ON THE JOB TRAINING
The Ministry of Labour and Social Welfare (MLSW) in collaboration with the United Nations Development Programme (UNDP) announces the call for applications for support, for unemployed persons and for interested enterprises in the private sector, under the On the Job Training Programme, financed by the Embassy of the United Kingdom, the MLSW of Kosovo and UNDP.
ABOUT THE ON THE JOB TRAINING PROGRAMME
The aim of the On-the-Job Training Programme is to give the unemployed jobseekers who have limited educational background and no previous work experience the opportunity to undertake a three-month training period in a private sector company. In order to support sustainable employment in Kosovo, the Programme focuses in identifying enterprises which have more potential to offer long-term employment opportunities. In order to benefit from the programme both the potential employees and employers must register at the nearest Employment Office.
In addition to supporting the unemployed jobseekers find training opportunities, the OJT facilitates the entire process of identifying and matching the job-seekers with the companies. Keeping in mind the difficulties that private companies face in finding and engaging skilled staff required to expand their business activities, the OJT will use the expertise of the Employment Offices to match each on the job training position with the appropriate job-seekers, in line with the criteria set by the companies.
WHO CAN APPLY?
1. Private enterprises
All interested employers who registered with the employment offices can apply. Enterprises should be registered with the Kosovo Business Registration Agency and be active in Kosovo Tax Administration.
Businesses which can give evidence that they are interested to provide long-term employment of the candidates will be given priority.
2. Unemployed Jobseekers
All the jobseekers who are registered as unemployed for a minimum of three months, have limited educational background and no previous work experience can benefit from the OJT Programme.
The target group for this Programme are:• • job seekers who have no or few skills and no previous work experience
Priority will be given to:• long-term unemployed (more than 12 months unemployed);• women; • people with disabilities;• ethnic minorities..
All interested persons should register at the EOs in their respective municipalities. Cases of conflict of interest with involved parties and decision makers of the OJT shall not be eligible to benefit from the OJT.

THE FINANCIAL SUPPORT
The cost of training jobseekers is paid by the Programme. The reimbursement is made directly to the trainee. This provides an incentive to the employer to train a jobseeker for a permanent job within the company or agency. Reimbursements are made on monthly bases covering expenses (traveling, food).
Companies are encouraged to keep the participant at the end of the training period. A Certificate of completion is awarded to the participant as a skill - reference document to assist the jobseeker and can give a particular advantage in his or her future job search.
HOW TO APPLY
The interested private enterprises should register with the Employment Office in their municipality. The enterprises will then be contacted by the Employment Offices with a list of potential candidates.
Jobseekers should register in or visit the Employment Offices of their municipalities where they are already registered and inform their employment counsellors about their interest.
The OJT is implemented in following steps:
First step: Both the potential job-seekers and companies must register at the nearest Employment Office, if they have already not done so. Upon their registration the job-seekers will receive the first counselling session from an advisor. The companies will be asked to present evidence that they are registered with the Kosovo Business Registration Agency.
Second step: The job-seekers will be asked to research the labour market for a 3 month period for any potential job offer. If the job-seekers are not able to find a job during this period they will qualify for the OJT scheme. The companies must provide evidence that they are ready to train the job-seekers.
Third step: Upon confirmation by the jobseeker that he/she has not identified a company based on the job-seekers needs, advisors at the respective Employment Office will consult/mediate the process. After the process, a Memorandum of Understanding is signed between the job-seeker, now the employee, and the company holder, in this case the employer, setting out the responsibilities of each party. The Programme covers the cost of training jobseekers. This provides an incentive to the employer to train a jobseeker for a permanent job within his/her company or agency.
