Review of O.B.W.B. Aquatic Weed Control methods:

Mr. Greg Armour made a slide presentation which showed thevarious methods of harvesting the aquatic weeds employed bythe Okanagan Basin Water Board.

He also showed and explained how the bombardier has beenmodified to a hydraulic drive machine which, hopefully, willeliminate many of the major operating problems beingexperienced with the mechanical drive.

Report:

Mr. Mel Maxnuk reported that invoices for the 1986/87 yearmust not be dated 1ater than March 31st and must be in hi shands by April 8th, 1987. He indicated that officials of hisministry are not optimistic that the Board's request foradditional funding for the fiscal year 1987/88 will beapproved and that the Board's 1988/89 budget must besubmitted by June 30th, 1987.

Mr. Maxnuk advised that the grass carp is a native to EasternChina and Siberia and has been introduced to the larger

rivers in Russia. In 1960 it was introduced in NorthAmerica, specifically for aquatic weed purposes. It wasfound that subsequent to the introduction the grass carp wasonly efficient for harvesting in very small areas. It wouldtake 256 tons of fish to do 640 hectares in the Okanagan or256,000 1 kg fi sh. The grass carp has been banned fromimporting to Canada and has also been banned in many statesdue to fi sheri es related concerns. Recently a grass carpwhich is thought to be sterile has been developed and in labsand fi e1d studi es it has been found that speci es prefersmilfoil to other food. The State of Washington has introduced the grass carp into four of its lakes this year andwill monitor the fish for the next two years.

It was agreed that the next meeting of the Board will be heldin Penticton at a date to be determined by the Chairman.

It was also noted that in spite of a minimal budget coveringsuch a vast area of the Okanagan Basin, not a singlecomplaint was received last year. The Committee is awarethat weeds have been found in Christina Lake, at DawsonCreek, Nanaimo and other areas and it appears that theprovince is looking to the Okanagan Basin Water Board toprovi de the fundi ng for harvesting these areas by reduci ngthe funds made available to the oldest established agency.

In discussing the resolution, it was noted that if theProvincial Government follows through with its threatenedreduction in funding, it would mean that the Okanagan BasinWater Board's program would need to be cut almost in half andthe hostility which would be asserted by the residents who donot receive the service, nor would it be worthwhile to carryon with just half the program.

1988/89 PROVISIONAL BUDGET:

The Committee noted that the Minister of Environment andParks has promised to advise the Board by November 1st, 1987of the government's participation in the 1988/89 Aquatic WeedHarvesting Program.

The Committee expressed concern that the government isendeavouring to remove itself from financial participation inthe aquatic weed harvesting program as noted in theMinister's request to renegotiate the cost sharing agreementand the reduction in our share of provincial funds each timeaquatic weeds are found elsewhere in the province.


"That when meeting with the Minister of Environment and Parkson October 30th, 1987, the principle item of discussion bethe funding and the government's commitment towards theAquatic Weed Harvesting Program."

1987 AQUATIC WEED HARVESTING REPORT:

The attached 1987 Aquatic Weed Harvesting Program Report wascirculated among the members of the Committee and discussed.It was noted that Vaseux Lake experienced a bad weed problemand pressure is being received for rototilling in this area.Weeds are also growing very rapidly in Duck Lake and pressureis being received for rototilling this lake as well. Inaddition, rototilling has been requested by the ProvincialParks at Christie Memorial Park and by the Vernon Yacht Club.


"That it be recommended that if the fundi ng request for anadditional rototiller is approved by the ProvincialGovernment, then the above request for additional rototillingbe favourably considered."

WINTER TILLAGE SCHEDULE:

The attached Fall 1987/Spring 1988 Winter Tillage schedulewas discussed and agreed upon.

OTHER MATTERS:

The Chairman suggested that the Okanagan Basin Water Boardshould consider becoming involved with water quantities, dueto the current water shortage situation.

1987 AQUATIC WEED HARVESTING PROGRAM

Aquatic weed harvesting began June 22nd, 1987 with four machinesoperating until September 4th, 1987. A total of 1,275 machine loads orapproximately 2,500 tonnes of aquatic weeds were removed from sixmainstem Okanagan Valley lakes. This represents about 97 hectares ofharvested area. Following is a comparison of production figures since1981.

The number of loads cut in 1987 decreased by 11% from 1986 butremains relatively consistent with recent years. Areas wheresignificantly fewer loads were harvested include Vaseux Lake, Wood Lakeand I<elowna foreshore of Okanagan Lake. In Vaseux Lake, the riverchannel harvesting, formerly part of summer harvesting, is now aseparate project done in the fall or spring. Extensive winter tillagecontributed to improved conditions in Wood lake and I<elowna.

Increases in loads cut were noted in the Vernon arm and Westsideareas of Okanagan lake, possibly because more machine time wasavailable this season to cut lower priority areas.

Troublesome areas include:

1. Vaseux Lake - Skaha Lake: Both lakes are cut by harvester #1 withSkaha lake usually receiving first attention. Vaseux Lake supportsdense, widespread weed growth but has limited recreational and touristuse and receives only limited cutting in mid-July.

2. Duck lake: Warm, shallow waters produces rapid re-growth of weedsfollowing early season cutting, but scheduling does not include asecond cut.

3. Okanagan Lake/Westside: Considered a low priority on theharvesting schedule, this area rarely receives attention until latesummer.

Harvesting equipment averaged 21% downtime, including shutdownsfor inclement weather, machine moving, as well as mechanicalbreakdowns.

The Minister indicated that he is not prepared to provide acommitment at this time as his ministry's estimates are stillbei ng revi ewed and asked whether or not the Okanagan Basi nWater Board would be prepared to commit more than 25% towardsthe Aquatic Weed Harvesting Program.

Members of the Board indicated that in all probability theOkanagan Basin Water Board would agree to cost share on a50%/50% basis for the acquisition of a new rototiller,however it is unlikely that they would agree to pay more than25% towards the cost of a harvesting program.

After a general di scuss ion, the Mi ni ster of Envi ronment andParks agreed to discuss the entire Aquatic Weed ControlProgram with the area M.L.A.'s and to advise the Boardaccordingly.
