We would like to welcome each of our members and all the other plastics personnel in the Oklahoma Section area. We hope to serve your interest this year in the Soci- ety of Plastics Engineers and the plastics industry. If there is anything that we can do to assist you, please let us know. We have started our planning for our meetings and activi- ties for this upcoming SPE year. We have already had our Golf Outing on October 8 th at The Canyons at Black Jack Ridge in Sand Springs, OK. We had five groups in the golf outing and there were several new records set for low score. From comments that I heard, it sounded like everyone had a great time. We are working on our first meeting of the year on November 18 th , which will consist of a visit by Pittsburg State University students and faculty to the Plastics Technical Center of Chevron Phil- lips Chemical Company and include a technical presentation. We have also scheduled a monthly meeting on December 2 nd that has Ampacet making a presentation on the subject of sustainability. Additional meeting presentations are being investigated by the board members. If you should have any ideas for meeting presentations or would like to present at one of our meetings, please contact Jason Kreider, our Vice- President. With everyone’s busy schedule, it is not always easy to get away to attend our section meetings. However, it is usually a very rewarding and educational experience if the time can be scheduled to attend. I look forward to seeing and greeting each of you at our meetings this year. What a day for the golfers this year! Early October with mid-80’s temperatures, a light breeze, sunshine and blue sky! The course was in excellent shape as well, despite the challenges of a difficult summer for greens. The tournament was sponsored by our Oklahoma Section of the Society of Plastics Engineers, and by the Chevron Phillips Plastics Technical Center and polymers business units. Thanks go to all of our sponsors, which included the technical service, product and applications development teams from Marlex® Polyethylene, Phillips Sumika Marlex® Polypropylene, K-Resin® Styrene-Butadiene Copolymers and Ryton® Polyphenylene Sulfide, and the polymer processing and materials evaluation teams that comprise the Plastics Technical Center. Albeit hard to imagine that any team could best last year’s winning score of 12 under par, this year we had two teams break that all-time record for the SPE/PTC Golf Tournament. The first place team finished at 15 under par! Second place finished at 13 under. Third place shot 9 under par. By all accounts, a great afternoon in the Oklahoma sun was enjoyed by the participants, who collectively agreed it was significantly more fun than being at work would have been!

This summary is condensed highlights of the Council Meeting held in Southbury, CT September 24-25, 2010. In Memoriam

Electronic Participation SPE President Ken Braney called the meeting to order. Twenty-nine Councilors/Proxies participated elec-tronically over the course of the two meeting days. Elections Council elected the following individuals as Society officers for the 2011-2012 term, which begins at ANTEC 2011:

President-elect – James Griffing Senior Vice President – Jon Ratzlaff Vice President – Vijay Boolani

In addition to these formal offices, each year Council also elects a Chair for the Council Committee of the Whole. Dick Cameron will hold this position for the 2011-2012 year. Membership Growth Membership growth continues to be the Society’s single biggest imperative, and has shown modest gain in 2010. This is the first recorded gain in 5 years, and was attributed to modest improvement in the economy and the aggressive new member and membership retention campaigns.

Overseas new membership is currently the most active segment. The most successful campaign has been direct mail & email. A Member-Get-A-Member Program has shown only limited success, but will be continued.

Budget Council heard discussion and approved the 2011 calendar-year budget. The budget that was approved calls for gross income of $3,794,000, direct expenses of $1,865,500, and a net income of $313,030. Council ap-proved the budget unchanged from the original presentation. A full area-by-area presentation of this budget is available to Section and Division Board members at: http://extranet.4spe.org/council/index.php (2011 Budget Proposal Folder) Bylaws & Policies Bylaws for First Reading: Bylaws 6.2.2 Council Meeting Times and Places - APPROVED TO GO FORWARD Bylaw 7.6 Vacancies and Succession - APPROVED TO GO FORWARD Bylaw 4.4.4 Section Affiliation - APPROVED TO GO FORWARD Bylaws for Second Reading: Bylaw 6.2.4 Total Council Membership - APPROVED Bylaw 6.2.5 Proxies - NOT APPROVED, TABLED UNTIL BYLAW 4.4.4 IS IMPLEMENTED

A new Bylaw was presented for first reading that could implement changes that could affect local mem-bers. This is Bylaw 4.4.4 Section Affiliation. 4.4.4 Section Affiliation Each member shall be affiliated with the Section within whose boundaries the member’s mailing ad-dress falls, except when the member requests affiliation with another Section. A member not affiliated with any Section shall be listed as a Non-Section affiliate. Requirements for membership in additional Sections shall be prescribed by Council.

This Bylaw amendment will allow members to affiliate with multiple Sections, in the same way that is currently allowed for multiple Division membership.

Passage of Bylaw 4.4.4 Section Affiliation could also have a significant impact on proposed Bylaw 6.2.5 Proxies. Bylaw 4.4.4 would allow international sections and divisions to have affiliate members who live in the USA represent them as proxies rather than have to use proxies that are not a member of their section or division. Bylaw 6.2.5 was tabled until Bylaw 4.4.4 is implemented.

Policies: The Bylaws & Policies Committee submitted items for consideration by Council: Revision to Policy 002 – Redefines the way required Council attendance is

determined for rebate eligibility – APPROVED This amendment to Policy 002 – Rebates better defines the Council participation requirement in

this policy now that remote participation is available for Council meetings. “Council Participation: The Affiliate must be represented by the Councilor or a proxy at two of

the four previous Council meetings at least half of the Council meetings held during the preced-ing twelve month period.”

New Associate Management Software A new software system is desperately needed for SPE society. The old system is antiquated and prohibitively expense to maintain and upgrade. A new Avectra System has been chosen to replace the present system.

Initial projected start-up is planned for Oct. 1, 2010 The initial implementation period will be approx. 60-90 days. Final conversion to the new system is planned for 90-120 days.

Meeting Schedule and Locations for 2011/2012 and Plans for 2011-2012 Operating Plan President-elect Russell Broome went through the meeting schedule for 2011-2012 noting that the Fall Council meeting in 2011 will be held in conjunction with EUROTEC in Barcelona. Mr. Broome’s 2011-2012 operating plan is focused on continuing the three-year plan created by Past President Andersen and President Braney. Old Business Proposed Alternate Operating Model (PAOM). A progress report on PAOM was presented to council.

No new in-depth proposals have been drafted that are ready for council discussion. One change that has come to light, is rather than try to draft and implement PAOM as a complete

package, it seems more prudent to introduce PAOM in segments as they are congealed. Bylaw 4.4.4. Section Affiliation would be a good example of this approach.

The next virtual council meeting will be on Friday, February 11, 2011 The spring Council meeting is scheduled for April 30 – May 1, 2011 in Boston, MA. Respectfully Submitted Tom Morton, Councilor, Oklahoma Section of Society of Plastics Engineers

FAQs - DUES!

How are membership dues set?

Dues are set by a vote of Council, the governing body of SPE.

Why have dues?

Dues income is used to support Section, Division, Special Inter-est groups programs and activities, government relations, new product development and direct services to members. A portion of dues income supports the general fund to help offset ex-penses related to Plastics Engineering magazine. Other sources of income include technical publications, advertising sales, meetings, conferences, and seminars.

Please patronize our advertisers; let them know you saw it in our Newsletter. We ap-preciate their support of our SPE Section.

Our Newsletter is published monthly, Sep-tember through May, and distributed to plas-tics professionals and companies in the sur-

rounding four state area. Contact the public-ity/newsletter chairperson for advertising
