Welcome to Public Information Centre #2 for the

replacement / rehabilitation of the Old Norwood Road

Bridge located on Old Norwood Road between Burnham

Line and Drummond Line within the Township of Otonabee

South Monaghan.

The purpose of this Public Information Centre is:

• To provide information for the project and explain the Municipal Class Environmental Assessment (MCEA) process.

• To summarize the study area and existing conditions at the Old Norwood Road Bridge location.

• To provide information regarding the alternative solutions shown at PIC#1.

• To present the preferred solution to address the structures deteriorated condition.

• To provide an opportunity for the public to discuss and provide comments on the preferred solution.

Members of the County of Peterborough and their

consultant, Ainley Group, are working as a team to

complete the MCEA process and are available to discuss

the project with you.

Project details and information about the process and

findings are presented on display boards throughout the

room. Please review the information at your leisure and

feel free to ask any questions you may have.

Request for Background Information

– Information request letters were submitted to the Ministry of Natural Resources

and Otonabee Region Conservation Authority to obtain natural heritage

information including fisheries and species at risk (SAR).

Public Information Centre #1

– Conducted on August 21, 2017 to introduce the project and describe the

alternative solutions.

Public Information Centre #2

– Mailed directly to regulatory agencies that may have potential interest in the

project.

– Mailed to potentially affected First Nations.

– Mailed to Emergency Services, local school boards, and Student Transportation

Services.

– Mailed to all residents within a 2.0 km radius of the project location.

– Published in local newspapers.

– Posted on the County of Peterborough website.

* The purpose of PIC #2 is to present and review the preferred solution with the public

and stakeholders.

Notice of Study Completion / Posting of Project

File Report

– To be published in local newspapers and on the County of Peterborough /

Township website.

– Posting will identify 30-day review period of Project File Report and locations

where documentation will be made available at the end of the MCEA process.

Study Purpose

The purpose of this Class Environmental Assessment is to identify the

preferred solution to address the deteriorated condition of the Old Norwood

Road Bridge and prepare a preliminary and detail design for the preferred

solution.

Study Background

The Old Norwood Road Bridge is located east of Peterborough on Old

Norwood Road between Burnham Line and Drummond Line, within the

Township of Otonabee South Monaghan. The existing bridge was

constructed in 1930 and is a single span cast in place rigid frame concrete

bridge with a surface treated wearing surface that spans Meade Creek. The

bridge conveys two-lanes of traffic.

A detailed inspection of the structure conducted in 2017 identified that the

wearing surface and concrete deck were in fair to good condition. The

abutments / wingwalls were in overall poor condition (severe scaling, localized

disintegration, spalls, and delaminations) due to their age and deterioration.

The deck soffit and fascia was noted to contain severe and deep

disintegration, delaminations and spalls. The guiderail was noted to be in

generally fair condition, but contained evidence of deteriorating post

connection to the bridge, and was noted to be lacking proper end treatments.

Problem Statement

The existing bridge has reached the end of its design service life and has

deteriorated to a condition such that replacement / rehabilitation of the Old

Norwood Road structure is warranted.

Opportunity Statement

Replacement / rehabilitation of the Old Norwood Road Bridge would provide

improved safety conditions on Old Norwood Road for the crossing of Meade

Creek given the deteriorated condition of the structure.

Do Nothing

This alternative has been included as a basis for comparison to other

alternative solutions.

Rehabilitation

Rehabilitation of the structure in accordance with current design

standards. The scope of work will include:

– Concrete re-facing on the soffit, abutment walls, wingwalls, and

fascia

– Concrete patching, waterproofing, and paving of the structure and

its approaching roadway

– Repair of the SBGR and its post connection to the bridge

Replacement

Replacement of the structure with a new bridge that complies with

current design standards and keeping with the current profile /

configuration of the roadway (two-lane). Alternatives include:

– Replacement of the bridge with a pre-cast concrete box culvert

(5100 mm x 1500 mm)

– Replacement of the bridge with a pre-cast concrete open-footing

culvert (5100 mm x 1500 mm).

Do Nothing

This alternative does not address the deteriorated condition of the

structure. This alternative will lead to additional deterioration of the

structure leading to increased costs for repairs / rehabilitation. The

existing structure is approximately 87 years old and has long reached the

end of its design service life (75 years).

Rehabilitation

Rehabilitation of the structure would require;

– Concrete re-facing on the soffit, abutment walls, wingwalls, and

fascia

– Concrete patching, waterproofing, and paving of the structure and

its approaching roadway

– Repair of the SBGR and its post connection to the bridge.

Rehabilitation would provide a service life range from 15 to 25 years,

construction duration from 8 to 10 weeks, and construction cost of

approximately $400,000.

Anticipated traffic control would include full roadway closure.

Replacement

Replacement of the structure addresses the problem / opportunity

statement and would be a cost-effective long term strategy given the

current deteriorated state of the structure.

Replacement alternatives include a pre-cast concrete open-footing

culvert and pre-cast concrete box culvert.

Rehabilitation alternatives provide a service life of a minimum of 75

years, construction duration from 10 to 16 weeks, and construction costs

from approximately $700,000 (pre-cast box culvert) to $800,000 (pre-

cast open-footing).

Anticipated traffic control would include full roadway closure.

Replacement with Pre-Cast Concrete Box Culvert

Criteria / Rationale:

Replacement of the structure with a pre-cast concrete box culvert (5100

mm x 1500 mm) that complies with current design standards and limits

impacts during construction.

Existing roadway profile (two lane traffic configuration) to be maintained

given the low average annual daily traffic (AADT) volumes on Old

Norwood Road.

Longest structural service life (estimated to be 75 years) of structural

alternative.

Reasonable construction duration (10-14 weeks).

Optimum construction cost ($~675,000 or ~9,300 per year).

Old Norwood Road to be closed during construction for the duration of

construction (detour route provided on following slides).

Streambed naturalization is proposed in the culvert (countersunk) for fish

habitat.

Summary:

The existing bridge has deteriorated to the extent of posing safety

concerns to the public. It has reached the end of its design service life.

Alternative solutions reviewed for the structure included Do Nothing,

Rehabilitation, and Replacement (alternatives pre-cast concrete box

culvert or pre-cast concrete open-footing culvert)

The preferred solution for the structure includes replacement of the

existing structure with a pre-cast concrete box culvert (5200 x 1500 mm).

This option provides a reasonable construction duration, the optimum /

reasonable construction cost, and the longest structural service life of all

alternatives.

Impacts to the biophysical, socio-economic, and built-heritage / cultural

environments were generally consistent between alternative solutions

(with the exception of Do Nothing).

Next Steps:

Upon completion of the Public Information Centre, the following steps will

be taken:

– Review comments received from the Public/Agencies for

consideration in finalizing the preferred design.

– Review the preferred design concept in consideration of natural,

socio-economic, cultural, and transportation environments.

– Confirm the preferred alternative.

– Publish the Notice of Completion in local newspapers and on the

County of Peterborough / Township website identifying the

completion of the Project File Report and its 30-day review period.

information, all comments will become part of the public record.
