the Solar System: Their Tortured Landscapes and Biological Potential. FEBRUARY NIGHT SKIES By John Williams Watch Mars slip behind the MoonI’m always trying to get you out of your warm house and into the night to view the sky. Early morning of February 18th is one of those times that you’ll want to get outside. The Moon is going to slide in front of Mars; an event called an occultation. A slight crescent Moon rises at 3:30 AM February 18th for Coal Creek Canyon. Just below and to the left, sits Mars. By 4:40 AM, Mars will slip behind the bright side of the Moon. With the sky brightening, Mars’ light will burst from the dark side of the Moon at 6:00 AM. You can watch the Moon and Mars drift farther apart until sunrise at 6:50 AM. You may not be able to make out the Milky Way with the glow of Denver to the east but the Moon and Mars will be sitting squarely in its bright heart. This is a rare event and it should be quite the treat.

While you’re waiting for Mars to reappear, look for Jupiter low in the east at about 5 am. Saturn should be high enough in the east by about 5:45 AM. At sunset, Mercury will be close to the Sun throughout February in the evening sky. But Venus shines brightly just after sunset making it an easy target. Full Moon is on February 9th.

No Excuses, How to Make Time For Self-Care

By Rodger Ruge, Human Potential Institute Life Coach The number one complaint people tell me with regard to why they do not get enough self-care comes down to a single word…time. In the manic pace of modern life, time is often a legitimate challenge, and it can also be an excuse. Before we jump into some time freeing practices, let’s take a look at what also tends to get in the way of self-care, and that is the fact that for many folks it is not a priority compared to their other life obligations. If I told you to meet me in New York City two days from now, at 2:00 am, and I’d give you one million dollars, no questions asked…you would find a way. So very often, when we desire a change, that desire is not strong enough to create the motivation necessary to accomplish the goal or outcome we desire. In addition to proper motivation, shocks to the system can also provide incentive to move self-care to the top of the priority list. Case in point; my father. My dad was significantly overweight. His doctor pressured him to change his diet, get more exercise…he blew it off. Then, his younger brother, my uncle, a SF police officer and later firefighter, died of heart attack at 45. He was overweight too, and, like my Dad, worked a high-stress career. Overnight my dad went on a diet and started fast walking as exercise, and he lost 70 pounds in a year, got his heart healthy and lived to be 90 years old.

We simply won’t change until our suffering reaches a point where we are done with our situation or something shocks us out of our complacency. So, before you point the finger at not having enough time, take a hard look and you just might discover it’s an excuse rather than a true hindrance. If time is still the main cause here are some ways you can carve out additional time for your own self-care; Outsource. For example; you could hire a teen in the neighborhood to do yard work. You can hire a house cleaner to come in and make your place beautiful every other week or so. You can delegate more chores to your kids…and you know as well as I do you can outsource just about anything these days, so get creative.Repurpose chores. Let’s say you want to lose some weight. You could do your yardwork, or vacuuming the house, or washing the windows at a pace that gets your heartrate up so you get the chore done and get a workout at the same time.Order your groceries on-line. Many chains now offer delivery options or very little cost. If you live too rural, then you can pick up your order at the store after ordering on-line. Take public transportation. Use that time to relax, read a book, study something in the personal development field, meditate and so on. This alone can be a significant game changer because commuting is listed as one of the top stress inducers. Use Food Services. Have your diner delivered to your home, there are many new businesses catering to this and they offer very healthy meal options too that make diner a breeze. Exercise with your kids at the park. If you have ever tried to match a 5-year old stride for stride running around the playground, climbing, sliding and so on? That is a great workout and family time too.

Go on a tech budget. Give up that TV show, or the social media surfing you do. Most modern tech allows you to monitor your screen time and even set limits, and this is where most of my coaching clients find the greatest results to freeing up shocking amounts of time. Set your alarm. Assuming you get enough sleep, getting up earlier to practice self-care is an awesome way to start the day. If meditation is your thing, spending 20 minutes in meditation will replace 90 minutes of deep, quality sleep. Learn to say no. Master this and I assure you your life will change radically. Every aspect of life is improved when self-care becomes a top priority friends, so get creative, find the time and commit to the actions that will move you toward the grandest vision of whom and what you wish to become.

Can you even imagine how recent our Moose are? Our grandparents, or even some parents wouldn’t have believed their eyes if they’d seen a moose. Now, there are many moose reports. Most are staying high in the canyon although a buck was right at the top of Camp Eden. Another moose was running somewhere up in Coal Creek Heights, and one was in Wondervu. Other moose seem to be encamped for the winter up on Thorodin Drive. They

were on an icy pond late December, four showed up early January, then two bucks butting their heads together made for fantastic night photos! To the east, moose were high on Warren’s Road, and on Gap. Elk, a huge herd, are still on the Flats, moving from north of Hwy. 72, to the south and then back again. Use caution at night down there. Mule Deer are common across the canyon, some with spectacular racks. A message mentioned that shed antlers can be collected after April 1st. Antlers are an important calcium source for rodents. There was a question about what to do with a dead deer. If it is close to a house a homeowner may want to drag it off out of smell distance as food for carnivores. The Black Fox is still in the Wondervu area. Three Red phase Foxes were living under a deck at Pine Ridge and Camp Eden, and two were seen on Copperdale. A Coyote was on Rudi Lane West, then on Camp Eden, then on Ranch Elsie two were seen. Bobcat was stalking something on Hilltop and about a week later was on Warren’s Rd. Finally, a Bushy-tailed Woodrat, the kleptomaniac of the critter world, showed up on Warren’s Rd. and was promptly trapped and moved to a remote location! We counted along Plainview Road and from the road in Blue Mountain Estates and reported a total of 21 species in just under 4 hours! A few highlights included: a Rough-Legged Hawk, a Woodhouse’s Scrub-Jay and several Townsend’s Solitaire. The species count for the entire circle was over 100! The grosbeaks were very abundant this past month! 3 Pine Grosbeaks were reported as a new yard bird, but were quickly scared away from the feeder by a Clark’s Nutcracker and another pair visited a platform feeder on a deck for a seed snack. One member shared a photo of 20+ Evening Grosbeaks lined up on their railing with 20+ more in the trees nearby. Another member reported two large groups of Evening Grosbeaks in different locations mid-canyon. One person said they had not seen any Evening Grosbeaks in a few years, but just had a flock eating black sunflower seeds along with a few Pine Grosbeaks! There has been a lot of hooting and tooting going on as our canyon owls begin their annual mating and nesting rituals! A Northern Saw-Whet Owl was recorded one evening tooting away and there were numerous reports of Great-Horned Owl pairs hooting back and forth for 30+ minutes at a time mid-canyon – one pair was recorded. Another recording in upper CCC was the deep hoot of a male Great-Horned Owl (first for her yard), perhaps trying to attract a female.

Other reports included: The first American Robins of the year (one person had a dozen visit and stay for a few hours), a Northern Goshawk perched 10 ft. above a feeder scaring away smaller birds, 2 pretty Steller’s Jays, a few Clark’s Nutcrackers (one eating suet), Dark-Eyed Juncos, Woodpeckers, all 3 nuthatches (with Red-Breasted being reported as more abundant than past years), Townsend’s Solitaire (heard, but not seen), 5 Wild Turkeys near the school and a Rough-Legged Hawk at Plainview (a few weeks after the bird count). There have also been a lot of Red Crossbills seen and heard. One member saw them gathering pine needles possibly to make a nest – how amazing that Red Crossbills can actually nest in the winter months when pine cone crops are strong! Another report included a ‘whole mess of crossbills chomping in a tree just 10 feet away making loud crunching sounds,’ 2 were seen eating salt off the road and another report just mentioned lots and lots of crossbills. The most memorable photo was a breath-taking picture by one of our very talented members that showed a magical Raven flying by the full Wolf Moon at sunrise! The ‘Coal Creek Canyon Birds’ Facebook group is now 225+ members strong – the more people that join, the more we can learn and share about our canyon birds! Park and Rec Continued from page 11 EARTHWATCH Tricks of the Food Waste Trade by Jody DicksonA lot of natural resources go into growing, preparing and delivering the foods we eat. Despite that investment, Americans still waste a huge percentage of the food we bring into our homes. End consumers waste more food than restaurants and grocery stores combined. It is estimated that a full third of food produced is wasted. Not only are we wasting natural resources that went into producing that food, but we are also wasting food that could otherwise feed families that don’t have enough food. Here are some easy ways to reduce your food waste:- Buy only what you need. This is an obvious one, but it is one of the most impactful habits to develop. Super-size containers aren’t such a deal if you end up throwing half of it away.- Freeze foods for later that you know you won’t consume in time.- Use your leftovers. Make a point of eating your leftovers as it is or creatively use them in a new creation like a casserole, stir-fry, soup or smoothie. Accidentally overcooked veggies can become a puree. - Revive wilted vegetables with a soak in water. Even if not restored, they can still work in cooked dishes. - Old bread can become toasted croutons or processed into bread crumbs for a future dish.- With produce, use the parts that usually get discarded, including veggie tops/greens, broccoli stalks, celery leaves, citrus peels, strawberry tops, and watermelon rinds.

Claude M. Thoemke- A Life Well LivedMy name is Dan Thoemke the youngest son of Claude Thoemke. I was raised here in CCC, and I am writing to honor my father by sharing his life story in a snapshot. I hope you have enjoyed his contribution to the Mountain Messenger over the years, he is in his final resting place full of God’s joy and promise. Claude Morris Thoemke was born June 7th, 1930 in Beach, North Dakota to parents Henry and Margaret Thoemke. He was the youngest of seven children, all of whom preceded him in death. He lived on the family ranch, through his high school years, graduating from nearby Sentinel Butte High School in 1949. He began working in his brother’s radiator shop after high school and was considering starting his own shop in 1951 when he received his draft notice in the mail. He enlisted in the United States Air Force the same day. While in basic training at Fort Belvoir in Virginia he accepted Christ into his life In January of 1952 and began his journey of faith. Shortly after that, he met his first wife Dorothy Lampinen while in training at Lowery Air Force base in Denver, where she worked in the base offices. They were married in April of 1952. He was then deployed, serving at Anderson Air Force base in Guam, (during the Korean War), not returning to the states till mid-year in 1954, when he first met his then, 18 month old baby daughter Linnea. Claude and Dorothy had 4 daughters, Linnea, Lorene, Susan and Margie. Dorothy died in 1971 after a long fight with cancer. After a trip to California with his daughters later that year, he married Barbara Olson, who had also lost her spouse, Bob, (who was Dorothy”s nephew). Her 4 children, Terry, Linda, Lori and Shelly were added to the household. But wait, there’s more.... Son Dan was welcomed into the family in 1972. Claude worked for Empire Gas and Electric Equipment Co. from the time he left the Air Force till August 1976 (almost 22 years). At that time, he started Good News Heating and Air Conditioning with son-in-law Bill Toews. It was their intention from the very

beginning that the business would honor Christ and be instrumental in introducing as many people as they could to the Lord, whether they were employees, customers, contractors or suppliers. He retired from Good News Heating in 1996. He was far from retired however as he was very active in his Christian faith and served for many years as a part of multiple boards at Chapel in the Hills. He also donated much of his time to repairing and installing HVAC equipment to the many buildings and homes on the campus of Camp Id-Ra-Ha-Je in both the Bailey and the Somerset locations. He also served as a board member for camp. Claude has always had a heart for camp and children. He served as a member of Gideons International and giving out those little Gideon Bibles wherever he went became a passion of his, in honor of his commitment to the Word of God. Claude’s family reaped the benefit of his dedication to the Lord and his great example as a prayer warrior. Claude has left behind his dear wife Barbara, 9 children, 33 grandchildren and 35 great grandchildren. The family is forever grateful for his legacy and commitment to serving God and loving all those he came in contact with. Claude passed from this life to his eternal reward on January 7, 2020, exactly five months short of his 90th birthday. Claude helped many families in Coal Creek Canyon over the years with their HVAC needs, served as treasurer of the CCC Fire Department and was overall what I would consider a great neighbor. I recently have moved back to CCC and look forward to carrying on his legacy by being a good neighbor, carrying on his love and faith and continuing this monthly article. Your neighbor, Dan Thoemke

Here’s To Your Health...Are You Average, Or Optimal?

By Dr. Brandy VictoryYou’ve heard it, “your labs are normal”, yet you know something’s off or you wouldn’t have gotten labs in the first place. This is where mainstream medicine is failing.Why Normal isn’t NormalOddly, the majority of patients who feel ill will have “normal” blood tests and there’s a reason why.What’s happening is their systems are no longer functioning properly and they’re starting to feel unwell, yet the way labs are read by average doctors are based on statistics rather than optimized health. These symptomatic patients may not have progressed to a disease state, falling outside the average 95 percentile, but they’re what we call dysfunctional.

A Big Problem With “Normal”“Normal” ranges represent “average” populations rather than optimal levels required to maintain good health. They’re based on a bell curve designed so that 95% of the population fall within “normal” range. These ranges often change yearly, and can be different state to state.For example, normal values for cholesterol may be different in Texas than Colorado. This is not because bodies are different, except that cholesterol’s higher in Texas, so the “normal” range is higher so most of their population can fall within the 95% range.

As the population becomes more diseased normal reference ranges tend to get wider. This leaves a larger number of population testing in a range considered normal. I know, crazy.Clearly, most normal ranges are too broad to adequately detect health problems before they become pathology and are not useful for detecting dysfunctional health patterns.Also consider the state of health of the average person getting their blood drawn. If you follow traditional lab ranges then you’re comparing your health to those people. Likely they’re not in optimized health, otherwise they wouldn’t be getting their blood drawn.

Normal is not the same as Optimal.Why not look at all bodies through the same lens?This is actually how I practice, being that bodies, no matter where they live, all function relatively the same. When your labs are viewed through the allopathic lens there’s a lot of room for missing important information. However, when values fall outside the “normal” 95% range, then allopathic doctors can diagnose disease or pathology.The Functional Health LensWe look through a different lens than average doctors. Our lens allows us to see what’s happening with the patient on a more subtle level. We’re not looking for disease or pathology.We’re only looking for dysfunctional states. This can show a trending towards disease and pathology, hopefully before it gets so bad other doctors can see there’s a problem.We prefer to look at the “functional” range. The grey areas tells us something amiss in the system associated with a biomarker. When we look through this lens we increase the the ability to detect patients with changes in physiological function before they reach a “diseased” state.When a symptomatic patient presents with 59 different lab biomarkers and only 3 are abnormal then there’s a real problem. I specialize in Functional Blood Chemistry. This method of lab evaluation allows us to see subtle, web-like patterns that are hidden

within the “normal” lab values. These patterns give us clues to what’s happening in the body from a systemic perspective: rather than looking at one value only to determine the health of a system, patterns within the labs help us recognize subtle disharmonic states within the body.Functional Health addresses the body from the perspective of holism and optimization. We view our patients health from an integrative approach, recognizing to attain optimized health we must addressing the whole person rather than their “parts”. We offer recommendations on diet, lifestyle and supplementation to optimize wellbeing so they can perform at their fullest potential.

Some people call this “biohacking”: hacking your biology to optimize your function. Often my aging patients become interested as they want to preserve their youthfulness and vitality, and the best way to do this is to look at the subtle ways your body’s performing and enhancing your systems with specific optimization activities.

In this world we are surviving there is an excess of stress related living going on. Did you hear recently that we can live longer if we have more friends? That could be two-sided. Because some of our friends come with “baggage” making them more susceptible to behavior brought on by stress. Gonna need a lot of friends to overcome the additional stress brought into your life by them. :)YOU could be the one yourself caught up in your own overwhelming stress situations. Or, as mentioned above, others you share space with causing or adding to your stress. In any event, living life full of stress for any of a number of reasons? Not fun. Quite challenging. Hard to understand sometimes. Aging health is a major challenge. All above is very much there and very much apart of our every day life.Challenging? That is the word I like to use instead of awful. Horrible. A nightmare. It seems like that is more positive than the other ways of feeling when your pain, or a friend/family member/co-worker’s pain pops into your universe. It isn’t bad enough that we live in a world of turmoil all around us that isn’t even really personal… yet affects us. Many folks I do communicate with agree with me: turn off the TV news. It only adds to the general anxiety that is taking over many of our lives. At first you felt like we need to know what’s going on. Then what’s going on became so complicated, angry and so “polarized” we started trying to figure out what to believe. Definitely CHALLENGING. I think that’s when many of us started trying to be smarter about what gets our attention. Back to CHALLENGING. Sorry if I am redundant. I try hard to make this column positive and give us tools (including reminding myself) how to best deal with the current life situations.

UNLESS you are RICH it is on our minds… EVEN if you work hard NOT to watch any NEWS. Probably is on our minds if RICH,too, but I wouldn’t know about that. Although I am indeed rich in many ways not related to $. :) As I approach 70 years of age THIS week. Never thought I’d get here, but here I am. WOW. Challenges? Seems like after 65 things became more so. Finally to “find a way” subject of this column: As I listen to my friends and own inner voice I try to offer sound advice about getting through the chaos that has become the universal mainstream as far as I can see…. Sorry again if “find a way” is redundant. Making a point.

I may have mentioned recently that although not a fan of movies because they take too long for my particular brain/body to sit and watch? I have sampled the Hallmark Movies for the first time ever between Thanksgiving and New Years. My son laughs saying they are all the same. Which they kinda are… However, the point has been driven home to me at a time when I seem to need it most: FIND A WAY. A thread of advice that runs through those very much the same “love stories”. I have begun to utilize finding a way in my own life & when trying to help those I care about figure out their own often crazy situations. Situations usually brought into our lives by other people who I repeatedly tell myself & you all: WE CANNOT CONTROL/CHANGE anyone but ourselves! This causes undue stress & a feeling of helplessness or annoyance (yes). Time to look at it differently. IT being anything you cannot change or control. Find a way. I often offer the advice to talk to others you trust, seek counsel from therapists or pastors. I still say those things work. All you have to keep in mind? You have to find a way. Otherwise the path is strewn with objects to cause you stress. Don’t go that way. Try to live a life without undue stress. Exercise! Find A Way. Help yourself & others. Love til it works. Good luck & Peace! 2020 still amazing! And moving right along!

By Bev KurtzIn late December 2019, Boulder County, TEG and the Environment won a huge victory when the Colorado State District Court ruled against Denver Water’s effort to avoid going through the local 1041 permitting process. Denver Water will now be required to go through a rigorous review by Boulder County of their plan to raise Gross Dam. Denver Water will have to demonstrate to Boulder County that they will be able to mitigate the effects of cutting at least a quarter million trees, burning them or flying them out of the area, running a quarry 24x7 on the shores of the reservoir, destroying wetlands and habitat for elk, bear, mountain lions, moose and raptors, leaching heavy metals into South Boulder Creek and transporting / storing toxic coal fly ash to Boulder County (to name just a few of the potential impacts). We will be closely monitoring what Boulder County does as they perform a thorough analysis of Denver Water’s application. The Gross Dam Expansion project will need to conform to the Boulder County Comprehensive Plan (see: https://assets.bouldercounty.org/wp-content/uploads/2017/03/boulder-county-comprehensive-plan.pdf) if it is to continue. There will be a need for active citizen participation in upcoming Public Hearings. You can be sure we will reach out with a Call to

Action when the time is right. Risa’s StoryMy name is Risa and I have Acromegaly.It was October of 2018, as I nervously awaited the results of my brain MRI. I remember utter disbelief washing over me as my Endocrinologist informed me that I had a large tumor on my Pituitary Gland and furthermore, it was causing a rare disease with a name I couldn’t even pronounce.

Many years ago I began noticing changes in my body and overall health. I went from being an extremely active endurance athlete and outdoor enthusiast, to barely being able to get out of bed. I discussed these and other symptoms with my Primary Care Physician time and time again, pleading for some insight and hoping for solutions. I didn’t feel like I was being listened to or heard.In 2018, I was at my wits end, and after demanding a brain MRI the tumor was discovered. My symptoms had advanced so much by that point, that it became difficult for me to leave my home. But to some relief, I finally had a diagnosis for all of the symptoms I was experiencing for so many years. And, I had validation that I wasn’t imagining it, I wasn’t crazy! In that very moment I knew going forward I must use my voice, speak up, and trust that I know myself better than anyone!

I had spent the year of 2019 recovering from brain surgery, enduring six weeks of radiation treatments, and making excessive trips to the doctor’s office for testing and lab work. I have been left with complications from surgery and I am still working with my Endocrinologist to get my hormone-related disease under control. This has taken its toll on my body, mind, and spirit. In my efforts to heal and move forward, I am doing what I can to spread awareness around rare Pituitary diseases/disorders. Acromegaly is a hormone disorder caused by a tumor on the Pituitary Gland. January Saws & Slaws News Out In The Yard – Heather HansonWe’ve been focusing on what to do in case of an evacuation. One thing you might want to do before hand is put together an Evacuation Go Pack. What kind of things should be in there? Copies of insurance papers. Maybe digitized copies in the cloud, or on a storage device. Extra Food and water for you and your pets. Leashes, maybe treats. First aid kit. Knife and cutting board. Battery operated radio, two way radios, flashlight, extra batteries blankets, gloves and hats, extra clothing and shoes. Baby wipes, toilet paper. A map. If you can swing it, might be nice to have bolt cutters, a chainsaw and a shovel. It’s important to have a plan beforehand for where to go and what to do when you get there.

Safety Tip of the Month – Jody DicksonMake an evacuation checklist. In advance of an evacuation, make it easy on yourself by preparing a list of the things you want to do on your property before you evacuate. An evacuation or pre-evacuation notice is likely to cause some anxiety and stress which will make it harder to think of and remember all the things you could be doing to protect your home and property. By making a checklist in advance, then you can systematically work through the list without worrying that you might forget something. There are many pre-made lists available on the internet, but it is worthwhile to make one specific to your specific circumstances as not all things are applicable to all of us. (My favorite is all the references to swimming pools on these lists!) Similar to deciding what you need to take with you, you can make versions of your evacuation

checklist based on how much time you have. If you have 5 minutes, 5 hours, 5 days, then you will likely be making different decisions about what actions you’ll want to take. The other advantage of preparing this checklist in advance is that some items on the list might require some research or training. Do you know if you should turn off your gas to the house, and, if you should, do you know how to turn off your gas to the house? Needless to say, the more we plan in advance, the less we have to depend on our brains to remember to do during the stress of the moment!

January Events: This Winter’s Firewood Project slogan would surely be “Slow and Steady Wins the Race” as we have processed fewer than 10 cords of firewood so far. Much of our supply is either too green or unreachable in the snow. Some of our best volunteers have been on “injured reserve” or traveling, but our dedicated winter-loving volunteers have continued to make progress! At our latest project we helped to construct burn piles to be burned with a permit during ideal and approved conditions. We cleared out a bunch of Douglas Fir that had been affected by a fir beetle. Our work will continue through the winter. Saws & Slaws is a great way to meet other helpful neighbors, while getting some exercise :). Thanks, too, to the Mountain Messenger for publishing this article.On January 18, we had 16 community members compete for the coveted 2020 trophies & prizes for Best Chili in Coal Creek Canyon. This was the largest number of chilis competing in recent history! The community hall was full of enthusiastic chili tasters and judges, who enjoyed a wonderful selection of chili, making it very difficult to vote on their favorites. (Please see the 2020 winners below.) JT organized a chili trivia quiz to entertain the crowd while the votes were tallied. Paul Dickson won the gift pack of Mile High Salsa & Hot Fudge, donated by the Wondervu Café.Each of the top 5 winners won a trophy and a selection of Penzey’s spices. Our 1st place winner also won a $50 gift certificate to the Last Stand Tavern.Of course the Chili Challenge couldn’t happen without all the volunteers who helped with this event. The Dangers of High WindsHigh winds and power lines don’t mix. Over the holidays this past year, our mountain territory experienced severe winds that caused several extended outages. Living in the mountains exposes more members to these type of strong winds.

The eastern side of the Rocky Mountains experience strong winds and windstorms from something called “downslope winds.” Mountain-driven windstorms are caused by winds accelerating as they fall along the downwind side of a mountain range, and are most common in the fall and winter.

These become more dangerous when you include the potential impact to United Power’s electrical system. If you’re out during a windstorm and experience any of the following situations, please

make every attempt to avoid the area until wind dies down or our crews are able to make repairs.

• Galloping Lines. These occur when strong winds blow lines up and down or side to side. These are more dangerous when lines make contact with one another.

• Debris in Lines. High winds can topple trees, poles or other nearby vegetation or infrastructure. If you notice debris touching a line, report it to the co-op at 303-637-1350. Do not attempt to remove debris from power lines.

• Downed Lines. In bad situations, lines may even be downed. Downed lines are very dangerous. Always assume downed lines are powered and never approach them.

February Bills to Reflect Rate ChangesIn November, the United Power Board of Directors approved rate changes for 2020 that included a modest 1.5-2% rate increase for residential members.

New Rates went into effect for energy use beginning January 1, so members will see these changes reflected on their February 2019 statements.
