•  Mayor de Blasio committed to reducing citywide greenhouse gas (GHG) emissions 80% from 2005 levels by 2050 (“80x50”)

•  The City will invest in renewable sources and energy efficiency on a long-term path away from fossil fuels.

Pathways for Reductions in Citywide Greenhouse Gas Emissions

One City: Built to Last Transforming NYC’s Buildings for a Low-Carbon Future

Improving the energy efficiency of buildings is the most significant opportunity to reduce NYC’s emissions…

• Almost 75% of NYC’s GHG emissions come from the energy used in buildings

• 80% of the buildings that are here today will still be here in 2050

New York City 2013 Greenhouse Gas Emissions by Sector

One City: Built to Last Transforming NYC’s Buildings for a Low-Carbon Future

•  New Yorkers reduced citywide GHG emissions by 19% since 2005 by 2013.

•  More than 80% of the achieved reductions were due to improvements to utility operations, including fuel switching from coal and oil to natural gas.

•  The next set of reductions must come from improving the energy efficiency of NYC’s one million buildings.

NYC has realized significant reductions in emissions, but achieving the next set of reductions will be more difficult than the first.

One City: Built to Last Transforming NYC’s Buildings for a Low-Carbon Future 5

NYC’s Greenhouse Gas Emissions Drivers of Change, 2005-2013

Interim goals for our buildings:

•  All buildings: 30% reduction in GHG emissions from 2005 levels by 2025

•  City government will lead by example: 35% reduction in GHG emissions by 2025

One City: Built to Last is a comprehensive plan to reduce the energy used in buildings to put NYC a pathway to 80 by 50.

Pathways for Reductions in Greenhouse Gas Emissions from Buildings

One City: Built to Last Transforming NYC’s Buildings for a Low-Carbon Future

We will create a thriving market for renewables & energy efficiency by increasing the demand for efficiency upgrades…

§  Launch an Energy and Water Retrofit Accelerator •  Data-driven outreach and assistance program to help 20,000

buildings undertake retrofits over 10 years

•  Focus on affordable rate multifamily buildings

§  Engage communities in creating energy efficient and resilient neighborhoods

•  Grassroots approach to facilitate upgrades, focusing on communities with overlapping affordability and grid reliability concerns

§  Expand the NYC Carbon Challenge •  Partner with leaders in the private and institutional sectors who

are committed to achieving deep GHG reductions

§  Collaborate with utilities to promote energy efficiency •  Improve customer access to data, manage citywide energy use,

and address peak load reductions

§  Expand energy use benchmarking to mid-sized buildings •  Allows building decision-makers to track their energy and water

performance and establish a baseline for improvements

•  Legislation will lower the cutoff from 50,000 to 25,000 square feet

§  Require lighting and sub-metering upgrades in mid-sized commercial buildings

•  Upgrading lighting systems is cost-effective

•  Sub-metering ensure commercial tenants pay only for the energy they use

§  Require energy assessments and retro-commissioning for mid-sized buildings

•  Energy assessments or “audits” provide detailed information about energy efficiency opportunities

•  Retro-commissioning requires adjustments to systems and equipment to ensure optimal performance

60,000 MtCO2e reduced

$35 million Annual cost-savings

40 Jobs created

16,800 More buildings required to benchmark, making up

400,000 Square feet of space

…Improving access to energy efficiency and clean energy financing….

§  Provide financing options through the New York City Energy Efficiency Corporation (NYCEEC)

•  NYCEEC offers financing options including green mortgages, energy services agreements, and direct lending

8

§  Improve energy and water efficiency in affordable housing

•  Require a “green” capital needs assessment for all moderate rehabilitation projects financed by the City

•  Fund efficiency improvements in exchange for entering into an affordability agreement with the City

§  Coordinate with the State to streamline financing and incentive programs

•  Work to deploy $250 million in unspent financial incentives for energy efficiency in NYC

•  Ensure NY Green Bank focuses on affordable housing

Franklin Plaza received $4.5 million in financing for energy efficiency upgrades from NYCEEC and is now saving more than $800,000 in lower energy costs.

We will create world class green building and energy codes...

§  Raise the standards for our building and energy codes §  Continue to revise the Energy Conservation Code on a

three-year basis

§  Enact the remaining Green Codes with significant GHG reduction potential

§  Enhance Energy Code enforcement §  Compliance deficiencies have been identified at 20% of

project sites for new construction

§  Nearly every renovation project that has been audited has been out of compliance to date
