One Corby Grants

SYNOPSIS

To update on Core and Devolved Organisations, approve the methodology for undertaking the devolved review and agree the Small, Arts and Health and Wellbeing grant applications.

1. Relevant Background Details

Corby Borough Council currently grant funds for core and devolved organisations whose activities support the community. The core and devolved organisations are reviewed every three years with grant funding agreed annually subject to the Council’s agreed budget.

The Council’s Small Grants Fund supports community groups up to £500 and Arts Grants up to £750 to assist with the costs of small community initiatives. This funding is open to not for profit individuals/groups and organisations that are delivering community projects within the Corby Borough. The Health and Wellbeing grant funding supports groups who link in with one of the given health priorities and funding can be applied for up to £2,000 per project.

2. Report

Devolved Community Centre Review

There is a Grants budget of £123,810 allocated to support Council facilities that are devolved to local community led management committees. The Council agree the amount of grant funding to each facility on a yearly basis and in line with the grants policy review the organisations every three years.

The aim of the review is to ensure the organisations and the Council are achieving best value for money in meeting the Council’s priorities and the needs of local communities.

There are currently twelve devolved community facilities these are;

Methodology of Review - Specifically the terms of reference for the review will include;

(a) Achieving conditions in the Service level agreement (b) Annual funding agreements with devolved organisations (c) Governance, training and programme of activities

(d) Health and Safety

It is proposed that the review process will consist of a desk top analysis of the activities, finances, governance, programme of activities, training and health and safety policies, covering risk and COSHH assessments, fire checks, and evacuation procedures, this will include a visit to the centre by officers if required. A detailed checklist will be worked through to ensure consistency.

Following the review of the centres a report will be provided to the Grants Committee and depending on the findings of the review meetings with representatives of the Community Centres can be arranged to discuss any particular issues that have been highlighted within the report.

Due to the financial pressures on the Council and the need to ensure that budgets are being allocated appropriately. The outcome of the review will ensure that the Councils grant funding continues to be used to meet the needs of the community and the Councils priorities. It will also allow the service delivery expectations of the Council to maintain value for money on grants to devolved facilities.

Devolved Community Centres update

(i) The Old Village Community Centre

The Councils Legal Services have reviewed the dissolution clause in the Old Village Community Centre Constitution to ensure probity has been properly administered in respect of the reserves that were held by the Corby Village Community Association (CVCA) whilst running the Community Centre.

The dissolution clause states:”the General Committee have the power to dispose of any assets held by or in the name of the Association. Any assets remaining after the satisfaction of any proper debts and liabilities shall be applied towards charitable purpose for the benefit of the inhabitants of the area as the General Committee may decide and may be approved by the Charity Commissioners for England and Wales”.

The Corby Village Community Association committee approached the Community Foundation who has worked with the Charity Commission to close the Community Association and has set up a restricted named fund for the benefit of the inhabitants of Corby Village.

As part of this agreement, this named fund will be actively promoted to community groups and organisations in Corby Village and the Community Foundation will take on the grant making and administration of the delivery of the fund. A total amount of £42,498.30 has been donated, with £10,000 ring fenced for the potential establishment of a new Community Association going forward.

The information now provided confirms that the funds originally held by the CVCA are being held in an expendable endowment policy for the benefit of the inhabitants of Corby Village, and is therefore in line with CVCA constitution.

Council Officers are still temporarily running the Community Centre and at the time of writing this report there was £5,080.90 expenditure and £4,858.67 income leaving a deficit of £222.23. It should be noted that invoices for regular bookings are raised in arrears so there is a further Income expected for November.

When the Community Centre was handed back to the Council there was no funding allocated to support the day to day operation or staffing of the centre. The aim was to hand the centre back to a community organisation as soon as possible but as this is taking longer that envisioned it is hoped that the income from bookings will cover the expenditure on the centre to break even but there is a possibility that there is a small shortfall. It is requested that the £1,230 unallocated funding in the devolved budget be held in reserve and used to support the Old Village Community Centre costs if required.

Leaflets are being printed that will be posted to residents in the Old Village asking for anyone interested in operating the Community Centre to get in touch, this will also be promoted

through the Councils social media, web page and local radio. An update on any response will be brought to the next Grants Committee.

(ii) Devolved Facilities

Monitoring documents and accounts have been requested from all devolved community facilities to release the second instalment of the yearly grant payment. There are no issues to report at this stage.

Grant Applications –

(a) Small Grants

Eight small grant applications have been submitted from Corby Scout Association, Bulwick Village Centre, East Lloyds Community Association and Weldon Pre-School, Northamptonshire Football Association and Kids in Project and are attached in Appendix 1 – 6 there is also applications from Home Alone at Christmas and Pen Green which are attached as Appendix 13 and 14 for Members consideration.

(b) Arts Grants

There is one Arts Grant application from HD Media Community Interest Company for consideration that is attached as Appendix 7.

In December 2016, the Grants Sub Committee approved an arts application for £750 to run a project involving detailed photographic exploration, mapping and online documentation activities, the project involved two renowned artists working with ten individuals from Corby Community Arts. The project needed match funding to be deliverable so there was a condition on the award that the funding would not be released until the match funding was secured. The applicant has contacted the Community Development Officer to say that a funding application has been sent to Arts Council England and they were expecting a decision at the end of December, at this time we were also informed that the proposed project venue had changed. As the agreement states that the funding must be used within a year and due to the changes from the original application, the applicant has been informed that a new application will have to be submitted for consideration.

(c) Health and Wellbeing Grants

In 2015/16 Venture Autism applied for a grant of £2,000 to hire a community facility where adults on the autism spectrum, their parents or carers could meet, socialise and get involved with activities such as table tennis, bar football, darts, and snooker etc and seek help and advice.

As this was a new group it was decided to award an initial grant of £320 for set up costs and then review the original application request. The monitoring for the initial sum of funding has been submitted and a condensed version is attached as Appendix 8. Members are requested to consider if any further funding is to be awarded to the group.

There are four Health and Wellbeing Grant applications for consideration from Corby Radio, Corby Amateur Swimming Club and STAGES and the Kitchen Project that are attached as Appendix 9 -12.

3. Issues to be taken into account:

Policy Priorities

The Council’s One Corby Corporate Plan includes improving Health and Wellbeing and reducing health and social inequalities, reducing anti-social behaviour in supporting safer stronger communities and continuing with the regeneration within the Borough.

Financial

£7,870 remains unallocated from the Small Grants budget of £10,000.

£1,500 remains unallocated from the Arts Grants budget of £4,000.

£2,229.50 remains unallocated from the Health and Wellbeing grants budget of £5,465.

Performance Information

All Core and Devolved Organisations are required to provide to the Council, details of performance twice a year. As part of the grant monitoring, all grant funded organisations are requested to submit their annual accounts. This identifies the income and expenditure of each organisation and if there are any concerns the Council has in the past asked for monthly monitoring.

Within the criteria individuals applying for a grant which includes personal expenses or a fee for their time, need to evidence firstly that they are registered with HMRC as self employed and making appropriate Tax and National Insurance payments.

Best Value

The Council’s policy on devolving facilities and services to the local community where possible is in line with the principles of best value.

Equalities

Organisations are encouraged to adopt an equal opportunities policy or have an equality statement. All projects supported must not discriminate or refuse participation to any members of the community.

Human Rights

Not applicable to this report.

Sustainability

The grants awarded are provided to support sustainable work within the Corby Community.

Community Safety

All organisations assist in supporting community safety initiatives.

4. Conclusion

There are no major concerns regarding grant funding at this time. Grants provided by Corby Borough Council to voluntary and community groups help to ensure that the community needs are met in line with the Council’s priorities and objectives.

5. Recommendations

Corby Gang Show

The Scout association holds a gang show every year and has done for the last 48 years. Unfortunately this event is getting harder and harder to achieve due to rising costs of hire of halls and materials etc. Each year we have young people of all ages and abilities come along and perform on stage.

Many times these children have never been on stage or performed in a professional theatre. We watch these young people come along shy and insecure and by the end of rehearsals they are confident and excited.

We do not audition for any members of the cast if a young person wishes to come along they are accepted and we work with their abilities to make them the best they can be.

We can have in excess of 150 performers and back stage crew all of which are volunteers. We rely solely on the finances from fundraising and any donations available. We do not get any funding from the scout association.

The young people will assist with bag packing in the local supermarkets any sponsorship money they can obtain.

We do not ask for any finances from our cast or volunteers as many of these young people do not have families that are able to assist them financially.

Most of our funding also comes from the sale of tickets.

Bulwick Village Centre


Decorated Xmas Tree & Christmas Party

Bulwick Village have never had a village Christmas Tree, it is planned to locate the tree in the centre of the village for all to see and enjoy. We plan to light the tree & decorate it with decorations made by the local nursery, we are also planning a mini Christmas tree competition with the nursery children, this will also be featured within the village.

After the Christmas tree lights have been turned on we will celebrate with a childrens party in the village centre, with a local santa clause giving out presents to around 20 village children.

Corby Sunday Football League

We want to regenerate adult Sunday football in Corby. Over the last few years, the numbers of teams has reduced drastically and now there are only 2 veterans (Over 35) teams left playing on a Sunday. This is very unusual for a sporting town such as Corby.

Our proposed activity is a new 11-a-side football league for adults (aged 16) to start/re-start playing football on Sunday mornings.

The league will be based on a 3G astro-turf pitch, preferably Lodge Park Sports Centre.

We will have 4 teams initially, with 2 x 50-minute matches each week, starting at 10:30 and 11:30.

Kids In Project Fun Day

We are a group of mums who live on the estate and want to put on a Fun Day in the local community. Kingswood is in a deprived area with low income families and a high level of unemployment. We as the group of mum’s feels that the estate needs activities in the half term to divert the young people from causing ASB in the area. These activities will increase the young people’s confidence and self esteem and also give them a sense of responsibility within their community and a sense of belonging.

The Fun Day will start at 11.00 and finish at 3.00 and consist of the three different areas in the main hall of the Kingswood Neighbourhood Centre one corner will be a under fives area with soft play equipment, area 2 will have the large music dome with slides for over fives, area three will be the children’s entertainment.

Entrance will be free and with unlimited stay to the event.

HD Media Community Interest Company


Corby Pole Fair on Film

Established following the Elizabethan events of 1585 and the granting odf a subsequent Royal Charter, Corby Pole fair is one of the few surviving Pole Fairs in the UK. Many early Corby Pole Fairs went largely unrecorded, however much photographic material exists from the 19th and 20th century onwards.

For later years especially 1947, 1962 and 2002 significant film and video records have survived but these are not all currently centrally or professionally conserved or made available.

HD Media with 30 young media trainees plan to work with the Pole Fair 2022 committee to research and conserve these valuable film and video archives in a Digital HD Form for future generations.

Venture Autism Monitoring Summary

1. How much did you receive in grant funding from Corby Borough Council? £320.00

2. Did the proposed project in the application happen as planned? This project for group awareness for Autism, Aspergers and ADHD ran as planned and even exceeded our expectations and we also had the pleasure and support from the Mayor of Corby Julie Riley and Counsellor Judy Caine whom attended our very 1st meeting they were extremely positive about the group and they praised our initiative as there is no other group like ours for young adults over 16 and adults up to 85 on the autistic spectrum as well as members from the public willing to learn and interact with autistic people.

3. What was the lasting benefit to the Community? As a Practitioner in NLP (Neuro Linguistic Programming) for more than 10 years my work is to raise self confidence and highlight how brilliant they are NLP is the best tool to work with We use group exercises as a fun and a great way of interacting. One of the impacts our group has for the community is making the difference in accepting those (autistic adults) as they are. The group has allowed them to form friendships and has given them confidence in joining in activities and making them feel more part of the community and society, other ways we feel our group has benefited the community is it is keeping young adults occupied in doing positive and useful activities.

4. What did you/your organisation achieve from this funding? The funding of £320.00 enabled us to pay for the hall hire of Oakley Vale Community Centre for 6 months and to also buy some arts and craft materials. Other costs were covered by fundraising and from our own pocket.

5. How did you keep a record of this achievement? We had a register to confirm numbers who attended our groups and from our 1st meeting in June with 7 people attending week upon week our numbers increased confirming a total number of 29 people attending and benefiting from this group. We have had some very positive feedback one amazing one was a statement from a parent who came along with her 18 year old daughter who is deep autistic saying “I have never ever seen her acting so social and confident, thank you ever so much”, she was in tears and it felt so rewarding for us to hear that what we are offering is making a difference.

Mind Body and Soul Campaign

Corby Radio are keen to play a key part in promoting and enhancing Health and Wellbeing among all age groups and genders within the town. To do this we have come up with a campaign called Mind, Body and Soul. There will be a series of mini campaigns over a period of three months, where we will be focusing on the mind, body and soul e.g. addictions and compulsive behaviour disorders) This will be done through a series of interviews with key organisations that deal with specific areas of each of the above. These interviews will be aired regularly on Corby radio. For example under the Mind heading we will be working with and talking to Corby Mind, Stages and Northants Young Healthy Minds. Under Body we will work with people like Slimming World, local walking groups, fitness centres and fitness groups. Then under Soul we will be dealing with such things as Alcohol Abuse, Drug Abuse, Smoking, Self Harming, Eating Disorders and Organ Donation. Corby Radio will also be airing a series of adverts over the whole period which will promote each of the organisations involved and inform the public where they can get help or further information. We will also aim to take our bus on tour around the seven villages of the Borough armed with information and practical advice with hopefully representatives from partner organisation on hand at each event to give information or talks in their areas of expertise.

The campaign will then finish with a big fun open day either in the Town Centre or on James Ashworth VC square, where all relevant organisations can set out their stalls and promote, inform and raise even further awareness of themselves. Demonstrations and health checks could be included.

We strongly believe that pulling together all the groups and organisations in the town in an informative and fun way will contribute greatly to the Health and Wellbeing of the residents in the town.

Corby Swimming Club – Two day open meet Level 3

We envisage that this meet will be a regular fixture in the national swimming calendar and our aim is to run the meet in a efficient and enjoyable way.

On a local level Corby swimmers will have the opportunity to race in their home pool at a high level competition with their peers and to have the opportunity to see their times ratified and included on the national rankings system.

The cost of hosting our meet will be high but the revenues for both the club and the community will greatly benefit all. We have had interest from local hotels and restaurants in utilising a voucher system to support swimmers and their families and to improve their trade over the weekend. Other local businesses will be offered the opportunity to market themselves to many visitors to EMIP.

For Corby Swimming Club, the cost of gaining professional qualifications for our coaching staff, volunteers and officials are high. Accredited coaching courses cost anywhere between £300 and £2000 per person. In order to build on the foundation of the club, our philosophy is to invest in our team to maximise the potential of all our volunteers.

The club are constantly looking at ways to limit or reduce swimmers training fees which is a challenge due to the high pool hire costs involved. Additional revenue gained from our meet will be used to offset increases in club costs to keep training fees to the minimum.

Mindfulness & Mindful Nutrition for Stress and Mental Health

We propose to run 2 x 8 week courses combining Mindfulness and CBT, with Mindful nutrition. We will invite new members to join us who either suffer from mental health conditions, are recovering addicts or are family member struggling with the stress of living with partners afflicted with these conditions. Our previous courses have helped our service users to change their perspectives on life and some of them have completely turned around Conditions and moved on and not had to use us again. Mindfulness courses have given them a new way of thinking and has empowered some of our users. We would like to continue this work and bring more peace and calm to others suffering in our community. We would also like to run some workshop refreshers days to remind people who have already completed a course.

Recommendation:

This applicant was funded last year for a very similar project and the application states they would like to continue this work; therefore the application does not meet criteria. The Corby Commissioning Group felt as the organisation have already had money from a previous grant which is very similar to this project they did not think the application should be supported at this stage as we are still waiting to receive the outcomes from the first application.

Lakelands Hospice


Kitchen Project

The original kitchen at the hospice was not intended to be used for cooking meals for patients, in the early days pre-packed lunches were heated and served to patients. However, as the hospice became better known in the community local companies offered to donate fresh food free of charge. The nursing staff noticed that some patients were not getting a nutritional hot meal at home so we took on a cook and voluntary staff to offer this service to patients. Meals with additional needs are offered to patients depending on their illness and treatment. A good diet can contribute to the wellbeing of our patients and we try to accommodate all preferences with a 3 course meal on a daily basis giving them choice to ensure that there is something tempting and nutritional on the menu.

Some of the current issues that we have in the existing outdated, tired and non compliant kitchen at the hospice is cupboards at all levels need replacing with stainless steel to comply with fire regulations.

Smaller oven fan started to fail and rattles and the other oven a domestic oven rather than an industrial one these need replaced and stainless steel splash backs installed for easy cleaning /hygiene.

The sink leaks which has caused damage to the shelving underneath.

The freezer is kept in a separate room due to the layout of the kitchen, an adjoining wall to be removed to improve the space.

Hanging racks are required for pots and metal storage racks for vegetables.

The dishwasher does not reach the temperature it should due to its age.

Replacement of fly screen for external door.

Home Alone For Christmas


We put on a Christmas Day event for anyone in the borough of Corby who would be on their own on Christmas Day or who are homeless with no–one or nowhere to spend Christmas Day. This is a completely free event for the participants with a mini bus which picks up and drops off so it is accessible for all. A two course meal is given to each person along with entertainment and a small gift is given out. This event is wholly organised and ran by volunteers.

4 Corby Children


Children’s Community Christmas Dinner

We are seeking charitable donations to run a community Christmas Lunch for very young, and very vulnerable, children from across Corby.

For the past few years a very popular and well received community Christmas Lunch has been organised by Pen Green but as you can imagine budget shortages mean it may not be possible for staff to run this year.

In the past volunteers from across the community, staff, and third sector partners have come together to support over 120 to attend, offering a positive and festive experience to children and families at risk of social exclusion, by virtue of disability, poverty, mental illness or domestic violence.

In previous years this has proven to be a truly collaborative event, some parents who have undertaken cookery lesson are encouraged to test out their skills under the skilful supervision of staff. Volunteers are on hand to support families to overcome barriers such as transport and anxiety to ensure their attendance, and once at the event, are able to offer a spare pair of hands for with excitable children.

The safety and inclusion of children and their families is of paramount concern to organisers. This year around 100 children, along with 50 parents are hoping to attend. With £500, funds amounting to around £3 per head, alongside the generosity of community partners, we could support children’s centre staff and volunteers to offer a freshly prepared, healthy traditional Christmas dinner with their community.
