Edward Everett HaleMental Health Systems (MHS) was established to provide a comprehensive range of quality, cost-effective behavioral health services for mental illness and substance abuse disorders. Every year, MHS builds upon our accomplishments, and in 2012, we expanded proven programs and implemented new service initiatives. The individual and combined strengths of our programs instill hope and empower clients to rebuild relationships, improve personal skills and develop coping strategies.
Today, more than ever, when we think about those in need of our services, we recognize the scope has widened. Mental illness and substance abuse can be found in every corner and cross-section of society; they are universally non-discriminating in their impact on individuals, families and communities. This perspective constantly motivates our staff and management.
During 2012, MHS celebrated many program milestones. These included:

Thirty-five years of service has brought MHS’ programs and services to amazing communities. During that time, we have heard many stories and seen many circumstances where individuals with healthcare coverage have challenges accessing needed behavioral health services. Starting in 2012, our responsetosuchscenariosisNovataWellness,anewdivisionofMHS that provides a variety of treatment options for individuals, families and groups.
NovataWellnessservicesleveragethediversehealthandwellness resources and expertise developed by Mental Health Systems.Partneringwithmanagedcareorganizations,EAPprogramsandprimarycareentities,NovataWellnessproactivelyaddresses behavioral health and wellness needs with a focus onmentalhealth,alcoholanddrugservices.Particularly,NovataWellnesshasafamilyfocus—especiallythosestrugglingwithachildwithamentalillness.TheMHSteamofexperts—clinicianslicensedandregisteredwiththeCaliforniaBoardofBehavioralSciences—canthenaccesstheclients’hometowork on parenting skills and behavioral issues in real-time with the families. This in-home work with families and children is in addition to standard individual and group mental health and substance abuse counseling.
WhatmakesthisnewventureuniqueamongMHS’programsisthatserving this segment of the population will generate revenue to be reinvested back into MHS. From there, those funds will be used to help support the work MHS does with people who don’t have the resources toaffordtreatment.NovatawillstrengthenMHS’abilitytoprovideworld-class service to everyone.
MHS services address behavioral health issues through a broad range of prevention, earlyintervention,integratedtreatment,diversionandvocationalprograms.Our outpatient, residential and home-based programs serve:
• Children,adolescentsandtransition-ageyouth •Adultsandolderadults• Veteransandmilitaryfamilies •Homeless• Adultoffendersunderfederal,state and county jurisdictions

Alcohol and Substance Abuse MHS’ alcohol and substance abuse programs support the premise that education is the foundationforpreventionandaccountabilityisthecornerstonefortreatment.Weprovideinnovative and effective substance abuse treatment recovery and prevention services that improvethequalityoflifefortheclients,theirfamiliesandtheircommunities.Outstandingtreatment services benefit clients by utilizing evidence-based treatment approaches, as well as environments that assist in developing clean and sober lifestyles.
MHS’ programs assist clients in taking personal responsibility for their lives by focus-ing on creating a fully functioning individual. Ultimately, through prevention, treat-ment, recovery and creating an environment of opportunity, choice and hope, we can makeapositiveimpactuponpeople’slives—men,women,adolescentsandtheirfamilies.
AStoryofHope WhenNancyfirstenrolledwithMHS,shehadbeenhomelessforsixyears.Herbodywas recovering from numerous assaults suffered at the hands of a long-term boy-friend, her mind was disoriented from years of methamphetamine abuse, and her spirit was demoralized from the dangers she faced daily while living on the streets. TenyearslaterNancyhasgonefromhomelesstohomeownerandhasathrivinghome beautification business.
“However,thosearejusttheoutsidechanges,”shesays.“Itistheinsidechangesthatmeantheverymosttome.Ihavepeaceofmindandself-esteemtoday,andthat’ssoprecious that you couldn’t ever put a dollar value on it. MHS helped give me back my life.”
FeaturedProgram:CalWORKsAODCaseManagementProgram MHS’CalWORKsAODprogramprovidesalcoholandotherdrugservicestoclientsatall10SanDiegoCountyWelfare-to-Worksites.ServicesincludescreeningallCal-WORKsparticipantsforalcoholand/ordrugissuesandadministeringanin-depthas-sessment.Iftreatmentisindicated,clientsarereferredtocommunity-basedprogramsthroughoutSanDiegoCounty.Clientsarealsoprovidedreferralstoothercommunityresources that can help them overcome any barriers to their success.

Mental Health Services Ourmentalhealthprogramsarecomprisedofadult,child,youthandfamilymentalhealthservices.Webelieveinstrengtheningthevoicesofourclientsandinstillinghopeandresiliency, as we strive to increase self-sufficiency and build stronger communities.
Allofourmentalhealthprogramsaredesignedtoprovidethehighestqualityofservicesthatrespectthevalueanddignityofeachindividualweserve.Ourprograms practice creativity, cultural responsiveness, innovative and evidence-based treatment, individualized care, and the highest ethical standards.
AStoryofHope Six-year-oldJustinhadviolentbehaviors,wasdangerouslyimpulsive,anddisregardedany authority figures. His aunt, who was his caregiver, didn’t know how long she could live like this: getting calls from the principal, dealing with the same behaviors at home, not going anywhere because she didn’t know what he might do. She loved him. Still, shewonderedhowlongshecouldcontinuetolivewithhisemotionalchallenges.Atthispoint,JustinandhisauntwerereferredtoMHS.
TheMHSteammetwithJustinandhereceivedindividualandfamilysessionstolearnnewhealthy ways of interacting with adults and other children his age. His aunt also received emotionalsupport.Justin’steamassistedwithgettinghimtherightmedicationandworkedwithhimatschool.Throughperseveranceandtrialanderror,Justinwasfinallyprescribedmedication for his mental health needs that was effective. Soon, his classroom behavior
began to show improvement and he was able to get along with other kids, as well as adults. Hisbehaviorathomealsoimproved.Justinsuccessfullygraduatedfromourprogramandscoredmanyvictoriessince—includinglotsofhomerunsinT-ball.
FeaturedProgram:StriveHolisticCampusinSanBernardino This holistic campus serves individuals with mental health conditions, including co-occurring substance abuse disorders, who previously have been underserved, inappropriately served or not served at all. MHS provides these clients with stigma-free access to traditional and non-traditional mental health services in a safe and welcoming environment that emphasizes health and wellness.
With the new day comes new strength and new thoughts
Corrections & Rehabilitation Services MHS’ corrections and rehabilitation programs offer services to adult offenders under federal and state jurisdiction. These programs are dedicated to reducing recidivism and offering offenders apositivealternativetodrugsandalcohol.Weactivelyidentifydestructivehabitsamongdrugabuserssothat,eventually,theycanconfrontthebehaviorsthatleadtoincarceration.Byoffering guidance and support that addresses key areas of need, we help corrections clients learn to live free of criminal activity. This means treating substance abuse, but in many cases, also acknowledging complex histories of mental illness and other health problems.
Manyyouthandadultswhoneedhelparenotgettingit—atleast,notbeforecriminalbehavior happens that possibly could have been avoided. However, MHS’ services are focused on the present tense: providing effective intervention toward clients’ mental well-being and future of drug-free and crime-free self-sufficiency.
AStoryofHope Joelwassixteen,withababyontheway,andfacinguptosixyearsofincarcerationatajuveniledetentionfacility.Joel’sfatherwasnotinhislife;hewasservingalifesentenceinprison.Joelknewthathewantedtobreakthecycle,sowhenhewasgivenachancetoparticipate in an MHS rehabilitation program within juvenile hall, he asked his counselor: “Pleaseteachmehowtobeafather.”
MHSstaffworkedtogetaparentingclassaddedtotheprogram.Joellearnedhowtoholdand feed a life-like baby in preparation for the real thing. He received a pass to be present at his child’s birth and then received regular visits with his newborn.
JoelgraduatedwithhishighschooldiplomawhileintheMHSprogramandenrolledinCityCollegebeforeheleftthefacility.Hewillbe the first person in his family to go to college, seeking to become a registeredpediatricnurseandworkwithbabies.Whileincollege,Joelplans to live with his mother, his girlfriend, and most importantly, his son—sohecanbetheretowatchhimgrow,helpcareforhim,andsee his daily smiles.
FeaturedProgram:CasaAurora-FRCCC CasaAuroraistheonlyFemaleRehabilitationCommunityCorrectionalCenter(FRCCC)inCalifornia,andisthefirstprogramofitstypeinthenation.CasaAuroraprovidesasafeenvironmentforupto83womento participate in a gender-responsive, trauma-informed program. CollaborativelyoperatedbytheCaliforniaDepartmentofCorrectionsandRehabilitation(CDCR)andMentalHealthSystems,thegoalsoftheFRCCCaretoreducerecidivismandimprovecommunitysafety.Thesegoals are achieved through educational and vocational achievement, familyandsocialsupport,health/mentalhealthservices,substanceabuse treatment, comprehensive case management, and completion of“lifeplan”goals.CasaAuroraisavitalnextstepinthetreatmentcontinuum for women who begin treatment in prison, and are ready to serve the remainder of their sentence in a therapeutic, community-based setting.
Family Services Familiesarethefoundationofcommunities.Assuch,MHSitisdedicatedtobuildingstronger communities in order to support the families that make up the neighborhoods we serve.Ourfamilyservicesprogramsidentifyandaddressmentalhealthneedsandalcoholand substance use issues, as well as assisting families with creating healthy interpersonal relationships. MHS offers an array of programs that provide innovative, strengths-based, individualizedandculturallysensitiveservices.Allprogramsaredesignedtoassistfamiliestoattain healthier lifestyles and an enhanced quality of life.
Programsandservicesincludelinkageandreferral,connectiontoextendedfamily,kinshipsupport,andin-homeservicesusingtheWraparoundapproach.Thegoaloffamily service programs is to assist families in transforming their lives together by fostering hope, responsibility and self-respect.
AStoryofHope RebeccaadoptedMichaelfromwithinthejuveniledependencysystem.MichaelwasbornwithFetalAlcoholSyndromeandsuffersfromOppositionalDefianceDisorderandADD.He was suspended from school time and time again. He acted out at home. He was treated withstandardmedicationsandtherapies,butwithnosuccess.RebeccawasterrifiedMichaelwould have to be institutionalized to live outside of their family home. She felt she was a failure as a mother both to Michael and to her older daughter. She feared she was going to have an interrupted adoption. She was desperate. Then a therapist suggested she look into MHS Family Services.
“MHS was able to come into the home and work with all of us so that we could come togetherasafamilytosolvethings.Iwasabletoseethebiggerpictureandseethattherewerealotofthingsworking.Becausetheprogramwassostrength-based,Iwasabletoseethat Michael has a lot of remarkable qualities and not just focus on the negative behavior. Had MHS not come into our lives when they did, my family would not be intact.”
FeaturedProgram:FresnoChildren’sWraparoundProgram FresnoChildren’sWraparoundProgramisaimedat“keepingkidsathome,intheircommunities, with people who know and love them.” The program provides mental health and supportive services by a team of caring professionals. These services stabilize children in their current placement and help avoid a higher level of care. Tailored to meet the individual needs of each referred youth and family, who identify their own goals, all services are aimed at supporting the family’s independence and self-sufficiency, and include case management; individual, family and group therapy; behavioral support at home, school and in the community; collaboration with outside agencies; referrals to community resources; parent support and advocacy; mentorship; educational advocacy; and vocational assistance.
When the doors to life reopen, step forward
Military and veteran Services MHS veteran’s programs offer a variety of support, referral and counseling services for veterans and their families.
The goal is to educate the public about veterans’ issues, and to obtain local, state and federal funding that provides veterans and their families an opportunity to live wholesome, dignified lives. MHS assists in eliminating the barriers that prevent veterans from receiving the equal housing, employment, medical care, benefits and social support every individual has the right to receive.
The majority of MHS’ veteran’s programs’ staff have been in the military or have been military family members. They have firsthand knowledge of the rigors of the military and military family life, constant deployments, and transitioning out of the military. They are dedicated to helping veterans and their loved ones get the services and assistance they need and deserve.
AStoryofHope GlennisaU.S.NAVYveteranwho,throughaseriesofeventsandchoices,endeduphomeless. Every night, after bathing with diaper wipes and brushing his teeth in a public restroom, he’d hunker down and hope to avoid confrontations with some of the hostile, ag-gressivedrugaddictswhosharedthestreetswithhim.“Iwastrainednottorunaway.AndIwasalsotrainedtodependonmyshipmates.”Andsohedid,whenhewalkedintheMHSprogram for veterans.
“Iwasn’tlookingforcharity;IjustneededtoborrowthetoolstodigmywayoutoftheholeIwasin,”Glennsaid.“Theywerecaringandunderstandingandgavemethestraitgougeonhow they could help me help myself. ”
Today,GlennhastwoparttimejobsandcreditstheMHSprogramwithhelpinggetaroofover his head so he could keep those jobs.
“NowwhenIgotoworkIlooklikeeveryoneelse,”Glennsaid.“Isleptinabedthenightbe-fore, like everyone else, brushed my teeth and showered in my own bathroom, like every-oneelse.ThankstotheassistanceofMHS,I’mstartingtofeelsecure,almostnormal.I’mstillnotwhereIwanttobe,butIknowIcangettherenow.”
FeaturedProgram:CouragetoCall CouragetoCallisaveteran-run,peer-to-peersupportprograminSanDiegoCounty.Ourfreeservicesareofferedtoactiveandformermilitarymembers,theirfamiliesandlovedones.Weconnectcallerswithformermembersofthemilitarywhounderstandthechallenges of military life and have made the transition to civilian life. Services are also extendedtoReservistsandNationalGuardsmen.
Other people may be there to help us, teach us, guide us along our path,but the lesson to be learned is always ours.
