These regulations establisha requirement for independent validation of the design, construction, installation, significantmodification or decommissioning of offshore petroleum facilities.
SOLUTIONValidation is a long-standing feature of Australias occupational health and safety regime foroffshore facilities. It is a form of independent certification of engineered systems and equipment atan offshore facility, which provides National Offshore Petroleum Safety Authority (NOPSA) with an
increased level of assurance that the systems and equipment will fulfill their safety functions.
NOPSA will require a validation of the agreed critical systems and equipment at all new facilities,unless the operator can demonstrate that validation is unnecessary.
Similarly, NOPSA will require a validation of the agreed critical systems and equipment affected byany significant modification to a facility, unless the operator can demonstrate that validationis unnecessary.
The validation shall confirm that the agreed critical systems and equipment will fulfill (or continueto fulfill) their required safety functions under normal conditions, and in the event of an accident oremergency. This shall include a validation that the systems and equipment will meet the necessaryperformance standards as determined by the formal safety assessment.

OUR APPROACHRegulations require a validation of the agreed critical systems and equipment at all new facilities, unlessthe operator can demonstrate that validation is unnecessary. Similarly, authorities require a validationof the agreed critical systems and equipment affected by any significant modification to a facility, unlessthe operator can demonstrate that validation is unnecessary.
The purpose of the Bureau Veritas validation is to confirm that the agreed critical systems andequipment will fulfill (or continue to fulfill) their required safety functions under normal conditions andin the event of an accident or emergency.
This must also include a validation that the systems and equipment will meet the necessary
performance standards, as determined by the formal safety assessment.
The regulations do not set out what an acceptable scope of validation might be, i.e. what systems andequipment should be covered.
Bureau Veritas draw on their previous experience in validation and take safety critical systems identifiedin the installation safety case, along with published guidance on validation, to derive a comprehensivelist of systems and equipment.
This ensures consistency between the safety case for the installation and the validation performed.

QUESTIONSWhat is the relationship with Vessel Classification?
Vessel classification, by a reputable classificationsociety such as Bureau Veritas, provides effectivevalidation of some of the relevant features of a mobileor floating facility. Typically, this includes the hull,buoyancy and ballasting systems, essential propulsionand station-keeping systems.
Depending on the class rules that are being applied,vessel classification may also address the risks to thehull and to buoyancy from plant, such as drilling orproduction equipment, located on the facility. However,it does not generally address such plant in its own rightand therefore, vessel classification cannot completelysatisfy the standard scope of validation.
Therefore, whilst vessel classification may contributeto a satisfactory validation, the scope of validation maybe greater that is covered by vessel classification.
