One country-led M&E platform for the national health strategy

Sound M&E plan as part of the national health strategy plan: indicators & targets, data sources; roles & responsibilities; reviews etc.

Comprehensive regular progress and performance reviews of national health strategies (annual, midterm, final) with involvement of key stakeholders (government, DPs, CSO, MPs etc.), supported by quality data

Institutional capacity to support regular M&E of the national health strategy in Ministries and country institutions

Alignment and investment of international partners with one country-led M&E platform

Progress from Brussels to Nairobi

M&E plan: several countries have developed comprehensive M&E plans as part of the new 5 year health sector strategic plan

Reviews: extensive processes in many countries with variable approaches and quality, in terms of: preparation, including subnational involvement data availability & quality: gaps in HMIS, facility data, some admin data, but improving analysis and synthesis of evidence: progress and performance report, well presented genuine involvement of relevant stakeholders: translating the results of the review for planning

Institutional capacity: some progress, but still major issue in many countries

Alignment and investment: several positive developments and good intentions; Global Fund, GAVI, accountability commission

Country accountability framework

• Commission on information and accountability for women's and children's health: used IHP+ M&E framework

• 10 recommendations multi-stakeholder workplan– Monitoring results; Tracking resources– Birth and death registration; maternal death surveillance and response– EHealth and innovation; evidence driven advocacy – Strengthening reviews and oversight

• Includes 75 countries– 71 completed self-assessment of current status of accountability for

health, with special reference to women's and children's health
