The Rio 2016 Veterinary and Farrier Services Guide is a concise source of information about the provision of veterinary services at the Rio 2016 Olympic and Paralympic Games. It summarises the staff, services and facilities that will be available in order to ensure that the best possible support is provided to all horses competing in the Games, as follows:

• Detailed information on the veterinary and farrier personnel, facilities and services.

For the Equestrian disciplines, it is essential that all teams, especially team veterinarians, familiarise themselves with the information contained within this guide. All FEI Permitted Treating Veterinarians must provide their contact details, the name of the federation for whom they are working and the FEI ID number to the FEI Veterinary Department through their National Federations. In addition, a list of all associated professionals, e.g. physiotherapists, must be provided with the indication of which NF and which FEI veterinarian they are working for.

The information is accurate at the time of publishing. Any updates or changes will be posted on the noticeboard in the Olympic Equestrian Centre Veterinary Clinic’s reception area.

Conditions of importation of horses into Brazil

Rio 2016 has appointed Peden Bloodstock as the Official International Shipping Agent and Stable Management Provider. Peden Bloodstock will provide the coordination of equine transportation services for the Rio 2016 Olympic and Paralympic Games.

Import of veterinary medicines

Medicines and other non-prohibited substances brought into the country for the purposes of veterinary treatment are the administering veterinarian’s responsibility and must be approved by the Brazilian Animal Health and Agriculture Authority (MAPA) prior to importation.

A list of medicines available at the equestrian venue is available on specific request by e-mail to the Veterinary Services Manager (VSM).

SANITARY CONTROL AT ARRIVAL

The FEI Veterinary Committee has agreed that the FEI examination on arrival (FEI Veterinary Regulations, Article 1032) will take place upon flight boarding, instead of upon arrival at the venue. This examination will consist of a simple clinical examination, including checks of the horses’ rectal temperature, pulse, respiration and general well-being, and is designed to identify horses suffering infectious or contagious disease. The horses will be under the supervision of an FEI veterinarian from inspection and during the flight.

Once the horses have arrived at their stables at the Deodoro Olympic Equestrian Centre, they will be re-examined for any flight-related issues. There will also be a re-check of the horses’ identifications at the times given below. This process is in the best interests of the horses’ welfare and will only apply to horses entering Brazil by air from the approved hubs. Horses arriving by road will be examined upon their arrival at Deodoro.

Influenza vaccinations will be checked in the horses’ passport and must comply with the FEI Veterinary Regulations and the health requirements established by MAPA. Further details regarding the health requirements for the horses traveling to Rio for the Games are provided in the Equine Freight Manual.

BIOSECURITY

Horses will be under strict biosecurity control during transport and throughout their stay at the venue during the Games.

Foot mats with disinfectant and hand sanitizer must be used upon entry and exit from the horse area.

Once the initial biosecurity examinations have been completed, the responsibility for monitoring contagious or infectious diseases will be with the persons responsible and their staff and veterinary advisors, under the guidance of the FEI Veterinary Commission.

Horses must have their rectal temperature taken twice a day (morning and evening). This exam will be the relevant team veterinarian’s responsibility. A spreadsheet for each horse will be placed on the stable’s door to notify teams of this information. The team veterinarian will be requested to come to the Veterinary Clinic once a day to sign the rectal temperature form. If there is no team veterinarian available, members of the veterinary services team will be in charge of monitoring the horses’ rectal temperature. The veterinary services team will be available at all times to provide advice and assistance on request.

Brazilian government veterinarians will be on the venue to inspect the biosecurity procedures and oversee the horses’ health.

Equine anti-doping and controlled medication testing

Equine anti-doping and controlled medication testing will be carried out in accordance to the FEI Equine Anti-Doping and Controlled Medication Regulations (EADCMRs), the FEI Veterinary Regulations and the FEI Equine Prohibited Substances List that are in effect throughout 2016.

Horses may be selected for testing at any time during the period of the event. The appointed FEI testing veterinarians will liaise with the president of the Ground Jury, and the FEI Veterinary Commission. The testing process for horses will be led by the FEI Veterinary Department and, in the event of an adverse finding, subsequent processes will be managed by the FEI Legal Department. Materials and substances that are suspected to have been used to treat horses in contravention of the FEI Veterinary Regulations may also be subject to testing.


All treatments, except for nebulization with authorized substances and fluid therapy following cross-country for eventing horses, must take place within designated treatment areas under the supervision of a FEI permitted treating veterinarian and with the permission of the FEI Veterinary Commission. Injecting a horse without permission of the Veterinary Commission or outside the designated treatment areas will be subject to a fine of up to 1,000 CHF and elimination. Materials and substances will be seized and tested for the presence of prohibited substances.

PRE-ARRIVAL TESTING (PAT) SERVICE

There will be an opportunity for horses competing at the Games to be tested for substances listed on the FEI’s Equine Prohibited Substances List, via a pre-arrival testing (PAT) service. The PAT service will be offered to National Federations on a voluntary basis for a limited period of time before the Games.

Details concerning PAT will be published by the FEI Veterinary Department on the FEI website and will be disseminated to all participating National Federations. PAT will be offered in cooperation with the LGC Laboratory in Newmarket, UK, the same laboratory that will be used for the analysis of samples taken during the Games.

The FEI Veterinary Commission will be based in a separate office at the Veterinary Clinic from the time of the arrival of the first horse and throughout the Games. Members of the Veterinary Commission will be available to offer advice and assistance as required at all times.

VETERINARY FACILITIES

Licensing of non-Brazilian veterinarians

All veterinarians participating in the Games will be required to register in the Rio de Janeiro Board of Veterinary Medicine to obtain a temporary license. They must send documentary evidence of regularity in the exercise of vet activities in their country of origin (“letter of good standing”), in English, Portuguese or in sworn translated to these languages, to [email protected] by 31 May 2016.

Vet techs or nurses and farriers are not regulated professions in Brazil, therefore there is no need for registration.

Registration of team veterinarians and equine physiotherapists

All team veterinarians and equine physiotherapists must register at the Veterinary Clinic and at the FEI Veterinary Commission immediately after arriving at the Olympic Equestrian Centre, where their FEI Veterinary ID cards and their register in the Rio de Janeiro Board of Veterinary Medicine will be checked.

Team veterinarians must provide contact details (including mobile telephone numbers) to both the Veterinary Clinic and the FEI Veterinary Commission in order to make sure they can be reached in case of emergency.

Team veterinarians will not be able to use any Veterinary Clinic facilities, submit samples for clinical pathology or obtain veterinary stock until they have registered. All veterinarians must carry their FEI Permitted Treating Veterinarian ID cards in addition to their Rio 2016 accreditation.

All equine physiotherapists must be registered under a registered veterinarian.

Physiotherapeutic machines must be approved for use prior to the Games. A letter describing the machines, as well as photos of the device, should be submitted to the FEI Veterinary Department. After being approved, the FEI Veterinary Department will issue a certificate, which must be kept with the machine and must be presented on request. Random inspections of physiotherapy machines will take place throughout the Games. Application forms can be downloaded from the FEI website and can be submitted from 1 April 2016. Applications submitted after 9.00 on 11 July 2016 will not be processed.

Veterinary Clinic

LOCATION: OLYMPIC EQUESTRIAN CENTRE (EQC)

OLYMPIC GAMES OPENING HOURS:

PARALYMPIC GAMES OPENING HOURS:

3-20 September 2016, 7.00-19.00 daily (emergency services 24 hours daily).

The Veterinary Clinic at the Olympic Equestrian Centre is a new building that has been set up for the Rio 2016 Olympic and Paralympic Games. The Veterinary Clinic reception will be staffed between 7.00 and 19.00 every day during the periods detailed above.

Throughout the Games, information on veterinary services will be disseminated to teams via team mailboxes and on a large noticeboard at the Veterinary Clinic’s reception.

The clinic is housed in a fully integrated building with dedicated front-of-house and horse areas. For biosecurity reasons, the horses should not leave the venue, therefore the clinic has surgical facilities for emergency surgeries to take place on site if necessary.

The Veterinary Clinic offers the following facilities and services:

• dispensary

• complete blood count (CBC)/biochemistry

• emergency surgery facilities and padded recovery box

• endoscopy

• radiography

• ultrasonography

• stocks

• holding stables

Ten treatment boxes will be available inside a temporary tent in the Veterinary Clinic’s compound for the team veterinarians in order to treat their horses if required, in accordance with the FEI Veterinary Commission.

Team veterinarians are welcome to use these facilities by appointment and may review images in confidence, burn files to disk and/or store images on a dedicated server in the Veterinary Clinic. Teams should note that the clinic does not have facilities for specialist imaging, such as scintigraphy or magnetic resonance imaging.

A standing MRI will be available at the Horse Centre Equine Hospital, located 95 kilometres from the venue. These services may be accessed by arrangement with the Rio 2016 Veterinary Services and only with the consent of the FEI Veterinary Commission. Please note that horses will be under strict biosecurity rules and that leaving the venue is not indicated unless it is essential for the horse’s welfare.

CHARGES

Charges will be levied for medication, supplements and other consumables and for clinical pathology services that are administered outside the venue. On-site clinical pathology services will be free of charge for up to two samples per horse per day. On-site imaging will be also free of charge.

Each chef d’equipe or person responsible will be required to clear their team’s account every seven days. Payment by Visa credit card is preferred, and teams should note that no credit cards other than Visa will be accepted. All accounts must be settled in full before horse passports are released at the end of the competition.


Routine services

During standard Veterinary Clinic operational hours (see Veterinary Clinic on page 15), dedicated members of the Veterinary Services team will be available to perform the following services upon request:

• visit and examine horses in their stables;

• examine horses in the Veterinary Clinic;

• perform more detailed diagnostic investigations in the Veterinary Clinic on behalf of team veterinarians or the persons responsible; and

• perform and interpret further diagnostic investigations on behalf of teams, provide clinical advice based on the findings and undertake FEI Veterinary Commission-approved treatment.

All services listed above must be booked in advance at the Veterinary Clinic, either by phone or in person at the Veterinary Clinic’s reception.

Emergency services

Emergency veterinary clinical services will be available 24 hours a day whenever there are horses in the stables. For emergency assistance, please contact the Veterinary Clinic staff. Alternatively, emergency assistance may be requested through any competition official or from the Venue Operations and Communication Centre (VOCC).

There will be members of the veterinary service team available on-site overnight. Their names and contact information will be posted on the Veterinary Clinic and at the Stewards’ Office in the stables.

Equine physiotherapy services

A team of equine physiotherapists is available to treat horses by appointment. Equine physiotherapy appointments may be booked at the Veterinary Clinic’s reception.

Clinical pathology services

The diagnostic laboratory in the Veterinary Clinic will provide clinical pathology services throughout the Games. Complete blood count and biochemistry analyses will be available. A list of the full range of tests is available at the Veterinary Clinic’s reception.

Team veterinarians must deposit clinical pathology samples at the Veterinary Clinic’s reception. Consumables with which to collect specimens may be requested at the Veterinary Clinic’s reception.

A Laboratory Submission form must be fully completed for every horse and must be sealed with the correctly labelled samples in a reusable plastic bag before being handed to staff at the Veterinary Clinic’s reception. Hard-copy results will be posted for collection in the team mailboxes at the Veterinary Clinic’s reception. The turnaround times for laboratory samples will depend on the test requested.

In the event of an emergency, after-hours clinical pathology services will be available in the Veterinary Clinic.

Other clinical pathology services can be sent to other laboratories outside the venue upon request and availability. Test results time will vary depending on the type of testing.


Dispensary services

A wide range of medications and other veterinary consumable items are available for purchase from the Veterinary Clinic during the standard opening hours. The full list of items and prices is available at the Veterinary Clinic’s reception.

Medication will only be supplied directly to team veterinarians registered at the Veterinary Clinic. In order to purchase items from the dispensary, team veterinarians must follow these procedures:

ORDERING

• The team veterinarian must complete a Veterinary Clinic Requisition form; copies are available at the Veterinary Clinic’s reception.

• The team veterinarian must submit the completed form to the Veterinary Clinic’s reception.

• The team veterinarian’s signature will be verified before the order is processed.

COLLECTION

• Once the order has been processed, it may be collected by the team veterinarian in the Veterinary Clinic’s reception area. When collecting the order, the team veterinarian will be required to sign the requisition form to acknowledge receipt.

• Bandages and similar items may be collected by team staff other than team veterinarians

Necropsy

As required by the FEI Veterinary Regulations, a necropsy service will be provided. This service will take place outside the venue, at the Jockey Club Brasileiro’s facilities. A dedicated equine ambulance service will be available to take horses from the venue to the Jockey Club.

FARRIER FACILITIES

Forge

LOCATION: OLYMPIC EQUESTRIAN CENTRE (EQC)

The forge at the Equestrian Olympic centre is purpose-built and located adjacent to the Veterinary Clinic and close to the stables area. The forge will be staffed during the hours listed above and contains the following facilities:

• two individual shoeing bays

• two double-burner gas forges

• two work benches

• various forging tools and supplies


FARRIER SERVICES

Rio 2016 farriers will be available to provide general and specialist farrier services at the forge as requested. All services may be booked at the forge or at the Veterinary Clinic’s reception and will be charged at commercial rates.

TEAM FARRIER FORGE ACCESS

Team farriers are welcome to use the forge by appointment. Times may be booked at the forge or at the Veterinary Clinic.

Stock will be supplied to farriers for a nominal fee, and farriery tools may be loaned to team farriers depending on availability. Please note that farriers are not allowed to use furnaces within the stables.

Stocks

For each discipline a stock of shoes, nails and other materials will be made available for teams to use. Efforts have been made to estimate appropriate stock levels. However we recommend that teams bring their own stock, such as spare sets of shoes.

The list of supplies is available on specific request by email to the VSM.

Some misting fans are available in the stable compound at the Olympic Equestrian Centre in order to help control the heat load in horses and cool horses when necessary. These fans will have misting capability on all days, but could have the number of machines reduced on 8 August 2016, the cross-country day of the Eventing competition.

EVENTING: CROSS-COUNTRY COOLING SERVICES

Misting fans and horse cooling equipment will be available to all teams in the cross-country finish area on 8 August 2016, the cross-country day of the Eventing competition. In order to help teams familiarise themselves with the equipment, it will be located in the stables compound in the lead-up to the cross-country day.

In addition to the cooling equipment in the finish area, mobile cooling teams will be located at strategic points around the cross-country course and will be dispatched by cross-country control to help tired or heat-stressed horses on the course if necessary.

Veterinary Clinic closes

VENUE

The riding phase of the Modern Pentathlon competition will not take place at the Equestrian Olympic Centre. The horses will be stabled at the Trainning Venue Centro de Instrução de Gericinó (CIG), and the competition will be held at Deodoro Stadium (DES).

PERSONNEL

A dedicated team of veterinarians, veterinarian assistant and farriers will be available from the time of the arrival of the first horse and throughout the Games. There will also be a veterinary available on call at night. Contact details will be provided at the venue Clinic office.

VETERINARY FACILITIES

LOCATION: CENTRO DE INSTRUÇÃO DE GERICINÓ (CIG), DEODORO, RIO DE JANEIRO

OPENING HOURS: 8.00-17.00 on non-competition days

8.00-18.00 on competition days

A small veterinary clinic with an area for veterinary treatment, stock, dispensary and an office will be available at the training venue. The members of the Veterinary Services team will be available to perform the following services:

• visit and examine horses in their stables

• examine horses in the Veterinary Clinic


• veterinary coverage of the training area and field of play

• first response emergency service

The clinic will not have operating theatre or facilities for specialist imaging. The Horse Centre Equine Hospital, located 95 kilometres from the venue, will be the referring hospital for horses that require surgery or intensive care. An equine ambulance will be available to transport horses from the Veterinary Clinic on-site to one of the referral hospital if needed.

FARRIER FACILITIES

A specific space will be available next to the Veterinary Clinic for the forge. The forge will contain two individual shoeing stalls, one gas forge, a workbench, various forging and shoeing tools and supplies and a small office.
