Lieutenant-General, the Honourable Roméo Dallaire (Ret’d) Roméo Dallaire is a retired Canadian Senator, a retired Canadian Army Lieutenant-General, a devoted humanitarian, and an outspoken advocate and champion of human rights.

During his distinguished military career, General Dallaire commanded the United Nations peacekeeping mission in Rwanda prior to and during the 1994 genocide.

He is author of two best-selling books: Shake Hands with the Devil – the Failure of Humanity in Rwanda and They Fight Like Soldiers, They Die Like Children – the Global Quest to Eradicate the Use of Child Soldiers.

Linden MacIntyre Author, broadcast journalist Linden MacIntyre has been a familiar face as co-host with the Fifth Estate, CBC Television’s investigative program since 1990.  He recently retired from the show. Between 1981-86, MacIntyre worked for CBC’s ground-breaking national current affairs program, The Journal, and was assigned to documentary reporting in various parts of the world, including the Middle East, Central America and the USSR.

Roméo Dallaire and Linden MacIntyre’s courage, leadership and dedication in advancing the public interest have earned them recognition, affection, and admiration from Canadians and around the globe.

Educator Ethics: Giving our Profession Permission to Have Difficult ConversationsSession ID: PR-1E(English)

Educators often face “grey” areas where there are no clear distinctions or delineations between right and wrong, appropriate or inappropriate conduct. Establishing an ethical framework with guiding principles can serve to offer direction to educators when the path to ethical decision-making becomes murky. Professional ethical standards help provide a foundation and common narrative of consistent guidance for educators’ interactions and professional relationships by providing a common framework to make critical decisions. Until recently, JK-12 education in many jurisdictions in the United States has not had a unified code of ethics like in other fiduciary professions.

The National Association of State Directors of Teacher Education and Certification’s recently unveiled Model Code of Ethics for Educators (MCEE) establishes principles that serve as a guide to help educators navigate the complexities of daily practice. The development and application of the MCEE will be explored using case studies and engaging examples. This interactive session will examine the vast complexities, competing tensions, and risks that are inherent within teaching. It will build a case that in teaching, as in other fiduciary professions, ethics should actually be a higher threshold than law.

Implementing the Truth and Reconciliation Committee’s “Calls to Action” Session ID: PI-1E(English)

The Director of Education of the Chiefs of Ontario (COO) will provide details on how the calls to action from the Truth and Reconciliation Commission are being implemented by First Nations in Ontario. We will explore practical ideas on how teachers, administrators and school boards can support implementation through various means. The workshop will include:• an overview of the COO strategy to

implement the calls to action• in-depth coverage of strategy associated

with education-related recommendations• an exploration of linkages and activities

between the COO strategy and the publicly funded school system in Ontario

The 45 regulatory organizations of the Conseil interprofessionnel du Québec (CIQ) launched the Ordre de protéger [Order to protect] campaign in March 2014 to raise public awareness of their role and actions to serve and protect the public interest.

This public information campaign is driven by the use of a blog (www.ordredeproteger.com), Twitter, Facebook, and LinkedIn. The main goal is to inform the public about the mission of the regulatory organizations and how they fulfill it. The campaign is being conducted at a time when the general public and political decision-makers are questioning the effectiveness of public protection mechanisms.

We will present various elements of the campaign and the communications, financial, and technological challenges they entailed: the visual signature shared by the 45 organizations, blog design, content development, editorial policy, choice and use of social media, web advertising spots, media campaign, and management of public comments.

We also established performance indicators to monitor the campaign’s progress (website and social media traffic) on a monthly and annual basis. We want to see if the public confidence and their level of satisfaction toward regulatory organizations have changed.Because resources for this campaign were

limited, one of the conditions for its success was the engagement of all CIQ members in promoting the campaign.

The campaign ends in 2016, but we are already drawing lessons from the experience.

Defining fairness is no easy task. It is bounded by circumstance, social location, expectations, cultural norms, and many other factors. That is further complicated by shifting demographics and new demands on human rights and good governance.

This workshop will explore what fairness means, procedurally and substantively. In the context of equity versus equality, the workshop will examine fairness in light of the inclusive notion of equity where people and groups are actually treated differently according to their specific circumstances and contexts in order to give them access to fair results.

The wording reflects the need to make a commitment to: “Monitoring and maintaining sound mental, physical, and emotional health necessary to perform duties and services of any professional assignment; and taking appropriate measures when personal or health-related issues may interfere with work-related duties.” During this two person panel we will discuss the tools and techniques that promote healthier relationships with yourself and others as those who are in and who regulate professions. The goal of this presentation is to assist you in reflecting on the ways in which those in public positions and professions practice self-care and how this practice essentially benefits the community you serve.

The basic question for me is: do we believe in citizen-centered regulation? If we do, what are we doing about it?

By 2016, all of Scotland’s public services will be operating a simplified, standardized complaints process, designed and overseen by the Scottish Public Services Ombudsman. For the Ombudsman, understanding the needs of the citizen — whether they are a patient, tenant, student, prisoner, consumer, or family member — is at the very heart of the process.

Over the past decade, mobile devices and global social networks have created a host of challenges for regulatory agencies in virtually every profession. With cameras and recording devices in everyone’s hands and the Internet never more than a click away, there is virtually unlimited potential for unethical behavior and professional/private boundary violations, as newspaper headlines make all too clear. This presentation provides: an overview of the many ways mobile technology and social media have become integral to our personal and professional lives, along with a preview of emerging devices and services; reviews current codes of ethics for various Ontario professions and discusses possible areas of improvement; and includes examples of how regulatory agencies in Ontario and elsewhere respond to ethical code violations involving mobile technology and social media. CORU, the regulator for health and social care professions in Ireland, has been questioning if resilience is an issue that regulators should consider when monitoring registrants. This session will give the final results of research by Jenny Bulbulia, a PhD candidate, and  her colleagues Michael Gordon and David Hevey of Trinity College, Dublin, Ireland. Using quantitative and qualitative tools, the research has identified the positive skills and protective mechanisms resilient workers use despite dealing with challenging work situations while maintaining a good work/life balance.

We will review the lessons learned from social workers from six countries including three Canadian provinces and discuss how these are relevant to other professions such as teachers. The session will also report on a survey of regulators discussing how the results of this research could potentially impact on further ways to regulate professions. Are resilience requirements necessary for regulation? If not, what are the best ways for regulators to address the issue? Expect to discuss: the wellbeing of a registrant and who is responsible for fostering this planning for the future of regulationapproaches to continuing competencethe importance of work/life balance in maintaining resilience among registrants This session will highlight the importance of evidence based regulation.

Six Nations Polytechnic (SNP) is an Indigenous Education Institute committed to student success and well-being, closing the knowledge gap about Indigenous peoples in Canada and contributing to a sustainable future for all. In our experience, supporting one another and building relationships is critical to realizing the vision of the calls to action of the Truth and Reconciliation Commission of Canada. This workshop will explore key recommendations and suggest ways in which mainstream and Indigenous educational agencies can achieve productive results. We will discuss how school, educational systems and education communities can become key players in fostering reconciliation within education, as well as between your community and your Indigenous neighbours.

In this session, the presenter will address issues related to recognizing signs of abuse and reporting injuries to authorities. The presenter will draw in particular on the facts from the Jacky Scott Garret case in which two young adopted children suffered abuse and neglect without a report ever going forward to Child Protective Services.
