But. alas, it was not to be Collegiate graffitti. at least at IUPUI, shows no more thought or imaginstion than thot found in an average gas slatioa The same old poems, sexual and ethnic slurs and junior-high art are written over and over again by persons who imagine themselves clever Seldom, if ever, does a stall wall scrawl appear that shows any more than the basest of thought

And what of the poor janitors who must wash the same tired old tripe off the walk over and over again? Even though they would probebiy prefer thot people be required to check their pencils upon entering a restroom, a little imagination and creotivity could certainly make their jobs more interesting

It’s not that we advocate writing on stall walk, we don’t But as practicing journalists, we often find ourselves critiquing everything we rood Esqsire went so far as to run s two-page article on Harvard and Radchffe graffitti in its September issue things like "Kubla Khan Immanuel Kant" and "Eunpuks pants’ Eumuudes pants!" 1 appreciate the Ant article con certung the proposed Faculty Coo stitution on the front page of the Oct 17 issue of the Sagsmnrr, but there are some errors thereto that I would like to correct

First, I was never chairman of the Elections and Apportionment Com mittoe I served on that committee and I. as well as others, who have thus served found the procedures of the existing Faculty Constitution difficult to interpret, follow and sometimes in­herently self-contradictory One option open to the council was to try to amend the present constitution to streamline the election process The council voted on its own to write a new constitution

Second, the list of differences be tween the existing constitution and the proposed constitution that I com piled k not the one printed in the article It k not correct to say that the only item on my list which relates solely to the faculty as a whole is that which defines more precisely who Is a voting member It may ji»t as ac­curately be said that all of the items relate to the whole faculty since all pertain to the exercise of appropriate powers of the faculty

Third, the Faculty Board of Review is affected not one wit by the proposed

new constitution The joint com

faculty document be prepared that more sharply defines the procedures and scope of activity of the Boards of Review (as well as other faculty bodies), except for trivial editorial changes reflecting shsnges in titles of administrative officers at IUPUI Uis true that the articles concernii* the board were moved to the Bylaws, but this is because they were and are procedural rather than setting forth substantive rights of the faculty The constitution clearly sets forth the rw view powers of the faculty la clear, yet general toms The implements lion of that review power k not a matter for the constitution, but sp propnate subsequent legislation I feel particularly sensitive on this point since some faculty may fed that the new constitution somehow jeopar dizes rights they legitimately have Such is s framework for governance and does not spell out in every detail how government will function The interstate commerce claine of the U S Constitution does not include all federal legislation relating to into state commerce, nor does it establish and spelt out the procedures for the Interstate Commerce Commiaaioo
