ONE NATION, ONERATION CARD
The scheme is aimed at providing freedom tobeneficiaries, as they will not be tied to one PDS shop,reduce their dependence on shop owners and curtailcorruption.
ABOUT THE SCHEME
It is the initiative of Union Minister ofConsumer Affairs, Food and PublicDistribution.
It will be implemented from June 2020.
While Aadhaar linkage is not necessary toaccess NFSA benefits in a beneficiary’s
local registered ration shop, locatedclosest to her home address, it will be
necessary to access the portabilityscheme.
The ration shops/ fair price shopsmust use point of sale (PoS)machines which allows the onenation, one ration card scheme.
The biggest beneficiaries will bemigrant workers who move to otherstates to seek better job opportunities.
There will also be creation of aCentral Repository of all RationCards to help national leveldeduplication.
According to the National Food SecurityAct 2013, the government is obliged tocover up to 75% of the rural populationand 50% of the urban population underTargeted PDS, with uniform entitlement of5 kg per person per month.
PUBLIC DISTRIBUTIONSYSTEM IN INDIA
The Central Government, through FoodCorporation of India (FCI), has assumed theresponsibility for procurement, storage,transportation and bulk allocation of foodgrains to the State Governments.
The operational responsibilitiesincluding allocation within the State,
identification of eligible families, issueof Ration Cards and supervision of thefunctioning of Fair Price Shops (FPSs)
etc., rests with the State Governments.
PDS is operated under the jointresponsibility of the Central
and the State Governments.
PRESENT STATUS
Integrated Management of PDS (IMPDS) is asystem that is already operational inAndhra Pradesh, Gujarat, Haryana,Jharkhand, Karnataka, Kerala, Maharashtra,Rajasthan, Telangana and Tripura wherein abeneficiary can avail his share of food grainfrom any district in the State.
