Meeting Summary:
The Bureau of Olympic and Paralympic Games Tokyo 2020 provided the opportunity for the Premier to visit the construction site of the Tokyo 2020 Olympic and Paralympic Games Aquatics Centre. They also provided a briefing on the Aquatics Centre.
The Premier shared learnings from the success of the recent Commonwealth Games, particularly the Queensland Government’s Embracing 2018 Legacy Program, which sought to create long-lasting benefits for Queensland after the 2018 Commonwealth Games.
The Tokyo 2020 Medal Project aims to make around 5,000 gold, silver and bronze medals for the Games from metals contained within small consumer electronic devices. During the visit the Premier donated an old Queensland Government mobile phone as a contribution to the Tokyo 2020 Medal Project.

Meeting Summary:
The Premier visited the new experience-based English facility “Tokyo Global Gateway” (TGG) managed by the Tokyo Metropolitan Board of Education. More than 200,000 Japanese students from Year 5 to Year 12 are expected to visit the facility each year as part of an English immersion learning program.
During the visit the Premier visited a special Queensland classroom, a key component of the TGG which will be launched on 6 September when TGG opens. Queensland is the first-ever overseas government partner to collaborate on this initiative and at the moment, the Queensland classroom is one of the most popular parts of TGG according to the pre-opening bookings made by Japanese schools.
The Queensland classroom is the result of a partnership between the Queensland Department of Education International, Trade and Investment Queensland and the Tokyo Metropolitan Board of Education.
The Premier acknowledged that the collaboration was a great endorsement of the skill and dedication of Queensland teachers and the quality of the Queensland curriculum.
The Premier also undertook filming of a short video promoting the ‘Queensland Classroom Project’ to Japanese schools, students and families as part of the TGG launch.

The Premier met Mr Shinichi Suzuki, Japanese Minister for the Tokyo Olympic and Paralympic Games, to strengthen ties developed during the Gold Coast 2018 Commonwealth Games.
The Premier and the Minister exchanged views on the hosting of global sporting events, such as the Olympics and Commonwealth Games and how these events can foster economic growth.
Mr Suzuki expressed that he was impressed with Queensland’s cyber security measures undertaken during the Gold Coast 2018 Commonwealth Games
The Premier shared learnings on the Commonwealth Games, particularly regarding the training and management of volunteers and the integration of able-bodied and para-athletes into the same program.
The Premier congratulated Mr Suzuki for the focus on sustainability for Tokyo 2020.

The Premier thanked Mr Hiraki for supporting Queensland’s food sector and for facilitating the special promotion.
The Premier discussed with Mr Hiraki the potential for sourcing other high quality produce from Queensland, such as macadamia nuts, beef jerky and pet treats.
PLAZA is a Japanese lifestyle store selling local and imported snacks, beverages, cosmetics, stationary and toys and has 133 locations throughout metropolitan Tokyo.
PCA is Australia’s only producer of entirely Hi Oleic peanuts, which are naturally higher in Omega 9 and have 25 per cent less fat than regular Oleic peanuts. Hi Oleic peanuts also have increased shelf life, making them ideal for the international export.
The Japan-Australia Economic Partnership Agreement has fuelled a renewed interest in QLD’s food and agriculture sector and led to the growth of Queensland food exports to Japan.

Event Summary:
The dinner provided an opportunity for the Premier to thank senior representatives from the Japanese government and from a wide range of private companies for their support of Queensland.
The Premier delivered the key note speech highlighting her commitment to facilitating trade and investment and acknowledging the strength of the trading partnership with Japan, which has strengthened over more than 50 years.
The Premier promoted Queensland as a business-friendly partner and encouraged business representatives to explore opportunities to collaborate with their counterparts in Queensland.
There was a gift exchange between the Premier and His Excellency Kiyoshi Ueda, Governor of Saitama. The Governor provided the Premier and guests with a sample of Saitama Sake. The Queensland-Saitama Prefecture Sister State agreement since 1984 is one of the State’s longest-standing Sister State relationships.
The Premier provided the Governor and the other guests with samples of Kaori Tabi, an aromatic herbal tea incorporating the unique scents of the Gold Coast – a collaboration between Tourism and Events Queensland, Destination Gold Coast and a Japanese digital agency Dentsu Isobar and blended by Mr Kei Ishiyama – owner chef and herb specialist of Herba Mondo. The Kaori Tabi teas were created from AI data readings taken in February 2018 of five iconic Gold Coast locations – Surfers Paradise, Natural Bridge, Gold Coast Hinterland, Lamington National Park and Burleigh Heads.

The purpose of this meeting was to thank Mitsubishi Corporation for their long-term investment in Queensland, particularly in the resources, aluminium and grains sectors.
The Premier also acknowledged the generous donation of a mobile education satellite trailer from Mitsubishi Development in Brisbane, following Tropical Cyclone Debbie. The mobile satellite trailer will provide connectivity of information and communication technology services in remote areas.
Mr Mita provided an overview of Mitsubishi’s ‘Midterm Corporate Strategy 2018’, and the implications of this strategy for Mitsubishi Corporation’s assets in Queensland.
Mr Mita has expressed concerns about Aurizon’s recent development with QCA, noting the importance of supply security.
The Premier assured Mr Mita she will continue to ensure that Aurizon works closely with resource companies to achieve a resolution.
Mr Mita invited the Premier to join their 50th year anniversary event to be held in Brisbane in November 2018.

The Premier congratulated the University of Tokyo’s Research Centre for Advanced Science Technology (RCAST) on their recent signing of the International Cooperation Agreement with QUT. This new partnership builds on an already strong relationship between Queensland and Japan.
The Professor spoke about the innovative research that was taking place at RCAST in collaboration with QUT.
Japan has a particular interest in hydrogen as an energy source, with the Tokyo Metropolitan Government aiming for a “hydrogen society” to be the legacy of the 2020 Tokyo Olympics and Paralympics.

The Premier presented a keynote address at the 150 attendees of the Forum outlining Queensland’s renewable energy strategy and the potential for collaboration with Japan in this sector.
The Premier congratulated the University of Tokyo on the recently signed MOU with QUT to collaborate on the energy development, including hydrogen.
Following the Premier’s address, the University of Tokyo also provided the Forum with a briefing on opportunities for Queensland’s export of renewable hydrogen to Japan.
Following the Forum, the Premier visited the University’s world class technology laboratories: Inami Hiyama and Sugiyama laboratories where R&D on developing renewable energy and robotics are conducted.
Established in 1877, the University of Tokyo is one of the oldest and the most prestigious public universities in Japan. The university currently ranks 28th in the world (World University Rankings 2018) and has produced seven Nobel Prize recipients.
The Queensland University of Technology signed an International Cooperation Agreement with the University of Tokyo in February 2018 to collaborate with the renewable energy sector with a focus on next generation fuels to meet future global energy needs.

Meeting Summary:
The Premier visited the Massachusetts Institute of Technology (MIT) and met with senior executives from the MIT Sloan School of Management.
The purpose of the visit was to profile Queensland and discuss collaborative opportunities with Queensland universities including the MIT Global Entrepreneurship Bootcamp and the MIT Regional Entrepreneurship Acceleration Program (REAP).
MIT provided an overview of their MIT Bootcamps and REAP programs. QUT has worked with MIT Bootcamp to host two MIT Global Entrepreneurship Bootcamps in Brisbane, in March 2017 and in February 2018.
There was wide ranging discussion about the changing nature of work and for young people to become “CEOs of their own lives”. In the future, many young people will choose not to work for someone else but to become an entrepreneur. MIT outlined how it is approaching this new environment – with a strong focus on Open Learning. Together with Harvard, MIT has established EdEx, to provide open learning over the internet. This service now has 200 million users. Now MIT is pioneering Micro Masters, that enable students who complete a number of online courses through EdEx to reenrol in MIT. QUT student Nathan Oliver is one of the first – he is studying a Masters on Supply Management.
Queensland’s leadership in coding and robotics was discussed and MIT emphasises that coding needs to be the second language of young people. New models of education include both content innovation – teaching coding and robotics even to children in pre-school – but also changes in the way children are taught, to a model of coaching. The two university

schools supported by the Queensland Government are an example of new ways of undertaking education.
The Premier congratulated QUT and MIT Sloan School of Business on their successful relationship and encouraged them to continue building on the success of the existing Bootcamp partnership.
During the visit it was also announced that the MIT Reap Team Queensland has been selected to host the January 2019 workshop, the only workshop in the two-years held outside of Boston.
With the strong input of mayors, the MIT REAP was extensively discussed. The conversation had a strong emphasis on the scope for entrepreneurship to prevent negative consequences for regions in a fast changing world. REAP will bring together different regions from across the world to understand how to take advantage of their individual strengths. REAP includes a shared understanding of how innovation and entrepreneurship works – and the tools to enable it. Lastly, the program enables participants to turn these insights into a strategy. The challenge is to bring everyone together. The key message was for regions to not try to be someone else – but to focus on their own unique strengths.
The MIT REAP workshop will lead into the next MIT Bootcamp to be held at QUT on 2-8 February 2019. This is the third MIT Bootcamp entrepreneurship program to be held at QUT in partnership with Advance Queensland, following successful Bootcamps in February this year and March 2017.
MIT REAP teams are made up of personnel from universities, business, government, risk capital and the entrepreneurial community. QUT is a partner in Team Queensland, along with Rio Tinto, Blue Sky Ventures, Redeye.co, the Queensland Government and the Office of the Queensland Chief Entrepreneur.
Attending the three-day workshop (29 January – 1 February 2019) will be members of the cohort teams from King Abdullah Economic City (Saudi Arabia), Quito (Ecuador), Lebanon, Ghana, Algeria, Yakutia (Russia), and Melbourne, as well as MIT leaders.
The Premier received a tour of MIT’s Nano Building and robotics facility.

The Premier met with senior executives from the Charles Stark Draper Laboratories, Translational Research Institute (TRI) and Siemens Healthineers to receive a briefing on R&D on Artificial Intelligence (AI), mass data, and data imaging and how these play an evolving role for medicine.
The Charles Stark Draper Laboratories provided an overview of their operations, the cutting-edge research being conducted at their facility, and the progress being made in translational research undertaken as part of the Translational Research Institutes’ (TRI) Innovation and Translation Centre (IATC).

IATC is a collaboration between Siemens Healthineers, Europe's largest engineering firm, TRI, the Queensland University of Technology and Queensland Health, with $3.25 million from the Queensland Government's Advance Queensland initiative.
Key components of the IATC were presented. Magnetic resonance (MR) spectroscopy is being developed to measure and map changes in brain chemistry in order to identify injury from post-traumatic stress disorder (PTSD) and blasts in soldiers and police forces.
New classifiers for detecting medical issues are being developed. This is about using MR spectroscopy for creating virtual biopsy for health concerns. The data being provided through TRI was recognised for its high value to this process. Machine learning is proving to be useful in these developments, however there was discussion about the need to be aware of the challenges to the method, including separability/ambiguity in data, identifying data overlaps, overfitting of data for purpose, and validation of data.
AI is also being used for improving healthcare, including improving the patient experience, care delivery models and precision medicine.
The Premier discussed how Queensland science is partnering with the international expertise of Draper Laboratories, particularly the role that the $3.25 million Advance Queensland investment has played in advancing the partnership.
The Premier congratulated Professor Mountford and the team at TRI, for developing the strategic relationship with Siemens Healthineers.
The Premier received a tour of Draper’s lab facilities for medical research including cutting edge technology for cancer treatment.

The Premier visited the Philips Research Centre to understand their expertise in research innovation in health systems and personal health and receive an update on the partnership between the Centre and the Queensland University of Technology.
The delegation received a briefing on the Centre’s operations, including a presentation on the role of the Cambridge facility, the company’s global programs in HealthTech and a demonstration of the Centre’s latest digital innovations.
Current innovations being developed by the Centre are in the areas of Acute Care Solutions (ACS), Ultrasound Imaging and Interventions (UII) and Clinical Informatics, Solutions and Services (CISS).
The Premier observed the signing of a Memorandum of Understanding (MOU) between QUT and the Philips Research Centre that will further develop their relationship and facilitate discussions to identify opportunities for collaboration in areas of mutual interest and benefit.

The Premier received a guided tour of this historic institution, which commemorates the 35th President of the United States of America, John F Kennedy.
The tour included a walkthrough of the JFK 100: Milestones and Mementos, a special exhibit celebrating President Kennedy’s life.
President Kennedy encouraged his administration to save personal and official effects, which led to this institution becoming, not just a collection of the President's papers, but "a complete record of a Presidential era". Hence the name: John F. Kennedy Presidential Library and Museum.
The Library also contains special bodies of published and unpublished materials, such as books and papers by and about Ernest Hemingway.
The library and museum are part of the Presidential Library System, which is administered by the Office of Presidential Libraries, a part of the National Archives and Records Administration (NARA).

Professor Mia Woodruff addressed the dinner on the potential of the “hospital of the future” integrating a range of platform technologies such as 3D printing and robotics to enable personalised patient care, with better health outcomes and significant system improvements. The possibilities of these technologies in health care emerged as a key theme of the mission.

QUT Biotechnology Luncheon

Event Summary:
The luncheon event provided an opportunity for QUT to showcase its strengths in life sciences, in particular through strategic collaborations such as with Stryker and Johnson and Johnson Vision Care (J&JVC).
QUT highlighted their long term relationship with Stryker’s medical robotics program. QUT is using Stryker's surgical robot (the Mako Robotic-Arm Assisted Technology) at their Medical Engineering Research Facility, located on the Prince Charles Hospital Campus.
The Premier observed the signing of two agreements:
- An agreement with QUT bluebox to exclusively license the development of a promising preclinical anti-cancer drug to CARP Pharmaceuticals Pty Ltd based in Brisbane. The drug, DKLS02, could potentially be used for different types of cancers including solid tumour cancers such as lung cancer, advanced prostate cancer and melanoma
- Precision BioSciences and QUT forming a strategic partnership to target innovation efforts towards the development of more resilient and nutritious tropical and sub-tropical horticultural and grain crops.

Meeting Summary:
At the roundtable the Premier engaged directly with industry leaders and Queensland Mayors attending the 2018 BIO International Convention who have direct interest in Queensland’s bioeconomy.
The Roundtable considered questions around how the life sciences can help improve regional economic growth and how Queensland maximises the business outcomes of life sciences.
Key issues raised included:
- The importance of biotechnology and biofutures for re-imagining the future of agriculture;
- The role of venture capital and angel investment in growing innovation;
- artificial intelligence is fast emerging as a major opportunity for regional Queensland to help develop precision agriculture;
- the strong commitment by local government to innovation in regional Queensland and recognition of the partnership with the Advance Queensland initiative.
Life Sciences Queensland will follow up on this meeting with a series of regional roundtables to further explore opportunities in regional Queensland.
The Queensland Government is investing almost $20M to achieve its vision of a $1B biofutures sector under the Advance Queensland Biofutures 10-Year Roadmap and Action Plan (Biofutures Roadmap).

Meeting Summary:
The Premier received an update from Imperium 3 (iM3) on the potential development of a $2 billion lithium-ion battery factory in Woodstock, Townsville, including the progress of the feasibility study into the lithium-ion battery factory.
iM3’s briefed the Premier on their plans for a battery storage factory in New York and on the learnings from that process which can inform the Townsville development.
The Premier noted that the Queensland Government’s has committed funds for a feasibility study into the lithium-ion battery factory in Townsville. This funding is drawn from the Jobs and Regional Growth Fund.
Queensland Department of State Development, Manufacturing, Infrastructure and Planning (DSDMIP) is progressing the assistance agreement with iM3.
The Premier encouraged iM3 to continue to work with the DSDMIP to progress the feasibility study.

Queensland VIP Welcome Reception

Meeting Summary:
The Premier hosted the VIP welcome reception to profile Queensland capabilities in the life sciences sector. The aim of the reception is to encourage international partners to collaborate and invest in Queensland life sciences.
The Queensland VIP reception is now one of the signature events for Queensland companies and international delegates attending the BIO International Convention (BIO). Close to 250 people attending the 2018 Queensland reception.
This year marked 20 years of continuous Queensland life science missions to BIO. Mr Jim Greenwood, CEO of BIO was a special guest, and made a speech congratulating Queensland on reaching its 20th anniversary at BIO 2018 and presented a leadership award to the Premier to mark the occasion.
The Premier delivered the keynote speech, highlighting the Queensland Government’s continued commitment to developing the sector. The Premier also acknowledged the sponsorship of the event by Queensland companies Patheon Biologics and Luina Bio. Both companies, based in Queensland, lead the way in biopharmaceutical contract manufacturing in Australia.
Attendees include high-level international BIO delegates, investors, venture capitalists and dignitaries, as well as the members of the Queensland delegation.
The Hon Kate Jones MP, Minister for Innovation and Tourism Industry Development and Minister for the Commonwealth Games closed the formalities by highlighting the 2018 AusBiotech National Conference - Australia’s biotechnology conference – being held in Brisbane from 31 October to 2 November 2018.
Minister Jones also mentioned the Discover Queensland life sciences competition that provides delegates the chance to win a trip to attend the AusBiotech conference in Brisbane.

The Life Sciences Queensland (LSQ) breakfast is an interactive roundtable discussion that provides invited Queensland delegates an opportunity to showcase their capabilities to a select group of international biotechnology and pharmaceutical executives.
Attendees include high-level international BIO delegates, investors, venture capitalists and dignitaries, as well as the members of the Queensland delegation.
The Premier gave the opening remarks and highlighted the importance the Queensland Government places in working with the global biotechnology industry to help translate Queensland’s medical research into commercial and health outcomes.
The breakfast also provided an opportunity for the international business community to highlight future trends in biotechnology and how these trends may affect Queensland companies. Key points included:
- Critical mass is the life sciences sector is important, and that a momentum can be seen at the moment
- During the past 20 years the sector in Queensland has grown in the strength
- Collaboration has been critical, growth has only been possible because universities have worked together and industry and research collaborations are getting better
- There has been, and continues to be needed, a focus on both the translation of science and ongoing basic science
- There is still a need to build the supply chain, with some capability gaps in Queensland particularly in manufacturing
- Partnerships key, there is a need to build bio-businesses and create market pull for the sciences.
The Premier emphasised the Queensland Government’s continued support for the life sciences industry, including the key role of the Advance Queensland initiative.

BIO 2018: Queensland Capabilities Showcase

Meeting Summary:
The Showcase offered an opportunity for Queensland biotechnology companies to pitch their novel biotech to large pharma and venture capital investors in Boston, with the view to attract inwards investment into their Queensland technologies.
The event was well attended by both Queensland companies and international audiences alike and provided opportunity for the Queensland companies not pitching to provide promotional material, be included in the event booklet and participate in networking and one-on-one meetings.
The Premier delivered the official opening address for the “Discover Queensland innovation – a biotechnology showcase”, suggested to be an annual event at the BIO International Convention.
In her speech the Premier acknowledged that Queensland researchers are world leaders in viral, bacterial and parasitic infection, vaccine research and drug discovery, with tropical diseases being a strength.
The Premier also outlined other key strengths of Queensland’s Life Sciences sector, including promoting the Gold Coast Health and Knowledge Precinct as an ideal location for investment.
Trade and Investment Queensland is currently assisting five Queensland companies with interest from international investors in their projects, as well as following up with all attendees and invited international companies to further ascertain interest and facilitate investment discussions.

Meeting Summary:
The Premier met with Hoodlum Entertainment to continue building a strong relationship with a global production company founded in Queensland.
Hoodlum provided an update on Tidelands, one of the first Netflix Original Series to be produced in Australia, which is currently in production in Queensland.
The Premier congratulated Hoodlum for having received approval to film the second series of Harrow, which was ‘greenlit’ in early May this year by Disney’s ABC Studios International (ABCSI) and ABC Australia.
Ms Robertson spoke about Hoodlum’s upcoming productions that it is hoped will be created in Queensland.
The Premier discussed the recent Federal Government’s $140 million Location Incentive announcement and the location offset legislation that underpins it.
Hoodlum expressed an interest in using a potential Brisbane studio and sound stages and how this could assist their ability to create content to a standard that meets the expectations of global partners such as Disney.
Hoodlum’s pipeline of productions is set to bring $68 million worth of productions to Queensland.

This meeting provided an opportunity to continue building on the strong relationship with Netflix and discuss potential filming of Netflix content in Queensland.
Netflix briefed the Premier on the progress of the Netflix’s Tidelands and the comedy series with Chris Lilley being filmed and produced in Queensland.
The Premier confirmed that Netflix is receiving support through the Queensland Government’s $50 million Production Attraction Strategy for Tidelands and the series with Chris Lilley.
There was a discussion about the development of a new studio and sound stages in Brisbane and the likely availability and suitability for Netflix productions.
Netflix discussed other potential productions they are actively considering to shoot and complete post-production in Queensland.
The Federal Government’s outdated legislation for the Location Offset and Post, Digital and Visual Effects (PDV) Offset that excludes streaming services was discussed.
The negative impact this has for Netflix when considering Australia as a location to film series or undertake visual effects was discussed.
The Premier outlined ongoing lobbying to Federal Government to update this legislation and attract more streaming productions to Australia and Queensland.
The Premier reiterated that Queensland’s incentives included productions for streaming services and committed to maintaining this eligibility in Queensland.

This meeting provided an opportunity to continue building on the strong relationship that exists between Screen Queensland (SQ) and Australians in Film (AiF) to support Queensland screen practitioners build their careers in the American screen industry.
Ms Kate Marks thanked the Premier for her continued investment to secure the future of Queensland’s screen sector.
The Premier announced Queensland-based screenwriter, director and producer Darren Paul Fisher as the 2018 recipient of the annual Greg Coote Scholarship.
The scholarship is awarded annually to a Queensland-based writer, producer, director or creative executive with a successful record of creating compelling drama for the screen.
The scholarship honours the contribution Greg Coote and his production company Coote Hayes made to the Queensland screen industry through series such as Flipper, Lost World and BeastMaster.
The Premier was given a tour of the SQ’s hot desk space called LA-deSQ at Charlie’s, a dedicated office and networking space in Los Angeles for Australian screen practitioners, run by AiF.
AiF advised the Premier that script for feature film Danger Close, currently in production in Queensland, was developed at Charlie’s.
The SQ desk at Charlie’s is a collaboration with AiF and offers Queensland practitioners the opportunity to book a 10-seater meeting room or hire three on-site theatres and is available through an application process.

Technicolor discussed their $26 million visual effects (VFX) centre in Adelaide called Mill Film and their vision for the industry.
The Premier outlined the Queensland Government’s $65 million Advance Queensland Industry Attraction Fund (AQIAF) aimed at attracting businesses to either relocate or establish new projects in the State.
Technicolor was made aware of Queensland’s strong track record in attracting international blockbusters such as Aquaman, Thor: Ragnarok and Kong: Skull Island, and the pipeline of productions coming to Queensland such as Dora the Explorer.
Technicolour encouraged Queensland to focus on growing capability in VFX as it is an area for industry growth and screen industry jobs of the future. This opportunity could be harnessed through incentives and training programs that create a centre of excellence in the State that builds capacity and skills and attracts talented VFX professionals to work in Queensland
A discussion was held on education and training for post and visual effects to ensure students are industry ready. Technicolor discussed how they have worked to accelerate learning through a specialist training course in Canada.

The Walt Disney Company filmed Pirates of the Caribbean: Dead Men Tell No Tales and Marvel’s Thor: Ragnarok in Queensland, and collaborated on the innovative QAGOMA’s Marvel: Creating the Cinematic Universe exhibition. The meeting provided an opportunity to continue building on this strong relationship with Disney.
Disney outlined the interest expressed by other international cities to emulate and host a similar exhibition to QAGOMA.
The Premier congratulated Disney on the success of Harrow and the announcement of the second season. Disney, through ABC Studios International (ABCSI), has filmed the first season of the series Harrow in Queensland with local production company Hoodlum Entertainment. A second season was ‘greenlit’ in May this year.
The Premier promoted Queensland as a filming location of choice for all aspects of production and post-production for original content on Disney’s future streaming video on demand (SVOD) service and feature films.
There was a discussion on Disney’s interest in filming television and feature films SVOD productions in Queensland.
Disney will be ending its licensing deal with Netflix and creating its own subscription SVOD service. This will be designed for its animated films, as well as the Marvel and Star Wars properties, and will launch in 2019 in conjunction with Toy Story 4 and the sequel to Frozen.
