COMMITMENT TO SBE UTILIZATION
•Aligning with the Division of Small Business Opportunity (DSBO) mission to promote and improve access for the City’s small, minority, and women-owned business community, this contract’s small business engagement initiatives are intended as a part of the City’s commitment to ensure, small, minority, and women-owned businesses are actively and impactfully participating throughout the life of the contracts.
Respondents must comply with the terms and conditions of Article VII of Chapter 28 of the Denver Revised Municipal Code (DRMC), also referred to as the SBE Ordinance, in submitting its proposal and, if awarded the Contract in performing work thereunder.

SBE DEFINED POOL PARTICIPATION
Award will be strictly limited to currently certified Small Business Enterprise (SBE) firms in accordance with Section 28-205, DRMC
Proposers must complete and submit at the time of the submittal due date:• Commitment to SBE participation form; identifying the percentage of
SBE utilization the proposer is committed to and,• Form 1B – list of proposed subcontractors, subconsultants, and/or
suppliers

NEW DSBO ORDINANCE REQUIREMENTS
• Contractor Prompt Pay (Section 28-225, DRMC): For contracts $1M+, SBE subcontractors shall be paid within 35 days from the date their invoice is submitted and accepted for completion by the Contractor/Consultant. Should the Contractor/Consultant not accept the work of the SBE subcontractor/subconsultant then they have 10 days to provide written notification stating the reasoning.
• Termination, Substitution, and Reduction in Scope (Section 28-226, DRMC) : A contractor/ consultant must have good cause to terminate, substitute or reduce scope of an SBE. There are 10 good cause reasoning for the intent to terminate, substitute or reduce scope; the Contractor/Consultant shall provide their justification for their good cause to the SBE, DSBO and Department PM.

PROJECT DESCRIPTION
Purpose• DEN has routinely maintained on-call professional design and consulting
services for Planning & Design. The department's portfolio includes airside and landside planning, architecture, wayfinding, Design Review Committee, and space management. The RFP will replace the current on-call architectural planning contracts that will expire by end of 2021.
Scope of work• Task-based on-call professional services contract• Wide range of scopes such as preparation of facility reports /
assessment, facility strategic planning / feasibility studies, design narratives and documents, design presentation, architectural / engineering designs, etc.
• Term is 3 years + optional (2) 1-year extensions• SBE Self Perform• 30% participation goal

Scope of work• Task-based on-call professional tasks• Each task will start with a Task RFP for fee proposals(s) and DEN On-Call
Usage Policy may require comparative proposals between similar on-call contracts.
