Councilor’s Report Allen W. Apblett (Oklahoma Section Councilor) The candidates for the fall 2012 ACS national election were an-nounced as follows: The candidates for president-elect for 2013 are Dr. Thomas J. Barton, Distinquished Professor, Iowa State University, Ames, IA and Dr. Luis A. Echegoyen, Robert A. Welch Professor, University of Texas at El Paso, El Paso, TX . The Candidates for Directors-at-Large, 2013-2015 are Ms. Carol A. Duane, President, D&D Consultants of Mentor, Mentor, OH, Ms. Valerie J. Kuck, Retired, Lucent Technologies (Bell Labs), Murray Hill, NJ, Ms. Helen (Bonnie) A. Lawlor, Executive Direc-tor, National Federation of Advanced Information Services (NFAIS), Philadelphia, PA, and Dr. Ingrid Montes, Professor, University of Puerto Rico, Rio Piedras Campus, San Juan, PR. The candidates for Director of our District (District V) for the term 2013-2015 are Dr. John E. Adams, Curators’ Teaching Profes-sor of Chemistry, University of Missouri, Columbia, MO and Dr. Peter K. Dorhout, Dean, College of Arts & Sciences, Kansas State University, Manhattan, KS

The Council rejected a petition for an amendment to the ACS Constitution and Bylaws that sought to restrict candidates for election to the Board of Directors from publishing comments in C&EN from May until the end the balloting period. The Council also voted to not approve a petition that would allow the Board of Directors to grant funds to international chapters for specific purposes. The council heard the first reading of an amendment to the National Election Procedures that seeks to shorten the campaign period for candidates for President-Elect by having the Committee on Nominations and Elections (N&E) propose two candidates for President-Elect. Currently, N&E proposes four nominees from which Council selects two candidates. Un-der the petition, Council would no longer vote on a list of nomi-nees. The process of petition candidates would not change. The Petition to Amend National Election Procedures will be on the Council agenda for action at the 2013 spring meeting. I will be opposing this action (unless members of the Oklahoma Section desire me not to). It seems to me that your elected representa-tive should be able to cast a vote on your behalf.

The Council voted to establish a Joint Board-Council Committee on Senior Chemists whose mission is to enrich the educational, technical, and cultural lives of the ACS Membership by minister-ing to and employing the talents of senior ACS members by: sharing with ACS members of all ages a rich variety of personal experiences and expertise gained over many years of profes-sional service; fostering interest and participation in the science of chemistry through community outreach, especially in grades K-12; acting as science advisors/ambassadors for the purpose of cultural exchange at home and abroad; providing senior ACS members with challenging, diverse, and enjoyable professional experiences that enable them to contribute to the cultural experi-ences of their communities; and recommending policies that address issues of interest to senior chemists. The committee is aimed primarily at members over 60 years of age. However, they have defined the senior chemist as one who is over 50. With the younger chemists committee encompassing chemists up to 35, there is very little middle ground! In talking to the pro-ponents, it was obvious that they were more aimed at retired chemists. In the next step, the Board of Directors must vote on whether to establish the committee.

The Council VOTED 58% to 42% (via clicker vote) to shift two local sections in District II (Hampton Roads and Western Mary-land) to District III. (The two local sections had agreed to the

shift.) The Bylaws mandate rough equality in district popula-tions. The shift meets the specified criteria for redistricting as required by the Bylaws and brings the districts within permissi-ble range. Essentially the change made was a temporary band-aid solution that will likely need to be revisited as soon as next year. Council was admonished that if the change was not ap-proved, we would be out of compliance with the ACS Constitu-tion. As a result, the change was approved but Councilors asked the Committee on Nominations and Elections to conduct a comprehensive review of the optimal alignment of local sec-tions within districts.

A special discussion item was put on the Council agenda for this meeting. ACS President Bassam Shakhashiri presented and moderated a discussion on “What major efforts should ACS pursue to help alleviate water and other global challenges? The president opened the discussion by describing that “only 0.03%” of the world’s water was present as fresh water in rivers and lakes. Expressed this way, it sounds small but we live on a water planet so that in reality this corresponds to about 2 billion gallons of water for each of us! It is also a completely renewa-ble resource. I believe that Bassam’s claim that water shortag-es are a global problem is incorrect – it is a localized problem caused by unequal distribution of potable water. This discus-sion focused primarily on the “global crisis” of available water suitable for drinking, agriculture and industry. Following the presentation, more than 30 Councilors engaged in a discussion of this global challenge and others and offered numerous sug-gestions. At first many councilors were praising water conserva-tion efforts in their communities but eventually others pointed out that water conserved in one area would be unlikely to help a water impoverished area elsewhere in the world. It is obvious that, aside from transporting water over large distances, the best solutions to water shortages will be improved technologies for water purification, desalination, and recycling. This is where chemists can help!

The Council also passed a resolution to honor the 100th anni-versary of the birth of Glenn T. Seaborg, Chemistry Nobel Lau-reate and past ACS President.

Sumner Plant Biology Division Samuel Roberts Noble Foundation The past decade has yielded highly sophisticated analytical instrumentation which now makes the large-scale biochemi-cal profiling of mRNA, proteins and metabolites possible. These technologies are routinely referred to as transcriptom-ics, proteomics and metabolomics. We are using integrated metabolomics and transcriptomics to obtain novel insight into legume natural product biosynthesis. Legumes are funda-mental sources of nutrition for most global cultures due to their high protein content achieved through unique symbio-ses with nitrogen-fixing bacteria. Legumes also produce a wide array of natural products including flavonoids, isoflavo-noids, lignin, anthocyanins, and triterpene saponins. These compounds serve critical roles in plant defense, plant-microbe interactions, symbiosis, and human and animal health. This presentation will introduce the model legume Medicago truncatula and provide an overview of our metabo-lomics technologies. The presentation will also provide spe-cific examples of how we are exploiting integrated metabo-lomics and metabolic diversity for the discovery and charac-terization of triteprene saponin biosynthetic genes. This presentation also illustrates how cross discipline training pro-vides for real world discoveries.
