Graham Roberts have agreed to let their name stand as Member Club Assistance Fund committee members. Rick Clift has agreed to serve on the committee for a one year term. A motion was made to re-elect John Matheson and Patricia Graham Roberts for a two year term and Larry Snow for a one year term and to elect Rick Clift for a one year term as Ontario Curling Club Member Club Assistance Fund administrators. Moved by: Lori McFadden Seconded by: Pat Reid CARRIED A motion was made to increase the amount available for loan to clubs from $20,000 to $30,000. Moved: Rob McKinlay Seconded by: Joanne Pomalis CARRIED NEW BUSINESS Lori indicated that this past year there was a request from the Almonte Curling Club asking to move from zone 2 to zone 3. A motion was made to move the Almonte Curling Club from zone 2 to zone 3. Moved by: Joanne Pomalis Seconded by: Ian McGillis CARRIED Lori announced that $3,053.00 was raised over the weekend for the Heart & Stroke Foundation and she then presented Karen Kavanaugh with a cheque for that amount.

Rob indicated that there will be a slight increase in competitor fees this coming year due to the implementation of the HST. PRESENTATION TO OUTGOING PAST PRESIDENT Lori McFadden made the watch presentation to outgoing Past President Rick Clift and thanked him for the many years he has contributed to the OCA. Rick indicated that he has been involved with the OCA for 25 years and that he has enjoyed his time with this fine organization. He commended the many volunteers that have made the organization what it is. He noted that the members, volunteers and staff are indeed a family and he thanked all involved. PRESIDENT’S REMARKS Lori McFadden remarked on her tenure as president over the last year. She thanked the Board, Zone Representatives, Members at Large and the Ice Team for their time and commitment. She has met many new friends at the many competitions and functions that she attended. She extended her thanks to Jim Campbell for taking the time to listen to her concerns and for his help and support. Lori thanked the OCA staff for all their support and guidance and especially Doug for all the hours he has given to the association. She thanked her family for their support and encouragement. Lori noted that the incoming president will do a great job going forward and that it was a pleasure to serve as the 135th president of the Ontario Curling Association. PRESENTATION TO INCOMING PRESIDENT Lori McFadden presented Rob McKinlay with his President’s crest and ring and congratulated him in his new role.

Rob thanked the nominating committee for having the confidence to let his name stand and will do his best to continue. He noted that the volunteers do a fantastic job and he looks forward to working with the staff and board. He then thanked the group for this opportunity.

Women’s Competition Report
2010 - 2011
I had the pleasure of attending both of our premier events in Thornhill and
Grimsby. I can’t say enough about our junior development programs. It would
appear that the youth are transitioning into the adult events quite seamlessly.
The Scotties in Thornhill was certainly evident of that with so many strong teams
with players just up from juniors.
Rachel Homan and her young team proved themselves all year at the
cashspiels and then by winning our Ontario Scotties. Placing third at Canadian
Hearts is certainly a strong indication that the team will be in the running for the
next few years. At the other end of the age scale Joyce Potter’s rink from the
Rideau Curling Club were finalists the Canadian Senior Women’s Competition.
Every year we see the senior women’s competition getting stronger. Joyce and
her team also represented Ontario at the Canadian Masters. Another eastern
team the Gardiner rink from Arnprior placed fourth at the Canadian Mixed
Championship.
It certainly is nice to have a Players’ Representative after a 2 year vacancy.
Susan McKnight has already made herself known to the players by holding an
open question period for ladies competitive players. The evening was open to
all players who had entered a competition. 22 players participated in an
informal discussion on the different women’s events. Susan summarized all their
suggestions and presented them at our rules committee meeting. There was
great input from hands on experience. Hopefully there will be similar discussions
across the province next season.
Thank you to the office staff for a job well done. It is my pleasure to work with
you throughout the year. You make being a volunteer a most pleasurable
experience.

WOMEN’S COMPETITION REPORT FOR THE YEAR 2010-11
Youth Competition Report
2010 - 2011
The ongoing development of our high performance youth curlers once again
resulted in success at the national level.
Our Junior Men’s Team, with skip Mat Camm of Ottawa, returned home with
silver medals.
At the Canada Winter Games, Team Ben Bevan from the Annandale Country
Club were gold medalists and Team Lauren Horton from the Huntley Curling
Club were bronze medalists.
Zone entries were up slightly in juniors, bantam entries were down significantly
(particularly the girls) and mixed entries were down slightly.
The 2 year trial weighted entry system used in the junior and bantam mixed
competitions, with a few exceptions, was generally accepted.
I would like to thank all the clubs who hosted youth events this past year. The
time, effort and dedication put forth by the host committees and their
volunteers was very much enjoyed and appreciated by the players, their
coaches and families.
I would also like to express my thanks to the numerous individuals who volunteer
their time to officiate at all levels of youth competitions.
Once again, the success of this year would not be possible without the support
and knowledge of the OCA office staff and I thank them for their guidance
throughout the year.

YOUTH COMPETITION REPORT FOR THE YEAR 2010-11
Annual Report 2010-2011
Once again The Gore Ontario School Curling had a successful year. The
finals this year, the 64th Anniversary of Gore School Curling, were hosted
by the Huntley Curling Club in Carp. The committee, under the leadership
of Peter Smith, did an outstanding job and made it a memorable event
for the curlers. Guest speaker at the banquet was Jen Hanna a very
successful junior curler and women’s skip known for being on the receiving
end of “The Shot”. She talked about the camaraderie of the game and
the sharing of ideas, skills involved in the game of curling and bottom line
the “LOVE OF THE GAME”. The 2012 event is scheduled to be held at the
Orangeville Curling Club Thursday February 16 to Saturday February 18.
The 2013 event is scheduled for region 2 and conveners are now talking to
interested clubs.
Although some concerns about our entry numbers persist, numbers have
increased from 156 teams in 2008-2009, this year saw another increase to
198 teams but we still need to improve that number to 200 teams as that is
the number of teams our budget is based on. Numbers in some zones
remain consistently good, whereas others have declined. Conveners are
investigating whether schools/coaches prefer weekdays or weekends
and with our regional date moved to Feb 4 and 5 2012, the last weekend
in January might be a great weekend to play zones as some exam dates
are complete.
Again this year, although alternates were allowed at zones and regionals,
they were not allowed at Provincials. A few teams continue to question
this practice, but the committee agreed that each team would only be
allowed to bring 4 players. Consequently, the Alternate Pool of Players
must be in the building during the entire competition.

As in the past, I think that the continued success of the Gore School
Curling is very dependent on the close ties between the OCA and the
school system. Once again, I would like to thank Doug, Margaret and
Dave for their continued assistance in facilitating the competition,
allowing us to remain closely affiliated, yet independent.
I have certainly enjoyed working with OCA over the last three years as
Gore Mutual Ontario School Curling Chairperson.

Men’s Competition Report
2010 - 2011
The past year was once again an extremely busy competitive season.
I attended the Grimsby Tankard and the eleven team format is still well
received.
I also attended quite a few events this past season at both the local and
provincial levels. The hospitality shown by host clubs was great. Sincere thanks
go out to all clubs that hosted an event this past year.
The number of teams entering competitions is continuing to decrease. The past
two seasons have seen a decrease of 114 entries in Men’s Competitions. The
Fairfield Marriot had the biggest decrease of 46 teams in 2 years. There seems
to be an increase in club membership however it does not translate to entries.
More promotion of events is required.
The Men’s Club Championship continues to be popular with 93 entries.

OCA ICE TEAM
The OCA Ice Team is made up of seven qualified and highly experienced ice
technicians: Darrin Sinclair, Dan Prohaszka, John Norton, Don Powell, Joe Hahn, Ian
MacAulay and Bryan Wilson.
The team does an excellent job responding to requests for assistance from curling
clubs by providing site visits or fielding phone calls. Knowledge for making
championship ice conditions is available to clubs and arenas prior to or during
competition events. Members of the ice team held a hands-on seminar for 21 club
ice technicians at Grimsby during ice installation for The Dominion Tankard. The
detailed Ice Technician’s Reference Manual is available in print or electronically for
each member club. Clubs are encouraged to complete the ice plant and facility
equipment inventory form, which every club received in the fall of 2009 and again
in 2010 for use by the club itself and for the benefit of the ice team in preparation
for a club visit. Information sessions are held for all interested ice technicians from
each zone at the end of the curling season.
The OCA greatly appreciates the ice team’s efforts.

57 eight-enders were reported.
666 bonspiels were advertised on our website during the season, a 12% decrease
from last season but on par with the 2008-9 season.
65% of the entries into competition came in online, up from 61% last season. Zone 2
has the highest response with more than 95% online, while zone 8 continues to
favour the traditional methods and only 30% were online.
DEVEOPMENT REPORT FOR THE YEAR 2010-11
Compared to last season (Oct 1st to Apr 30th) we saw another large increase in the
number of unique visitors to the site, up 22% (for a total of 96,384). The total number
of visits increased more than 35% (to 465,059 visits) and the average time they
spent on the site increased by 10 seconds (to 4:23 minutes). The number of visits
from people using dial-up access continues to drop (6,120 vs. 9,581 last year) which
now only represents 1.32% of our visitors.
As expected peak traffic to the site coincides with the major competitions. The day
of the men’s final this year, Feb 13th 2011 brought 11,508 visitors (up +85% from last
year) on 20,480 visits (up +93% from last year). Final day of the STOH saw 8,012
visitors and the Juniors saw 2,950 visitors.
MEMBER CLUB ASSISTANCE FUND
During fiscal 2011, four OCA member clubs were approved for funds bring the total
outstanding to approx. $126,000. Since the plan’s inception in 2003, twelve clubs
have taken advantage of the program.
AWARDS
Media groups are recognized for their efforts in promoting the sport of curling.
Achievement awards were made to OCA members for their accomplishments
both on and off the ice.

Coaching and sportsmanship awards at the various competitions can be viewed
on the OCA website.
The 58 teams registering eight-enders during the 2010-11 season were awarded
eight ender pins.
CLUB DEVELOPMENT
OCA member clubs continue to take full advantage of the CCA Development
Fund that allows club members to make contributions to the CCA for development
projects that eventually has those funds being directed back to that member’s
club. Club receives the full amount of the contribution while the member is
provided a tax receipt as a result of the CCA having charitable status with the CRA.
Six OCA member clubs were recipients of approx $45,000 in total from the new
Curling Assistance Program (CAP) that was funded by successful CCA Seasons of
Champions events. All told, 28 clubs across Canada were rewarded just under
$240,000 in total. The 2011-12 CAP program will be funded in the amount of
$300,000 from the CCA. OCA Club Membership #’s reported were up slightly for
the past year and may be attributable to the after-glow of the 2010 Olympics held
in Vancouver.
COURSE DEVELOPMENT
The OCA has partnered with a Brockville, ON firm to begin to convert all coaching,
ice tech and officiating courses to on line E Learning modules. While the traditional
classroom or curling club style of courses will continue to be offered, the OCA
anticipates that the computer offerings that will be available 24-7 will be popular as
prospective individuals will have much more flexibility to learn and be able to do so
without incurring the usual travel and accommodation expenses. The program is
expected to be ready for September 2011. Once developed provincially, it is
anticipated that these on line courses could be branded by other interested
member associations across Canada and offered in their jurisdictions.
STAFF DEVELOPMENT
Once again this year, the OCA staff was encouraged to continue to upgrade their
skills. Several took advantage and successfully completed computer related and
accounting courses.
SOCIAL MEDIA
After the OCA delegates and observers enjoyed a 45 minute presentation on the
benefits of social media for non-profit associations at the NCC last week, the OCA
will begin to investigate opportunities that can be considered for the 2011-12
curling season.
ACKNOWLEDGEMENTS
A personal thanks to OCA staff Margaret, Dave, Linda, Tom, Angela, Terri and to
John (OCC) who are always helpful in answering questions and offering assistance.
Our development programs benefited from the interest and efforts of the

During the 2010-2011 Curling Season the Member Club Assistance Fund
Committee reviewed and recommended 5 applications for funding from
OCA member clubs.
Well-prepared applications were received from Richmond Hill (2), Russell,
Cookstown, and RCMP. The Committee recommended approval of the
Russell, Cookstown and RCMP applications, however did not recommend
the first Richmond Hill application. The second Richmond Hill application,
which was very similar to the first, resulted in the committee being split on
its decision to approve or disapprove. In accordance with the bylaws
that govern the MCAF Committee, the second application was then
forwarded to the OCA Board of Directors for discussion and an eventual
decision. The decision to approve the Richmond Hill application was
determined by the flip of a coin (OCA President) at the April 2011 Board of
Directors Meeting.
With this report I complete the fourth extension of my term as Chairman of
the OCA MCAF Committee. I have decided not allow my name to stand
for another term and would like to thank all of the committee members
who worked with me over the past six years, it was indeed a pleasure.

MCAF COMMITTEE REPORT FOR THE YEAR 2010-11

COURSES
19 coaching courses were presented, (3 Club Coach – Youth, 7 Club Coach,
8 Competition Coach, 1 Level 3 Technical) for a total of 252 coaches trained
this past season.
As well 4 Ice Technician courses were given to 61 ice techs. 1 Officiating
course was provided to 7 participants and 31 on-ice Competition Coach
evaluations were held for our coaches.
The grand total was 351 participants.
CLINICS AND CLINIC TEAMS
Clinics were again very successful this season, a total of 31 (twice that of last
year) being requested and completed by the clinic teams and our learning
facilitators. 12 of these were strategy, 5 were stick, and 4 were skill analysis.
In all there were 676 participants. 1 V1-Home clinic and 2 strategy clinics
have already been booked for the 2011 fall season.
Clinic teams have been set up in Toronto, London, Kingston, Ottawa, Guelph-
Kitchener and Kawartha District. It is hoped a new team in the Hamilton-St.
Catharines area will be in place for next season. Each team has at least one
learning facilitator associated with it. Although not called on too often as yet,
this team structure has great potential in the future. We have had very
positive comments on the clinics to date.
REFRESHER CLINICS
Three very successful 4-hour refresher clinics were held (at no charge). The
Kingston area refresher was attended by 13 club instructors. The Ottawa area
included club instructors from Zones 1, 2 and 3 for a total of 31 and 10
instructors benefited from the refresher clinic presented at the Guelph Curling
Club. The intention is to hold similar refresher clinics in each of the other zones

within the next three seasons. These would be presented by the clinic teams
where possible.
CAMPS
Three summer camps were held, including 2 Trillium camps in Guelph (96
campers) along with an adult High Performance Camp, and a High
Performance Bantam Camp in Oakville in September 2010. All camps were
full.
ANNUAL LEARNING FACILITATOR SEMINAR
The annual Learning Facilitator Training Seminar was held at the Kitchener-
Waterloo Granite Club in September 2010. Twenty-five LFs attended and, as
usual, a great weekend was had by all. The LFs were trained in two of the
newest Level 3 Theory Modules.
In 2011 the Seminar will be held at the Gananoque Curling Club. Training will
be either modules from the NCCP Competition Development Course or more
of the Theory Level 3 Courses. (there are 6 modules of which any 4 are
mandatory)
Two new LFs have been added to the group and there will likely be another
one or two before the seminar in September.
QUEST FOR GOLD CARDS FROM THE MINISTRY OF HEALTH PROMOTION
The Quest for Gold Program again presented a great amount of time. The
selection criteria was reviewed with the Selection Committee and updated
accordingly. The application form was revised and uploaded to the website.
46 applications were received, the committee met to choose the winners.
Follow up involved a large amount of paperwork for this project and this year
we had to deal with one appeal (which was not accepted by the MHP). The
full card was worth $6,028.
We are expecting significant changes to the Quest for Gold Program this
season, including the number of cards available to each sport, dollar
amounts of the cards etc.

GRANTS
The following Grants were processed and received during the 2010-2011
season:
Base Grant: In July of 2010 the Ontario Curling Council received
$150,021 as their base grant allotment. Two years ago we had been
informed of the expected coming decreases in the base grant. It is not
known what will be received in July 2011.
Learning Facilitator Seminar Grant: This grant, worth $3,000, was
received last season and the OCA portion is used for the Annual
Learning Facilitator Seminar. The grant will be applied for again this
season.
Wheelchair Grant for Enhanced Competitive Opportunities: This grant
was worth $5,000 for the wheelchair curling group (by Parasport
Ontario). It is to be hoped the same amount will be available this year.
Apprenticeship/Mentorship Grant: Four applications (3 from the OCA)
were submitted in the spring of 2010. However these grants have
become very popular with other sports and only one of our four
applications was approved. They are worth $2,500 each.
Canada Winter Games Team Ontario Development Grant: A $12,000
grant was received from the MHP for the purpose of developing our
Canada Games 2011 Teams. Each of our teams was given a total of
$7,000 to use for entry fees, travel and accommodations at
competitions, equipment, training costs and meals. Our Boys team
skipped by Ben Bevan and coached by Jennifer McGhee won the
gold medal and the girls team skipped by Lauren Horton and coached
by Tom Sinclair won the bronze medal.
Bursaries Several bursaries were provided by the Coaches Association
of Ontario to individual coaches at the Competition Coach and Level
3 courses to upgrade their skills.
ANNUAL ONTARIO SPORT AWARDS
At the recent Ontario Sport Awards night Rogers TV was the recipient of the
Corporate Sport Citation award and Jan Pula received the Syl Apps Award
for volunteer achievement.

EVALUATORS/EVALUATIONS FOR THE NEW NCCP COMPETITION COACH
COURSE
In all 19 individuals have now been trained as accredited Evaluators for the
OCA for the new Competition Coach Course. Two mass evaluation
weekends were held recently at Huntley Curling Club in Carp and the
Weston Golf and Country Club in Toronto.
In all 31 coaches were successfully evaluated in on-ice practice sessions with
their teams. Both the coaches and the evaluators found the experience to
be a very positive one and very beneficial to all. The debrief sessions were
particularly excellent.
Five evaluation videos have also been received and are of poor quality.
Unfortunately the coaches being evaluated have not given clear instructions
to their videographers who have failed them by not being close enough to
them. Many films show nothing but rocks going up and down the ice instead
of following what the coach is doing and saying.
2012 ONTARIO WINTER GAMES APPLICATION
After completing a very lengthy application form for the 2012 Ontario Winter
Games which included our CS4L – LTAD for curling, our Coach Development
Model, our Officials Development Model and a three-page sport technical
package, curling has been accepted as a sport for the 2012 Ontario Winter
Games.
NCCP LEVEL 3 COURSE
Each year competitive bantam and/or junior teams and their coaches are
brought in for one full day of the Technical Level 3 Course. This gives the
students real teams to work with so they can practice their new skills on real
teams. There is no charge for the teams and this has proven to be a win-win
situation all round.
STICK CURLING
Judging from the number of clinics requested for stick curling, it is obvious
that it is becoming more and more popular. The zone-region-provincial
format will be instituted in the 2011-12 season.

ROCKS AND RINGS
This program has been very popular and the equipment has been loaned
out free of charge to 19 different schools, clubs, and other organizations for
fairs etc.
MEETINGS, EMAILS, TELEPHONE CALLS, CORRESPONDENCE ETC.
These continue to take up a great amount of time in the OCA Office.
The Technical staff will attend the NCC in Ottawa in June 2011.
WHEELCHAIR CURLING (TOM WARD)
The number of wheelchair curlers continues to grow slowly and they play in
several OCA member clubs in both recreational and competitive programs.
It is estimated there are about 100-120 wheelchair curlers in the OCA
jurisdiction.

Finance Report
2010 - 2011
As Director of Finance, I am pleased to submit the audited financial statements
of the Ontario Curling Association for the year 2010-2011.
We continue long range fiscal planning that allows the association to offer
assistance to member curling clubs encountering temporary financial problems.
The MCAF fund balance totals $592,017. In 2010-2011, a total of $90,000 was
loaned to four clubs. The outstanding MCAF loans total $126,000. Other specific
funds include Future Development Fund - $100,000, Marketing and promotion
Fund - $210,000, Special Event Fund - $90,190 and unrestricted operating funds
of approximately $495,910.
The OCA continues to be in a very healthy financial position. The 2010-2011
operating budget was predicted to have an excess of revenue over
expenditure of approximately $7,900. The result is approximately $13,154. A job
well done!

new lease agreements on office equipment, phone system and
website maintenance
Conclusion:
As an organization, we remain in a strong financial position as of May 31, 2011. I
would like to thank Terri and Doug for their ongoing support and diligence in
keeping the association healthy in this time of economic uncertainty.
In December 2010, The Canadian Accounting Standards Board issued new
accounting standards for not-for-profit organizations (NPOs). These changes
may affect us but at this point we really do not know to what extent. Our
auditor has advised us that we should at least be informed that changes may
be coming and more information will follow as soon as we receive it.
I would like to move the adoption of this report and the re-appointment of our
auditors, PricewaterhouseCoopers LLP for the ensuing year.

The rules committee members met on May 28, 2011 at the OCA office and we
reviewed the 242 pages of emails and comments submitted over the season.
Here are the highlights of what issues where brought forward and the changes
we propose.
Proposed changes for 2011-2012 Rules Supplement:
Page 2 # 6 - an addition of the events that the winner of the Canadian
championship will have a direct entry into the provincial round robin in the
following year. The events are Brier, Scotties, Seniors, Juniors, Masters and
Mixed. Also have added the words "eligible players" to the statement
concerning returning players to be able to receive this direct entry.
Page 3 # 8 - adding Master's and The Dominion Club Championship to
events excluded from having to pay a CCA Competitor's fee.
Page 5 # 4 - we have removed the references to the old terms used in
the NCCP Program

We will make the chart that was in place for 2010-2011 the guidelines for
this upcoming season. The changes that were proposed for 2011-12 may

each zone:
1. Each zone qualifies one team providing they have an entry.
2. A zone qualifies a second team if the zone has a minimum of 6
entries OR 20% or more of the total number of entries in the region.
The number of entries is defined as those in place at the zone
closing deadline.
3. If less than 8 teams are qualified into a region then a zone may
qualify an additional team(s). Previously allocated regional positions
are deducted from the entries in each zone. The zone with the
highest number of entries remaining receives the next regional
position. In the event that zones have an equal number of teams
available, then the zone with the least number of teams advancing
receives the regional position. If two or more zones remain equal to
fill the last available position then it shall be decided by lottery.

RULES SUPPLEMENT 2011 - 2012

CONDITIONS OF PARTICIPATION IN OCA COMPETITIONS: It is a condition of participation in any competition provided by the Association that the participant does so at his/her sole risk and that the Association shall not be liable in any case for any loss, damage, or injury resulting from or in connection with such participation. GENERAL RULES GOVERNING OCA COMPETITIONS: The OCA will use the rules found in the Rules of Curling for Officiated Play in the 2010-2012 CCA Official Rulebook with the following exceptions and clarifications: Events convened by a distinct and separate committee (e.g. Timbits, Gore Mutual Schoolboy & Schoolgirl, The Dominion Provincial Stick Bonspiel, The Dominion Club Championship and Diversicare Grand Masters) are governed by the rules of that committee as applied by that committee.
Eligibility and Registration 1. A player shall be eligible to play in an OCA competition whether or not it leads
to a Canadian championship provided he/she is a member of the OCA member club he/she is representing immediately prior to and at all times during the competition, and such member is either
(a) a bona fide resident within the geographical jurisdiction of the OCA by
September 1 immediately prior to the curling season and at all times thereafter to the end of the competition. (A bona fide resident is defined as one who lives in a house or dwelling located within the jurisdiction of the OCA).
Those Non-Residents who can apply for and receive an exemption from the OCA Board of Directors include members of the Canadian Forces, university or college students and others.
(b) a resident outside the geographical jurisdiction of the OCA but within forty (40)
kilometers of the OCA geographical jurisdiction provided such residency is established by September 1 immediately prior to the curling season and remains in effect at all times thereafter to the end of the competition; and

(c) a player may only compete for one curling association in the same
curling season. A player representing more than one association may face suspension. (Refer to CCA rules that state that a Provincial/Territorial Champion of an event in the current season where the Canadian Championship of that event occurs in the next curling season, shall be eligible to compete for that Province/Territory in the Canadian Championship despite not being otherwise eligible to compete for such Province/Territory in any other manner); and
(d) all competitors playing in events leading to the Canadian Men's Championship
and the Canadian Women's Championship must be residents and citizens of Canada
2. Notwithstanding rule #1, the members of OCA member clubs located in the United
States of America are eligible to play in all OCA competitions, except a competition leading to a sanctioned Canadian championship.
3. For Mixed competitions, teams are composed of two (2) male players and two (2)
female players who are members of the club they represent. 4. For competitive play, it is the responsibility of the club OCA representative/skip/
chaperone/coach to ensure that all team personnel meet eligibility requirements. If a player or chaperone/coach is found to be ineligible after the start of play, the team shall be disqualified. (Refer to Competition Regulations #3, 4, 5 and 6 and the Club Entry Sheet for that competition for eligibility rules and regulations. Age Eligibility is also shown in the attached Appendix A).
5. A person who plays in a club playdown or at any other level of an OCA competition
or equivalent competition in another curling jurisdiction is ineligible to represent any other club in the same competition except;
(i) the players in a player's pool at a provincial final or an alternate accompanying a team to the Canadian Men's or Canadian Women's Curling Championships,

In the event that a provincial winning team also wins a Canadian championship (Brier, Scotties, Seniors, Juniors, Masters & Mixed), such team shall have a direct entry into the provincial round robin in the next following year if at least three (3) eligible players of the four (4) members remain on the team and provided that such team pays the prescribed OCA entry fee for the competition in question.
7. An entry to the Men's Challenge Round or the Women's Challenge Round is another
level of the playdowns leading to the provincial final for that event. Rules for Eligibility, Registration and Alternates/Substitutes as outlined in this Rules Supplement shall apply and specific event rules will be outlined in the Entry package for the Challenge Rounds.

Competition Entry 1. For women’s competitions, each OCA member club is allowed unlimited entries in all
zone competitions regardless of the number of registered curlers. This rule also applies to Junior, Bantam and Mixed competitions.
2. For men’s competitions, all member clubs shall be eligible to enter one (1) team per
one hundred registered adult male & female curlers in all competitions. (Minimum eligibility of one team per club.)
3. The winner of any OCA provincial championship shall have a direct entry into the
zone playdowns in the same zone of such competition in the next following year if at least three (3) of four (4) members remain on the team (or at least six (6) of the eight (8) players in a double-team event) and provided that such team pays the prescribed OCA entry fee for the competition in question.
Note: This direct entry does not affect the club’s eligible entries based on membership.
4. (a) Entries to all competitions, other than Challenge Rounds shall be submitted by OCA member clubs. (If on-line entry system is used refer to 4(b)) Notice of entry must be received by the OCA office by the zone entry deadline. Team personnel need not be declared until the first game of the zone playdown.
The payment for competition entries must be sent by the OCA member club to the OCA office with the entry and must be accompanied by the Competition Entry Fee Remittance Form (Exhibit #7) (b) On-line entries to competitions will be paid for at the time of entry and require OCA member club approval prior to the zone entry deadline.
5. Entries to the Challenge Rounds must be paid by the entering teams and sent directly to the OCA office along with the prescribed entry form. On-line entries will be accepted, providing the OCA member club approves the team personnel.
6. The deadline for entries for each competition is a minimum of 21 days before the
start of the zone playdown or the deadline set by the zone. Late entries will not be accepted by the OCA office after the zone entry deadline. Entry fees are non-refundable after the zone entry deadline.
7. In the event of late withdrawal from the competition, the draw shall be revised, if
possible, and teams notified of any changes in the starting time. 8. A CCA competitor’s fee must be paid to be eligible for participation in competitions
leading to a national championship, excluding Juniors, Masters and The Dominion Club Championships. competitions.

Defaults
1. Where a winning team in a zone is unable or unwilling to continue in a competition, the skip/chaperone/coach of the team shall notify the OCA Executive Director to this effect at least three (3) days before the first day of the next scheduled round, and that team will not be entitled to the position, rights, privileges and awards as it has defaulted and may be suspended. A runner-up team in that zone shall be entitled to the position, rights, privileges and awards of the team that has defaulted.
2. Each member of a team
(a) which defaults at the regional or provincial level of a competition, or (b) which defaults at the zone level of a competition during the competition or at
the start of the competition as shown under Competition Regulations, Rule 1, or
(c) subject to paragraphs 3 and 4 below, shall be suspended immediately, for the
balance of that curling season and the immediately following curling season, from all OCA competitions.
3. The OCA Executive Director shall notify each member of a defaulting team in
writing of such suspension and the method of appealing such suspension. Such suspension may be appealed in writing and/or in person to the Board of Directors of the OCA within a period of two (2) weeks from notification of such default and in such event the suspension shall be lifted until the appeal is heard.
4. Such suspension shall not apply to the level of the competition in which the default
occurred if, in the opinion of the official-in-charge or a head official of the OCA, the team in question has a reasonable explanation for such default.
Competition Regulations 1. All competitions (including Challenge Rounds) are considered to have started on the
Friday immediately prior to the start date of the zone competition regardless of the actual starting date of the event. The competition is considered complete 24 hours after each level of play.
2. At the team meeting at the zone playdown of each competition, each team member
must complete his or her own section on the Team Sign-in Sheet and return it to the official-in-charge.
Penalty: Failure to complete the Team Sign-in Sheet in full will result in the team forfeiting the right to proceed to the second game.
3. At all levels of the competition, prior to the start of the first game, the official-in-
charge may ask for proof of age.

4. All coaches accompanying teams to competition shall be at least twenty-one (21) years of age. Coaches must have an acceptable Police Record Check available that is no more than three (3) years old (please note #7). The coach/chaperone shall be responsible for the team both on and off the ice during the entire competition. Where required, the only acceptable coaching qualifications are those that are part of the Canadian Certification for Curling recognized by the National Coaching Certification Program (NCCP). (Technical + Practical + Theory = Full Certification). Note: The “Club Coach-Youth” technical is not equivalent to Club Coach Level 1 technical. 5. A coach accompanying a team at a Canadian Championship shall have a minimum of Competition Coach Certification or Level 2 Coach certification for curling or be registered with the Coaching Association of Canada's Canadian Mental Training Registry and shall be at least twenty-one (21) years of age. A coach accompanying a team at Ontario Winter Games shall have a minimum Competition Coach Certification or Level 2 Coach certification for curling. A coach accompanying a team at Canadian Winter Games shall have a minimum Level 3 Coach Certification or the equivalent in the new NCCP Competition stream, Development context (trained status) in Curling.
6. At all levels of the competition requiring coach certification, prior to the start of the first game, the official-in-charge may ask for proof of the applicable certification.
7. Coaches/Chaperones accompanying Bantam or Junior aged teams, including Mixed, to the provincial final will be required to submit an acceptable Police Record Check to the OCA office no later than two (2) weeks prior to the start of the provincial final.
8. At all levels of the competition, a chaperone/coach is only permitted to coach one (1) team.
Interpretation: A coach of a team in any competition will not be permitted to coach any other team in the same competition. When two (2) competitions are run simultaneously at the same place, such as the Junior Men and Women, a coach will not be permitted to coach a team in both competitions until such time as one team is no longer playing in the competition.
9. No electronic equipment, except stopwatches and hearing aids, is allowed within the curling rink area. This includes phones, ipads etc..

10. At regional playdowns, the following fill system shall be utilized in the event that the regional playdown has less than eight teams (Four teams for double team events). The following sequence will be used: 1. The runner-up of the zone with the largest number of entries in the zone
playdown within that particular region. (The Scotties Tournament of Hearts is regarded as having four two regions for fill purposes.) If more than one zone have an equal number of entries a coin toss will be used to determine which zone is used.
2. The runner-up from the host zone.
11. For the Colts, Trophy, Intermediate Men, Intermediate Women, Senior Mixed, Bantam Mixed & Junior Mixed events at zone level, the following system will be used to determine the number of teams qualifying from each zone: 1. Each zone qualifies one team providing they have an entry. 2. A zone qualifies a second team if the zone has a minimum of 6 entries OR 20%
or more of the total number of entries in the region. The number of entries is defined as those in place at the zone closing deadline.
3. If less than 8 teams are qualified into a region then a zone may qualify an additional team(s). Previously allocated regional positions are deducted from the entries in each zone. The zone with the highest number of entries remaining receives the next regional position. In the event that zones have an equal number of teams available, then the zone with the least number of teams advancing receives the regional position. If 2 or more zones remain equal to fill the last available position then it shall be decided by lottery.
12. In the Fairfield Marriott Challenge and the Best Western Challenge the Provincial
Championship shall be filled to 32 teams from across the OCA jurisdiction. 13. The person standing on the tee (for 6 stones), directing play and holding the broom
shall be known as the skip and the team shall be listed under his/her name.
14. In Mixed competition each team shall have two male and two female players and the male and female players shall play alternate positions in the team’s delivery rotation. Sweepers of the final two(2) stones of the end shall be of opposite gender and the skip and acting vice-skip shall also be of opposite gender.

Alternates/Substitutes 1. The OCA strongly supports the utilization of four (4) player teams. In extenuating
circumstances, a team shall be permitted to begin play with three (3) players, however, the practice of using three (3) players for a complete game, except in extenuating circumstances is not permitted.
2. Except for the Men’s & Women’s Provincial Championships, the current policy of the
Ontario Curling Association is NOT to allow an alternate player at a Provincial Championship unless such alternate is selected from the pool of alternate/substitute players established by the host committee and approved by the OCA Executive Director.
Only one (1) alternate/substitute per team is allowed at any level of a competition except in Mixed competition where you will be allowed one (1) male and one (1) female alternate/substitute who are members of the same club as the player(s) they are replacing. (Silver Tankard or Women’s Tankard are allowed two (2) alternates/substitutes per double-team entry). The alternate/substitute shall not receive any awards or prizes and shall not be acknowledged.
3. In Mixed competition, where during a game a player is unable to continue, the team:
(a) may play an eligible alternate/substitute; or (b) may finish the game with the three (3) remaining players. Where the
missing player's stones shall be played by the remaining player of the same gender. or
(c) during the provincial final competition, may replace the missing player by a person of the same gender chosen from a group of several curlers appointed by the OCA umpire. The replacement may play any position consistent with the rules of the competition.
4. In Mixed competition, an alternate/substitute shall be of the same gender as the
absent player.
5. Only in the Men’s and the Women’s championships shall the fifth player advance to the Canadian championship.
6. A team shall be permitted to utilize eligible alternates/substitutes to distribute playing
time among more than four (4) players during zone and regional playdowns. 7. An alternate/substitute player participating in any OCA competition is subject to the
same requirements as the original team personnel. (Refer to Eligibility and Registration, Rules 1, 2, 4 & 5)

8. Three (3) members of the zone winning team must be retained at subsequent levels of the competition (i.e. regional, Challenge Round, provincial final), except in all Mixed competitions where two (2) members must be retained, one of each gender, from the four players that began Game 1 of zone play. (For Silver Tankard or Women’s Tankard , six (6) members of the zone winning team must be retained).
Example: If ABC Club had a four-person team, either men's or women's, that won the zone playdown and only two of those four players were available to advance to the regional playdown, then ABC team would have to declare and sign in their eligible fifth person even though the zone playdown was completed. Three of the five would have to play at the regional playdown along with an eligible fourth person. If this team continued to the final, any three of the original five players declared at the zone level would have to play along with a fourth who could be the player used at the regional playdowns or an eligible new person.
Cresting/Sponsor Identification
1. A team competing at the zone, regional or Challenge Round level of an OCA competition shall be allowed to wear non-competing sponsors' crests (i.e. sponsors who do not compete with any OCA sponsor).
2. A team competing in an OCA provincial final other than the Men’s and the Women’s
championships shall be allowed to wear non-competing sponsors' crests (i.e. sponsors who do not compete with any OCA sponsor), four (4) crests visible at any given time per player per game. Each crest is limited to one sponsor identification. The allowable size shall not be in excess of 5"x5", 3"x8" or 4"x6" (or approximately 25 square inches). If a name or lettering is also included with a logo/crest, the two items together must not exceed the allowable size.
3. A team competing in the Men’s and the Women’s championships shall be allowed to
wear non-competing sponsors' crests (i.e. sponsors who do not compete with any OCA sponsor). Each crest is limited to one sponsor identification. The Draw 1. The OCA Zone Representative responsible for the zone competition shall draw for
start times with the assistance of the Zone Host Club Representative and shall notify the skip/chaperone/coach of their start time. If either/both is playing in the event, he/she shall request that another Zone Representative and Club Representative without a conflict conduct the draw for start times.
2. Teams participating in a regional playdown or a Challenge Round will not be
permitted to practice at the regional or Challenge Round host club within 24 hours of the start of Game 1 of the competition. Teams participating in a provincial final will not be permitted to practice at the provincial final host club within 24 hours of the start of the event unless a pre-event practice is included in the schedule of events.
3. Teams shall draw for position on the draw board prior to their first game at the zone
competition. At regional competitions, the draw is pre-determined and is posted on the Regional Playdown Information Sheet (Exhibit #13). The order of the games shall remain the same.
4. A zone may elect to accept additional entries to expand or “fill” the double knockout
draw to an even and/or manageable number of teams. Factors such as the eligible number of entries in a zone and the ice availability may determine the maximum number of teams allowed and such final determination will be made by the OCA Executive Director.
Games 1. Three (3) games per day may be scheduled for all competitions with the following
exceptions:
(i) at Master Men, Master Women, Senior Men, Senior Women three (3) games cannot be scheduled for two (2) consecutive days.
2. All games are eight (8) ends except for Mens, Womens, Seniors, Juniors and Mixed
that lead to a national event which shall be ten (10) ends for all competitions except Master Women, Master Men, Bantam Boys, Bantam Girls, Bantam Mixed, Junior Mixed, Schoolboy, Schoolgirl, Fairfield Marriott Challenge, Best Western Challenge and Senior Mixed which shall be eight (8) ends.
3. During the fourth/fifth end break, which shall be a maximum of five (5) minutes and
will be taken on the backboard behind the team's sheet of play. Beverages and small quantities of prepared fruit and vegetables shall be permitted provided they are in a non-breakable container. No thermal coolers shall be brought into the club at any time.
4. In all games of a competition played in a curling club, all extra ends must be played
towards the glass.

5. Time clocks may be used at any level of any competition. 6. If there are only two (2) entries in a zone competition, the following method shall be
used to determine the “A” and “B” winners:
(i) If both teams agree; a) A game may be played at a time and place mutually determined by the
two (2) teams and the Zone Representative. This game must be played between the time that zone entries close and the final date of the scheduled zone competition but does not necessarily have to be played at the date, time and place as scheduled.
b) If the two (2) teams do not wish to play a game, the OCA Zone
Representative may execute a coin toss in the presence of a neutral third party. Prior to the toss, one (1) team shall be designated “heads” and the other “tails”. The Zone Representative shall advise the two (2) teams of the outcome of this coin toss. The winner of the coin toss shall be considered the winner of the game and shall be placed in the higher position (their own zone is considered higher than a fill zone).
Note: Teams in the Men’s and Women’s event playdowns are encouraged to play as points may be gained for use in a Challenge Round entry.
c) If one (1) team chooses, it may forfeit the choice of “A” or “B” to the other
in lieu of a coin toss or game.
ii. If both teams do not agree;
(a) Positions “A” and “B” shall be resolved by playing a game at the time and place as scheduled on the OCA competition poster.
7. If there is only one (1) entry in a zone competition, the team shall be declared the
"A" winner. 8. Changes to a posted schedule must be approved by an OCA Zone Representative
and the OCA Executive Director. Pre-Game Team Meeting & Practice 1. A team meeting will be held before the posted start time of the teams' first game at
each level of play of the competition. Each team must have at least one (1) member at the team meeting. If a team fails to have a team member at the team meeting, that team shall forfeit the choice of colour and last stone for that game and shall practice first.
2. A minimum of 30 minutes prior to each game, teams will flip a coin to determine
which team plays the first stone in the first end unless the SBTRP draw to the button is being used. (Refer to Exhibit 21 or CCA Rulebook page 32 (2) a and b)

3. After the first game, if a team fails to have a team member present for the coin toss, if applicable, of any subsequent game, that team shall forfeit the choice of colour and last stone for that game and shall practice first.
4. All competitions including those that lead to a sanctioned National event shall allow time for a one minute cooling period and a seven (7)five (5) minute per team pre-game, organized practice. Practice is to be on the sheet of ice where the team is scheduled to play and only with the stones they will be using in the game. Stones cannot be touched during the cooling period.
5. At the discretion of the Zone Representative, a team having a bye in a competition
and scheduled to play a team that has already played, will be allowed a maximum of thirty (30) minutes of practice time on a sheet of ice other than the sheet on which they are scheduled to play, if ice is available. This practice must be pre-arranged with the Zone Representative a minimum of 48 hours prior to the start of the event. This would be in addition to the five (5) minutes of pre-game practice referred to in Rule 4 above.
6. A team receiving a bye due to a default will be permitted to practice on the sheet of ice that they would have played on for the length of time that the game would have taken (2 hours for an 8 end game or 2 ½ hours for a 10 end game).
7. Teams shall not be permitted to select stones off other sheets of ice at the facility unless at a provincial final that has a scheduled playoff format (Note: Tie-breakers are not included in a playoff format)
Officiating
1. At zone and regional playdowns, a Club Representative or designate shall act as official-in-charge. At all OCA provincial championships, an OCA Head Official will be appointed and will work in consultation with the staff person or designate in charge of the event.
2. No person who is a player or coach in a competition shall be appointed or act as an official in that competition.
3. If the Club Representative is playing or coaching or otherwise unable to officiate, he/she must appoint someone else who is a member of the OCA to officiate.
Protests/ Appeals
1. A skip or coach may lodge a protest as to the outcome of the game on behalf of the team no later than ten (10) minutes after the completion of the game.
2. The protest will be lodged with the on-site official and can be appealed to an Official-on-Call. The subsequent decision is final.
3. Other decisions made regarding the entry process or eligibility may be appealed in writing to the OCA Executive Director within 48 hours of the original decision rendered. The appeal committee may consist of the OCA President, the appropriate OCA Director of Competitions, OCA Director of Rules Committee, OCA Head Official

and OCA Executive Director as deemed necessary. The subsequent decision is final.
Disciplinary Procedures
The CCA rules found under Special Rules in the CCA Official Rulebook shall apply with the exception that appeals must be made within two (2) weeks. This includes: (a) The right to implement and administer reasonable disciplinary measures arising
from any Competitor/Coach’s conduct (whether of a verbal or physical nature) occurring, (i) during any competition, whether in the course of on ice play or at other times, (ii) at any other time and place.
(b) Such disciplinary measures may include but are not limited to,
(i) formal reprimand or verbal warnings; (ii) formal reprimand (written); (iii) temporary or permanent suspension of competition privileges; (iv) dismissal from a team.
Competition Behaviour
In appropriate behavior will not be tolerated at any time during an OCA competition (e.g. slamming brushes in anger, willful damage to curling club, hotel or restaurant facilities, offensive and/or abusive language, etc.). Such inappropriate behaviour shall be subject to the disciplinary procedures as outlined above. The OCA reserves the right to impose player fines as introduced by the CCA in cooperation and with the support of the World Curling Players Association. This fine system includes (but is not limited to) the following sample: (a) On-ice Conduct
(i) Use of inappropriate language and/or behaviour to the point that is offensive. (ii) Making an obscene gesture that is deemed inappropriate by an Official. (iii) Being abusive to anyone involved with the event.

Stick Delivery Rules
1. The curler must initiate the delivery from the appropriate hack and then advance directly by walking or sliding towards the skip’s broom. The delivery and release of a rock are intended to occur within a reasonable proximity to the centre line. Any attempt to change the angle of the delivery/release will result in forfeiture of the delivered rock.
2. The rock must be clearly released prior to reaching the near hog line.
3. The body and stick can cross the near hog line in a follow-through motion after the rock is released.
4. A stick or broom must be used to deliver all rocks.
5. No variation of the flat-footed slide delivery is appropriate.

Weighted Entry Criteria
As we have heard that a more detailed description is preferred in the OCA Rules
Supplement about the process to decide how many teams were advancing
from zones to regions in the events that had been utilized in the 2 year trial,
perhaps this guideline will be better suited to clearly define how teams are
selected.
Each zone is guaranteed one entry into regions providing they have at least one
team competing. In order to be considered for additional entries, a zone must
either have a minimum of 6 teams paid as at zone entry deadline or have at
least 20% of the total paid entries in the Region. If a team(s) drops out and is not
eligible for a refund, the entry level for that zone would still be considered 6. If a
second bonus entry is available, you might look at the remaining available
teams in zones after deducting regional berths allocated so far. If one zone is still
higher than the others it goes to that zone. If tied with another zone who already
has received a bonus entry, it goes to the zone who hasn’t received bonus. If a
bonus position is available and two or more zones are equal in entries, the bonus
entry is awarded by lottery.
The figure of 20% was deemed reasonable as it allows a zone to be a little short
of the normal entry level and not be penalized and it appears to be more
reasonable than selecting the host zone to get a bonus entry.
Example 1
Competition A - Region 3
Zone 9 – 6 teams
Zone 10 – 5 teams
Zone 11 – 4 teams
Zone 12 – 10 teams
In the example above, Zone 9 would receive 2 entries into regions as they have
met the minimum threshold of 6 entries. Zone 11 would receive a single entry as
they fall short of the 20% threshold. Zone 10 while under 6 teams, is at the 20%
threshold and gets a second entry. Zone 12 would get two based on meeting
criteria of 6 entries or more than 20% plus the remaining spot as it has the most
entries of all the zones.

Competition A - Region 4
Zone 13 – 15 teams
Zone 14 – 5 teams
Zone 15 – 6 teams
Zone 16 – 3 teams
Zone 16 would receive a single entry as they fall below minimum of 6 and also
below 20% of region total. Zone 14 would receive only one entry as well
because of the same situation as Zone 16. Zone 15 would receive two entries as
they meet the minimum requirement of 6. Zone 13 would receive two plus
another since they had the highest number of entries. Zone 13 would also
receive a 4th entry since they still have 12 teams remaining after you takeout the
first three entries allocated.

Competition B - Region 1
Zone 1 – 2 teams
Zone 2 – 2 teams
Zone 3 – 4 teams
Zone 4 – 5 teams
Zones 1 and 2 would receive a single entry as they do not make the necessary
20% threshold. Zone 4 would receive two entries as they meet the 20% minimum
as does Zone 5. The additional two spots in the region would be filled first by
Zone 4 as they have the highest number of teams entered and the remaining
position would go to Zone 4 since they have two teams remaining which ties
with Zone 4 but since Zone 4 received the first bonus entry, Zone 3 gets the
second.

In this case, all zones receive two entries into the region as they all meet the

tend to point people to our site. Our main focus will be to continue to improve the site
and keep the content fresh.
My Facebook page is updated regularly during the curling season for OCA related
interests. At present I have just over 350 friends so this certainly appears to be another
avenue in which to communicate with all those interested in Ontario specific curling
related topics. The key purpose of the page is to point internet users back to the main
OCA website for ‘further information’.
NEWSLETTER
The E-Slider continued this season with 3 double-sided issues being produced and
distributed. In the past we have had issues with subscribers not receiving it but that
appears to have been resolved by having the OCA office send it out. Your ideas and
content are always welcome.
SOCIAL MEDIA
A plan will be developed over the next few months to map out our future direction for
social media opportunities. Hopefully, we will be able to take better advantage of sites
such as Facebook, YouTube and perhaps Twitter to further engage our membership.

& CCA Annual Meeting

Member Association Meeting – Weds June 15th @ 6:30pm

A meeting discussion was held where member associations could voice their
concerns and idea’s before the NCC.
The meeting was called to order and introductions followed.
Scott Braley (Curl BC) reviewed the ED council meeting from earlier in the day.
Topics from the MA phone meetings were also covered. Notices of
Consideration that were to be presented at the NCC business sessions were
discussed. This included gender makeup allocation of board makeup. Mike
Carson of the national Masters committee also discussed the master play downs
going forward and the plans for a full-fledged event for all provinces and
territories. The meeting was under a time constraint due to game 7 of the
Stanley Cup final and as a result discussion was limited.
National Curling Congress – Thurs, Fri & Sat June 16th-18th
A CCA and MA committee will be struck to focus upon the ongoing
governance of the CCA. Communication between the MA’s and the board
was identified as a problem that continues to need addressing.
The business plan and review was read then discussed with the highlight of a
surplus of $ 640,000 disclosed which included a $1 million rights fee for the 2013
Olympic Trials to be played in Winnipeg.
NCC AND CCA ANNUAL MEETING
FOR THE YEAR 2010-11
The NCC notices for consideration plus the notices from the MA meeting were
discussed and amended. (Refer to end of report for these). The updated
business plan was disclosed and discussed at this time.
Curling Summit – Fri. June 17th
Friday began with greetings from WCF reps Graham Prouse and Keith Wendorf.
USCA President Chris Sjue also brought greetings.
Earle Morris opened and chaired the curling summit for the day. Matt Hames, of
Eric Mower & Associates, Buffalo, NY discussed the power of the social media
and the needs of clubs and associations to get on board.
The summit also covered the need for club professionals, continuing adult
development through ongoing clinics and how to incorporate new Canadians
into curling clubs.
Other ideas discussed were a national day of curling where all clubs have
activities and time for new members to enter clubs and discover curling.
Another idea was “Curlingville”, fashioned off “Hockeyville”, where a curling
club could get a makeover to improve facilities. A sponsor would be needed to
facilitate. High school curling was discussed and noted that some provinces
need to get high school curling started again. This doesn’t seem to be a
problem in Ontario.
CCA Business Operations Update – Sat. June 18th
Saturday began with an update from the business units of the CCA.
High Performance and Coaching
Gerry Peckham reviewed the National team Program.
He stated that 10 of the 12 teams in this year’s STOH were former junior champs.
He also noted that the average age of competitors in the STOH and TH Brier has
gone from 35 to 31 in the last 3 years. The challenge of identifying high
performance teams and funding them is an ongoing concern of the CCA.
Information Technology (IT)
Glenn van Gulik reviewed IT at the CCA. It continues to be a challenge to keep
up with all aspects of IT.
Development
Danny Lamoureux then presented a quick update on some development
projects under way. The Business of Curling and new commercials from the CCA
were his main points. He also discussed the CAP program for 2011-2112 going
forward. He also brought forward the need to keep current facilities renovated
and modern so they don’t face major upgrades or closure in the near future.
Event Operations & Championships
Warren Hanson then reviewed competitions and the differences between major
and secondary events. This was done by articulating the contracts used to
manage an event. The people and skills used by the CCA to successfully
manage an event property is an ongoing effort that matches the event with a
suitable venue.
National Marketing
David Beesley gave a short discussion on national marketing initiatives. He
touched on how the Season of Champions was formed. The importance of TV
and its power as a major driver of events was discussed. Contracts and media
numbers were presented to show how curling is a major sport on TV in Canada.
Elections to the CCA Board – Sat. June 18th
Cindy Maddock of Manitoba and Bob Osborne of Newfoundland were elected
to the CCA board for 5 year terms.
CCA Annual Meeting – Sat. June 18th
Jack Bowman chaired the meeting and gave his outgoing address. Next year’s
Chair will be Laura Lochanski (AB) while Vice Chair will be Jim Campbell (ON).
The motions passed are reported in the following pages. Next year’s AGM will be
in Ottawa on June 16, 2012.
Ontario Curling Council
2010 - 2011
The Annual General Meeting was held by Conference Call on June 2, 2011. It
was attended by Doug Bakes (observer) and Gord Gark (OCA delegate).
Considerable savings are realised holding this meeting by conference call by
not having to pay for flights, hotel rooms and meals for delegates and Board
members.
Once again the OCA and the NOCA produced and ran courses with less
money due to a reduction in the base grant. It is hoped that we will see some
improvement in the next couple of years.
The OCA and the NOCA signed a new 3 year agreement for the split of base
grant funds. A second part of the agreement which will be for costs related to
the preparation of the grant request will be worked out at a later date.
The Quest for Gold program will continue for next year but changes are
expected in the future.
The financials were presented by Michele Gower. Once again the base grant
was less than the previous year but the OCC was able to report a small profit
which was put into reserve for a rainy day.
Michele Gower was nominated and elected to the OCC Board for another 2
year term.
I would like to thank John McCrae, Terri Collicott and the volunteers who make
up the OCC for their continued support of curling in Ontario.
