Feature: New hawk-owls specie sighted in Camiguin

Big, fluffy, blue-

gray eyed hawk-owls were sighted by researchers in this volcanic island paradise at the northern tip of

CoVer StoRy

It is the only one of its kind. At night, it gives a long solo hoot that builds in intensity, with a distinctive low growling tone to attract mates or defend their territory. Pairs of these owls often do short barking duets (rapid yapping) that always starts with a growl. Recordings and observations made by scientists from the Philippines Biodiversity Conservation Foundation confirms the uniqueness of its attributes when compared to other hawk-owl population, not even those found in other parts

Mindanao. Researchers noted a smaller but consistent disparity in plumage and measurements, but despite this confusing physical resemblances and variability, vocal differences in their kind, they said only confirms they are but new separate specie. In some published interviews with the authors, they conveyed their amazement on the differences in vocalization. Experts said the owls do not learn their

As such, this bird now finds its place in the global avian diversity levels, now named as Ninox leventisi Camiguin or the Camiguin Hawk-Owl, together with new owl specie also found in Cebu. Other owl species unveiled by a team of local and international experts includes the Luzon hawk-owl (scientific name Ninox philippensis), Mindor hawk-owl (Ninox mindorensis), the Romblon hawk-owl (Ninox spilonata), the Mindanao hawk-owl (Ninox spilocephala), the Sulo hawk-owl (Ninox reyi), Cebu hawk-owl (Ninox rumseyi) and new sub- specie of Romblon hawk-owl named (Ninox spilonata fisheri). The lead author of this

Timpoong Protected Area and often frequented by researchers who wanted to explore the richness of the mountain’s biological biodiversity.Other scientific

research conducted here also found new species of moss mouse (smallest rats) and Hanging-Parrots (split). Meanwhile, the province is set to launch the discovery of the Camiguin Hawk-Owl to the public on March 9, in time for the Mt. Timpoong-Hibok-Hibok Protected Area 9th Anniversary

celebration. To date, the Camiguin Provincial Environment and Natural Resources Office (PENRO) has entered into a partnership agreement with the Mindanao State University (MSU) Iligan Institute of Technology for the conduct of another research project the seeks to collect information on the population and ecology of Camiguin endemic species, such as,

the Camiguin Hawk-Owl, Camiguin Narrow-Mouthed Frog and other species. The team will likewise investigate the diversity and abundance of canopy and understory birds, including, bats and identify existing and potential threats to these species and to their habitat.

ACROSS THE NATIONPresident Aquino leads 27th anniversary of the Presidential Security Group

President Benigno S. Aquino III led the awarding ceremonies marking the 27th founding anniversary of the Presidential Security Group at its headquarters in Malacañang Park, Manila Yesterday.

Joining the President were Defense Secretary Voltaire Gazmin, PSG Commander Brigadier General Ramon Mateo Dizon, and other national and local government officials led by Manila Mayor Alfredo Lim.

Upon his arrival at the PSG Grandstand, President Aquino was accorded military honors by PSG troops.

The President led the presentation

of plaques of recognition to the PSG personnel awardees for 2012 as well as citations to public and private individuals for their unwavering support and assistance to the PSG.

The Best PSG Personnel for 2012 are: Major Ian Noel P. Ignes, Organic Officer of the Year (Field Grade Category); Lieutenant Junior Grade (LTJG) John C. Lobaton, Organic Officer of the Year

After the ceremonies, the Chief Executive inspected the PSG War Room and C2 Situation Room.

The PSG traces its roots to March 1897 when it was created to protect General Emilio Aguinaldo, then President of the revolutionary government.

Since then, it has gone through several name changes under succeeding Presidents such as: Malacañang Guards (President Quezon), Presidential Guards (President Osmeña), Malacañang Secret Agents (President Quirino), Presidential Security Force (President Garcia), and Presidential Security Agency (President Diosdado Macapagal).

In 1986, the late President Corazon Aquino disbanded the Presidential Security Command that served under former President Ferdinand Marcos, and replaced it with a leaner Presidential Security Group with then Army Colonel Voltaire Gazmin as its chief. PND (js)

The President acknowledged the continuous efforts of the PSG to professionalize its members in carrying out its tasks of providing protection for the Chief Executive, the First Family and the institution. The PSG also provides protective security to visiting Heads of States and Diplomats

“Sa likod ng kaliwa’t kanang problema na ipinamana ng diktadurya, sa kabila ng mga tangkang muling panaigin ang karahasan at pagkakanya-kanya, itinindig ni Secretary Volts (Gazmin) at ng PSG nang may buong dangal at tapang upang maitaguyod ang seguridad at kapayapaan sa bansa, at maipagtanggol ang nabawi nating demokrasya,” he said.

The President also lauded PSG Commander Brigadier General Ramon Mateo Dizon for leading the elite group to effectively carry out the tasks.

“Kaya naman, sa pangunguna ni Brigadier General Chito Dizon, muli ko kayong pinapasalamatan sa isa na namang makabuluhan at matagumpay na taon ng inyong hanay. Saludo at tinitingala ko kayo sa inyong tibay at walang-kapagurang dedikasyong maglingkod,” he said. PND (js)

AboitizPower projects on track for 2015 completion targets

Construction of various power projects committed by AboitizPower to perk up the Mindanao grid was on schedule for completion in 2015, a company press statement Monday said.

It said AboitizPower has committed P35 billion in fresh investments to add more capacity to Mindanao, now experiencing acute power shortage

on a daily basis. Stakeholders expect power shortage to worsen as water levels in Lake Lanao come down in summer months.

Subsidiary Therma South Inc., which is building a 300-MW, 24/7 base load coal power plant in southern Davao City, has deployed close to one thousand workers on its construction site, expecting to increase the manpower requirements in the next few months.

“Thanks to the support of our host barangays and local government units as well as various government agencies, we are on our way in meeting our committed completion target in 2015,” Therma South president and COO Benjamin A. Cariaso, Jr., said.

He said Therma South was optimistic of a long term solution to ongoing power crisis with a reliable base

load power to Mindanao power users thru electric cooperatives that would sign up with AboitizPower.

A n o t h e r s u b s i d i a r y , Hedcor Inc., is moving full-swing on the construction of its Tudaya 1 and 2 run-of-river hydro power plants, with more than 300 workers in the two sites in barangays Astorga and

Sibulan, both in Sta. Cruz, Davao del Sur. The two facilities scheduled for completion in 2014 would provide a combined 13-megawatt of reliable and renewable power.

Therma South is using the latest circulating fluidized-bed combustion technology to ensure the clean coal power plant will meet stringent government health and environment standards.

Hedcor, on the other hand, has 30 years of leadership and expertise on the run-of-river hydro power technology. It currently supplies 155-MW of renewable hydro power to Luzon and Mindanao. (PNA)

In coordination with the local youth development council, the Butuan local government unit (LGU) launched Monday morning at the old Sangunniang Bayan

Building a program dubbed as “Ang Pagbutwa Hong Balangay: From Waste To Work of Art.”

Ten artists from all over the region are competing to transform recyclable waste materials into a three-foot-long and three-foot-high model of the Butuan City icon, the “Balangay.”

The opening ceremony this morning was attended by Butuan City government officials led by Mayor Ferdinand M. Amante, Jr., Leah Mendoza, City Administrator, and Virgilio Nery, chairman of the City Council Committee on Environment.

The artists started creating their piece right after the kick-off ceremonies and are expected to complete their works on Friday, March 8 to be presented to the public at 3 p.m.

Nery, in his briefing for the rationale of the activity, mentioned that the morning activity is but an “add-on” of the ongoing “Clean Ground, Zero Waste” which already

had contributed greatly to the environmental, socio-economic development of Butuan.

“Cleanliness is beautiful enough,

but turning garbage waste into a ‘work of art’ will be another plus factor for the beautification program of the city,” Nery said.

Mayor Amante, for his part, said that the program is in line with one of his administration’s f l a g s h i p programs which is turning waste into something useful, just like his waste to energy program, in which a number of foreign businessmen had already signified their intentions to invest.

The prizes at stake from Butuan LGU and the sponsors will be P7,000.00 for first prize; P5,000.00 as second prize; P3,000.00 for third prize and P2,000.00 as consolation prizes for the rest of the participants.

The awarding will be held on March 8, at 3 p.m., when the works of art will be displayed at the city hall lobby.

HIV cases in Caraga up - DOHby Robert E. Roperos

BUTUAN CITY -- The Department of Health-Center for Health Development (DOH-CHD)-Caraga on Friday said cases of Human Immunodeficiency Virus (HIV) in the region increased from 1995 to January 2013.

During the recent media forum spearheaded by the region’s health department here, Dr. Gerna Manatad said 69 cases were recorded by their monitoring units. Of these, 10 were recorded from 1995-2007; one each in 2008 and 2009; six in 2010; 18 in 2011; 32 in 2012; and one in January 2013.

Dr. Manatad further said of these figures, 90-91 percent of the cases are males, with age ranges from 18 to 67 years old.

Also, the DOH official also said that 90-91 percent engaged in male-to-male sexual relationship, and 11 to 12 percent of them were overseas Filipino workers (OFWs).

With the increasing cases in the region, DOH-CHD Caraga has identified key actions or measures such as regularly conduct of HIV education to the Most at Risk Population (MARPs) like the registered sex workers, freelance sex workers, men having sex with

men, and the clients. Manatad also said to increase

case detection, the health department is planning to expand number of Social Hygiene Clinic or rural health units to do voluntary HIV counseling and testing. They will also conduct mobile Voluntary Counseling and Testing (VCT) for those areas with no access to VCT.

Dr.Manatad further said that with regards to the prevention and fight against stigma and discrimination, the DOH is advocating for the hundred percent Condom Use Program (CUP) especially for entertainment e s t a b l i s h m e n t s ; Conduct of peer education and outreach; Multi-sectoral coordination

through Philippine National AIDS Council (PNAC); E m p o w e r m e n t of communities; C o m m u n i t y assemblies to reduce stigma; Augmentation of resources of social Hygiene Clinics; and Procured male

condoms distributed as education materials during outreach.

In 2011, 17 males and one female were detected to have been positive of HIV in the region, while in 2012, two females and 30 males were recorded at the health department.

At the national level, 11,702 reported cases were recorded from 1984 to 2012.

In 2011, 2,349 cases were reported while 3,338 cases were reported in 2012, an increase of 42.103 percent, it was learned.

BUTUAN CITY-- A local executive lauded the efforts of Father Saturnino Urios University (FSUU) on their Tree-Growing project at Sitio Tagkiling in Brgy. Anticala as part of their advocacy to rehabilitate the Taguibo Watershed.

Vice Mayor Lawrence “Law” Fortun together with other government employees, joined other stakeholders and actively participated in the tree planting activity in the area.

Fortun said the effort of FSUU is a big step towards the total rehabilitation of the Taguibo watershed in which only about 1,000 hectares is currently forested out of the 12,000 hectares of the said watershed.

“While this may be big step towards the rehabilitation of the forest area, we still need to come up with a comprehensive watershed

management framework so that all aspects of the management of the watershed will be covered,” Fortun said.

The recently passed Watershed Code of Butuan City already laid down the foundation for this framework plan.

The city government of Butuan recently signed a memorandum of agreement (MOA) with Enterprise Works/Worldwide Philippines (EWWP) for the joint undertaking for the framing of the said plan.

The vice mayor planted 40 seedlings despite the terrain and rugged condition of the area.

DA-9 launches National Year of Rice in Dipolog

DIPOLOG CITY - The Department of Agriculture (DA) in region 9 recently held a media forum at Mibang Hotel here to officially launch the National Year of Rice 2013, which aims to attain the rice self-sufficiency target next year.

President Benigno Aquino III has issued Proclamation No. 494 directing the DA to lead the celebration of the National Year of Rice and raise public awareness on responsible rice consumption. The media forum has sought the help of media men support to enjoin the public or the rice-consuming public, producers and the policy-makers to support the goal of

making the country rice sufficient. To draw the commitment of the group, DA-9 Regional Executive Director Eduardo Holoyohoy, together with DA Regional Technical Director Dennis Palabrica, RAFID Chief Maria Melba Wee, Marilou Sybico of NFA-Zamboanga del Norte provincial office, Senior Engineer Zardo Roa of the National Irrigation Administration (NIA) and DA regional office staff

Cimafranca, who attended the turnover ceremony with Mayor Samuel Co, said “the new fire trucks have the capacity to discharge 2,400 liters of water per minute. Their water canons can push water up to 62 meters horizontally and 24 meters vertically- equivalent to an eight story-building.” Cimafranca thanked the DILG for including Pagadian City in the first batch of recipients the 38 modern fire trucks. He disclosed that the city four fire trucks and only three of these are serviceable.

“The acquisition of the fire trucks would help boost the fire fignting capability of the BFP,” Cimafranca said. The fire truck which will arrive here soon “is of great help to the BFP in stepping up the bureau’s fire prevention campaign since it can deliver faster and better fire control action,” stressed Cimafranca. The fire chief also said the BFP will conduct a five-day Fire Truck Operation and Maintenance Training on March 4-8, before these vehicles will be deployed to the recipient-cities. “I have sent three personnel in Manila to attend the training so that the fire truck will be brought here,” Cimafranca said.

OWWA releases P220,000 in death and burial benefits

ZAMBOANGA CITY - The Overseas Workers Welfare Administration (OWWA) in Region 9 has released the amount of P220,000 in death and burial benefits to the family of the late Ailyn Tagarda Hidalgo, 30, an OFW whose body was found inside the drainage system at the basement of her employer’s residence at Yarmouk, State of Kuwait on Nov. 27, 2012.

OWWA Regional Director Hassan Gabra Jumdain said Hidalgo’s remains arrived in Zamboanga City on Jan. 25, 2013 via Air Philippine Express flight PR993 at 5:45 a.m. From the city, the remains were brought to Coloy Coloran, Siay, Zamboanga Del Sur. OWWA and the local government unit of Siay facilitated and assisted in the airport transfer of the remains of Hidalgo. On Feb. 25, Director Jumdain personally handed the check to Mrs. Marlina Hidalgo, the victim’s mother. Mrs. Hidalgo thanked OWWA for the effort and assistance extended to the family. Director Jumdain disclosed that families of OFWs who were OWWA members at the time of their death would receive death and burial benefits of P120,000 in case of death due to natural cause, or P220,000 in case of death due to accident.

On the other hand, the families are also eligible to avail of OWWA’s Education and Livelihood Assistance Program (ELAP), scholarship grant for a qualified dependent, and livelihood assistance in the amount of P15, 000.00 to the surviving spouse. The late OFW is the eldest among six siblings and the family’s breadwinner. She is survived by her eight-year old daughter. Based on POEA database she was deployed by Malorata International Manpower Agency as domestic helper on Nov. 13, 2005 and the foreign agency was Nadia Suleiman Malallah Housemaid Recruitment Office. Bulok Creek, which cuts through the city’s commercial center and traverses at least seven barangays here, is considered a very important water body in Koronadal City. It is a pilot water body for the implementation of the agency’s Adopt-an-Estero Program in partnership with local government units and private partners.

Recently, the DENR-EMB 12 has strengthen its information, education, and communication (IEC) campaign regarding their Adopt-an-Estero Program.

Target of the said IEC campaign are the villages of Mambucal, San, Isidro, Sta. Cruz, Zone III, Zone I, General Paulino Santos (GPS) , and Morales, where the Bulok Creek negotiates.

Village officials of Morales, Mambucal and Sta. Cruz, San Isidro, and GPS have already signed memoranda of agreement with the EMB to fully support the program, after their villages were visited for the campaign.

“Early this year, I met with Koronadal City Mayor Peter Miguel to

discuss how to effectively implement the Adopt-an-Estero Program,” EMB 12 OIC-Regional Director Ma. Socorro Lanto said.

Lanto added that as suggested by Mayor Miguel, strategies set for implementation in the area include mobilization the local officials and their residents in the cleanup of the creek , urban greening and the creation of TANIM (Tree and Nature Improvement for Mother Earth), a foundation that would concentrate of environmental concerns.

Engr. Bolawan Sambarani, EMB 12 Adopt-an-Estero focal person explained further that the IEC campaign also seeks recommendations from the officials and the constituents on how to improve the conditions of the said creek.

It is also an opportunity to educate communities on the importance of solid waste management and to encourage massive participation to the program.

Bulok Creek has been a concern of local officials and residents here. During heavy rains

it overflows and causes flooding in several villages along its banks and cuts traffic at the city’s main street.

A d o p t - a n - E s t e r o Program, a DENR priority program, is a public, private and community partnership in achieving a cleaner, safer and healthier environment through cleaning up and maintaining particular water channel.

At present, 11 adoptors have already pledged commitment for the rehabilitation and protection of Bulok Creek.

DSWD 12 Regional Director Bai Zorahayda Taha said the initial number of beneficiaries are located in Region 12 and the Autonomous Region in Muslim Mindanao.

Taha explained, the inclusion of these families in the agency’s cash-for-work program is part of the immediate interventions promised under the Sajahatra Bangsamoro Program.

President Benigno Aquino III launched the Sajahatra B a n g s a m o r o Program on February 15 at the Bangsamoro Leadership and M a n a g e m e n t Institute in Barangay Simuay, Sultan Kudarat, Maguindanao.

It intends aims to uplift the health, livelihood and

education conditions of Bangsamoro communities.

The cash-for-work program, Taha continued, is among the confidence-building measures that the department has identified in support to the Sajahatra Bangsamoro Program and the on-going peace negotiations.

Under the program, indigent MILF-member families will be provided temporary employment.

The award was conferred by the Department of Health (DOH) during the 2nd GP Champs and Orally Fit Child Awards held at Philippine International Convention Center (PICC) in Pasay City.

Dr. Ma. Rizalina M. Arenas, municipal health dentist said that the award was the result of their consistent rendering of commendable services to every child in the

town which eventually improves their health and welfare.

Aside from the plaque of recognition, the health office also received a cheque worth P50,000.

The criteria for GP Champs award were: GP Coverage- 50%; Other Essential Health Services Performed- 20%; GP Best Practices/E f fo r ts / Innovat ive Interventions-10%; Provision of Budget for

DAVAO CITY- The lives of two Philippine Eagles are being streamed online as part of a global awareness project for the endangered avian species. Dennis Salvador, executive-director of the Philippine Eagle Foundation said that the project aims to present the Philippine Eagle on a global scale. Sal-vador said that little has been known of the raptor internation-ally which is listed as critically endangered. The set-up involves placing video cameras on a cage con-taining two breeding raptors. The cameras are linked to the world via ustream, which allows real-time viewing thru the online livestreaming portal. Local and international part-ners are helping in the project with the American-based Raptor Resource Project helping fund the 24-hour video set-up with the acquisition of one PDZ vid-eo camera and an IR camera for night time use. Telecom giant Globe has provided to the PEF an internet facility for free within a period of 12 months, these enables the foundation to link the cameras up online. Globe Telecom’s senior spe-

cialist for Corporate Social Re-sponsibility, Fernando Esguerra Jr said that the cost of the fixed 1 Mbps (megabits per second) internet facility is estimated at P12,000 a month. Esguerra said the internet facility was started from scratch with cables being dragged to the breeding area. Another local partner Aboitiz Foundation donated the cable wires. Globe has been supporting the PEF in its eagle conservation program. In 2012 it organized the Globe Arakan XC (Cross Country) biking challenge. TUBOD, Lanao del Norte -- A fuel tanker truck containing 18 thousand liters of petroleum products overturned in the capital town of Tubod last February 27, blocking the main street of the community.

The Provincial Disaster Risk Reduction Management Office (PDRRMO) immediately dispatched a response team to assess the accident around 2 a.m. Standard operating procedures and protocols in handling hazardous and volatile materials were strictly observed by emergency responders to stabilize the situation.

The incident tested the capability of local emergency response teams in handling accidents involving hazardous materials

(HazMat). HazMat include materials that are radioactive, flammable, explosive, corrosive, oxidizing, asphyxiating, biohazardous, toxic, pathogenic or allergenic. “Although this is a very unfortunate incident that resulted

It is a multi-sectoral body responsible for the administration and management of all protected areas such as the Timpoong-Hibok-hibok Natural Monument which was declared a protected area in 2004 under Presidential Proclamation 570. PAMB, together with the Provincial

Environment and Natural Resources Office (PENRO) Protected Area Office evaluated the area and reviewed the management effectiveness capacity in protected area governance and law enforcement, natural resource management and research, as well as values and threats.

the simultaneous consultation aims to gather comments and significant inputs from various stakeholders in the region to ensure substantial and well-reviewed programs and projects for FY 2014 that are relevant to Northern Mindanao’s needs. He said it will also serve as a venue for local government units (LGUs) in the region to provide feedback on the impact of the national government’s programs and projects in their localities. The implementation of the national greening program in and outside the protected area was also assessed. The natural monument’s timberland area covers four municipalities in the Province of Camiguin: Mambajao, Mahinog, Sagay and Catarman. PENRO has two forest rangers assigned to patrol the area together with two guard volunteers from each barangay covered by the Mt. Timpoong-Hibok-Hibok Natural Monument. M e a n w h i l e , researchers from the Philippines Biodiversity Conservation Foundation and ornithologists from Europe have discovered a new species of owl named the Camiguin Hawk Owl with the scientific name of Ninox leventisi. It was described as big, fluffy, strongly brown-barred and checkered, has blue or white eyes and it is the first known owl with these traits. Researchers said the owl sung low tunes and gruff like a barking dog. Pairs can often be heard doing a short series of rapid yapping which is a

different pattern from any other population.
