It is uncanny as to how the most ambitiously designed infrastructure projects in India tend to reach capacity and choke practically at the time of the start itself. be it toll roads, airports, cities etc. the story keeps getting repeated. Is it that projections are kept conservative to give the concessionaire an unfair gain? Is it that our vision is too narrow or our system allows only for incremental improvement planning instead of transformational planning? Or, it is simply too short a planning horizon – while the project financing may run into 25-30 years, the project crosses peak capacity in just a few years creating dissatisfaction towards paying user fee for new infrastructure that apes the old one. this panel examines the issues involved and what correctives could be applied.
