1.0 THE SHL

1.1 About the SHL

SHL stands for “Simulation Hockey League” and was created in 2010. The league is a

fantasy hockey league that uses the FHLSim simulation software (version 1.5) produced

by Batesoft. (http://www.fhlsim.com/).

1.2 Code of Conduct

The SHL’s Code of Conduct applies to both general managers and those in league

management positions. Everyone in the SHL must act in an appropriate manner

towards one another. Treat others how you want to be treated. Be polite and courteous

to other general managers and show them respect.

Debates on the forums, as well as friendly trash-talking against rivals, are encouraged,

but know where to draw the line. Any racist remarks or other disrespectful comments

can lead to immediate dismissal from the League. Any cheating or collusion will lead to

immediate dismissal. Members who do not abide by the SHL’s Code of Conduct will be

subject to dismissal.

1.3 Commissioners Discretion

The Commissioner has the power to alter a league rule if just and practicable to do so,

and to add new rules at any time when necessary. The Commissioner has the power to

ignore or refuse to enforce a league rule when the application would have extreme,

unfair or prejudicial effect. The use of this discretion must be exercised reasonably and

sparingly. Deference should normally be given to the rule book, league procedures, and

manager expectations.

1.4 Executive Committee and League Positions

The league has an executive committee comprised of 6 general managers and the

commissioner who discuss league operations and direction. The league also has

various committees and coordinators that handle various SHL activities and includes:

• Draft Moderators: The draft moderators ensure the annual SHL entry draft runs

smooth. They edit official picks, monitor missed picks, update the best player

available list and are empowered to reject picks that do not meet eligibility

requirements (section 4.4).

• Ratings Committee: The ratings committee is responsible for reviewing newly

released ratings; generating SP/SK/DF ratings for rookies, adjusting SP/SK/DF

for veterans and reviewing challenges before the start of each SHL season.

• Awards Coordinator: The awards coordinator is responsible for compiling

award nominees and initiating voting on nominees by general managers. For

more information on awards see section 4.1.

• Hall of Fame Coordinator: The SHL now has a Hall of Fame Coordinator.

Details on the Hall of Fame and how it works can be seen in Section 8.0.

• UFA Coordinator: The UFA Coordinator handles developing UFA waves,

accepting and tracks bids and posting those results during the UFA period.

• Human Resources: The SHL HR is responsible for recruiting new general

managers, interviewing, and in consultation with the commissioner, hiring of

general managers.

• Media Coordinator: The SHL Media Coordinator promotes the league on

various social media platforms and keeps track of main page article content

posted by general managers throughout the season.

• Web Administrator: The web admin handles all web page duties and

administrative tasks for both the forum and the main webpage.

• Trade Committee: For further information of the Trade Committee and how it

works, see section 7.2.

For an up-to-date listing of which general managers are in charge of each of the above

positions, visit the league positions thread on the forum.

To keep things fresh and embrace new ideas, all positions are not lifetime

appointments. Shuffling of positions including the addition of general managers who

would like to contribute more is highly encouraged. If interested in volunteering for any

of the above positions, please let the commissioner or any executive committee

member know.

2.0 General managers

2.1 Duties

As a general manager in the SHL you have some specific duties that should be done on

a regular basis. The duties include but are not limited to:

• Doing line changes on the Online GM Editor

• Making trades to improve your team

• Signing players as needed

• Staying above the salary floor and below the salary cap

• Participating in the Entry draft and Free Agent process

• Responding to emails and private messages in a prompt fashion

• Actively participating in message board discussion

A general manager who does not fulfill their duties will be subject to sanctions from the

league, including dismissal.

2.2 Participation Rewards

2.2.1 General managers may be rewarded for certain tasks with bonuses in SHL

dollars. All dollar figures in this rulebook refer to in SHL funds. The SHL is a non-cash

league;

2.2.2 General managers may receive a maximum of $4,000,000 in participation rewards

per season;

2.2.3 Participation rewards will be awarded at the end of the playoffs.

2.3 Main Page Articles

2.3.1 All general managers can add content to the main page in the form of articles.

Content does not have to be about your team - anything league related will be

acceptable;

2.3.2 Each general manager is eligible for $500,000 SHL cash for each article posted

(100 words minimum). Max payout is $1,000,000 per quarter (season max of

$4,000,000);

2.3.3 Quarters run June-Aug (Q1), Sept-Nov (Q2), Dec-Feb (Q3), and March-May (Q4).

New season begins after Q4;

2.3.4 Commissioner may also offer extra cash rewards for league related articles (mock

drafts, playoff previews, etc.);

2.3.5 All cash rewards will be paid out during bonus time after the playoffs are complete;

2.6.6 The Media Coordinator is responsible for tracking articles and bonuses.

2.4 Online GM Editor

The SHL uses an Online GM Editor (OGME). Username will be the same as your forum

username and password will be assigned by the commissioner. Be sure not to share

your password amongst other teams, lines submitted via the OGME will be considered

legit.

3.0 REGULAR SEASON

3.1 Salary Cap

3.1.1 The SHL has a salary cap ceiling of $40 million and a salary cap floor of $20

million;

3.1.2 One week before the trade deadline the salary cap will change to mimic a live cap

system. The cap ceiling will rise to $42,000,000 and the cap floor will lower to

$18,000,000. This cap exemption remains in effect for the entirety of the playoffs until

the following season begins;

3.1.3 Any significant change to the salary cap will be accompanied with extended

notice;

3.1.4 A team’s salary cap figure will only include their pro payroll. However, a team is

recommended to go no higher than 95% of the cap in case of injuries;

3.1.5 If a team suffers an injury and is forced to go over the cap they can notify the

commissioner and have their highest paid player will be suspended until the situation is

rectified. If the general manager does not notify the commissioner, they are subject to a

fine;

3.1.6 A team caught violating the cap will be fined $500,000 per game day;

3.1.7 Continued violation will result in continued fines and possibly forfeiture of draft

picks.

3.2 Simulation

3.2.1 Each team will play 82 games, 41 games at home and 41 on the road;

3.2.2 The SHL season will coincide with the NHL season with one season played per

calendar year;

3.2.3 Games will be simulated Sunday thru Thursday on or after 6pm EST;

3.2.4 On Sundays, games will be simulated any time after noon EST;

3.2.5 Lines must be received by the commissioner one hour before simulation times to

be used for that day’s games;

3.2.6 If for any reason games cannot be simulated on a day, the commissioner will post

a notice on the message board notifying the league of the change.

3.3 Trade Processing

3.3.1 All trades are processed after games days are simulated;

3.3.2 Trades must be posted on the message board and confirmed by both general

managers before 5pm EST to be processed that game day.

3.4 Rest Days

3.4.1 There will be one rest day per week during the season. A rest day is a day for your

players to rest and recuperate;

3.4.2 One rest day will be simulated after Thursday night games;

3.4.3 At the end of the regular season 3 rest days are simulated. During the playoffs,

two rest days will be simulated between each round.

3.5 Lines

3.5.1 Prior to every game, general managers will be required to ensure that their team’s

roster and line combinations have been submitted through the OGME;

3.5.2 If the lines are set with no injuries, no problem, but if there has been an injury or a

suspension, the general manager is expected to update lines;

3.5.3 If a general manager fails to submit their team’s roster and/or line combinations

before a game, the Commissioner will auto the lines;

3.5.4 If a general manager is consistently not updating their lines, they may be subject

to dismissal.

3.6 Trade Deadline

3.6.1 The trade deadline will be at 80% of the games played of the season;

3.6.2 Once the trade deadline has passed the trade forum will be locked;

3.6.3 Trading will resume after the playoffs are completed.

3.7 Playoffs

3.7.1 The top eight teams in each conference will take part in the playoffs;

3.7.2 The division leaders will be seeded first and second in each conference;

3.7.3 FHL Sim determines playoff matchups. The tiebreakers used by FHL Sim in order

are: team wins, team goal differential and then if still tied; most goals for. After that we

aren’t sure, it’s never happened.

3.7.3 Players are not paid during the playoffs, but teams still earn revenues from home

games;

3.7.4 The 9th place team in the conference’s official final standings will receive a

competition bonus of $2 million;

3.7.5 The 10th place team in the conferences official final standings will receive a

competition bonus of $1 million.

4.0 OFFSEASON

4.1 Awards

4.1.1 The league will honor the regular season performance of individual players with

awards in much the same way as the NHL does, based on regular season performance;

4.1.2 The Awards given out by the SHL are listed on the awards section of the league

webpage;

4.1.3 Award nominees are compiled by the Awards Coordinator and shared with the

league general managers at the end of the regular season;

4.1.4 Awards winners are based on SHL general manager voting;

4.1.5 The team that held the rights to a player who wins a league award at the end of

the regular season will receive a bonus of $1 million;

4.1.6 The General Manager of the Year (GMOY) will receive a bonus of $2 million;

4.1.7 Other individual awards won by general managers will receive a bonus of $1

million;

4.1.8 The Media Mogul winner will receive a golden handshake (cash already included

in other bonuses).

4.1.9 The President’s Trophy winner will receive $1 million;

4.2 Retirements

4.2.1 Players who retire from the NHL will retire from the SHL during the first off season

in which they do not have ratings;

4.2.2 Players without ratings will be inserted into a team’s prospect list. Should any such

player return to the NHL they will be recreated according to league guidelines;

4.2.3 Once a player is recreated, they will be able to play out the remainder of their

contract with the SHL team that owns their rights;

4.2.4 A player who retires while eligible for unrestricted free agency and then returns will

be added to the UFA pool upon meeting creation requirements;

4.2.5 A player who retires while eligible for restricted free agency and then returns will

have their rights retained by the owning team until the player hits UFA age or their rights

are otherwise relinquished by the owning team.

4.3 Entry Draft Structure

4.3.1 Each Entry draft will consist of 7 rounds;

4.3.2 The SHL Entry Draft will correspond to an NHL Entry Draft;

4.3.3 The SHL Entry Draft will happen close to the start of the NHL Entry Draft;

4.3.4 The SHL Entry Draft takes place on the forum;

4.3.5 Any General manager who does not participate in the draft or send a draft list is

subject to disciplinary action by the SHL, including dismissal;

4.3.3 The players eligible for selection in each SHL entry draft will be players selected in

that draft, and any other eligible player (see 4.4 - draft eligibility).

4.4 Draft Eligibility

4.4.1 Any player aged 18 (by Sept 15th) or older is eligible to be drafted, except;

a) A player previously drafted by a SHL team;

b) A player who has previously played in the SHL;

c) A player who has currently or previously been rated in the SHL.

4.5 Draft Lottery

4.5.1 The SHL draft lottery results will be based on the NHL results. If in the NHL lottery

selection, the second last place team gets 1st overall, then the same will happen in the

SHL.

4.6 Free Agency

4.6.1 A player who is 27 and under at the time they are eligible for a new contract is

considered a Restricted Free Agent (hereafter, RFA).

4.6.2 A player who is 28 and older at the time they are eligible for a new contract is

considered an Unrestricted Free Agent (hereafter, UFA).

4.7 Salary Tables

4.7.1 RFA and UFA Players contracts are based on salary tables and formulas.

4.7.2 All of this information will be provided for general managers during the off season.

4.8 Restricted Free Agency

4.8.1 The RFA period will take place after the SHL Entry Draft but prior to UFA;

4.8.2 Teams will only be allowed to bid on their own RFA’s.

4.8.3 To determine a player’s new RFA salary, their current salary will be added to the

corresponding figure on Table A, and divided by two, to get new average salary;

4.8.4 The new average salary is then subject to a percentage increase provided by

either Table B1, as determined by the desired number of contract years;

4.8.5 Players can be signed to contract extensions for 1, 2, 3 or 4 years but can't

be signed beyond age 30:

Examples:

Sidney Crosby is 27 and is unsigned. He can be signed as an RFA for 3 years

max since he will be 30 when the contract expires.

Patrick Kane is 26 and is unsigned. He can be signed as an RFA for 4 years max

since he will be 30 when the contract expires.

4.9 Unrestricted Free Agency

4.9.1 UFA Terminology:

Signing Bonus: The amount of cash that will be deducted from your team's

account if your offer has the highest Signing Bonus Value.

Signing Bonus Value: The per year calculation of the Signing Bonus. The offer

with the highest Signing Bonus Cost wins the right to sign the UFA.

Term: The number of years you wish to sign the UFA for. Term impacts Signing

Bonus Value as well as the amount of the player’s contract once signed.

Term Factor: A value used in calculations that increases the relative value of the

Signing Bonus Value in relation to Signing Bonus for longer term contracts.

UFA Waves: Waves of similarly ranked players placed into groups to be bid on

at the same time. UFA bidding occurs one wave at a time (no overlap).

UFA Round: Each wave contains two rounds.

Designated Hometown Player: A label that can be assigned to a single UFA

player (when the rights to the player are owned by the team using the label) that

provides an advantage in the signing process.

4.9.2 The UFA bidding period will commence following the RFA period;

4.9.3 UFA in the SHL is based on a signing bonus system not contract amount;

4.9.4 UFA is done in waves with two rounds in each wave;

4.9.5 The total of the Signing Bonus of your offer may not exceed the amount of money

you have in your current funds i.e. no team can offer at any one time more money than

they have in their SHL funds. If you are caught violating this rule you may be fined up to

$1 million and any offers you submitted will be removed.

4.9.6 If a team acquires cash in a trade, the team acquiring cash can use it immediately

in the current UFA waves as long as both teams have confirmed the trade in the Trade

Forum.

4.9.7 Once UFA begins, there will be no trading of UFA rights during any of the UFA

waves;

Round 1 (See Calculating Your Offer for how to determine the Signing Bonus &

Value)

4.9.8 The team which owns the UFA player’s rights does not participate in round 1. The

team receives a “bye” to Round 2 of the signing process. (See Round 2 below)

4.9.9 The minimum Signing Bonus Value of an offer is $100,000; the minimum

increment is $1; there is no maximum (notwithstanding 4.9.5);

4.9.10 In Round 1, you are submitting an offer on the basis of a ONE year deal only (in

Round 2 you will be able to select a longer Term if you wish)

4.9.11 If no offers are made on a UFA player in Round 1, then the team which owns the

UFA player’s rights may sign the player for a flat $100,000 per year Signing Bonus. See

4.9.20 for determination of the player’s salary;

4.9.12 Advancing to Round 2 - At the end of Round 1, the team that offered the highest

Signing Bonus Value as well as any teams within $500,000 or at least 75% of the

highest Signing Bonus Value move on to Round 2. All other team are excluded from

Round 2. The top bid $ from round 1 is locked in case no one bids in round 2.

Example:

Sidney Crosby - UFA rights owned by Pittsburgh Penguins

Pittsburgh does not make an offer - Automatically advanced to Round 2 as owner

of Crosby’s UFA rights

Detroit offers a $10,000,000 Signing Bonus Value (Highest offer - advances to

Round 2)

Vancouver offers a $9,750,000 Signing Bonus Value (Offer within $500K of

highest offer - advances to Round 2)

Florida offers a $7,600,000 Signing Bonus Value (Offer within 75% of highest

offer - advances to Round 2)

Carolina offers a $2,000,000 Signing Bonus Value (Offer is NOT within $500K or

75% of highest offer - Does NOT advance to Round 2)

Round 2 (See Calculating Your Offer for how to determine the Signing Bonus &

Value)

4.9.13 In Round 2 you also select the Term associated with your offer. The selected

Term influences the Signing Bonus Value of your offer;

4.9.14 Regardless of the Term, teams that tendered offers in Round 1 must submit an

offer where the Signing Bonus Value is equal to or greater than the Signing Bonus

Value of their Round 1 offer;

4.9.15 Once a year, a team may also assign one of its UFA players with the Designated

Hometown Player label. The label reduces the Signing Bonus without reducing the

Signing Bonus Value of your offer. The Designated Hometown Player label can’t be

used in the same year as a Franchise Loyalty signing (See 4.10).

Calculating Your Offer

Whether you use the Signing Bonus or Signing Bonus Value calculations below,

depends on what angle you are coming from to determine your offer. e.g. You know

how much money you have/want to spend (Signing Bonus) and want to know what your

Signing Bonus Value would be -OR- You know how much you want your Signing

Bonus Value to be (e.g. for strategic purposes) and want to know how much it is going

to cost you (Signing Bonus).

Note: When submitting your UFA offer sheet, you must use the Signing Bonus

Calculation equation below. If your offer is using the Designated Hometown Player

label, then include both calculations with and without the use of the received advantage.

Signing Bonus Calculation

This is the equation you use when submitting your offer. This calculation will determine

what the Signing Bonus (the true cash cost to the team) would be for the Signing Bonus

Value you wish your offer to be (the value that determines the UFA winner).

Without Designated Hometown Player label: (Signing Bonus Value X Term Factor) =

(Signing Bonus)

With Designated Hometown Player label: (Signing Bonus Value X Term Factor) X

0.75 = (Signing Bonus)

Example 1 (Without Designated Hometown Player label)

Signing Bonus Value: $7,500,000 (the value that determines the UFA winner)

Term Factor: 2.4 (3 Years)

$7,500,000 X 2.4 = $18,000,000 Signing Bonus (the true cash cost to the team).

Example 2 (With Designated Hometown Player label)

Signing Bonus Value: $7,500,000 (the value that determines the UFA winner)

Term Factor: 2.4 (3 Years)

($7,500,000 X 2.4) X 0.75 = $13,500,000 Signing Bonus (the true cash cost to

the team).

While in both examples the Signing Bonus Value that is used to determine the

UFA, winner stayed the same ($7,500,000), but the Signing Bonus was

decreased using the Designated Hometown Player label and thus saved you

money ($13.5M vs $18M).

Signing Bonus Value Calculation (Optional - Not to be used when submitting your

offers)

Use this equation when you know how much money you have to offer a player as a

Signing Bonus (the true cash cost to the team) but wish to determine what the resulting

Signing Bonus Value (the value that determines the UFA winner) will be based on the

Term Factor. This is useful to do when attempting to outbid your opponent, especially

when both teams are offering different Terms.

Without Designated Hometown Player label: (Signing Bonus) / (Term Factor) =

(Signing Bonus Value)

Signing Bonus: $10,000,000 (How much you pay if you win the bidding)

Term Factor: 1.8 (2 Years)

$10,000,000 / 1.8 = $5,555,556 Signing Bonus Value (The amount used to

determine if you win the bidding).

Example 2 (With Designated Hometown Player label)

Signing Bonus: $10,000,000 (How much you pay if you win the bidding)

Term Factor: 1.8 (2 Years)

($10,000,000 / 1.8) / 0.75 = $7,497,407 Signing Bonus Value (The amount used

to determine if you win the bidding).

While in both examples the amount you would pay if your offer won stays the same

($10,000,000), the Signing Bonus Value was increased ($7.497M vs $5.556M) using

the Designated Hometown Player label and thus so are your chances of winning the

right to sign the UFA.

4.9.16 The Signing Bonus Value resulting from the offer calculations will be the one and

only deciding factor of which team the player goes to (except for in cases of tying

Signing Bonus Values, in which the previously owning team will win);

4.9.17 At the conclusion of the second round, the offer with the highest Signing Bonus

Value wins the player. In the event of a tie (Notwithstanding 4.9.16), the teams that

offered the same amount will enter another round of closed bidding. These rounds will

continue until one team submit an offer with a higher Signing Bonus Value than the

other team;

4.9.18 If these rounds of bidding stalemate; the winning team will be determined

randomly;

4.9.19 The entirety of a Signing Bonus is to be paid up front;

4.9.20 If a general manager tries to use a loyalty they do not have or have already used

then the bid is void;

4.9.21 Once Round 2 is complete, the player will be moved to the winning team. The

player’s contract amount and Term will be updated in accordance with Salary Table A

Unassigned Signings

4.9.22 if a player is an UFA and no team has signed him; they will be put on the

Unassigned Players List where any team may sign him;

4.9.23 Unassigned signings are closed during the offseason and open 48hrs after the

UFA signing period;

4.9.24 During the first 24hrs when unassigned signings reopen all teams will be able to

submit a Signing Bonus and Term to available players with highest Signing Bonus

Value winning the player (each team can offer contracts to a maximum 3 players during

this initial opening);

4.9.25 After the initial 24 hour period, unassigned players will be signed to

$350,000/season contracts with the signing team choosing the length of the contract

and paying a $100,000 Signing Bonus per year of contract. These players are given out

on a first come, first serve basis (notwithstanding 4.9.24).

4.10 Franchise Loyalty

4.10.1 Teams will be allowed to designate one (1) of their Unrestricted Free Agents

(age 28 or older) as their "Franchise Loyalty". This allows teams to sign their player in

exclusivity;

4.10.2 This option is only available every 3 seasons so if you use it in 2016 you cannot

use it again until 2019, if you use it in 2017, the next available time you can use it is

2020 and so on;

4.10.3 Franchise Loyalty privileges cannot be traded or accumulated;

4.10.4 Franchise Loyalty players must be property of the team from the previous

season;

4.10.5 If a team uses a Franchise Loyalty they forfeit their Designated Hometown Player

label option during UFA in that same off-season;

4.10.6 Franchise Loyalty players will automatically be given a No-Movement Clause

(NMC) that will cover the first year of their new contract;

4.10.7 Franchise Loyalty salaries are based on the average of their previous salary +

new salary (based on OV and Salary Table A) and then multiplied based on the

following multipliers (Table B1):

Player X is a UFA (28 yrs. old), they made $3.5 million last season, their new OV

rating is 77 ($4.25 on Salary Table A) so their salary would be:

2 years…($3.5 + $4.25) / 2 x 108% = $4,185,000

3 years…($3.5 + $4.25) / 2 x 112% = $4,340,000

5.0 PLAYERS

5.1 Player contracts

5.1.1 Player contracts are to be a maximum of 4 seasons in duration; prospect contracts

are 1-3 years;

5.1.2 Prospects are players without contracts who have been drafted by a SHL team;

5.1.3 Prospects consist of players who have yet to play in the SHL.

5.1.4 A previously unsigned prospect is signed to a 1, 2- or 3-year deal during the first

off season in which they have ratings;

5.1.5 The salary for a prospect is determined by their overall rating as illustrated by the

Prospect Signing Table E:

5.1.6 Prospects will be rated on (SP, SK, DF) by the ratings committee;

5.1.7 A prospect that has played less than 10 NHL games gets an option to add a 4th

year to their rookie deal;

5.1.8 Once a player is created, they are part of the league ratings, and will be re-rated

with all players when NHL re-rates occur;

5.1.9 Any challenges to prospects ratings will only be accepted during the designated

challenge periods, after NHL re-rates have occurred for the entire league;

5.1.10 Prospects are signed before the RFA period starts;

5.1.11 No team can have more than 100 prospects at any given time.

5.2 Injuries

5.2.1 All players are subject to injury;

5.2.2 The injury report will display the type of injury and the expected amount of time a

player will miss;

5.2.4 Pre-season injuries (fall classic, world cup, preseason) will not carry over to the

regular season;

5.2.5 If a team does not have the minimum number of players at a certain position, the

commissioner may be required to make a temp player before they can run the

simulation.

5.3 Suspensions

5.3.1 FHLSim handles suspensions;

5.3.2 A suspended player cannot dress for games they are suspended;

5.3.3 A general manager will be required to resubmit lines following a suspension;

5.3.4 A suspended player must remain on the active roster during the length of their

suspension;

5.3.5 Suspensions carry over from regular season to playoffs and from season to

season;

5.3.6 Goalies cannot play more than 4.080 minutes total during the regular season. Any

team going over this limit will be fined $1 million and have the goalie suspended for the

remainder of the regular season.

5.4 Salaries

5.4.1 Salaries are displayed on the player vitals page as well as the finances page;

5.4.2 Salaries are determined as outlined in salary tables;

5.4.3 A player on the pro-team will receive their full contract amount;

5.4.4 A player on the farm team will receive 10% of their salary;

5.4.5 A farm player called up to the pro-team will be paid their full salary for the duration

of their stay with the pros;

5.4.6 The minimum player salary is $350,000 per season;

5.4.7 The maximum player salary is $8,000,000 per season.

5.5 Position Changes

5.5.1 Subject to 5.5.4, a player’s official position may be switched at any time during the

season and playoffs;

5.5.2 The position change should be requested with a link on the position changes

thread in the Team Activities forum;

5.5.3 The position change should be either:

a) a player’s valid position shown on a reputable website or source (not rotoworld);

b) a quote discussing the players ability to play that position;

c) a link to a previous SHL sim season in which that player played that position

(does not have to be your team).

5.5.4 Players may not change position from forward to defense or from defense to

forward during a season, even if they are listed as being able to play either position.

Whatever position they were listed at on NHL.com when ratings were generated is what

they will play for the remainder of the season;

5.5.5 There are no maximums on position changes, but general managers are

encouraged to be reasonable;

5.5.6 Position changes must be in 2 hours prior to the sim and be accompanied by line

changes to take effect for that day’s sim.

5.6 Aging

5.6.1 All players age 1 calendar year every 1 SHL season;

5.6.2 Players will be aged during the rerate period based on the last full-completed

season.

5.6.3 Ages are based on year player was born; month of birth is not a factor.

5.7 Waivers

5.7.1 Any non-rookie player 25 years of age or older on the farm (rookies are shown

with an asterix on the player vitals page) are eligible to be claimed by any other team;

5.7.2 When a player is claimed on waivers, the team claiming the player will pay a

waiver fee of $500,000 to the team who previously owned the player;

5.7.3 When a waiver-eligible player is first sent to the minors, there will be a period (24

hours) in which teams can place a claim on him;

5.7.4 Waiver-eligibility order will be determined by previous season’s standings for the

first 2 sims. After that, waiver order is the standings in the current SHL season. Of all

teams that make a claim, the team currently with the lowest number of points has

priority. If there is a tie, the team with the fewest wins will take priority. If teams with the

same number of points and wins make a claim, the team that first made the claim will

take priority;

5.7.5 Following the initial 2 sim period, any waiver-eligible player can be claimed on a

first-come, first served basis;

5.7.6 The period of waiver eligibility runs from the first day of the regular season until 2

days following the trade deadline;

5.7.7 Waiver claims can be made by posting on the forum, or in an email to the

commissioner.

5.8 Coaches

5.8.1 Each GM must hire a coach;

5.8.2 Coaches can be anyone real or fictional;

5.8.3 Coaches can be fired/hired only during the off season;

5.8.4 Coaches Offensive (OF) and Defensive (DF) ratings will be determined by general

managers;

5.8.5 General managers are given 150 points for these two categories with a minimum

of 70 and maximum of 80 in each category. These can only be changed during the off

season.

6.0 RATINGS

SHL Ratings are NHL based rerates that use statistics from the most recently

completed NHL season. Ratings documentation can be viewed on the SHL Ratings

Page.

6.1 Challenges

6.1.1 General managers will have the opportunity to challenge up to three skaters on

their SP, SK and DF ratings. All newly created rookies will be able to be challenged

(unlimited). Those challenges will be reviews by the ratings committee;

6.1.2 Newly created rookies and 2nd year players (who played less than 10 NHL

games) can be challenged once in either of their first 2 seasons. These challenges will

not count towards your three skaters per season;

6.1.3 Challenges take place in the offseason after UFA but before the new season

begins.

7.0 TEAM OPERATIONS

7.1 Trading

7.1.1 Teams in the SHL may trade players, draft picks, money and future

considerations;

7.1.2 Future considerations constitute any element of a trade that is not completely

established at the time the trade is made and processed;

7.1.3 Future considerations will be tracked in the Future Considerations thread in the

Trade Announcements Forum;

7.1.4 The validity of a future considerations agreement is subject to approval by the

commissioner;

7.1.5 Teams may not use future considerations to defer payment of money in a trade.

Any trade including a future consideration where money is transferred must be at the

very minimum subject to a “true condition precedent,” where the condition is based on a

truly uncertain event that would modify the value of a trade;

7.1.6 Teams may only trade picks (including picks involved in FCs) from the next two

upcoming entry drafts from the time the trade is posted;

7.1.7 Teams are not allowed to borrow players from another team. Evidence of player

borrowing will result in the trade being voided and the General managers facing

possible sanctions from the league, including dismissal;

7.1.8 Teams may agree to future considerations that take no longer than 2 years (from

time of trade) to resolve;

7.1.9 Future considerations agreements are inherently risky and is up to the general

managers that enter into trade agreements to monitor the assets involved to ensure

they remain available;

7.1.10 The commissioner is not responsible for monitoring assets involved in future

considerations agreements, but will block trades if notified by a general manager (within

24 hrs.) that assets involved have been included in another deal;

7.1.11 If future considerations included in the trade agreement are no longer available,

the teams involved can negotiate alternative compensation;

7.1.12 If no agreement is reached, the team who is owed compensation can bring

dispute to the attention of the league commissioner who will bring to the Executive

Committee for resolution.

7.2 Trade Review

7.2.1 Any new general manager will have their trades closely monitored but veteran

general managers will also be scrutinized;

7.2.2 A general manager who appears to be struggling in their deals may be placed on

temporary probation, where their trades are subject to close monitoring by the league

and the Commissioner;

7.2.3 Most general managers will be given latitude to run their team as they see fit,

however all trades are subject to review and rejection by the Commissioner;

7.2.4 If one or more of the general managers on the trade committee are involved in the

trade the Commissioner will add a proxy vote from another general manager in the

league to replace that/those members for the trade review;

7.2.5 Any general manager can request a trade be reviewed by the Trade Committee

either on the trade itself or privately via email or private message;

7.2.6 In order for a trade to be reviewed a minimum of 3 general managers must notify

the Commissioner within the first 24hrs of a trade being confirmed by both general

managers. If a trade is reworked, the 24hr window for review reopens.

7.2.7 In order to maintain the regular flow of trading, if both general managers confirm

before the sim the trade will be processed but be aware that the trade may be reversed

if within the 24hr window it is sent for review and later vetoed by the trade committee.

7.2.8 The review will be complete within 48hrs of the Commissioner sending the trade

for review by the Trade Committee;

7.2.9 The Trade Committee will vote whether the trade is ok to pass or vetoed. A

majority must be reached to veto;

7.2.10 The Commissioner will only vote in the instance of a 2-2 tie between the Trade

Committee (4 members and 1 Commissioner);

7.2.11 There is no limit as to how much money teams can trade within a season,

however all trades involving more than $1,000,000 will be scrutinized by the

Commissioner.

7.3 Seats and Ticket Prices

7.3.1 Every arena has a base number of seats set at 20,000;

7.3.2 Ticket prices can be changed at any time during the season, selling tickets is a

team’s main source of revenue;

7.3.3 Ticket price changes should be posted in the Team Activities forum for

processing;

7.3.4 Ticket prices may be set from $20-60.

7.4 Rosters

7.4.1 Teams must have a minimum of 20 and a maximum of 25 active, non-injured

players on their pro club always;

7.4.2 A team violating this rule will be subject to a fine of $500,000 or other sanctions at

the Commissioners discretion;

7.4.3 A team’s combined farm and pro-roster should never exceed 45;

7.4.4 A team exceeding this number will have to trade or buy-out their players at 2/3rds

their remaining contract;

7.4.5 Each team must always have a minimum of the following positions (not including

offseason); 5 centers, 5 left wingers, 5 right wingers, 7 defensemen.

7.5 Competition Rule

7.5.1 While rebuilding teams will always be bad, general managers are required to

dress the roster that gives them the greatest chance of success. This includes doing

lines that do not blatantly hurt the teams chance of winning;

7.5.2 Starting goalies who have higher overall rating should always be starting except

when fatigued or in order to abide by goalie minutes played (see rule 5.3.6);

7.5.3 Teams who notice another team disregarding this rule can notify the

Commissioner or any member of the Executive Committee for review;

7.5.4 Upon review, teams deemed to be intentionally hurting their team’s chances of

winning will be fined according the following:

1st Offence: $2 million fine

2nd Offence: Draft picks (EC will determine)

3rd Offence: Dismissal
