OHS Induction and Training Index

Training starts at induction when an employee or contractor commences work. Every role within Nazareth College has specific OHS responsibilities, each requiring particular levels of competency. We must identify those competencies and ensure that our employees not only understand the College expectations, but also, that they have the training necessary to competently meet those responsibilities.

The provision of adequate information, instruction and training in a structured and timely manner will ensure employees and contractors understand their health and safety obligations and that they are competent to perform tasks associated with their roles safely.

This section contains procedures and forms to assist The OHS Management Nominee to identify training requirements specific to their workplace and operating environment. For more information on contractor induction see, Contractor Management.

1. Introduction

Training and development programs, starting with an Induction Program for new staff, assist

the staff and College to progressively build the skills and knowledge we need to keep

improving our health and safety performance.

2 . Purpose

The purpose of this procedure is to:

Ensure that Nazareth College analyses needs and provides appropriate OHS training programs including but not limited to, leadership and duty of care, FIrst Aid, Emergency Evacuation, health and safety representative and induction training.

Assist Faculty Heads to identify staff OHS training needs.

Ensure that appropriate records of qualifications and participation in training that impact on OHS are maintained.

This procedure is designed to ensure that Nazareth College complies with requirements of

Victorian health and safety legislation to provide instruction and training.

3.Scope

This procedure applies to all faculties and support areas.

6. Responsibilities

The Business Manager is responsible for:

facilitating an OHS training needs analysis, and for the scheduling and organisation of training programs particularly when a significant number of staff require a particular training course;

ensuring that the completed OHS Induction Checklist including the signed ‘Acknowledgement of Induction’ section is retained in the new employee’s personal history file;

ensuring that records of OHS training, including a Register of Inductions, are retained for at least 7 years.

Faculty Heads are responsible for ensuring that:

The training needs of their staff are identified and met as required;

All their new staff complete the OHS induction program within 1 week of the date of commencement of the new employee;

The OHS Employee Induction Checklist is completed, signed by both the Faculty Head and immediate supervisor of the new employee, and the new employee, and returned to the Business Manager within one week of commencement.

Employees are responsible for:

Ensuring they comply fully with their OHS responsibilities as outlined in the OHS Induction checklist;

Ensuring they sign the “Acknowledgement of Induction” section at the end of the OHS Induction Checklist;

attending and participating in their individual training plan; and

providing feedback to the Management OHS Nominee in relation to the content and relevance of current training programs.

6. Procedure

6.1 OHS Induction Training

i) New Employees

Nazareth College has a duty of care to ensure that employees have the information,

instruction, training and supervision necessary to enable them to perform their work in a

manner that is safe and without risk to their health.

To fulfil these responsibilities, all staff must undergo a health and safety induction program to

ensure they have the necessary information to carry out their duties in a safe manner. This

program must be completed within a week of commencing work.

The Faculty Head shall use the attached OHS Induction Checklist to induct all new

employees. Employees shall be given a copy of the “OHS Information for New Employees”

located at the end of the OHS Induction Checklist.

ii) Contractors

The site contact for a contractor (including additional temporary office staff) is responsible for

ensuring that all contractors working on the site complete an OHS induction program that

shall include at least emergency procedures. Refer Nazareth College Contractor

Management Procedure.

iii) Visitors

Any visitor to an area of Nazareth College other than the main office, shall, before entering

the site:

Be briefed by a College representative on emergency procedures, site facilities (eg amenities) and hazard;

Sign into the visitor’s book;

Be accompanied by a College representative at all times whilst being on site;

Sign-out of the visitor’s book upon leaving the site.

Visitors to the Nazareth College main office are not required to receive a site induction but

shall, before entering the site:

sign into the visitor’s book

be accompanied by a College representative at all times whilst being on site;

sign out of the visitor’s book upon leaving the site.

6.2 Additional OHS Training

Staff and contractor OHS training needs shall be identified through a comparison of the

knowledge, skills and qualifications required for the job (including any certification or

licensing requirements) and those skills currently held by the incumbent.

Training may also be recommended following Hazard Identification Risk Assessment and

Control Planning including specific training in Plant, Manual Handling, Prevention of Falls,

Storage and Use of Dangerous Goods and Hazardous Substances, Incident Reporting and

Investigation.

Training needs can be identified at any time, but a review shall take place when the following

changes take effect:

New Policy or Procedures are introduced;

New employee commences;

Existing employee moves to a new job;

Performance appraisal is conducted;

Existing job changes;

Work environment changes.

The person who conducts an internal training session shall ensure that an attendance sheet is completed and shall forward a copy to the Business Manager. Any person who attends an external training session shall send details of the session to the Business Manager. OHS competencies, such as HSR training are to be documented by Business Manager on the Training Needs Analysis.

OCCUPATIONAL HEALTH AND SAFETY AND ENVIRONMENT INDUCTION CHECKLIST

FOR NEW EMPLOYEES

HEAD OF FACULTY GUIDELINES

Health and Safety is a senior management responsibility. As a Head of a Faculty you must ensure that your staff receive appropriate OHS induction.

A mentor’s attitude is an important determinant of a new employee’s safety awareness and

behaviour. If you take occupational health and safety seriously your staff will too. Heads of

Faculty are responsible to the Principal and Council for ensuring that their work is carried out

in ways that safeguard the health and safety of staff, and students. For this reason it is

recommended that you personally complete at least Section 2 of this checklist with your new

employee. You may choose to arrange for other sections to be completed by your new

employee’s immediate supervisor.

OHS induction must be completed within one week of the new employee’s commencement.

NOTE: THE EMERGENCY PROCEDURES SECTION MUST BE COMPLETED ON THE

FIRST DAY OF EMPLOYMENT ON SITE.

Work through the following checklist with the new employee. Tick off each task as you

complete it.

1. Emergency Procedures

Carefully explain the emergency procedures with the new employee/visitor/contractor and

ensure they understand what they are expected to do in an emergency.

Show the new employee/visitor/student/contractor the following as appropriate:

the emergency telephone number

the manual emergency alarm closest to their workplace

the location of the nearest first aid attendant, first aid kit and the First aid room

The emergency isolating switch(es) and / or valves for their workplace

The designated emergency exit route(s) from the building

The emergency marshalling area(s)

The nearest fire extinguisher and fire blanket

Other emergency facilities if relevant including safety showers, emergency

eye wash, etc.

Give the new employee a copy of the emergency procedures for their work area.

Point out to the new employee that their local Warden can provide a more detailed explanation of the

emergency procedures and the names and locations of relevant personnel.

2. OHS Structure (this section to be done by the Head of Faculty )

Give the new employee ‘OHS Information for New Employees’ (attached to this checklist)

Briefly outline the OHS structure at Nazareth College as per ‘OHS Information for New Employees’

Explain to the new employee that OHS is everyone’s responsibility. All staff have a responsibility to observe the School’s OHS policies and to co-operate in meeting its duties under the Act.

Discuss Unsafe Work as per ‘OHS Information for New Employees’

Show the employee the Nazareth College OHS Policy

Show where the OHS Procedures are kept on the school intranet

3. OHS Administration Show the employee an accident / incident form and reinforce that all incidents shall be reported as

per ‘OHS Information for New Employees.’

Explain the need to complete claims forms as per ‘OHS Information for New Employees’ if there is an injury.

OCCUPATIONAL HEALTH AND SAFETY (OHS) INFORMATION FOR NEW EMPLOYEES

(give this to new employee at start of OHS induction)

OHS Structure The Principal is ultimately responsible for all OHS matters in the school and is assisted by

the OHS Committee and local Fire Wardens and First Aid staff.

Enquiries about any safety matter should be to your immediate supervisor, Head of Faculty,

the Chair OHS Committee or your Health and Safety Representative. There is an OHS Issue

Resolution procedure.

All staff in the school belong to a Designated Work Group which is represented by a Health

and Safety Representative on the OHS Committee. Health and Safety Representatives are

elected by the employees of a Designated Work Group to represent their health and safety

interests.

An active OHS Committee has been established by the Council and Principal and meets at

least quarterly. Committee members include, Health and Safety Representatives, the Deputy

Principal, Nurse and Property Manager.

OHS obligations You have a legal obligation to be concerned for your own safety and the safety of others who

work with and around you. You must follow safe working practices and make proper use of

all the safety devices and protective equipment provided for you. You must not take any

action that creates a new risk or increases an existing risk to the health and safety of yourself

or others.

Right to refuse unsafe work You have the right to refuse to work if in your view that work involves an unacceptable risk to

your personal health or safety. If you do exercise this right you must notify your Faculty

Head immediately. You may also contact the OHS Committee Chair and your Health and

Safety Representative.

Hazard / Work-related accidents and illness A Hazard / accident/illness/incident report form must be completed for any school /work-

related accident, illness or injury. If you cannot complete it yourself, the details must be given

to the Chair of the OHS Committee, who will complete the form on your behalf.

Compensation claim forms Compensation claim forms are used if there are any costs relating to a work-related incident,

doctor or hospital bills, or any time lost as a result of the incident. A claim for these costs is

made to the School’s Worker’s Compensation provider. Claim forms can be obtained from

the Chair of the OHS Committee.

Return to Work Plan If you are absent from work for more than 10 working days as a result of a work-related injury

or illness, the College must set in place a ‘Return to Work Plan’. Thus if you are absent for

two weeks you should expect to be contacted by the College’s Return to Work Coordinator

and possibly a Rehabilitation Service.

Preventing Injuries and Illnesses Near misses (eg something nearly falling onto someone from above) and early symptoms (eg

neck pain associated with computer usage) shall be reported so that preventive action can

be taken.

Basic principles of manual handling

There are some basic principles that everyone should observe prior to carrying out a manual

handling operation:

ensure that the object is light enough to lift, is stable and unlikely to shift or move

heavy or awkward loads should be moved using a handling aid

make sure the route is clear of obstructions

make sure there is somewhere to put the load down wherever it is to be moved to

stand as close to the load as possible, and spread your feet to shoulder width

bend your knees and try and keep the back's natural, upright posture

grasp the load firmly as close to the body as you can

use the legs to lift the load in a smooth motion as this offers more leverage

reducing the strain on your back

carry the load close to the body with the elbows tucked into the body

avoid twisting the body as much as possible by turning your feet to position

yourself with the load.

Lifting and handling in teams

Team lifting needs to be co-ordinated properly. Try and make sure that those lifting are

around the same height and build, make sure one person is responsible for giving

instructions, etc.. Make sure that everyone lifts, moves off, stops and places the load down

at the same time.

Lifting in teams does not mean that the weight of the load can be doubled for each extra

person in the team.

For example, for a lifting team of two people the load should only be increased by two thirds

the sums of their individual capabilities.

This means that if the risk assessment decided that it was okay for one person to lift a load

of 20kg, using two people would mean that the load should not exceed around 26.6kg - not

that it’s okay to lift a load of 40kg.

Handling aids

Mechanical handling aids can reduce the risk of injury when used correctly. Even simple aids

such as trolleys can be used to move items and reduce the likelihood of injury.

It is better to push rather than pull, and to use body weight and leg muscles to do the work.

Make sure the load is kept under control, particularly on slopes.

In some cases more sophisticated manual handling aids may be required.

Storage of resources

Resources should be stored as far as practicable between hip and shoulder height. This

facilitates their access and reduces the risk of manual handling injuries. Should items be

stored above this height then approved stepladders should be used to access these

resources. These resources must not be of a weight that is difficult to manage when

negotiating steps. Items stored on the floor should be not causing obstruction to walkways,

and should be readily accessible by trolley.

Displaying of student work

Student work should ideally be displayed on appropriate notice boards in the classrooms.

Staff should be able to attach work to the boards without excessive twisting or stretching.

Should the work need to be attached higher than shoulder level, then approved stepladder

should be used. If work is to be hung from the rafters, then either a pulley system to raise

and lower the work should be used, or an implement that can be used to attach the string to

the hooks from the ground level.

Moving portable whiteboards, TV trolleys etc.

Ensure that two people are used to move these. Position yourself close to the object and

grasp it firmly in order to be able to effectively steer the equipment. Ensure a smooth

passage with no obstacles.
