I started as a new member in the Marin Power Squadron in 1986. Commander Bob Kell, AP invit-ed me to become a “Member“.

This was right after the “Women Membership” category was approved. Women could have their own “E” number from then on. A short time thereafter, I became a “first timer” at the National Meeting in Reno, Nevada. Coming down the escalator, all excited to attend my first meeting, some-one yelled to me from the ascending escalator “You are out of Uniform.” Confused by this this remark, I returned to my room and studied the guide for Uniform of the Day. Yes, my white shirt did not have long sleeves!!! Years have passed and United States Power Squadrons® has changed from being a uniformed institution, looking like the Coast Guard Auxiliary with strong Navy ties, with many of the leaders being either Navy, Army or Air Force educated. Today the ABC Boating Course has less questions for the students, and home-work is no longer expected as before. Many of the required courses have been simplified and the demand for table use in JN has been changed; now it is all GPS and other ways to check the GPS. The Uniforms now have a Bermuda Shirt as an option at District and National meetings. And our United States Sail and Power Squadrons® has now approved the use of “America’s Boating Club™” The new logo is to be used as a promotional tool to reach new possible members and can also change what USPS stands for. As a club, I hope we do not change our focus as an accommodating club versus a teaching organization where The Rules of The Road, Safety and Knowledge were the pillars of Our Organization. The boat in the logo rendering is more of a sailboat than a powerboat. Do we remember all the discussion there was to add “Sail” to the name “USPS”? This is something to discuss at our next District Meeting in Phoenix, AZ on October 7, 2017. We will continue to see how the District can help the hosting conference squad-ron, by making allowances in the budget for one District Bridge Member to attend each National Meeting. This upcoming meeting will be all about education and our District Education Officer, Adriaan Veldhuisen, SN will have a program relat-ed to this. An agenda will follow but in the meantime, check out pages 4, 5 and 6 in this newsletter. My thanks goes to San Luis Rey Sail & Power Squadron for all its work in mak-ing the D28 Spring Conference 2017 a huge success. We will again thank our National Education Officer Craig Fraser,

SN. for traveling to Camp Pendleton in Oceanside, California, to represent the Chief Commander.

District Education Department

T here is no doubt in my mind

that the education element of

the United States Power Squadrons®

is crucial to its survival. It is in line with

our goal and image, and it has served us

well for the last hundred years.

Boating education also places USPS

squarely in the middle of an education

revolution with a change of pace that is

hard to grasp. The legal definition of a

University is challenged, there is serious

progress being made in online and integrated learning, and

the public expectation is shifting from a theory-based, class-

room, 8-10 week presentation style toward quick, hands-on

skills training and certification.

Additionally, our traditional challenges have not gone away

either. It is harder to become a NASBLA certified ABC in-

structor, and seniors (our traditional source for experienced

member-instructors) are more involved in RV-ing, luxury

cruising, and vacation travel. And it is increasingly harder to

reach students unless you swamp them with different types

of messages, and even that has a negative effect.

So here’s the thing: IMHO (in my humble opinion) we should

focus in the squadrons on 1) severely decreasing the use of

acronyms, 2) streamlining instructor certification, 3) organiz-

ing multi-instructor expedited courses, 4) support proctored

self-study, and 5) resource sharing rather than competition.

As the District 28 Educational Officer there is only so much I

can do, though I keep offering.

I am registered to attend the 2017 USPS Governing Board

Meeting in Dallas in September. I will present a full report

of what I learn, with some personal observation and opinion

added, at our District 28 Fall Conference in Phoenix in Octo-

ber.

In my role as liaison between Squadrons and National I’d

like your attention to three specific topics, which I think will

attract much attention:

The use of “America’s Boating Club” in marketing “For

Boaters, By Boaters”.

NASBLA Approval of the America’s Boating Course for

California.

Direct communication from the National Education De-

partment to SEO’s.

Marketing: In June the Board of Directors approved the

use of the name America’s Boating Club™ in marketing

United States Power Squadrons®. In addition, the Board

of Directors approved a new logo for America’s Boating

Club™ and a new tag line, "For Boaters, By Boaters". In the

interim, squadrons may choose to incorporate it in one of

the following ways:

1. United States Power Squadrons® is America’s Boating

Club™

2. United States Power Squadrons®. We are America’s

Boating Club™

3. (Your Squadron Name). We are America’s Boating

Club™

4. America’s Boating Club™, trademark of the United

States Power Squadrons®

The launch date is the Dallas Governing Board. USPS will be

hiring a PR firm to help develop a communications plan for

United States Power Squadrons® as America’s Boating

Club™.

NASBLA Approval: The National Association of State

Boating Law Administrators has completed a course con-

formity assessment and allows our three California-based

squadrons to issue certificates of completion, as long as the

completion cards include the NASBLA logo as well as identi-

fy our state. Associated with this approval is recognition by

the United States Coast Guard that the course is recognized

by the National Recreational Boating Safety (RBS) Program.

Communication: The National Education Department’s leadership is evaluating ways to optimize the transfer of information from the department leadership to the Squad-rons. For several years, department leadership has been using internet based virtual meetings to supplement more traditional methods like “The Ensign” and news blasts.

Joel shares his family's TransPac racing history and looked forward for many years to joining the Comyns/Buffa family tradition. "It has been my life long dream to compete in this race and it has spe-cial historical meaning to my family. I am very fortunate that I will now be crossing the same ocean as my great-great grandfather, great-grandfather, grandfather, and mother have all crossed before me.”

1st Generation: Great-great Grandfather (Louis Sylvester Comyns) and Great-Grandfather (William Louis Comyns) raced the TransPacific Yacht Race in 1928 onboard the Schooner “Aafje”.

OSEBERG VIKING SHIP Submitted by Cdr. Jan Follestad, SN

Recently at the Norge Lodge in Vista one of the members

brought in a 1:10 scale model of the wagon found inside the

Oseberg Viking ship, The ship was used for a Viking queen who

died around 1,000 AD.

The ship had several things on board the queen would need in the next life.

This can all be seen in Oslo, Norway: The model maker told me the wagon has no screws in it. It

can be assembled in a few minutes. It was made this way so that it could be transported inside a Viking ship on their travels. I

did see him take it apart and it was well done. The real wagon has wood carvings on it.

IMPROVE YOUR PILOTING AND NAVIGATION SKILLS.

San Diego power boat skip-

pers can improve their piloting

and navigation skills by joining

the San Diego Cruiser Associa-

tion, and participating in

monthly cruiser navigation

contests in the bay and the

surrounding near-shore ocean.

These cruiser navigation contests,

also called “predicted log races”, consist of an approximate 12

nautical mile course defined by bay buoys and other nautical

“waypoints”.

A different course is provided each month; the skippers plot the

course using readily available computer charting software and pre-

dict their time to navigate the course between waypoints at a

moderate speed between six and ten knots. Finish times are pro-

vided to each contestant to prevent close boat encounters. There

is no “race” involved; just a challenge to achieve your predicted

time to pilot the course once on the water. No

access to watches or current time is allowed when

competing. An official “Observer” is provided to

keep the time, record the actual leg times, and

compare the times to those predicted.

Following each contest the Association sponsors

an award “event” where all scores are an-

nounced, trophies awarded, and the day’s contest
