Philippine OGP Action Plan for 2013-2015

REAPING THE GAINS OF GOOD GOVERNANCE

THROUGH AN OPEN GOVERNMENT(DRAFT)

I. Introduction

In 2011, the Philippines became one of the founding members of the Open

Goernment Partnership! "igni#cant gains on public transparenc$ andaccountabilit$ hae been reali%ed in the #rst $ear of implementing the

Philippine&s 'ountr$ Action Plan! ()orts to disclose goernment plans and

budgets *ere initiated, including leeraging technolog$ to e+pand the reach

of these transparenc$ e)orts! Partnerships *ith ciil societ$ to introduce and

sustain goernance reforms are no* prealent in goernment processes!

hree $ears into the Auino administration, *e are no* beginning to reap

the bene#ts of open goernment - our President en.o$s an unprecedented

sustained trust rating of oer /01and the countr$ has receied its er$ #rst

inestment grade!2 'iti%ens are no* able to directl$ participate in the

budgeting process of the national goernment and an actie ciil societ$

continues to constructiel$ engage goernment to promote more openness

and transparenc$!

"till, there are challenges that need to be addressed to ensure irreersibilit$

of goernance reforms and that the bene#ts of an open goernment are

directl$ felt b$ more citi%ens, especiall$ the poor and those in the margins!

As part of our OGP Action Plan commitments, goernment *ill implement

initiaties that address the grand challenges of improing public serices,

increasing public integrit$, and more e)ectiel$ managing public resources!

hese are all aligned *ith the Auino administration&s platform of #ghting

corruption and patronage, anchored on the core principles of ransparenc$,

'iti%ens& Participation and Accountabilit$!

In crafting this Action Plan, on-line and public consultations *ith ciil societ$

organi%ations and business groups hae been conducted! A Philippine-Open

Goernment Partnership :Phl-OGP; "teering 'ommittee *as also created,

composed of representaties from national and local goernments, ciil

societ$ organi%ations, and business groups that guided the crafting of thisPlan!3he Plan also bene#tted from the recommendations proided b$ the

Independent 6eporting 9echanism :I69; of the OGP!

opportunities *ith possible suppliers, and a irtual store of common-use

In addition, transparenc$ in local goernments *as institutionali%ed throughthe adoption of the full disclosure polic$ *hich reuired local goernmentunits :?G@s; to post in a designated *eb portal, print media, and inconspicuous places information on their plans, budgets, and fund utili%ationreports! C of ?G@s hae full$ complied *ith the polic$ in 2012, that is, the$disclosed all reuired documents in the *eb portal, print media, and inconspicuous places in their respectie areas! urther, DD of ?G@s haepartiall$ complied *ith the disclosure polic$!

'iil societ$ organi%ations *ere engaged in crafting the national budget b$

forging udget Partnership Agreements :PAs;! In 2012, si+ national agencies

and three goernment-o*ned corporations *ere included in the participator$

budgeting e+ercise! his *as e+panded to coer t*ele national agencies

and si+ goernment-o*ned corporations in 2013! In addition, 5C5 cities and

municipalities hae undergone participator$ planning and budgeting

processes resulting to the identi#cation of priorit$ poert$ reduction pro.ects!

9ore than @"E1C5 million *orth of pro.ects, identi#ed through a grassroots

participator$ budgeting process, hae been incorporated in the 2013

national budget and are currentl$ being implemented!

A frame*or for a single results-based performance management s$stem

*as deeloped, *hich includes a performance-based incentie s$stem :PI";

complied *ith set good goernance criteria and accomplished at least C0

he 2013-2015 'ountr$ Action Plan builds on the gains from the preious
