Quirequire or “Kap” as he is fondly called, is an awardee of two hectares agricultural land through Voluntary Offer to Sell (VOS) located at Doña Carmen, Tagbina Surigao del Sur and became a farmer beneficiary on October 29, 1992. When he was officially identified as ARB, he was inspired to double his effort in making the land productive. He applied multi-cropping on banana, rice, falcate, fruits, abaca, and coffee. The farm income was his source in sending his children to school. In fact, he was awarded as

an Outstanding ARB in 2011, both provincial and regional level. Kap was not only involved in farm works but also in civic and religious activities. He is a member of Guardian Mindanao, TAGAREBE Multi-purpose Cooperative of USSAD ARC, Secretary of Tagbina Tree Farmers Association. Church Ministry Chairman and concurrently the barangay membership and involvement to these organizations made way ot the development of his town. He helped initiate the successful launching of USSAD ARC, which paved

projects like solar power located at Sitio Paman-onan and farm to market road and assistance from DAR-ADB-ARCP. He also actively participated in seminars conducted by different agencies like DTI, DA and DAR. Specifically, after applying the technologies learned from his training on coffee production conducted by the Department of Agriculture and facilitated by DAR, his awarded lot was used as a DEMO FARM fro coffee production and was chosen by Nestle Philippines as their model farm. This was highly recommended by the Municipal Agriculturist Office of Tagbina because it applied the sustainable environment-

f r i e n d l y p roduc t ion technologies. Despite his active participation in his community’s development and being a family man, he still managed to make the awarded land productive which helped improve their quality of living. From their barong-barong, now stands a semi-concrete house. He owns farm equipment vehicle and necessary home appliances. He was

able to send three (3) children to school with two sons who are now Engineers holding stable jobs at present. Kap is most admired not just because he deals well with his constituents but also to his generosity in sharing technologies learned. Being an ARB brought great opportunities for Kap making him an economically and socially successful. Thanks to CARP!

President Aquino receives Director-General of International Labor Organization in Malacañang

Ryder paid a courtesy call on Monday at the Music Room of the Malacanang Palace. He met with President Aquino and key officials to support the country’s goal of achieving inclusive growth through decent work.

The ILO director-general arrived in the country on Sunday for a two-day visit, his first to the Philippines since he was elected as the 10th ILO Director-General on October 1, 2012. The last visit of an ILO Director-General to the Philippines was in February 1995.

Ryder was accompanied by Yoshiteru Uramoto, Regional Director of ILO Regional Office for Asia and the Pacific; Director Lawrence Jeff Johnson, ILO Country Office for the Philippines; Paulo Bárci, ILO Chief of Cabinet and Alcestis A. Mangahas, Deputy Regional-director for Policy and Programs of the ILO regional office for Asia and the Pacific.

Also in attendance were Foreign Affairs Secretary Albert del Rosario, Labor Secretary Rosalinda Baldoz and Foreign Affairs Assistant Secretary Eduardo Meñez.

Ryder extended his sympathies for the families of the victims of typhoons Sendong and Pablo. Sendong is the deadliest storm that hit the country last year while Pablo devastated Mindanao recently.

An estimated 2.3 million workers have been directly affected as of December 14, the ILO Country Office for the Philippines said in a statement.

The ILO also reported that majority of affected workers were in the Davao region, where the impact has taken toll on the livelihoods of 767,000 agricultural and fishery workers.

The ILO has set aside initial funding of US$50,000 (P2 million) to jump-start a livelihood program in collaboration with the Department of Social Welfare and Development and the Department of Labor and Employment.

Ryder is scheduled to meet with representatives of employers and workers organizations and Haruhiko Kuroda, the President of the Asian Development Bank. PND (js)

DOST projects, to speed up PHL growth via ICT

The Department of Science and Technology (DOST) has introduced a program that is expected to speed up the country’s economy towards substantial growth via information and communications

technology (ICT).Called “Smarter Philippines”, the program

will use ICT as enabling tool to provide more efficient and reliable services in some priority industries in the country, Alejandro Melchor III, the deputy executive director for ICT Industry Development of the DOST’s Information and Communications Technology Office (ICTO) in a statement

said here Monday.The program, Melchor said has several

components such as Smarter Governance, Smarter People, Smarter High-Tech Industry, Smarter Computing, Smarter SME’s, Smarter Agriculture World Development, Smarter Environmental Healthcare, Energy and Transport, Smarter Disaster and Mitigation

Public Safety and Smarter Cities.“DOST with the ICTO intends to transform

every aspect of society through technology innovation. Smarter Philippines is a new program that will fuel growth to the ICT industry and create tremendous demand for engineering, content development and domestic ICT industry,” Melchor said.

Although the program is yet to be launched, he said some of its components that included initiatives in governance, disaster risk reduction, and bringing Information Technology-Business Process Outsourcing (IT-BPO) investments in cities in the countryside are now in operation.

“One component that is now working is the iGovPhils, a landmark program that aims to enhance the e-capabilities of the government in addressing the government’s call for transparency, by putting relevant mechanisms to implement interactive, interconnected, and efficient government collaboration.

Another is Program NOAH, DOST’s banner project that sets up a more responsive disaster preparedness system to reduce, if not eliminate, human casualties from rain- triggered natural hazards.

Still another component is the Next

Wave Cities Program, which creates career opportunities in the countryside by promoting different areas in the provinces as suitable BPO destinations.

As this developed, ICTO had also launched its newest project called ICT Industry Mapping in collaboration with the Statistical Research and Training Center (SRTC). This underscores the importance of formulating industry mapping to be able to understand the dynamics within the sector as well as its linkages outside the sector towards to a wider economy is emphasized.

Under the Domestic ICT Industry of ICTO, this project seeks to obtain information integral to the development of strategic industry programs to help increase the potential of the ICT industry in pushing the country’s socio-economic development.

The project will come up with a description and examination of the state and performance of the ICT industry as a whole and by segments. It will also measure employment and income contribution and identify the sector or segment needs that have not yet been addressed by government policies and programs, Melchor said.(PNA)

The government vowed to ensure the emotional well-being of typhoon victims in Mindanao following

reports that many victims have been suffering from mental illnesses as a result of the disaster, the Palace said on Saturday.

In a radio interview over dzRB Radyo ng Bayan, Deputy Presidential spokesperson Abigail Valte said the some members of the Aquino Cabinet went to the disaster area on Friday and had a dialogue with survivors on the ongoing normalization efforts of the government.

They explained to the survivors the government plans being carried out, the relief and reconstruction initiatives, so that their lives could go back to normal.

“We are also cognizant of the fact that the survivors cannot be left in the dark. You have to really tell them, and to help them that this is what we are doing,” Valte said.

“Apart from the evacuation efforts, the relief efforts, the DSWD is also providing stress debriefing para doon sa mga survivors, given the number of them and the number of social workers that we have, it really is a daunting task,” she added.

As the government provides the victims with food, clothing and shelter, it is also working

to ensure that the survivors have a healthy well-being, Valte said.

On the spiritual side, Valte said they’ll leave it to local priests and pastors to give the victims spiritual counseling.

Reacting to reports saying the Department of Environment and Natural Resources (DENR) issued logging permits that eventually exacerbated the situation during the typhoon, Valte said they will await the result of the investigation ordered by the President.

“When the storm was ongoing and we were only beginning to see the effects of the typhoon, meron nang mga nagsasabi diyan. We will leave it up to the members assigned to determine it kasi it can be a factor… illegal logging and mining,” Valte said.

“That will be part of the investigation. The DOJ, DENR, DILG, sila ang naatasan ng Pangulo na tingnan kung bakit at ano ang dahilan ng mga pangyayari doon sa Davao Oriental at sa Compostela Valley,” she added. PND (as)

PNP 12 finally gets its command saber

Police deputy director-general Emelito T. Sarmiento came to General Santos City on Monday, December 10, to formally hand the PRO-12 Command Saber to PNP 12 regional director PCSupt Alex Paul Monteagudo

PSInsp Benjamin Mauricio Jr., chief of the public information office of PNP 12 described the event as a “significant milestone in the history of PRO-12.”

Mauricio explained, “a saber is a symbol of the authority of our chief at helm. This is a figurative instrument of his constant hard work, dedication, labor, passion and love towards his mandated task, which is serving and protecting his beloved people and region.”

But in the case of PRO 12, no one of the already 22 police regional directors that have lead the police force of Region 12 or Soccksargen Region has been formally given the command saber.

Mauricio explained that

PRO 12 was originally part of the PC/INP Regional Command (RECOM) 12 based in Parang, Maguindanao which covered the “Cotabato Empire” including Cotabato province, South Cotabato, Maguindanao, Sarangani and Sultan Kudarat, including the area now covered by General Santos and Cotabato Cities.

Following the creation of the Autonomous Region in Muslim Mindanao (ARMM) RECOM ARMM was created on January 18, 1991, which also resulted in the establishment of RECOM 12 with headquarters in Isulan, Sultan Kudarat, which was later transferred to General Santos City.

“All the office equipment, vehicles, and other instruments of the regional command, including the original RECOM 12 Command Saber were left at RECOM ARMM,” he said.

Since then, 22 officials have led the policemen and women of Region 12, which

includes the provinces of North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani and the components cities therein.

“When PCSupt. Monteagudo came to office as regional director of Police Regional Office 12 in May 17 2012,” Mauricio said, “ he noticed the absence of this very significant symbol of authority.”

This initiated the effort to acquire a the command saber for PRO 12, which was realized yesterday.

Mauricio further explained that the command saber is supposedly turned-over by an outgoing PNP regional director to the incoming regional head.

At the turn-over rites, PDDG Sarmiento also handed Medalya ng Kagalingan to 13 local police officers who were instrumental in the arrest of wanted persons and bombing suspects.

He also raffled off two .45 caliber pistols, which he said is useful especially to police officers assigned in operations.

99 new police recruits undergo training in Region 12By Dani Doguiles

KORONADAL CITY, South Cotabato -- Philippine National Police (PNP) in Soccksargen Region is beefing up its troop with 99 new recruits, a police of-ficial here said.

PSInsp. Benjamin Mauricio Jr., public information chief of PNP 12 said these new Police Officer 1s (PO1s) are undergoing a mandatory six-month Public Safety Basic Recruit Course at the Regional Training School-12.

Mauricio added that the latest addition to the police force in Region 12 were enlisted under the attrition quota of the 2nd Semester PO1 Recruitment Program, intended to replenish vacancies due to retirement, death, separation, dismissal, and resignation.

The took their oath of office as PO1s on December 3 after surpassing rigorous screening process that include medical, dental and physical examinations,

n eu r op sych i a t r i c - oral and written examination, board interview, and physical agility test.

The new recruits, he said “ would be a good news to communities because this would mean additional security for them and additional

police force for this headquarters,” he said.

At the oath-taking rites, PSSupt Robert Kuinisala OIC deputy regional director for administration, reminded the new officers: “You should always be dedicated and should persevere

your mandated tasks, because people depend their safety and security to us.”

“ You should always love your work for this will help and feed your families in the future. Enhance your capabilities, talents and skills, for we put much of our hopes on each one of you,” he added.

Meanwhile, PNP 12 regional director PCSupt. Alex Paul Monteagudo told the neophytes: “You should count yourselves fortunate to be part of this proud organization – the Philippine National Police for today, we will

be sharing in such a rich history of bravery and sacrifice by our fellow policemen, who have gone before us. Take pride in that heritage.”

After completing the training at the Regional Training School, the

new police officers will be deployed to police stations across Soccsksargen Region for another six months of field training before they will be accorded their official badge.

In an earlier interview, Mauricio explained this batch of 99 PO1s would be the last recruits this year and that there will be no recruitment of new entrants to the police force in the next six months because of the hiring ban imposed during elections.

On November 12, this year, 254 PO1 who have completed their training were conferred their badge-of honor.

DA-MRDP honors Sarangani’s performing LGUs, POsBy Shahana Joy DuermeKORONADAL CITY, South Cotabato--The Department of Agriculture- Mind-anao Rural Development Program (DA-MRDP) has honored best performing Local Government Units (LGUS) and people’s organizations (Pos) in Saran-gani province.

After showing excellent and proactive project management, Maitum LGU was hailed best performing LGU implementing Mindanao Rural D e v e l o p m e n t Program-Community Fund for Agricultural Development (MRDP-CFAD) projects.

Meanwhile, LGUs of Malungon and Kiamba bagged the second and third posts respectively.

Aside from the LGUs, outstanding peoples’ organizations (POs) were also given recognition.

With its sub-project abaca production, the United Maligang Farmers’ Association M u l t i - p u r p o s e Cooperative of Kiamba reigned supreme as

best performing PO implementing MRDP-CFAD projects.

Ranked second was Pangyan Small Farmers’ Association of Malungon with its sub-project diversified farming system having varied production areas like coconut and banana incorporated with piggery and vegetable projects.

On the other hand, New La Union Women’s Organization – Rural Improvement Club of Maitum posted third with its sub-project diversified farming system having peanut and abaca as main agricultural commodities.

In his message during the conferment of the plaques of recognition, Sarangani Governor

Miguel Dominguez encouraged the awardees to continue working hard for the success and sustainability of their projects.

Mindanao Rural Development Program (MRDP) is a medium-term poverty-alleviation initiative implemented under the Department of Agriculture which is funded by the World Bank and the national government as well as the LGUs providing an equity share while Community Fund for Agricultural Development (CFAD) is one of the components of MRDP which provides livelihood opportunities to its beneficiaries.

SURIGAO CITY -- The Provincial Government of Surigao del Norte has awarded the winners of this year’s Search for Outstanding Teachers of Surigao del Norte last December 13 at the Provincial Sports Complex, this city.

The lower police units up to the regional headquarters had already gathered and solicited some items for donations to the typhoon victims. But sources from the information office of the police regional headquarters here said that these will be reinforced

still with the incoming donations. The medico-legal officer of the Crime Laboratory 13 is now in Compostela Valley Province to volunteer his services, the same source said. Accordingly, the donated goods along with the other solicited items will be brought at the same time to the intended beneficiaries. During the typhoon “Sendong” the police regional headquarters here sent some donated goods and a search and rescue team to Cagayan de Oro and Iligan City.

Each winner received a cash prize worth P30,000, a plaque of recognition and scholarship grant on graduate course in a local university. BUTUAN CITY -- The Commission on Elections (Comelec) - Caraga thru Regional Director Atty. Francisco Pobe updated members of the Regional Law Enforcement Coordinating Committee (RLECC) on the upcoming May 2013 national and local elections (NLE), held recently at the Philippine National Police (PNP) Caraga Regional Office, this city.

Pobe said that based on regional statistics, there are 1,445,724 total registered voters for this year, an increased of 7.5 percent from the 1,344,622 registered voters in 2010. “The 2010 first automated NLE was generally a success. There were only few technical and administrative glitches which have not been proven to have affected the integrity and accuracy of the results. Improvements and innovations for the whole system will be a necessary part of the next automated elections in the country,” said Pobe. There will be 2,302 Precinct Count Optical Scan (PCOS) machines delivered in the region with 9,457 established precincts and 1,445,724 total registered voters. Pobe also reiterated poll lawyer Romulo Macalintal’s statement that only the Comelec has the constitutional mandate to enforce and employ all means necessary to ensure a clean and honest election. It has the recognized expertise

on matters relating to the use of machines and instruments to carry out its functions which the Supreme Court or any other agency can not intervene. “With the use of PICOS machines, the voting, counting and canvassing makes less human intervention, fast, reliable, and no more pre-proclamation controversies,” stressed Pobe. It was learned that the voting on May 13, 2013 will start on 7a.m. and will end on 6 p.m. Pobe also cited that candidates must not engage in early campaign. Also on Holy Thursday, Good Friday Eve of May 12, and during the day of election. The RLECC is chaired by PNP-Caraga Regional Director PCSupt Carmelo Valmoria.

Fuego said the activity endeavors to promote disaster preparedness, mitigation and awareness of the community especially among students and teachers. “It also aims to assess the capacity level of the schools during the event of earthquakes and other disasters,” Fuego added. During the activity, the OCD-RDRRMC and evaluators from different agencies will observe and evaluate the conduct of the said drill at Santiago Elementary School, this city. Pursuant to Republic Act (RA) 1012, preparedness and mitigation are key strategies in reducing disaster risk. Fuego said challenging activities such as tsunami evacuation, fire

after the earthquake, blockage of identified evacuation route which will be specific to the school situation will be performed by the students. As contained in DepEd Order No. 84, series of 2012 issued by Secretary Armin Luistro, all bureau and regional directors, schools division and city superintendents, heads of public and private elementary and secondary schools were directed to actively participate in the drill and to submit a consolidated report to the DRRMC, central office. It can be recalled that 36 years ago, people in Pagadian City were horrified by the destruction of a tsunami wrought by a 7.5 intensity earthquake on August 17, 1976 causing hundreds of death and millions of properties damaged.

TAGUM CITY-The Provincial Capi-tol in Davao del Norte is set to house the Tagum-Liboganon River Flood Forecasting and Warning Center (TLRFFWC) which will be partly financed by the Department of Science and Technology (DOST). “The Center will serve as a hub for all forecasting and warning activities for the Tagum-Liboganon River Basin and all its tributaries and allied rivers,” DOST XI Provincial

Science and Technology Coordinator for Davao del Norte Engineer Rogelio Corcino said Monday. DOST attached agency Philippine Atmospheric Geophysical and Astronomical Services Administration (PAG-ASA) is set to sign a Memorandum of Agreement (MOA) with the Davao del Norte Provincial Government for the construction of

the Flood Forecasting Center. “The province has committed to allot 500 square meter of land (near the PDRRMC office) inside the Provincial Capitol for the Center,” Provincial Disaster Risk Reduction Management Council (PDRRMC) Executive Officer Sonio Sanchez said. DAVAO CITY- The meat supply in Davao City remains adequate for the rising demand this holiday season. Dr. Cherrie Rayos, Acting Assistant City Veterinarian said that the meat supply for Davao City has not been affected by the devastating effects of typhoon Pablo which struck Davao Region last December 4.Rayos said that the typhoon had no damaging effect in the meat, livestock

and poultry industry in the city, she cited that in Marilog they recorded the loss of six heads of goats during the typhoon. Davao City gets its pork supply from General Santos, beef from Digos City and livestock from Bukidnon of which the production are still normal. According to Rallos the City Vet inspected 11.7 million kilograms of meat this month; the meat represented pork, beef, carabao and other kinds of meat. It also inspected 22.2 million kilograms of poultry meat. The number alone is sufficient to feed the 1.7 million residents of Davao City. She said the meat supply can also cover the incoming high demand during the Christmas season. Rayos also added that they monitored no abrupt hikes in the prices of meat in the City.

DavNor asks national govt. for hand in rebuildingby Lovely CarrilloTAGUM CITY-Davao del Norte may be the least-hit province of Typhoon Pablo’s wrath but it nev-ertheless needs the aid of various national government agencies for rehabilitation. “In the rehabilitation phase of this disaster we are hoping that the horrible magnitude of damage will urge various national government agencies concerned to also come to our aid and help us bring normalcy in the lives and economy to Davao del Norte,” Davao del Norte Governor Rodolfo del Rosario said yesterday. He said the province was “noticeably not visible in the rescue and relief radar of the National Disaster Risk Reduction Management Council (NDRRM) these past days” so it has braced Typhoon Pablo using all of its available resources. “The gargantuan task of recovery is about to start and I have instructed all our Department Heads to ensure that their 2013 1st quarter

Del Rosario said Typhoon Pablo had temporarily displaced 15,000 families whose homes were inundated and ravaged a total of 15,000 hectares of farmland most of which are planted to bananas which is the top export commodity of the Davao Region. “The typhoon has cost us an estimated P7. Billion worth of damage to crops and P143 million in terms of infrastructure damage,” he said. Typhoon Pablo had left a bitter memory in the region, he said, and as the economic accounting starts rolling we can expect that Davao del Norte will emerge as badly bruised as the neighboring provinces.

In terms of value, the 14 percent increase in the farmgate price for yellow corn (P11.32 per kilo) coupled with the eight percent increase in

production pushed the value of yellow corn to P3.379 billion, up by 23 percent compared to last year’s P2.737 billion. The value of white corn, however, dropped by about five percent to P1.854 billion despite the two percent increase in the production as farmgate price went down by seven percent or P12.34 per kilo. The region’s net corn sufficiency level during the quarter was estimated at about 143 percent, or a surplus of 134,821 metric tons.

According to Juliano Banghal, Pag-IBIG manager, to avail of the loan, a member should have made at least 24 monthly contributions, must have five monthly savings for the last six months prior to the date of loan, the account must not be in default as of the date of loan application if the member has an existing Pag-IBIG housing loan and if he/she has an existing multi-purpose loan (MPL) and/or calamity loan, and the member must be a resident of the area declared calamity stricken. Members can loan a maximum of

80 percent of the Total Accumulated Value (TAV) which is subject to their desired loan amount, loan entitlement and capacity to pay. If the borrowers have an existing MPL or calamity loan, the amount that they can loan would be the difference between 80 percent of their TAV and the outstanding balance of their MPL/calamity loan. The Pag-IBIG calamity loan should be availed within a period of 90 days from the declaration of the state of calamity and it must be amortized over a period of 24 months with a grace period of three months.

GSIS-CdeO grants extended moratorium programby Apipa P. Bagumbaran

CAGAYAN DE ORO CITY - The Cagayan de Oro Branch of the Government Service Insurance System (GSIS) is granting an extended loan moratorium for members who availed of the program last year.

Members who already availed themselves of the moratorium last year due to typhoon Sendong will be given another six months’ extension or up to June 2013, the GSIS said in a statement. GSIS borrowers were offered a moratorium last year to enable them to use the deferred payments on their outstanding GSIS loans for urgent needs such as doing repairs to damages brought about by the typhoon. Meanwhile, the GSIS is also offering moratorium to members and pensioners hit by typhoon Pablo in the provinces of Compostela Valley, Davao Oriental, and Surigao del Sur. The state-run pension fund said

members, pensioners and retirees who are still recovering from the adverse effects of typhoon Pablo may avail of the moratorium program. Loans covered under the program include housing loans, consolidated loans, policy loans, and eCash advances. Aside from the moratorium program, the GSIS is likewise ganting P20,000 emergency loans to more than 345,000 members affected by typhoon Pablo. Further, the 12-month repayment and/or one-year anniversary requirements for members who have previous emergency loans will also be lifted by the GSIS.

Members should present a duly accomplished Calamity Loan Application Form, Declaration of Being Affected by Calamity, photocopy of two valid identification cards and certificate of net take home pay which should be duly signed by the head of office or the authorized representative of the company or agency.

Banghal also added that companies or

agencies with affected employees must file their Calamity Loan Applications thru their respective Fund Coordinators (FC). The FCs on the other hand must present their valid and unexpired Fund Coordinators Club ID upon filing the Calamity Loan Applications. A corresponding transmittal must also be attached with the complete names of the applicants.

MARAWI CITY, Lanao del Sur - More than 700 people in Binidayan town was benefited from the comprehensive and integrated medical mission conducted by the Integrated Provincial Health Office (IPHO) in Unayan District Hospital last December 7.

Services availed by the residents include minor surgery for cyst and other growth, circumcision, medical consultation, dental extraction and prophylaxis, vaccination for flu and rotavirus, cataract surgery and other eye disorders, as well as health education and family planning counselling. The medical mission was

undertaken in partnership with the District Hospitals in the province, 51st Infantry Battalion of the Philippine Army, local government units and civil society with the support of the Autonomous Region in Muslim Mindanao (ARMM) Regional government through the Department of Health (DOH)-ARMM.
